Mr.

Rapuk,

Earlier we discussed some of the work I had performed with West Penn as a Substation Electrician C,
and as a Protection/Control Technician 2nd Class with Duquesne Light. I included a more comprehensive
description of my work responsibilities below to supplement my resume, and to provide a clearer
overview of the tasks I am familiar with.

During my time at West Penn, I was involved with the following work:

1) Installation of two SF6 circuit switchers on the high side of two 138kV to 25kV step-down
transformers. This project included:
- Performing the switching procedure to de-energize and isolate the substation on both the
low and high side of the transformers.
- The construction of the structures that the circuit switchers were mounted on, as well as the
modification of the existing high side bus to accommodate the circuit switchers.
- Performing TTR test on the two 138kV transformers.
- Test the trip/close/reclose circuits in all the low-side 25kV distribution breakers.
- Take di-electric oil samples from the transformers and distribution breakers; perform high
voltage testing on those samples; and then setup and operate our oil trailer to remove
impurities from the oil in the breakers.
- Perform ductor testing on the newly installed sections of bus and bus joints.

2) Storm restoration efforts during the winter storm of 2014. These efforts included:
- Replacing fused cut-outs on distribution circuits.
- Inspecting circuits that had been de-energized by reclosers or other protective devices due
to line faults.

3) Scheduled preventative maintenance/testing on sub-transmission and distribution circuit


breakers and transformers. This included:
- Performing switching operations in coordination with the control center to remove the
equipment from service.
- Reviewing relaying schematics to determine which switches in the substation control panels
need opened to prevent line or bus differential relays from operating.
- Performing megger testing on breaker and transformer bushings.
- Purifying the di-electric oil for mineral oil circuit breakers.
- Test the compressor governor for pneumatic circuit breakers to make sure it cut-off at the
appropriate PSI; sent a low-pressure warning at the warning PSI; and prevented breaker
operation at the emergency PSI.
- Review breaker schematics and wiring diagrams to test the trip/close/reclose circuits for
those breakers.
4) Assisted in troubleshooting various issues, including breaker trip failures; failure of trip/close
breaker circuits during PM; and other equipment wiring problems.

There were other duties I was involved with, but the description of the above work is a fair
representation of the nature of the responsibilities I had at West Penn.

During my time at Duquesne Light, I was involved with the following work:

1) Assisted Tom Bender and Mark Cheripka in the installation and testing of protective relaying for
new 138kV bus and breakers being installed by contract crews in the 345kV yard on Brunot
Island. This included:
- Wiring new protective relays panels according to the appropriate wiring diagrams and
schematics in the 138kV yard at Brunot Island, and performing continuity checks on that
wiring when it was complete.
- Assist in the calibration and testing of SEL bus differential and line differential relays (SEL-
487B and SEL-311L)

2) On different occasions and at separate substations, assisted Joe Schivens, Mark Cheripka, Mark
Mikkula, and Bill Pencosky on removing various relays from service for scheduled testing. This
included:
- Removing electromechanical relays (CO overcurrent relays, HU relays, etc) from service by
reviewing the appropriate schematics and wiring diagrams to determine which control panel
switches needed to be opened, and in what sequence, to safely remove the relay from
service without operating bus/line differential protection and to prevent leaving a
line/circuit without protection during the time the relay is being tested.
- Removing solid state (predominantly SEL bus and line differential relays) from service to test
with the Doble F6150 test set.

3) Assisted Charles Menke in the oversight of the control room construction/commissioning during
the contruction of Tecumseh substation. This included:
- Performing wiring duties for the new relays panels being installed.
- Inspect contractor wiring for the breakers being installed in the substation yard.
- Assist in the testing of bus differential and line protective relays; this included coordinating
with other P/C techs at Carson substation to make sure that trip signals were sent and
received at both substations.

4) On two separate occasions, assisted Jule Koteles in adjusting settings for CO relays for
underground network circuits so that underground crews could safely perform work on those
circuits during scheduled maintenance.

5) Assisted Bill Pencosky during the construction of the new 345kV yard at Carson substation. This
included:
- Perform wiring for new panels and relaying.
- Make modifications to substation prints to submit to engineering for review and approval

There were other duties I was involved with, but the description of the above work is a fair
representation of the nature of the responsibilities I had at Duquense Light.
