REFERENCE:

Memorandum dated 22 September 2017 of Dir. Gotis, BLGS, requesting this level’s
comments and recommendations on the unnumbered house bill, re: “CONVERSION OF
ONE MUNICIPALITY PER PROVINCE INTO A COMPONENT CITY, WHEREIN THE
PROVINCE DOES NOT HAVE AN EXISTING COMPONENT CITY”.

THIS LEVEL’S COMMENTS AND/OR RECOMMENDATIONS:

This level finds the proposed amendment on Section 450 of Republic Act No.
7160, otherwise known as the “Local Government Code of 1991” laudable as it will also
give an opportunity to other municipalities although able and capable of becoming a city
but fails to qualify for failure to meet the requirements established in the said section.
Hence, we interpose no objection thereof.

Nonetheless, may we respectfully suggest that the rate of the new income
requirement be shown in the proposed bill.
Lastly, it is understood from the proposal that only the income requirement is
subject to amendment.
