1.0 PURPOSE

 The purpose of generating this method statement is to define the procedure step
by step to implement the correct practices for shifting of Mechanical & Electrical
Equipment through the guidelines contained herein so as to ensure that the job
execution complies with specification and serves the intended function to
satisfactory level where applicable in the building of JABAL OMAR DEVELOPMENT
PROJECT Phase-IV (Zone S10/S11) Makkah-KSA.

2.0 OBJECTIVE

 To ensure that all related activities are executed safely in accordance with the
contract requirements and QHSE Regulations. Activity is conducted in a
systematic manner with full QHSE compliance and conformance is verified and
documented.

3.0 DEFINITIONS

a. Anchorage - A secure point of attachment to be used with personal fall


protection equipment.

b. Certified – One who meets recognized certification applicable to the task


being performed.

c. Competent Person – One who is capable of identifying predictable hazards in


the surroundings or working conditions which are hazardous or dangerous to
employees, and has authorization to take prompt corrective measures to
eliminate them.

d. Controlling Entity - An employer that is a prime or general contractor,


construction manager, or other legal entity which has the overall
responsibility for the project, its planning, quality, and completion.

e. Crane – Equipment that can hoist, lower, and horizontally move a suspended
load.

f. Forklift – a vehicle with a pronged device in front for lifting and carrying heavy
loads.

g. Dedicated Spotter – Must meet requirements of the signal person


qualification with sole responsibility to watch the separation distance
between the services /structure and load (including rigging), and ensure

through communication with the operator that the applicable approach


distance is not breached.

h. Hoisting – The act of raising, lowering, or moving a load in the air with
equipment covered by this program.

i. Load – Object being hoisted plus rigging and other connecting devices.

j. Operator (Certified) – An individual who possesses a valid certification issued


by an accredited crane operator testing organization. The operator's
certificate must state the type/capacity of equipment for which the operator
is certified.

k. Power Lines – Electric transmission and distribution lines.

l. Qualified Person – An individual who, by possession of degree, certificate,


professional standing, or who by extensive knowledge, training, and
experience, has successfully demonstrated the ability to solve/resolve
problems relating to the subject matter, the work, or the project.

m. Rated Capacity – Maximum working load permitted by the manufacturer


under specified conditions.

n. Rigger (Qualified) – Must meet the criteria of a qualified person and be


evaluated by the employer as demonstrating the ability to perform and
resolve problems related to the specific type of rigging expected to be
performed for each job/task.

o. Signal Person (Qualified) – A person that has received and demonstrated


required training and understanding of the qualifications and skills necessary
to perform signaling procedures.

p. Flagman (Qualified) s a person who directs vehicle movement on or around


site.

q. Tag Line – Rope or other non-conductive lead attached to a suspended load


for purposes of controlling the load during material transporting operations.

4.0 RESPONSIBILITIES

4.1 PROJECT DIRECTOR /SR. PROJECT MANAGER

 Responsible for the overall implementation of this plan and deploying


experienced team to manage/ supervise to execute the works safely.

4.2 CONCERNED CONSTRUCTION MANAGER /ENGINEER

a. To identify lifting parameters needed to execute the work and ensure it is


complied.

b. Ensure that approved risk assessment, lifting plan and other necessary
documents are available and comply.

c. Arrange certified lifting equipment /accessories according to the load to be


lifted.

4.3 HSE OFFICER

 HSE Dept. will assist the execution team for implementing lifting & shifting plan,
safety measures related to the nature of works being carried out in accordance
with Legal requirements, stakeholder requirements, etc.

4.4 QUALITY REPRESENTATIVE

a. Shall perform the quality check before and after the job finished.

b. Shall report any damages immediately to concerned authorities.

c. Shall assist the execution team for safe lifting of load according to the
manufacturer recommendations.

4.5 LIFTING TEAM RESPONSIBILITIEIS

 Everyone involved in lifting & shifting operations has specific responsibilities. These
are defined in the following paragraphs:

4.5.1 APPOINTED PERSON /RESPONSIBLE PERSON

 The Responsible Person of this shifting activity is the Construction Manager /project
engineer of the concerned area who will have overall responsibility to execute the job
safely.

4.5.2 COMPETENT PERSON /LIFTING SUPERVISOR

a. The Competent Person /Lifting Supervisor is someone who has the required level of
competency to plan and supervise lifting & shifting operations. He must have the
practical skills, theoretical knowledge, experience and ability to carry out risk
assessments, lifting & shifting plan and its execution.
b. Ensure that adequate inspection / examination and maintenance of the equipment
have been carried out prior to its use.

c. Ensure effective implementation of report writing i.e. reporting of defects, incidents


and adhering necessary corrective action accordingly.

d. The competent person has authority to stop the lifting operation if he considers it is
danger to proceed.

5.0 WORK METHODOLOGY

5.1 AREA PREPARATION:

a) Ensure that load is free from loose materials before lifting & shifting.

b) Good housekeeping shall be ensured prior to start the job and maintained in
working zone i.e. S10-B01, B02 & B03

c) Areas shall be cordon off with adequate barrier and area watch personnel shall
be assigned to avoid unauthorized entry in exclusion /working zone.

d) Emergency facilities shall be informed in advance immediate assistance in case of


emergency.

5.2 SHIFTING PROCEDURE:

a. Lift & shift the equipment by forklift from S10-B02 (current location) to the
platform location.

b. Shift the equipment by hydraulic trolley and keep it on the platform.

c. Lift the equipment above the platform level by chain block.

d. Offload the equipment by chain block from B02 to skidding platform at B03 level.

e. Shift the equipment on skidding platform to its location in B03 by hydraulic


trolley.

f. Lift up the equipment over its foundation by usage of chain block.

g. Offload the equipment on its foundation (final location)

5.3 COVERED EQUIPMENT:

a. Forklift.

b. Chain-block.

c. Hydraulic pallet trolley.

5.4 EQUIPMENT TO BE SHIFTED:

a. Circulation Pumps

b. Lifting Pumps

c. Booster Pumps

d. Sump Pumps

e. Water Softeners

f. Sand Filters

g. Electric Water Heaters

Tag number of each equipment & its load (in kilograms) is mentioned in the attached
schedule.

Current Location of Equipment to be Shifted:

The current location for all equipment is in S10-B02 next to pump room as per attached
drawing and the final location is as per attached Equipment schedule.
