SCOTT MILLER
Occupation: Monterey County Sheriff/Coroner
Education and Qualifications:
As Sheriff I am CEO of the largest law enforcement agency on the Central
Coast. Leading an organization with an $89 million budget and over 400
employees is not for entry level amateurs. Dealing with critical public
safety issues requires proven, stable, executive leadership.
Thirty-one years of law enforcement experience--including eighteen
years at the executive level, as Sheriff, police chief, and Salinas PD
Captain-- have prepared me for continuing challenges such as prison
realignment, gang violence and shrinking budgets.
As Sheriff I’ve obtained $80,000,000 in State funding for a critical
jail expansion; added 24 civilian positions to augment jail staffing;
doubled deputy training; renegotiated contracts, saving thousands
of tax-payer dollars. I’ve improved our reputation with diverse County
communities, as well as allied law enforcement agencies. I’ve brought
a new perspective that honors tradition, while modernizing outdated
practices.
I refused to “double dip”, forgoing $500,000 in pension benefits during
my first term. If reelected, I will save taxpayers $800,000 in additional
pension costs.
I hold a Masters Degree in Management and graduated from the FBI
National Academy and POST Command College. I speak Spanish fluently.

STEVE BERNAL
Occupation: Deputy Sheriff
Education and Qualifications:
During the past four years, crime rates have gone up on the Peninsula
and gang activity has increased countywide, while resources for fighting
crime, gangs and drugs have not kept pace.
Part of the reason is mismanagement of the Sheriff’s Department
budget, including nearly $16 million in overtime payments that could
have been used to put up to 100 additional Deputy Sheriffs on our
streets.
My 10-Year Plan for the Sheriff’s Department provides a roadmap for
improvement. I will establish youth intervention programs, more
effective gang suppression strategies and a proactive community
oriented approach to policing. Other priorities include agricultural
crime, drug trafficking, cybersex predators, domestic violence and elder

I will also restore morale among Deputies by expanding training
opportunities, reducing overtime and giving Deputies the support they
need to do their jobs.
I have 15 years of law enforcement experience, including recognition as
“Deputy Sheriff of the Year” in 2007.
