VISION STATEMENT
A first class Government Ministry for the development of effective and efficient State Waterfront
Infrastructure in Africa.

MISSION STATEMENT
To provide infrastructure and services at the Lagos State Waterfronts by harnessing resources to
ensure well protected environment that is attractive to tourists and observers.

MINISTERIAL RESPONSIBILITIES
 Development of Infrastructure along the Waterfront in the state.
 Processing of land allocation along the Waterfronts.
 Retention, protection and improvement of all land areas set aside for Waterfront development.
 Establishment and regulation of standards for the development of Waterfront.
 Conceiving and executing waterfront schemes.
 Regularization and monitoring of dredging activities in the state.
 Authorization and monitoring of reclamation works in the state.
 Coastal zones management.

INITIATION OF NEW WATERFRONT SCHEME

• Approval has been given for the creation of waterfront recreation facilities in Epe marina, Badore,Majidun
in Ikorodu and Ijon-kande in Ayobo, Ipaja.
• Proposals have been initiated for the development of the following schemes:
• Okun Onibeju waterfront scheme in Lekki.
• Okun Akinlade waterfront scheme.
• Epe marina waterfront scheme.
• Idale Whedako waterfront scheme, Badagry.
• Gberefun waterfront scheme, Badagry.
• The Ministry has signed an agreement on the development of Orange Island with Orange Island
development company.
• Development of Maranatha Estate in Ikaare Island is under evaluation.
• Development of proposed Creek Industrial Estate is also under evaluation.
• Resuscitated the dredging and reclamation works at Ilubirin Lagoon waterfront in conjunction with SPA
Dredging Company.
• Development of Marina Quayside Strip Project (Transformative Urban/Waterfront development initiative)
in conjunction with Harris AIB Associated Ltd is under evaluation and processing.

AN EXTRACT OF THE LAW TO PROVIDE FOR THE REGULATION OF
WATERFRONT INFRASTRUCTURE DEVELOPMENT IN LAGOS STATE.

OFFENCES AND PENALTIES


Section 20 – (1) Any person who carries on the business of sand dealing or sand dredging along the
waterfronts without obtaining the necessary operations Permit shall be liable, on conviction, to a fine not more
than One Million Naira (N1, 000,000.00) or imprisonment for a term of 2 years or both.
(2) Any person who constructs, develops, erects any building or any other structure (not being
a structure required for water transportation) along the waterfronts and embankments within the State without
a permit or in any other manner contravenes the provisions of this law, shall be liable, on conviction, to a fine not
more than One Million Naira (N1, 000,000.00) or imprisonment for a term of six months or both.
(3) Any person who encroaches, obstructs, or impedes physical accesses to any waterfront,
damages or impairs the aesthetic of any waterfront, whether partially or wholly, shall be liable, on conviction, to
a fine not exceeding Two Hundred and Fifty Thousand Naira (N250, 000.00) or imprisonment for a term of three
months or both.

CATEGORY A (DREDGING FIRMS ONLY)
• Dredging companies willing to operate in Lagos State
• Application letter to the Honorable Commissioner, MWFID
• Payment of Application fee (N50, 000:00)
• Collection of Application form
• Submission of Completed Application form
• Certificate of Incorporation/ Article of Association
• Copy of Current Tax Clearance Certificate
• Detailed Description of the Dredging Machine.
• Details of Technical Competence of personnel.
Consent fees
• *HOPPER DREDGE N10 Million
• *CUTTER SUCTION DREDGE (24”-30”) N10 Million
• *CUTTER SUCTION DREDGE (17”-23”) N3 Million
• *CUTTER SUCTION DREDGE (10”-16”) N1.5 Million

CATEGORY B
• (DREDGERS/SAND SELLERS ONLY)
• Firms and Individuals, who are into Sand Stockpiling and Selling using Mechanical Dredging Equipment.
• Payment of Application fee (N50, 000:00)
• Collection of Application form
• Submission of Completed Application form
• Copy of Current Tax Clearance Certificate
• Certificate of Incorporation/Article of Association

• Description of proposed dredging location
• Provision of the Environmental Impact Analysis (E.I.A) Report
• Provision of the Hydrographic and Bathymetric Surveys of the proposed dredging location
• Provision of a Recent Sand Search Report
• 10.Survey Map of the Stockpiling site.
• CONSENT FEES
• Ajah Axis: Payment of sum of N1, 000,000.00 per Annum/site
• Ikorodu Axis: Payment of sum of N750, 000.00 per Annum/site
• Badagry/ Epe Axis: Payment of sum of N500, 000.00 per Annum/site

CATEGORY C (Manual Dredging)


• Manual Dredgers - Firms and Individuals, who are into Sand dredging, stockpiling and selling, using manual means
(i.e. canoes)
• Collection of Application form
• Payment of Application fee
• Submission of Completed Application form
• Description of proposed Dredging Location.
• Provision of the Environmental Impact Analysis (E.I.A) Report
• Provision of the Hydrographic and Bathymetric surveys of the proposed Location
• Provision of Recent Sand Search Report
• Copy of current Tax Clearance Certificate
• Survey Map of the Stockpiling site.
• CONSENT FEES
• Payment of sum of N200, 000.00 per Annum/site

REQUIREMENTS FOR WATERFRONT BUILDING PLAN CLEARANCE


1. 2 sets of Architectural Drawing/ Land-use plan.
2. 2 sets of Structural, Mechanical and Electrical Drawings.
3. Proof of Ownership/ Certificate of Occupancy.
4. Environmental Impact Analysis Report (EIRA).
5. 2 Sun print copies of survey plan of the land.
6. Evidence of payment of land changes and current ground rent, land use charge etc.
7. Evidence of payment of the Ministry of Waterfront Infrastructure Development administrative charge.
8. Formal letter of application addressed to the Honourable Commissioner forwarding all the above-listed
documents.
REQUIREMENTS FOR SAND FILLING/ RECLAMATION/ EXTENSION WORKS
1. Proof of Ownership/ Certificate of Occupancy.
2. Boundary Survey of existing land.
3. Topography survey.
4. Proposed ground finishing height.
5. Environmental Impact Analysis Report (EIAR).
6. Proposed Infrastructure Layout.
7. Evidence of payment of the Ministry of Waterfront Infrastructure Development administrative charge.

8. Formal letter of application addressed to the Honourable Commissioner forwarding all the above-listed
documents.

REQUIREMENTS FOR SHORELINE PROTECTION APPLICATION


1. 1 Copy of Site Location Sketch.
2. 1 copy of Site Plan
3. Photographs of the location.
4. 2 Sets of /Engineering Drawings and Specification.
5. Structural details/ Calculation.
6. Dimension of boundary extension.
7. Proof of Ownership/ Certificate of Occupancy.
8. Evidence of payment of the Ministry of Waterfront Infrastructure Development administrative charge.
9. Formal letter of application addressed to the Honourable Commissioner forwarding all the above-listed
documents
10. Boundary Survey of existing land.
11. Topography survey.
12. Proposed ground finishing height.
