maximum of 90 days in every
calendar year, to qualified fam-
ily heads and unmarried single
adult members of qualified
poor households, forms part
of the measures to cushion the
impact of the pending tax re-
form package.
“The proposal to levy ex-
cise tax on petrol would have
substantial impact on the
lives of Filipinos,” he said.
Batocabe said that since
the tax reform program
would allow the govern-
ment to expand its tax base,
he is confident there would
be enough funds from the
government treasury to be al-
located for the Employment
Assistance and Skills Train-
ing Fund (EASTF) that is
provided for in REAP.

One Student, One Sports

program readies in Naga

NAGA CITY --- To pro-
vide the young ones with
competence to excel in sports,
understand and apply the
concept of teamwork and the
value of sportsmanship are
what the “One Student, One
Sports” program of the local
government here advocates.
The program which is an-
chored on the city govern-
ment’s thrust to build a city of
champions will also enhance
the sports program of the De-
partment of Education (DepEd)
and strengthen collaboration
between the two government
entities as the LGU consoli-
dates its new and existing sports
programs under one umbrella
campaign.
Executive Order 2016-
048, which seeks to enhance
the Department of Education
(DepEd) sports program by
establishing and implementing
the “One Student, One Sports”
program of the city govern-
ment anchored on the thrust to
build a city of champions was
issued on November 4, last year
by Mayor John G. Bongat, and
will take effect this school year
2017-2018.
The executive order details
how the program will oper-
ate as it also defines the roles,
functions and responsibilities
of each partnering entities, spe-
cifically the city government of
Naga, the DepEd, and the city’s
27 barangay councils together
with the Education, Scholar-
ships and Sports Office (ESSO)
and the City Events, Protocol
and Public Information Office
(CEPPIO).
Citing sports as a human
right for all individuals, the
executive order mandates all
the partnering entities to “pro-
vide sports activities to school
children to promote their good
health, education and well-be-
ing.”
It is underscored also in the
executive order that with the
operation of the program, the
children, who are becoming
less engaged in physical activi-
ties with the rise of interactive
technology, will be led to a
well-rounded lifestyle.

Bicolanos say martial
law will keep people
safe from terror groups
LEGAZPI CITY -- A random interview with Bicolanos
from the cities of Legazpi and Naga and the provinces of
Albay and Catanduanes showed support for the declaration
of martial law by President Rodrigo Duterte as they believed
it was meant to keep the people safe from the terrorist
groups.
They said they have friends in Mindanao who had
shared that their feeling of security had been buoyed by the
presence of the police and soldiers in their areas.
Rosalieh C. Luces of Legazpi City in Albay, said “martial
law is for the safety of the people of Mindanao. It is needed
because of the extreme violence of the Maute and terrorist
groups in Mindanao.”
“The terrorists should be wiped out so they would not
increase in number and get more outside support that
would heighten their influence,” she said.
Kristine Lagman of Tabaco City, Albay, an architect and
former president of the United Architects of the Philippines,
Tabaco City chapter, said “violent extremism should be
stopped at the soonest possible time”.
“I am more afraid of the terrorists than the imposition
of martial law,” said Lagman who shared that her friends
in Mindanao had told her they felt safer because of the
declaration.
Maureen Cezar Camposano, a resident of Naga City in
Camarines Sur, who had lived in Mindanao “for so long,”
said her friends and relatives in Mindanao felt safer and
more at peace due to presence of police and soldiers
everywhere.
She said the declaration could cause immediate change
as the Philippine National Police (PNP) and the Armed
Forces of the Philippines (AFP) could easily suppress
lawlessness.
Camposano believed “the President will not abuse his
power.”
Orpha Barba, a resident of Bato, Catanduanes said
President Duterte knew what would be beneficial to the
people.
“The imposition will also stop the sympathizers of the
lawless group in Mindanao," she said.
Barba said the AFP found it difficult to suppress the
lawless group because of some people who had helped
them escape.
“The visibility of the military and the full alert status of
the PNP and AFP (in some areas) are ways of keeping the
civilians safer,” she said.
Glee Pedrico, who has roots in Catanduanes but is now
a teacher of Rang-ay Integrated School in South Cotabato,
shared her experience with martial law. "There is martial
law here but honestly “hindi malupit ang mga sundalo or
kapulisan” (the soldiers and police are not cruel).
She said “they are only strict in the checkpoints and ask
all passengers of private and public vehicles to disembark
and show valid IDs.”
"We left for Davao from South Cotabato at 12:00 a.m. but
there was no untoward incident that happened and we did
not sense any danger (hindi naman magulo or delikado).”
Atty. Jeffrey Louis G. Ilagan, who regularly visits his
relatives in Albay, said the effects of martial law would
ultimately depend on the government who should uphold its
mandate to serve and protect the people while the people
must keep a watchful eye against any form of abuse that
may be committed by the forces implementing martial rule.
The President, in his report justified the proclamation
of martial law and the suspension of the writ of habeas
corpus by citing the possibility other terror groups operating
in Mindanao would take advantage of the situation, Ilagan
added.
"The development may be considered as catalyst for
salvation, it could be strong remedy that could swiftly end
the extremist insurgency in Mindanao", the lawyer added.

has been tagged as barbaric crime but
not terrorism. This is despite the claim
of US president Donald Trump that it
is part of global terrorism. Whatever it
really is, the moral lesson is for us to
shy away from the gambling table and
poker machines. I still remember the
advice given to me by an experienced
taxi driver in Singapore: “You do not win
against the casino!”.
We just returned from Melbourne

of a resolution expressing the Senate’s

Law in Mindanao, after listening to a

was justified and needed.
A similar resolution was also
approved by the majority in the House
of Representatives. These are acts
of statesmanship and love of country
needed, especially at this time that
foreign intruders and invaders have
come to our country.

The new circular has revised S-1
Form requiring RBEs to submit only an
Annual Report on Actual Operations.
The S-1 Form contains an RBE’s report
on operations including attachments
such as ITR, AFS and production -
sales reports.
The revised S-1 Form is universal
and replaces the eight different types

The people of Mindanao have
long suffered from violence like the
attack on Marawi City. The Moro
National Liberation Front (MNLF)
raided Zamboanga City in 2013.
The Mamasapano massacre in 2015
involved fighting men of the Moro
Islamic Liberation Front (MILF).
Smaller groups like the Bangsamoro
Islamic Freedom Fighters have carried
out attacks on more remote areas of
the region. And there is the Abu Sayyaf,
which has specialized in holding
hostages for ransom, beheading
several foreign victims who were not
able to pay the demanded ransom.
What has distinguished the Marawi
City raid by the Maute, which caused
President Duterte to declare martial
law was a new element – the foreign
influence of the international terrorist
organization variously known as Islamic
State (IS) and Islamic State of Iraq and

and simplified S-1 Form, RBEs are
no longer required to submit S1-2
Forms (Semestral Report on Actual
Operations). As revised, S-1 Form
will be used for reporting starting year

RBEs more time to familiarize with
the revised S-1 Form. Simplified
reporting should improve results!
CAPITAL EQPT: Malacanang
is extending for one year the zero
duty on capital equipment for
enterprises registered with the Board
of Investments (BOI). President
Duterte signed Executive Order (EO)
No. 22 last month to take effect one
year after May 18, 2017. Under the
new EO - qualified BOI-registered
business enterprises are exempt
from paying duties when acquiring
capital equipment from abroad. The
exemption will only be granted upon
issuance by BOI of the Certicate of
Authority to the importing company.
The privilege applies to equipment
which are not locally manufactured
or are of insufficient domestic supply.
The equipment must be for exclusive
use by the registered firms. BOI said
the grant of the capital equipment
incentives remains an important
measure to promote and drive more
high-value, impactful, and socially
relevant investment projects for our
country. (With the low cost of money
now plus this government incentive –
it may be timely for businessmen to
procure capital equipment) .

foreign fighters – from Malaysia and
Indonesia – and possibly Arabs from
the Middle East, according to local

fighters were said to be inspired by
the radical ISIS movement, whose
black flag they carried.
Most of the Muslim world has
rejected the extremism of ISIS which
seeks to establish a worldwide
caliphate. The ISIS fighters are
losing their hold in the Middle East,
opposed by the Islamic governments
of Syria and Iraq. They are about to
be driven fom the northern Iraq city
of Mosul by combined forces of the
Iraqi army, Shiite, Sunni, and Kurdish
militias, and American troops. The
attack on Marawi City seems to
indicate that they are seeking newer
ground – in Southeast Asia, in
Mindanao.
President Duterte has called
on the MILF, the MNLF, and even
the NPA to help the government in
fighting the ISIS move to establish
a foothold in Mindanao. Nur Misuari,
founding chairman of the MNLF, has
sent him a letter offering to help end
the crisis in Marawi City.
These armed groups have long
fought the government for their
various causes, mostly political and
economic reforms, but the President
believes they are one in being
Filipinos and in opposing a foreign
force such as ISIS.

based WMR, turned over the
two container vans of equip-
ment and supplies to Rosal.
WMR had donated a total
of six container vans of equip-
ment with the first four vans
turned over last year to the city
administration.
The initial four container
vans included machines for X-
ray, CT Scan, dialysis and lab-
oratory; hospital furniture such
as tables and beds; and medical
supplies and medicines.
Rosal said the equipment
would benefit the city hospital,
civil works for which was in its
“final touches”.
The city hospital was con-
structed through a counter-
part agreement between the
Department of Health DOH
which gave PHP60 million
and the local government unit
of Legazpi City which shared
PHP20 million.
Rosal said the hospital
would have a level one classi-
fication whose design includes
space for an operating room,
standard equipment and hospi-
tal beds.
The project is located with-
in a 3,000-square-meter lot
owned by the city administra-
tion inside the eight-hectare
Central Business District at the
heart of the city in Barangay
Bitano.
Rosal said the public hos-
pital would be one of the most
modern public health facilities
in the Bicol to be manned by
doctors, nurses, midwives and
other health personnel.
“It will primarily cater to
the city’s indigent patients and
those from neighboring mu-
nicipalities,” he said.

nounced that in Bicol, over
70,000 college students from
the region’s nine SUCS and 11
TESDA schools stand to benefit
from the new policy.
The government will also be
granting free tuition in all com-
munity colleges in the country
such as the community colleges
in Daraga and Polangui in the
province of Albay.
On the other hand, students
in private colleges will be given
loans and subsidies. To be pri-
oritized are students from poor
families or those belonging to in-
digent and middle class families.
However, students belonging
to top 10 percent of wealthy stu-
dents from private universities
and colleges will not qualify to
avail themselves of the loan and
subsidy.

Salceda noted that the pay-
ment scheme for the student loan
is patterned after Albay’s Higher
Education Scheme (AHECS).
Under AHECS, the ben-
eficiary can pay the loan when
his or her gross income reaches
the minimum critical threshold.
Payment will be collected as ad-
ditional percentage on top of his
or her Socal Security System or
Government Service Insurance
System premiums.
“Students loans will be paid
only when employed. It’s the Al-

demic year, 2017-2018.
When he was at the helm
of Albay as governor for nine
years, Salceda instituted free tu-
ition in all community colleges
in the provinc.
He also provided scholarship
grants and loans in SUCS and
private colleges, which amount-
ed to 24 percent of total pro-
vincial budget and helped some
88,000 students all over the
province to finish their studies.
