STATEMENT OF PROBABLE CAUSE 2/8/2018 12:23:39 PM

I am a Police Officer for the City of Apple Valley and based on my investigation and review of the pertinent
police reports, I have learned of the following:

During the month of January 2018 Detectives of the Apple Valley Police Department began an
investigation into a matter regarding a suspect identified as CHRISTOPHER JEROME ENDICOTT (DOB:
2/16/68). The investigation was related to the unauthorized use and access of a computer, which belonged
to a middle school assistant principal who lived in  the City of Apple Valley. As part of the investigation a
search warrant was executed at Mr. Endicott’s residence. An initial analysis of the items seized during the
search showed that Mr. Endicott was stalking the initial victim, as well as several other people. 

The investigation revealed that Mr. Endicott has possibly followed his victims, broken into their residences
and vehicles, and obtained numerous items of personal information including full identification including
names and dates of birth, Social Security numbers, and passwords for different applications used by the
victims, addresses, children’s names, and maiden names for the stalking victims and their families.

During the process of this investigation a Detective with the Apple Valley Police Department drafted and
obtained an electronic mobile tracking court order. Several Geo fences were placed around different areas
where victims reside and or work to ensure the safety of the victims of the investigation. An electronic
mobile tracking device was placed onto Mr. Endicott’s vehicle on January 12, 2018.

On February 3, 2018 at approximately 10:12 p.m. the detective reported to other Apple Valley Police
Department Detectives that he had been monitoring the electronic mobile tracking device and learned that
Mr. Endicott was in close proximity to his personal family residence. While reporting this, the detective
appeared panicked and concerned.  The detective noted that there was no known reason for Mr. Endicott
to be at the detective’s residence.  The detective was concerned for not only his safety but the safety of his
immediate family who also reside at the residence. Detectives immediately gained access to the
electronic mobile tracking software and also noted that Mr. Endicott’s vehicle appeared to be in very close
proximity to the detective’s residence. A short time later Mr. Endicott’s vehicle moved from the area and
showed that it was back at Mr. Endicott’s residence.The detective lives approximately six and one-half
miles from Mr. Endicott, which has an estimated drive time of thirteen to fourteen minutes.

After detectives learned that Mr. Endicott had returned home, it was decided that another Geo fence for
around the area of the detective’s personal residence would be placed. The detective advised that he
would continue to monitor Mr. Endicott’s movements with the electronic mobile tracking device and report
any other concerns.  At that time the primary purpose of the tracker was still for the initial investigation.

On February 5, 2018 at approximately 9:50 a.m. Mr. Endicott’s vehicle crossed into the Geo fenced area
around the detective’s personal residence. At the time of the incident the electronic mobile tracking device
was only set to ping (send and receive a signal) on a fifteen minute interval. A review of the tracking report
shows that Mr. Endicott’s vehicle was in the area of 18350 Pilot Knob Road on February 5, 2018.  The next
ping of the electronic mobile tracking device did not occur until 10:25 a.m.  Mr. Endicott’s location then
shows that he was in Rosemont on 145th Street.  Due to the delay in the pings for the electronic mobile
tracking device it is believed that Mr. Endicott went to the detective’s residence again before leaving
Farmington going to Rosemont. There are no known reasons as to why Mr.  Endicott would be in that
area.Learning that Mr. Endicott was in the area of his residence, the detective was concerned for his safety
and security at his residence. He was even more concerned for his immediate family’s safety and security
at their residence and wherever they may be. The detective was again panic stricken and fearful of what
Mr. Endicott might be doing at his residence. The detective responded to his residence and upon arrival,

immediately checked for footprints, tampering, or other signs that Mr. Endicott had approached or been at

his residence.

Detectives accessed the electronic mobile tracking device software and tracked Mr. Endicott from the area
of Farmington through Rosemont and then back into Apple Valley. Mr. Endicott appeared to arrive in the
area of the Apple Valley Police Department in the City of Apple Valley on February 5, 2018 at
approximately 10:36 a.m. Mr. Endicott remained in the area of the Apple Valley Police Department for
approximately four minutes. In looking at Mr. Endicott’s movements it did not appear that he stopped or
visited anybody at the Apple Valley Police Department. It appeared that he only drove through and around
the parking lot of the front of the building at the Apple Valley Police Department. Detectives immediately
became concerned because several personal vehicles were parked in the front parking lot of the Apple
Valley Police Department, which belong to members of the Detective unit as well as other personnel at the
Apple Valley Police Department. It was feared that Mr. Endicott may have been looking for the detective’s
vehicle and/or documenting the license plate or other license plates that were parked in the parking lot at
the Apple Valley Police Department. It should be noted after the device showed Mr. Endicott’s vehicle left
the Apple Valley Police Department Mr. Endicott was located driving his vehicle.

On February 5, 2018 at approximately 2:40 p.m. Mr. Endicott again came to the Apple Valley Police
Department.  Mr. Endicott remained parked in the front parking lot for approximately forty-five minutes.
Once detectives became aware of Mr. Endicott’s presence at the Apple Valley Police Department they
were able to visually see Mr. Endicott sitting in the driver’s seat of his vehicle. Mr. Endicott was parked
facing southbound directly toward the area where Apple Valley Police Department personnel’s vehicles are
parked. Mr. Endicott was seen moving about inside the cab of his vehicle but what he was doing was
unknown. Mr. Endicott was the only one in the vehicle at that time. Detectives decided to make contact with
Mr. Endicott determine if he needed assistance or to determine why he was in the area of the Police
Department and our personal vehicles. As soon as officers walked out the front doors of the building, Mr.
Endicott appeared to notice them and immediately drove away. Officers did not make contact with Mr.
Endicott at that time as he drove from the parking lot upon seeing the officers.  At no time did Mr. Endicott
enter the Apple Valley Police Department or make any attempts to receive any services at the Apple Valley
Police Department or at the Apple Valley Municipal Center.  It is believed that Mr. Endicott was monitoring
and recording personal vehicles belonging to the detective and other detectives at the Apple Valley Police
Department. At that time, detectives placed another Geo fence onto the electronic mobile tracking device’s
software for the area of the Apple Valley Police Department. After Mr. Endicott traveled from the Apple
Valley Police Department he went to a location in Roseville which appeared to be the Department of Motor
Vehicles licensing center in Roseville. It was unknown if Mr. Endicott was attempting to locate motor vehicle
registration information for the vehicles located at the Apple Valley Police Department.

After leaving the Roseville Licensing Center, Mr. Endicott did not drive directly home, but drove through the
city of Eagan and into the city of Apple Valley. He traveled past several streets that would have taken him
home, but instead drove all the way to the intersection of Galaxie Avenue and 147th Street where the Apple
Valley Police Department is located. Mr. Endicott traveled in this area at 5:25 p.m.  Mr. Endicott did not
enter the parking lot but was observed making a slow left turn from southbound Galaxie Avenue onto
eastbound 147th Street.   It is believed that Mr. Endicott was conducting surveillance on the parking lot of
the Apple Valley Police Department to determine if the detective’s vehicle was still at this location.

On February 6, 2018 at approximately 2:15 p.m. Mr. Endicott again drove through the Apple Valley Police
Department parking lot. It should be noted that he had traveled from the area of the Target store on Cedar
Avenue towards his house but made an abrupt turn and came through the Police Department parking lot
which he accessed through the west entrance of the Dakota County northern service center. Mr. Endicott
again drove through the parking lot and made no attempts to make contact with anybody or use any
services at the Apple Valley Police Department or the Apple Valley Municipal Center. This is not a direct or

convenient way to travel from Target to Mr. Endicott’s residence.  Mr. Endicott then drove home after driving

through the Apple Valley Police Department parking lot.  Mr. Endicott again drove through the Apple Valley
Police Department parking lot on February 6, 2018 at approximately 4:53 p.m., again making no attempt to
stop or make any contact for services at that time.

The tracking software revealed that during the evening hours of February 6, 2018 Mr. Endicott travelled to
the residence of one of his stalking victims located in the City of Shakopee.  Detectives requested the
Shakopee Police Department locate and make contact with Mr. Endicott to ensure the safety of the stalking
victim. Shakopee Police Department officers located Mr. Endicott at approximately 6:47 p.m. The tracking
software revealed that after being stopped by officers, Mr. Endicott traveled to his residence in the City of
Apple Valley. At approximately 7:10 p.m. detectives received notice that the tracking device had been
removed from Mr. Endicott’s vehicle. Detectives responded to Mr. Endicott’s residence as a precaution as
suspects who remove tracking devices are extremely dangerous and detectives felt as though Mr. Endicott
needed to be located immediately.

After arriving in the area of the Mr. Endicott’s residence, detective’s observed Mr. Endicott using a
flashlight to look under his wife’s vehicle, which was parked in the garage of the residence. It was unknown
if Endicott had moved the tracker to his wife van. A short time after detective’s arrival, Mr. Endicott’s wife’s
vehicle left the residence. The driver of the vehicle was unknown at that time. It was believed that Mr.
Endicott may have left the residence in that vehicle after discovering the electronic mobile tracker on his
pickup truck.  After the wife’s vehicle left the residence, the ping of the electronic mobile tracker remained
in the area.  It was unknown at that time where the tracker was located, but it appeared to be somewhere at
or near Mr. Endicott’s residence.

Detectives then obtained a search warrant for Mr. Endicott’s residence and conducted a search at
approximately 10:17 p.m. During the search, detectives located numerous electronic devices, hard drives,
personal mail that did not belong to anyone living in the residence, and property from Mr. Endicott’s place
of employment, including numerous checkbooks. It is believed Mr. Endicott obtained the property located
after being placed on leave from his place of employment. Detectives noted that Mr. Endicott has history
with stealing and manipulating identities and banking information. Detectives also located paperwork for
Mr. Endicott’s pleading guilty to a shoplifting charge and North Dakota from September 2016.

After searching the residence, detective’s made contact with Mr. Endicott’s wife. She was asked if she
ever drove Mr. Endicott’s vehicle. She indicated that she has driven it in the past but did not drive it at any
time on February 3, 2018, February 5, 2018, or February 6, 2018. Mr. Endicott’s wife stated that she and
Mr. Endicott do not go to the city were the detective residence is located, nor do they socialize with anyone
from that city. She stated that she did not know why Mr. Endicott was in that area.

Mr. Endicott’s actions have caused the detective and his family to be concerned for their personal safety
and property. The initial investigation has shown that Mr. Endicott has an extensive history of stealing
identities and manipulating his victim’s information and accounts.  This also caused great fear in the
detective because he was afraid of what Mr. Endicott may do with his information. Mr. Endicott’s actions
have caused the detective to take extra security measures at his residence, including sleeping in the living
room of his residence to better protect his family.  However, the detective reported he barley slept for fear
that that Mr. Endicott was going to come to his residence.
