1.0 PURPOSE

This Method Statement describes a proper work procedure shall be carried out during the relay
testing activities as per specification and contract drawings.

2.0 SCOPE

This document applies to the activities carried out by CIVILCO during the pre-commissioning testing
includes the secondary injection testing of protection relays protecting all the electrical equipment
in the New Hafeet Primary Substaion Project Owned by MJEC

6.0 JOB SAFETY PLAN

6.1 HAZARD IDENTIFICATION

6.2 ACTION BY THE EXECUTION TEAM

• Ensure Barriers & Sign Boards are to be erected.


• Beware of objects falling from above the worksite
• Ladders (when used) are to be secured.
• Tools and equipment to be secured to avoid their being dropped.

7.0 RESPONSIBILITY

7.1 SITE ENGINEER / TESTING ENGINEER.

Site engineer shall be overall responsible for the safe execution of complete Activity including but
not limited to.
• Organizing tools and equipment required for the work.
• Assigning work crew.
• Confirming the materials-handling in safe manner.
• Ensure all materials are inspected prior to utilizing at site.
• Ensure the availability of required technical documents like approved method statement,
Approved Drawings/Doc., calibration certificates at work place.
• Responsible for ensuring the all Testing activities are as per project requirement.

7.2 SAFETY SUPERVISOR

The safety supervisor shall be responsible for safe work execution at site.

• Ensure for effective tool box talk.


• Ensure all the PPEs are available at site and are using correct PPE.
• Conduct the emergency mock drills.
• Ensure the first aid box available at site

• Ensurethe adequate fire extinguishers are available at site.


• Ensure the required warning signs and boards are available at necessary place'
• Ensure only required people are available at site

8.0 WORK PROCEDURE

After meeting complete requirements , the following works are carried out for specified relay

8.1 Notes and Precautions

❖ Clean the protection relay, check the relay components and the relay circuits before
secondary injection is carried out.
❖ Check that the current circuit shorting terminals at the base of the relay is making proper
contact when the relays are drawn out.
❖ Check that the auxiliary supply to the relay is within the specified limits of the relay.
❖ No electric protection alarms should be there in local control alarm panel and at the remote
alarm panel before commencement of test.
❖ Even though for current operated relays, internal current circuit shorting terminals are
provided, as far as possible avoid racking out / removing the relays when the equipment
protected is in service.
❖ Carry out the secondary injection test when the feeder is in isolated condition from any out
side supply feeding back.
❖ In case of OHL lines or transformer feeders, if only one end of the feeder is isolated, care
should be taken that the relays do not give a trip order to the other end of feeder which is
energised.
❖ Use test plugs / test blocks if provided for current / voltage injection. The CT secondaries
should be isolated / shorted and the current / voltage injected only to the relay.
❖ While testing the pick up and drop out of relays, always keep the time multiplier setting to
the minimum.
❖ While injecting current / voltage to the relay care should be taken that the current / voltage
injected does not exceed the continuous current / voltage rating of that particular relay.
❖ If the relays are connected to all the 3 phases, tests should be conducted for all the 3 phases
❖ The relay operating time should be tested at the adopted settings of the relay.
❖ Adjustment of pick up, drop out and operating time to be done only as per the relevant relay
instruction manual.
❖ If any other features or characteristics of the relay other than that described in this work
instruction are to be checked, carry out the testing as detailed in the relevant relay
instruction manual.
❖ Ensure that the flag/LED indications of the relay, alarm indication in local alarm panel and
at remote control panel/SCADA is received and the breaker trip circuit is energised as per
the relevant schematic diagram.
❖ After completion of test, disconnect the test circuits, test plugs and remove any CT circuit
shortings made, normalise CT/PT links removed. Take care that the test block cover is put
back.

❖ After the test, confirm that all the settings are kept at the adopted settings, the relay flag
indications/LED are reset and all the alarm indications at matrix panel / local alarm panel
and at remote alarm panel are reset.
❖ Note that all the test values obtained are within limit prescribed in the particular relay
manual as per the approved settings

8.2 Testing Procedure

The protection relays will be tested by secondary injection after complete installation of the
feeder & concerned equipment as described below:

8.2. Transformer Restricted Earth Fault Relay(64R)


8.2.0 Make the test connections as per the circuit digram as shown.

8.2.1 Create Over current module in the OCC file and configure Test test hard ware and enter the
settings as per the rely settings.

8.2.2 Inject the relay rated current current through the relay coil and check the measurements as per
the CT ratio in the Relay

8.2.3 Inject the current through the relay coil and measure the value at which the relay picks up.

8.2.4 Inject a current of 1.5 times the set value and note down the time for relay operation at the set
value of TMS.

8.2.5 Remove the current source and inject a voltage across the relay coil and stabilising resistance.
Measure the voltage at which the relay operates. This gives the approximate voltage developed
by the current transformer to cause relay operation.

8.2.6 Check the Relay LED and Output contact operation as per the relay configuration and scheme
drawing

8.2.5 Record the check / test values in Form

Records shall include the following,
