THE PROBLEM AND ITS SETTING

Introduction

The Philippine archipelago comprises about 7,641 islands which only about 2,000 are

inhabited. They are clustered into the three major island groups of Luzon, Vizayas and

Mindanao. In Camarines Norte, Barangay Cayucyucan, with a population of approximately

8,000 is one of the booming tourist destination and most appropriate location for hotels and

resorts in the municipality of Mercedes. Being open to both local and foreign visitors, cleanliness

plays a great role. Though, cleanliness does not only constitute to neatness but also the things

done in trashes. For this reason, barangay officials are a vital part for providing appropriate

programs and policies which can magnify the essence of environmental preservation and impose

responsibility to its residents.

Waste management is the collection, transport, disposal, managing, and monitoring of

waste materials. Waste management differs from urban and rural areas. Every individual should

take responsibility of managing their waste. Thus, there is an emerging need to encourage the

people to take part in protecting the environment through proper waste management.

Moreover, the Republic Act 9003, also known as the Ecological Solid Waste

Management Act of 2000 is a framework implemented by the government which will secure the

protection of the public health and environment. This act makes provision for the efficient solid

waste management, for the volume reduction of the waste, its environment-friendly disposal,

composting, recycling, re-use, recovery, green charcoal process; for the collection, treatment and

disposal in environmentally sound solid waste management facilities whereas it shall be possible

to correctly dispose the proper segregation, collection, transport, storage, treatment and disposal

of solid waste. This serves as a guideline of the Filipino citizens to ensure the proper waste

segregation and disposal of solid was to aid in preventing different kinds of environmental

issues.

The researchers are motivated to conduct this study entitled, Level of Compliance of

Barangay Cayucyucan Officials on Ecological Solid Waste Act of 2000, to determine their 10-

year solid waste management plans consistent with the national solid waste management

framework and evaluate their implementation of such policy.

Background of the Study

The researcher conducted this study to determine the level of compliance of Brgy. Official

of Cayucyucan on ecological solid waste management. This study will serve as a guide to make

improvements of management of garbage. The proper disposal of waste is essential part of

everyone, Brgy.officials was expected have prior knowledge about the act. People in

Cayucyucan depend on natural resources as fishermen while the others are employed in the

resorts. Improper management of garbage can cause hazard and it will affect jobs, public health

and natural resources.

Statement of the Problem

This study aims to determine the level of compliance of Barangay Cayucyucan Officials

on Ecological Solid Waste Management Act of 2000.

Specifically, it seeks to answer the following questions:

1. What is the profile of the respondents in terms of:

1.1 Age

1.2 Gender

1.3 Educational Attainment

1.4 Length of Service

2. What is the level of compliance of Brgy. Cayucyucan Officials on Ecological Solid

Waste Management Act of 2000?

3. Is there any significant relationship in the level of compliance of Brgy.Cayucyucan

Officials on Ecological Solid Waste Management Act of 2000 to their profile?

Assumptions

The study was conducted based on the following assumptions:

1. Respondents have a clear understanding on Ecological Solid Waste Management Act of

2000.

2. Educational Attainment and Length of Service are some factor that affects the ecological

solid waste management.

3. Brgy. Cayucyucan officials have complied on the Ecological Solid Waste Management

Act of 2000.

Hypothesis

There is no significant relationship on the level of compliance of Brgy. Cayucyucan

Officials on Ecological Solid Waste Management Act of 2000 and the profile of the respondents.

Significance of the Study

The result of the study could be useful to the following:

Residents. The result of this study will serve as a guide to families about the physical

conditions of their locality.

Community Leaders. The result of this study will provide feedback to help them

improve their present and future projects regarding ecological solid waste management.

Environmental Advocates. The result of this study will encourage them to support long

term solid waste management programs of the community.

Future Researchers. This study can be used as a reference for future research.

Scope and Limitation of the Study

The focus of this study is to identify the level of compliance of Barangay Cayucyucan

Officials on Ecological Solid Waste Management Act of 2000. By this, the researchers target

respondents are the elected and appointed ex officio including Brgy. Tanod (BPSO). (1) elected

Brgy. Captain, (8) elected Brgy. Kagawad, (2) appointed official, (10) Brgy. Tanod .(30)

Barangay Cayucyucan Officials 2014-2017. The researchers will use interviews and

questionnaires to gather data. Also, observations of project implementation from 2007-2017 will

be conducted. 1oo% of its equivalent.

Definition of Terms

For further understanding and clarification, the following terms were defines

conceptually and operationally:

Barangay official. It pertains to a person elected by virtue of an election with a 3-year

term to serve the barangay.

Compliance. It is the formal act of obeying an order, rule or request.

Environmental preservation. It is about setting aside areas as nature reserves or other

conservation areas.

Implementation. It is the process of putting a decision or plan into effect.

Public Health. It is the art and science dealing with the protection and improvement of

community health by an organized community effort and including preventive medicine and

sanitation.

Republic act. It is a law or a formal product made by a group of legislators.

Waste segregation. It is the separation of biodegradable waste and non biodegradable

waste for proper disposal and recycling.

Ecological. It is relating to the relationship of living organism and their physical

surroundings.

Solid Waste. It is the unwanted solid materials generated from human activities in

residential, industrial or commercial areas.

Disposal. It is the process of throwing away or getting rid of something.

Respondent. It is the person who responds or answer to questions that is asked especially

as part of a survey.
