NOTIFICATION OF ELIGIBILITY CRITERIA FOR CONTRACTORS FOR WORKS IN LOW


VOLUME SEALED ROADS USING MACHINE AND LABOUR–BASED METHODS
The Government of Kenya, with financial assistance from the European Union (EU), intends
to tender for works in the counties of Makueni, Machakos, Embu, Tharaka Nithi and Meru,
to carry out Low Volume Sealed Road works using both machine and labour-based
methods.
In order to qualify, all Contractors will require knowledge of Low Volume Sealed Road works
using machine and labour based methods. To this end, all the contractors are required to
have the following staff fully certified in the following courses/Workshops;
1. Project Director – Project Director’s Induction Workshop (1 week) – KIHBT
2. Site Agent and Senior Foreman – Site supervisor’s course (6 weeks) – KIHBT.
In order to facilitate Contractors to acquire the eligibility criteria, KeRRA has requested the
Kenya Institute of Highways & Building Technology (KIHBT) to organise and conduct the
above training starting in the month of August 2014.
The proposed training aims to provide the Project Directors and their Site Supervisors with
the knowledge and skills required to carry out Low Volume Sealed Road works.
It is noted that in future KeRRA will require the above qualification criteria for all similar
works.
1. Target Groups:-

i. Construction firms must be registered with National Construction Authority in Categories


NCA1 to NCA7 under Roads and other Civil Works. However, those in categories NCA5
to NCA7 must be prequalified in the respective Counties of Makueni, Machakos, Embu,
Tharaka Nithi and Meru. Those who are registered in categories NCA5 to NCA7 will be
encouraged to participate in the works packages as labor based Low Volume Sealed
roads contractors for the bigger contract packages.
ii. Holders of Diploma in Civil Engineering who may wish to be considered for employment
as Works Supervisors and Site Agents.

2. Required Qualification

i. Project Directors Minimum  Minimum KCSE grade D+


qualification  Additional technical or professional training will

ii. Site Agent / Minimum  Diploma in Civil Engineering
Senior Foreman Qualification

3. Training Duration: - 1 week for Project Directors and 6 weeks for Site Supervisors.
A letter of attendance will be issued to Project Directors, and a Certificate from KTC will be
issued to each person that successfully completes the Site Supervisors training course. Only
those Construction firms for which the Project Director, Site Agent and one Senior Foreman
who have successfully completed the training course will be eligible to tender for contracts
for Low Volume Sealed Road Works using machine and labour based methods funded by
European Union / Government of Kenya (EU/GoK) expected to be advertised before the end
of year 2014.
In this regard, interested contractors are invited to attend information workshops which will
be held in the Counties of Makueni, Machakos, Embu, Tharaka Nithi and Meru on the
dates indicated in the table below. More information on the training course, and further
eligibility criteria will be made available.

There is limited space on the courses therefore KeRRA and Kenya Institute of Highways &
Building Technology (KIHBT) need to know as soon as possible, the level and numbers of
those interested in training in Low Volume Sealed Road works.
For expression of interest in the training, the Contractors registered under categories
NCA1 to NCA4 may contact:

The other contractors who are not in the categories mentioned above should contact the

The interested Contractors will be required to meet all the training costs for the Project
Director, the Site Agent and Senior Foreman. The indicative training costs based on Kisii
Training Centre venue are as shown in the table below but other venues can be considered
on consensus though the fee structure may change.
