2017 DIVISION ENGLISH LANGUAGE FESTIVAL

TO: Education Program Supervisors


Public Schools District Supervisors
Public and Private Elementary and Secondary School Heads

1. The Division of Kabankalan City will hold the 2017 Division English Language Festival on November 3-4,
2017 at the Kabankalan City Cultural and Sports Center. This year’s theme is, “Appreciating Languages
through K to 12 Curriculum”.

2. The general objective of this activity is to culminate the observance of the reading month and to
nurture a reading culture among elementary and secondary teachers. This two-day activity
specifically aims to:
a. Enhance oral and written communication skills of pupils/ students through friendly
competition.
b. Raise pupils / students’ appreciation of literary pieces for personal and social
development;
c. Provide appropriate and varied learning experiences to pupils/students where the
values of sportsmanship, honesty, fairness, and objectivity are observed.

3. The participants to this festival are the following:


3.1 The first, second and third place winners in the district level competitions shall participate in
the division contest for spelling.
3.2 Only one group shall represent the district for Chamber Theatre (Elementary and Junior High
School), Verse Choir (Grades 4-6 Only) Speech Choir (Junior High School) and Jazz Chant
(Elementary and Junior High School).
3.3 Only first placers in the district level competitions shall represent the district in Oral Reading
Contest (Grade 3 only) Impromptu Speaking (Senior High School) Oration (Junior High School)
Extemporaneous (Elementary and Junior High School) Declamation (Elementary and Junior High
School) Character Impersonation (Elementary and Junior High School).

4. A registration fee of 50.00 Php will be charge to each participant to cover the expenses for this
activity. Travel expenses of the participants shall be charged against local funds/ PTA subject to usual
accounting and auditing rules and regulations.

5. Contest Mechanics, Rules and Criteria for the Division Language Festival are spelled out in
Enclosure No. 1 of this Memorandum, respectively.

6. Enclosure No. 2 of this Memorandum presents the Schedule of Activities while the working
committees are listed in Enclosure No. 3 and 4 of this Memorandum.

7. Immediate dissemination of this memorandum is highly desired.

CONTEST MECHANICS RULES AND CRITERIA


2017 DIVISION ENGLISH LANGUAGE FESTIVAL
November 3, 2017

A. For All Contests


1. The competitions are open to all Grade 4 -12 students except for the Oral Reading Contest
which is open to only Grade 3 pupils.
2. The competitions will be from the school level, district level and the division level.
3. Contest pieces must be sourced from any literary source.
4. Portrayal of the opposite sex is prohibited.
5. Electronic backdrop, fire emitting devices, fire crackers, smoke / smoke machine and /or dry
ice are not allowed.
6. One point will be deducted from the total score for every thirty (30) seconds exceeded.
7. Decision of the panel of judges is final. protests shall not be entertained.

B. Spelling Contest (Elementary and Junior High School)


1. The Division English Supervisor will prepare of the list of five words per category (easy,
average, difficult, clincher) following the format below.
a. Elementary (English)
Spelling Word (American/British)
Pronunciation (American)
Meaning

b. Secondary (English)

Meaning
Sample sentence using the word
2. Each word in the final list will be numbered and will be read by the quizmaster during the
contest.
3. There will be no elimination round.
4. Mechanics
4.1 All contestants will spell the same set of words in writing. Before the word is read the
contestants will raise their markers first.
4.2 The word will be read twice by the quiz master. After the first reading, the meaning of
the word is given and is used in a sentence. After the second reading, the quizmaster will
say “go”. Only then will the contestants be allowed to write their answers. Automatically,
the ten-second time limit will begin with the word go” by quizmaster.
4.3 After the time limit, the bell rings. The contestants should stop writing and show their
strips of paper with their correct answers to the judges.
4.4 Judges declare correct answers.
4.5 Point system shall be used. Score will be reflected in the tally board.
4.6 There will be four rounds, easy, average, difficult and clincher. Note: Clincher round
takes place only when there is a tie.
4.7 Five (5) words will be spelled for each round, except in the clincher round. There will
be as many words to be spelled until the tie is broken.
4.8 Points assigned for each category:
EASY: 1 point
AVERAGE: 2 points
DIFFICULT: 3 points
CLINCHER: 5 points
4.9 A contestant who gets the highest point will be declared the winner.
5. American pronunciation will be used but American or British spelling will be accepted.
6. Official trainer can only file a protest (in writing) immediately after the declaration of the
correct spelling of each word by the judges.
7. Coaches should provide their contestants with pentel pens / markers and twenty strips of long
sized bond paper divided horizontally into two.

C. Oral Reading Contest (Grade 3 pupils)
1. The contest is open to Grade 3 pupils only
2. One participant will represent the district in the Division Level.
3. There will be one contest piece to be read by the contestant 3 minutes before the contest
proper.
4. CRITERIA:
Word Recognition (Accuracy of words read) - 40%
Delivery - 30%
Eye Contact - 10%
Phrasing/Timing/ Pacing - 20%
TOTAL - 100%

D. Oration (Junior High School)


1. Contest is open to secondary students.
2. Topic must be based on the theme.
3. Time limit is 3-5 minutes (one-point deduction from the total score for delivery of more than
30 seconds, 2 points deductions for more than 1minute delivery.
4. Business attire
5. CRITERIA:
Mastery - 10%
Diction - 20%
Delivery - 25%
Voice Quality - 15%
Stage Presence - 10%
Content - 20%
TOTAL - 100%

E. Extemporaneous (Elementary and Junior High School)


1. Topics on social issues
2. A topic is picked out by the contestant three (3) minutes before his/her delivery
3. The timer will ring at the end of three (3) minutes
4. The style of delivery maybe conversational, oratorical or a combination of both
5. CRITERIA
Content - 40%
Organization - 20%
Delivery - 30%
Stage Presence & Gesture - 10%
TOTAL - 100%

F. Impromptu Speaking (Senior High School)


1. Topics on social issues
2. A topic is picked out by the contestant before his/her delivery
3. The timer will ring at the end of three (3) minutes
4. The style of delivery may be conversational, oratorical or a combination of both.
5. CRITERIA:
Content - 40%
Organization - 20%
Delivery - 30%
Stage Presence & Gesture - 10%
TOTAL - 100%

G. Character Impersonation (Elementary / Junior High School)
1. Contest pieces must be limited to Local or National Heroes or Biblical Character.
2. Time limit is 2-3 minutes.
3. Background/SMX music is allowed
4. Props is limited to hand-held.
5. CRITERIA:
Characterization - 40%
Diction - 40%
Mastery - 10%
Stage Presence - 10%
TOTAL - 100%

H. Declamation (Elementary and Junior High School)


1. Contest piece can be of any topic suited for declamation.
2. The delivery must not exceed five (5) minutes. The timer will ring the bell at the end of seven
(7) minutes, one (1) point will be deducted from the total score for every thirty (30) seconds
exceeded.
3. Declamation pieces which portray vulgarity and violence such as rape, terrorism, murder,
sexual harassment, incestuous relationship and other immoral and criminal acts are not allowed.
4. Interpretation of the piece must focus on the eye and facial expression. No other parts of the
body must touch the floor except the feet.
5. CRITERIA:
Interpretation - 35%
Diction - 35%
Mastery - 10%
Suitability of the piece - 15%
Stage Presence - 5%
TOTAL - 100%

I. Jazz Chants (Elementary and Junior High School)


1. Each competing team shall have 15 to 20 members including drummers.
2. Contest piece will be provided, 10 -12 minutes delivery.
3. More on chanting not dancing.
4. Costume is school uniform with hand held props.
5. CRITERIA:
Originality - 20%
Diction - 20%
Theme - 15%
Mastery - 15%
Creative Delivery (Rhythm and Beat) - 20%
Over-all Impact - 10%
TOTAL - 100%

J. Verse Choir (Elementary)


1. Each competing team shall have a minimum of 15 and a maximum of 20 members including
props men.
2. Contest piece must be in poetry.
3. School uniform with accent.
4. Time limit is 5-7 minutes.
5. CRITERIA:
Interpretation - 20%
Voice Projection - 20%
Delivery - 35%
Stage Presence - 10%
Suitability of the piece - 15%
TOTAL - 100%

K. Speech Choir (Junior High School)
1. Each competing team must compose of 15 to 20 members including props men.
2. School uniform with accent.
3. Time limit is 5 -7 minutes
4. Contest pieces can be prose or poetry.
5. CRITERIA:
Interpretation - 20%
Voice Projection and Variation - 20%
Delivery - 40%
Stage Presence - 10%
Suitability of the Piece - 10%
TOTAL - 100%

L. Chamber Theatre (Elementary and Junior High School)


1. Secondary contestants can use legend or myth. fable is not allowed.
2. Elementary contestants can use any piece.
3. Narrator must also be the character.
4. Contestants shall be given a time limit of 10 -15 minutes.
5. CRITERIA:
Interpretation - 20%
Voice Projection and Variation - 15%
Delivery - 35%
Mastery - 10%
Stage Presence - 10%
