Rwanda Up in Arms over Leaked

‘Genocide’ Report
Special to the NNPA from GIN

(GIN) – Rwandan President Paul Kagama is said to be fuming over a leaked United Nations
report that ties him to the massacres of Hutu men, women, children and the elderly.
The massive 600-page “mapping” report, prepared for the UN but leaked to Le Monde, a
French newspaper, states that after the 1994 genocide in Rwanda, Tutsi-led Rwandan troops and
their rebel allies targeted, chased, hacked, shot and burned Hutus in the Democratic Republic of
Congo, from 1996 to 1997.
“The majority of the victims were children, women, elderly people and the sick, who were
often undernourished and posed no threat to the attacking forces,” notes the report, which
suggests these killings could be considered “crimes against humanity, war crimes, or even
genocide.”
Rwandese Minister of Justice Tharcisse Karagurama called the report “worthless.”
The report flies in the face of strong European and U.S. support for the Rwandan president
and challenges the narrative that only Rwandan Tutsis were genocide victims.
Government spokesman Ben Rutsinga attacked the investigators for “failing to consult with
Rwanda even though they found time to meet with over 200 non-governmental representatives.”
But Luc Cote, the Canadian war crimes prosecutor who headed the 34-member UN probe,
countered: “All this [evidence] put together, submitted to a court of law, may constitute elements
from which you can infer the intent to destroy a group as such, which is genocide.”
“It is never too late for justice,” says Sipho Mthathi, Human Rights Watch director in South
Africa. “It is unfortunate that the report has taken this long but we hope now it can be acted
upon.”

countless Arkansans and Americans, and we all suffer his loss.”
Barbara R. Arnwine, executive director of the Lawyers’

sentiments. “The Lawyers’ Committee joins the nation in

When the planes flew into the World Trade

On Sept. 13, 2001, one such angry American
– Patrick Cunningham – tried to start a fire in my local mosque’s parking lot.
When two Muslims coming out from night prayers tried to stop him, Cunningham
– who was drunk – tried to shoot them; he missed, then jumped into his car and
drove into a tree.
When we heard what had happened, we drove to the mosque and were moved
to see flowers and messages of support already flooding its entrance. And from
that night on and for weeks more, neighborhood men and women holding signs
that read “Muslims are Americans” stood on 24-hour guard outside the mosque.
Compassion was not one-sided. Issa Qandil, a Jordanian immigrant to the
United States, who was one of the two Muslim men Cunningham had tried to
shoot, told authorities he forgave Cunningham and wanted to drop the charges.
The Seattle Weekly newspaper said that wasn’t possible, but that Qandil’s
attitude of forgiveness facilitated a plea bargain. Qandil visited Cunningham in
jail and told him that he understood why he did what he did and that he forgave
him. Qandil even testified at Cunningham’s sentencing hearing, saying that
retribution was useless and asked the court to be lenient. Cunningham got six-and-
