Defining Eligibility of Technology Access Programs

Technology Access Program (TAP) is a term used by Microsoft to describe programs run by many different
organizations around the world to benefit disadvantaged people. Individuals supported by a TAP may
receive Registered Refurbisher citizenship licenses if they meet the criteria for a Qualified Individual. Here
are questions that will identify whether a project or program fits the definition of a TAP.

Is the project or program run by one of the following?


Eligible Charitable Organization, The project or
Eligible Academic User, NO program is not
considered a TAP
National, state/provincial or local government agency; or
International Governmental Organization (IGO)

Is the project or program documented? E.g.


Does it have a web site?
Does it have brochures or other printed materials? The project or
Is there an application form? NO program is not
considered a TAP
Is there published criteria on who is eligible to benefit?
These are examples of what would be in place to show that the
project or program is “documented”.

Are the individuals served by the project or program Qualified


Individuals?

Are the individuals served in a community with limited access The project or

Are the individuals served either (a) persons with a disability, The project or

or (b) in a low-income family? considered a TAP

YES

Examples of ways to identify low-income include: The project or program


Individuals receiving state benefits based on need, or is considered a TAP
Individuals receiving aid from an IGO, or
Individuals in a country defined as a low-income economy by the World
Bank.
