Scope of works:
1.,,All level sensors for storage Tanks for Overfill Protection
System (High High Level, High Level and Operating Level) and
cutoff system must be compatible with Jet A-1.
2.,,Contractor will be responsible for developing the
philosophy of the Overfill Protection System, project execution
plan and resource allocation plan and get it approved from the
Station Incharge / Regional Manager.
3.,,Lay down the power and control cable at all the tanks for
sensors.
4.,,Cabling in GI Pipe with earthing, Installation of
junction/connection boxes at all the tanks for the connection of
all sensors.
5.,,Vendor will responsible to do all wiring in G.I conduits
(Concealed or open as per site requirement), connections,
terminations, with pump control modules, Annunciator panel,
audio able alarms /sounders & PLC System (where
applicable), etc. to complee the system in all respect as
mentioned above.
6.,,Vendor will provide the Panel for the system meeting all
requirements as mentioned in the Work Order.
7.,,Vendor will install Audible and Visual alarm at Operation
Room and decantation bays.
8.,,Vendor will inform 07 days before to start the job for
necessary operational arrangements.
9.,,It is a specialized job that will require expertise of related
field, Vendor will submit the proof of their experience along
with bid.
10.,,Vendor will be responsible of area safety, cleaning and
quality work at sight.
11.,,Vendor will carry out the Civil, Mechanical &
Electrical/Electronic work as per the PSO HSE Standards.
12.,,Vendor will be responsible to carry out all Civil,
Mechanical, Electrical / Electronic work related to Overfill
Protection System & Dry Run Protection System for
Prevention of possible pump damage, Motor protection and
Operating safety(As per locatin requirement).
13.,,Vendor must provide Three year After Sales Service for
which PSO might execute 03 year contract separately.
14.,,The PSO shall be sole owner of the provided system with
full rights over philosophy, design calculations / details, layout

operations & maintenance of the system. Contractor shall
provide all O&Mmaterial, design data, as built drawings,
software, administrative control, manuals to PSO.

branded equipment with established reliability. It's after sales
services related to hardware / software should be easily
available in the local market. It should be most appropriate to
our requireents. The technology should be latest but simple to
maintain.

specifications mentioned below.
Chemical Composition and Properties:
General Description
The Overfill Protection System comprises of Annunciator
Panel and Level Sensing probes/sensors to be installed on the
tanks. These probes/sensors would be installed on High High
Level, High Level and Operating Level of the tanks. These
levels shall be calulated keeping in view the capacity of the
tank, rate of decantation of the product, response time to
manually switch off the system etc.
Operating Level (OL):
This level is the maximum fill level during the course of normal
operations. The detection of the operating level (OL) triggers a
visual and/or an audible signal, for the attention of the operator
so that he can apply the specific operating instructions.
High Level (HL):
The High Level (HL) is the first alarm level of the overfill
prevention system. Detection of High level (HL) triggers an
audible and visual alarm. In case of triggering, the operator
shall immediately apply the procedures for ensuring the safety
of the tak.
High High Level (HHL):
This level is the maximum level to which the tank can safely be
filled. This level being a SAFETY barrier, it shall not be
reached during everyday operations. Detection of the High
High Level (HHL) automatically triggers an audible and visual
alarm and th automatic shut-off of product transfer.
Specification:
Annunciator Panel:
Annunciator panel for Over Fill Protection System for Tanks
consisting of High High Level, High Level and Operating Level
sensing probes. The system shall be suitable for the
operational philosophy of the Aviation depot / terminal.
This overfill protection system is to be installed on tanks for
decantation of product which is being received at the location
through Tank Lorries. The Tank Lorries are decanted in to the
tanks through a common receipt header / separate pipeline.
The Overfill protection system shall be interlocked with the
decanting and loading pumps with provision of manual over
ride which will be used to bypass the interlocking scheme to
arrange inter tank transfer of the product as per operational
requirements.
In order to ensure compatibility, Annunciator panel and Level

Sensing Probes shall be manufactured by the same
manufacturer.
The Annunciator Panel shall comprise of the following:
- Alarm activation lamp (one lamp for each probe)
- Alarm acknowledgement push button
- Test push button (Detection devices shall be able to be
tested in accordance with the recommendations of the
manufacturer or by "wet testing")
- External sounder shall be required additionally to alert the
staff and respond accordingly.
- Control contact for each probe (for interlocking with pumps)
- Suitable for indoor installation (at control room)
- System shall have the capability of continuous self-testing
circuitry which monitors the controller wiring, connection and
sensors for fault 30 times per sec.
- The individual red indicator lamp will light when a sensor
touches the product and goes wet. The operator will
acknowledge the alarm and the alarm would stop. However
the indicator lamp remains lit until the sensor goes dry again.
Compliance:
API Standards 2350 Overfill Protection for storage tank in
Petroleum facilities.
Approval / Certification:
Safety Integrated Level (SIL) 3 capable
Level Sensing Probes:
Level Sensing probes for storage Tanks for High High Level,
High Level and Operating Level sensing probes consisting of:
- Field proven, level sensing technology
- Reliable components
- Level responsibility +/-1.6mm
- Response time 0.5 second maximum
- SIL-3 capability
- With multiple sensor holder
The level sensing equipment shall be suitable to be used in
the area of classification for hazardous environment and
compatible to JET-A1 fuel.
The length of the sensor shall be suitable for installation at
respective location. Contractor shall visit site before quoting.
Note:
The offered system shall be capable for communication with
Centralized Control System i.e. DCS/PLC/SCADA to be
developed and installed at the location in future. For this
purpose, universal communication protocols like
TCP/IP/Ethernet/Profibus etc. shall e used.
Other Requirements:
- Environmental Protection: IP 65 or above
- Alarm Duration: Adjustable
- Operating Temperature: -40 °C to 70 °C Max.
- Product: JET A-1
- Product physical and chemical properties: (Refer to product
Material Safety Data Sheet (MSDS))
- Ex Rating: Hazardous area approved (Ex ia IIC

- Installation of software with complete rights and access along
with executable file/CD.
- The Bidder shall ensure that the offered system must have
fail safe design i.e. (fail safe relay)
Warranty:
Supplier will give the warranty for the equipment to be free of
defects in material and workmanship. Supplier will replace and
install without charging any cost to PSO, any materials,
supplies or equipment which fails under design conditions due
to defect in material or workmanship if defect is observed
and/or such failure occurs within 18 months from delivery or
ONE year from the date of commissioning of the equipment
(whichever is earlier).
Note:
- All material shall be delivered at locations mentioned in RFQ.
- The payment of material shall made on actual delivery of
parts and Services with the acceptance by Station Incharge or
his representative.
- The vender will provide assurance in writing along with bid
that he will provide all genuine material according to given
specifications. He will be liable to penalty equal to cost of
material and for getting black listed for future contracts with
PSO iffound any non-genuine part at any later stage.
- Job includes complete material, tool and labour charges.
- All Government Taxes are inclusive in PR cost.
- Vendor will provide all technical datasheet/literature with
bidding documents.
- Job includes procurement Installation, Testing &
Commissioning of require system on all tanks on turnkey
basis.
- Sub contract not allowed.
- Part payment allowed after successful completion of job
station wise.
Installation, Testing & Commissioning of Overfill protection
