1- Introduction to the Point-to-point Test


The following are the step-by- step procedures to carry out the point-to-point test for an
RTU based station to the DMS Control Centre.
The testing of the data communication and thus the signal test is performed using one
communication channel (main or the backup channel, whichever available) during the test
period.
In order to verify the availability of same IEC data objects over both channels (where ever
available), a General Interrogation could be performed on both channels and verify by
completeness check.
The Point to point test will verify the IEC object address, the corresponding Signal name
and the status information in the Control Centre. In case of Analogues, the values and
power flow sign will be verified against the RTU value to conclude the test.
Any signals tested from the station side and available on the protocol test
system/monitoring in the Tele Control Interface with correct IEC address and status, but
not available on the master station (HMI) due to error, non-availability, discrepancy etc
will be noted down and will be tested locally from TCI as soon as they are available for
testing and verification.
The point to point test at the master station shall be carried out by ADDC with the support
of SIEMENS and all control operations will be performed by authorised distribution
company operators.

1.2 Pre-Requisites for Point-to-point Test.


 RTU-SAT completed.
 Telecommunication links established and tested.
 Original VPN SIM card is available for the GPRS Modem (where applicable)
 MST data base created and filled. (SIEMENS Internal)
 The allocation of open points on the effected feeders to be verified before the start
to of the testing to determine the power flow directions.
 List of nominal values, limits and characteristics for the stations to be tested to be
available at Control centre

1.3 Signal generation for Point To Point Testing


Testing of signals, to and from the control centre for the RTU, as per RTU-I/O
connection diagram.
 Simulation of all adapted signals from the right hand side of the opened MDF
disconnecting terminals up to the TCI in the control centre.
 Remote time synchronization command for the RTU from the Master station.(SS
type Stations only)

 Switching of Communication channel where ever applicable for verification of


backup channel functionality.
 Issuing of commands from the Master station and verification their execution by
employing bi-stable test relays.
 Verification of Persisting and fleeting Alarms by simulating from MDF/RTU cabinet.
 Verification of Indications by simulation at the right hand side of the opened MDF
disconnecting terminals at MDF/RTU cabinet.
 Verification of Analogue signals including Tap positions by closing the MDF links
and putting the transducers in service in the SWGR/Control Panel/RTCC panel.
The actual values available at control centre could be verified at station end. The
power flow sign should be verified for MW and MVAr values.

1.4 Filling of Test sheets


Tracking of signals tested will be done in the CC by ticking on a copy of the RTU-I/O
Connection diagram from RTU SAT and second copy of the RTU I/O connection diagram
will be used at the station to verify the signals tested. Thus the copy at the CC will
become the master document for the point to point test record.
In case of Analogue measurements the Actual MW. MVAr, Amps, Voltage appearing in
the Master Station will be compared with the readings available in the station and will be
recorded in the test sheets. Any discrepancy in value & sign will be noted and
immediately rectified before the test sheets are signed off by O/E representative. The
tests detailed in section 1.6 should be carried out and the results should be recorder
during the course of the testing.

1.5 Details of Functional Tests carried out


RTU/Station End for Substation___________________

1 RTU and Modem is switched off and all MDF terminals to the field are
disconnected and only the dummy command relay is connected to the
RTU.
2 Power ON the RTU and wait until the RTU is fully started. Power up the
modem and allow time for the Modem and RTU to establish connection
with the Control Centre. (Verify the availability of the RTU with Control
centre).
3 Verify that the GPS Service Unit (SU 2000)is fully operational on the RTU
and proper time is available on the front display of the unit.(in case of PRY
and SWS)
For SS RTUs a time Sync: command needs to be issued from the CC
before proceeding with the Signal testing. Once the RTU is time
synchronised the Alarm on the CPU 3000 will reset.
4 Connect to the RTU using maintenance port connection and use the web IP address:
browser to connect to the RTU server. The GPRS Modem SIM card
address could be verified and record from the configuration parameter.

5 Ensure that there no watchdog alarms standing on the CPU and if there
are alarms investigate and clear them before proceeding further.
6 Check with CC that the communication is stable and they are receiving
proper information from the RTU invalid status for double point information
and OFF status for single point information.
7 Verify that all information has got valid time stamp.

8 Perform a GI from CC and cross check they are receiving all data as
configured and as per I/O list.
9 Check that RTU I/O connection diagram available are same at CC and
Station before further proceeding the signal testing.
10 Verify the GPS System Faulty Alarm by removing the SU 2000 Module
from the RTU. (in case of STCE RTU)
11 Verify the RTU I/O module failure Alarm by removing any one I/O card
from the RTU rack.(in case of STCE-S RTU and STCE RTU)

1.6 Point to Point Signal Testing for Substation

1.6.1 Time Synchronization from Master Station (SS RTUs Only)


Before proceeding with the signal testing the SS RTU needs to be synchronized with the
Master Station Time by issuing a Time Sync: command from CC.
Once the command is issued from CC check the RTU diagnostic display or the RTU
Monitor to verify the time is available on the CPU display and record the results.
Details of Time Synchronization Results
Time Sync: Command issued from Master and positive confirmation
received from RTU.
Time Displayed in the CPU Time Display after receiving the
command from CC.

Note: - In Case of SS RTU, as soon as the RTU establishes communication with the TCI/Master station, the
RTU will receive a time synchronisation and the watchdog alarm on the RTU CPU module will reset
automatically.

1.6.2Analogue Measurements:
Close the MDF links to the field for Analogue measurements for all feeders one by one
and record the values available to CC in the RTU I/O connection Diagram. Verify that the
IEC address, signal name and value match with the RTU configuration. Also verify that
the actual power sign based on the network open point is matching with the RTU power
sign if required.
Voltage and current values may be cross checked with station metering system if they
are available.
1.6.3 Persisting Alarms and Fleeting Alarms (Single point Information):
Simulate the single point input by shorting the appropriate terminals as per the RTU I/O
connection diagram and check the alarms are available at the CC with the proper time
stamp, IEC address, signal name and status. Record the results in the RTU I/O
connection diagram and station end and at CC.
The test should be repeated for all signals on all feeders, feeder by feeder.
1.6.4 Commands:
A dummy command will be issued to verify that the command cycle from Master Station
to RTU and the command relay is working without failure.
Simulate the remote indication for the feeder (Bay) under test and verify with control
centre the right status before proceeding further.

Make sure that the command links to the field are open and is verified by O/E and the
SLIP connection to the RTU is ON and the Digital Out put under test (for the particular
Board under test) is selected in the Monitor RTU programme.
Issue the command from CC and verify that the particular command is executed and the
Test relay connected to the terminal should operate and CC should receive the status
feedback. The procedure should be followed for Open and Close command. The test
should be performed for all commands.
Transformer tap changer command will be issued with out simulation of Tap position
feedback.
Negative test could be done by selecting the feeder under test to local and by issuing a
command from CC and by verifying that the command is not executed.

1.6.5 Status Information (Double Point Information)


Close the MDF Terminal for the Double point information for the feeders one by one and
check the status of feeder equipments (CB, Isolator, Earth Isolator etc) in the control
centre.
The information available to CC should match with the actual status in the substation.
This test will also be done during the command checks (using Test relays) as test status
will be available to CC after each operation.

1.6.6 Communication Fail Alarms for Substation_____________________


This test is only applicable for stations equipped with two communication channels and where ever
they are available during the test.
Disconnect Main Channel from RTU and verify that the Channel A fail alarm appears in
the CC over the Backup channel. □ OK □ NOT OK □ NOT Applicable
Reconnect the channel and ensure that the Channel A fail alarm is reset and the
Communication line become normal in CC. □ OK □ NOT OK □ NOT Applicable
Disconnect the Backup channel from RTU and verify that the Channel B fail alarm
appears in the CC over the Main Channel. □ OK □ NOT OK □ NOT Applicable
Reconnect the Backup channel ensure that the Channel B fail Alarm is reset and the
communication line become normal in CC. □ OK □ NOT OK □ NOT Applicable

2- Station status after completion of Point to Point test for


Substation
____________________________________
After completing the Point to Point Test, all feeders (Bays), DMS equipments, pertaining
to station tested will be left in following status.
PRY Stations with existing RCC control. Checked
 DC System will be switched ON and operational.
 All the feeders will be selected to Remote.
 RTU will be switched ON and all communication equipments will be operational.
 All links from the MDF to Field will be closed except for commands and these links
will be closed (SIEMENS) as part of the transferring of the control authority from
RCC to DMS.

 All Transducers will be online.


PRY and SWS with new RTU
 DC System will be switched ON and operational.
 All the feeders will be selected to Remote and SIEMENS will block all Control
action for all station in the master station for further security. A station shall only
be un-blocked for point-to-point test and blocked again after completion of each
testing session.
 RTU will be switched ON and all communication equipments will be operational.
 All links from the MDF to Field will closed.

 All Transducers will be online.


SS with new RTU
 DC System will be switched ON and operational.
 All the feeders will be selected to Remote and SIEMENS will block all Control
action for all station in the master station for further security. A station shall only
be un-blocked for point-to-point test and blocked again after completion of each
testing session.
 RTU will be switched ON and all communication equipments will be operational.
 All links from the MDF to Field are closed.

 All Transducers will be online.

3- DMS Engineering

After completing the Point to Point Test, DMS data pertaining to the station tested will be
checked and the running DNA applications will be verified and tested to assure proper
data.

As a prerequisite for this check:

 All necessary parameterization and data entry should be completed.


 Tuning of Thevenin impedances
 Tuning of transformer data
 Data correction and network topology checks should be verified in comparison to
the results.
 All data transformations and preparation as per DMS requirements should be
fulfilled
