FOR SAN FRANCISCO TO BECOME A CITY,

WHAT ARE YET NEEDED?.


INTRODUCTION:

 San Francisco was first established at June 21, 1959,


through republic Act.No.2518 it was officially created into
regular municipality.
 San Francisco, officially the municipality of San Francisco
and colloquially shortened to “ San Franz “ or “ San Frans ”
is a municipality in the province of Agusan del sur in the
caraga (Region XIII) of the phil.
 It is in the second district of Agusan del sur.
 San Francisco has 27 brgys.
 It has 392.53 km2 (151.56 sq. mi) of land area.
 And a population of 74,542 that was according to 2015 cen-
sus.
 San Francisco is the commercial capital of Agusan del sur ,
serving as the primary commercial and service center in the
province.
 In 2013 San Francisco topped first as the “Most Competitive
Municipality in the phil. That was according to National
Competitives Council (NCC) from out of the 163 first class
municipalities covered by their index.

REVIEW OF LITERATURE

In response to the rapid increase in the number of municipali-


ties being converted into cities since the enactment of the local gov-
ernment code in 1991. Senator Aquilino Pimentel authored what be-
come Rep.Act No. 9009, in June 2001 w/c sought to established a more
appropriate benchmark by w/c municipalities that wish to become a
city were to be measured. The income requirements was increased
sharply from ₱20 million to ₱100 million , in a bid to curb the spate of
conversions into cities of municipalities that were perceive to have not
become urbanized or economically developed enough be able to
properly function as a city.

 For San Francisco to become a city, it has to met the ff. re-
quirements for cityhood.

 A locally generated income of at least 100 million (based on


constant prices in the year 2000) for the last two consecutive
years, as certified by the department of finance.

 A population of 150.000 or more as certified by the phil. Statis-


tics Authority (PSA).

 And a contiguous territory of 100 sq km, as certifies of the land


management bureau, w/ contiguity not being a requisite for
areas that on two or more islands.
Here is the annual income (IRA) of the municipality of San Francisco
for the last 5 yrs. Data given by the treasury office.

FINDINGS

 Stated above that the IRA for the last 5 yrs, are not enough
to comply for cityhood.

 .San Francisco still not a city because it didn’t reach or met


the required IRA of ₱100 million and the required popula-
tion of 150, 000.
RECOMMENDATIONS;

 Invite more investors


 Investor’s makes business, investor’s gives work to peo-
ple, more business more tax will be collected.

 Collect tax righteously


 The municipality should not consider or make any exemp-
tions in collecting taxes, they should conduct a secret in-
ternal cleansing in every department to avoid and stop
extortions and corruptions.

 Peace and Order


 “The maintenance of peace and order, the protection of
life, liberty and property, and promotion of the general
welfare are essential for the enjoyment by all the people
of the blessing of democracy” (Art. II, Sec. 5, 1987 Consti-
tution).
SUMMARY/ CONCLUSIONS

 Therefore I conclude that San Francisco is not yet qualified


to convert as a component city for now, because it should
first qualify the said requirements.

 If fortunate enough San Francisco will be declared or convert


as a city this year, it would be great because I believe that
San Francisco is a fast growing, productive and will be a
much progressive city in the coming years.
