Discussion:

There was an issue on the ordinance enacted by the Sangguniang Panglungsod of Dagupan
wherein it particularly prohibited Five Star and Victory Liner from passing through certain streets while
excluding or favoring a competing bus operator. This can be found on Paragraph 13, Section 4, Article V
of Ordinance No. 1748-2002.

The suggested solution by JAM, discussed by (insert name of the flower printed polo guy) is to
draft another ordinance, amending or superseding the controversial ordinance and allowing bus
operators to have an equal or fair treatment. However, representative from the Victory Liner said that
they have been passing draft ordinance way back but did not prevail. Their problem was that the mayor
and the other councilors are from the opposition. Worse, the city government withholds the release of
their business permit to coerce them to agree with their terms.

Further, even if the draft ordinance is considered, there is another issue on the proposed
increase in the distance of the prohibition to construct bus terminal exits from 100m to 200m away from
any road. Representative from Victory Liner echoed this concern because the ordinance is awaiting the
signature of the Mayor before it becomes effective. He suggests that the Mayor must be convinced not
to sign it or have it put on hold.

In the end, representatives of the client are willing to give the draft ordinance a shot in the
hopes that it will help them have equal treatment from the Sangguinian. They are also hoping that JAM
will be able to use his influence in helping the Councilors and Mayor to agree to the Ordinance.
