 DPWH ( Department of Public Works and Highways)
- January 30, 1987
- DPWH is currently responsible for the planning, design, construction and
maintenance of infrastructure, especially the national highways, flood control and
water resources development system, and other public works in accordance with
national development objectives.
- Mark A. Villar: Mark Aguilar Villar (born August 14, 1978) is a Filipino politician
and businessman currently serving as Secretary of Public Works and Highways of the
Philippines. He is the son of former Senate President and 2010 presidential candidate
Manny Villar and incumbent Senator Cynthia Villar. He served as Representative of
Las Piñas in the Philippine House of Representatives and has also previously held
executive positions in his family's real estate businesses. A member of the
Nacionalista Party, Villar accepted the offer of President Rodrigo Duterte to join his
Cabinet on May 17, 2016 and assumed office upon his resignation from Congress on
August 1, 2016 replacing Rafael Yabut.

 DOTR ( Department of Transportation)

- The Department of Transportation (DOTr) is the primary policy, planning,
programming, coordinating, implementing and administrative entity of the executive
branch of the government on the promotion, development and regulation of a
dependable and coordinated network of transportation and communications systems,
as well as in the fast, safe, efficient and reliable transportation and communications
services.
- Arthur Tugade: Arthur "Art" Planta Tugade (born January 9, 1946) is a Filipino
businessman and lawyer from Cagayan. He is the current Secretary of the Department
of Transportation after being appointed by President Rodrigo Duterte to replace
Joseph Emilio Abaya. He previously held the position of President and Chief
Executive Officer of Clark Development Corporation, an attached agency of the
government-owned Bases Conversion and Development Authority under President
Benigno Aquino III. Tugade was born on January 9, 1946 to poor parents from
Claveria, Cagayan, Francisco Tugade and Lucefina Planta. His parents were both
employed at the Public Works Department and he was in elementary school when
they moved to Sampaloc, Manila. Tugade attended law school at the San Beda
College of Law where he was classmates with President Rodrigo Duterte. He
graduated magna cum laude in 1971. He completed his post-graduate studies at the
National University of Singapore under the NUS-Stanford Executive Program in
1985.

 MMDA (Metroplitan Manila Development Authority)


- November 7, 1975
- The MMDA performs planning, monitoring and coordinative functions, and in the
process exercises regulatory and supervisory authority over the delivery of metro-
wide services within Metro Manila without diminution of the autonomy of the local
government units concerning purely local matters.
- Danilo Lim: Danilo Delapuz Lim (born June 2, 1955 in Solano, Nueva Vizcaya) is a
Filipino retired brigadier general who is the current Chairman of the Metropolitan
Manila Development Authority. He was incarcerated at the Camp Crame in Quezon
City from 2006 to 2010 for rebellion charges and attempted coup d'état. After more
than 4 years in prison, Lim was granted temporary freedom by the Armed Forces of
the Philippines on May 31, 2010. On November 29, 2007, the same group triggered a
standoff at the Peninsula Manila hotel in Makati, where he called for Arroyo's ouster.
On September 20, 2009, Lim announced his plan to join the 2010 senatorial race, as
an independent candidate, but later joined the Liberal Party of Senator Benigno
Aquino III. He assumed the post of Deputy Commissioner of the Bureau of Customs
under Aquino's administration, but resigned in July 2013 due to corruption in the
bureau. Lim joined the administration of President Rodrigo Duterte on May 22, 2017
as MMDA chief replacing acting chairman and general manager Thomas Orbos.

 CAAP (Civil Aviation Authority of the Philippines)


- March 4, 2008
- Establish and prescribe rules and regulations for the inspection and registration of all
aircraft owned and operated in the Philippines and all air facilities;
• Establish and prescribe the corresponding rules and regulations for the enforcement
of laws governing air transportation;
• Determine, fix and/or prescribe charges and/or rates pertinent to the operation of
public air utility facilities and services;
• Administer and operate the Civil Aviation Training Center (CATC);
• Operate and maintain national airports, air navigation and other similar facilities in
compliance to ICAO;
• Perform such other powers and functions as may be prescribed by law.
- Capt. Jim Sydiongco: Director General of CAAP. Present Vice President of Cebu
Pacific Inc. He graduated at University of Southern California.
 MARINA (Maritime Industry Authority)
- June 1, 1974
- The MARINA oversees the promotion and development of the maritime industry, and
also provides effective regulation of shipping enterprises. Since its establishment in
June 1994, MARINA was granted the authority to issue Certificates of Public
Convenience (CPC), permitting the operation of domestic and overseas water carriers.
Other functions of the agency include the registration of vessels, the issuance of
licenses, the addressing of safety concerns pertaining to vessel construction, and the
enforcement of maritime law.
- Marcial Quirico C. Amaro: Marcial Quirico C. Amaro III took over Dr. Mejia as
Administrator of the Maritime Industry Authority (MARINA) in simple ceremonies
July 18th at the MARINA central office in Parkview Plaza, Manila. Prior to
MARINA, Amaro was VP for Chelsea Ship Management and Marine Services where
he managed vessel operations safely, economically. Amaro is himself a seafarer with
a BS Marine Transportation (BSMT) majored in steam engineering and electricity,
Batch ’82 at the Merchant Marine Academy (PMMA). He has served on domestic
and international vessels of various types. He managed for Transmarine Carriers
(PTC) for vessels and Filipino crew. International Maritime Organization (IMO)
hired him a consultant, so with the computerization of the Professional Regulation
Commission (PRC) Board Examinations for Marine Engine Officers.

 LTFRB (Land Transportation Franchising and regulatory Board)


- November 17, 1902
- 1. To prescribe and regulate routes of service, economically viable capacities and
zones or areas of operation of public land transportation services provided by
motorized vehicles in accordance with the public land transportation development
plans and programs approved by the Department of Transportation and
Communications ;
2. To issue, amend, revise, suspend or cancel Certificates of Public Convenience or
permits authorizing the operation of public land transportation services provided by
motorized vehicles, and to prescribe the appropriate terms and conditions therefore;

3. To determine, prescribe and approve and periodically review and adjust, reasonable
fares, rates and other related charges, relative to the operation of public land
transportation services provided by motorized vehicles;

4. To issue preliminary or permanent injunction, whether prohibitory or mandatory, in


all cases in which it has jurisdiction, and in which cases the pertinent provisions of
the Rules of Court shall apply;

5. To punish for contempt of the Board, both direct and indirect, in accordance with
the pertinent provisions of, and the penalties prescribed by, the Rules of Court;

6. To issue subpoena and subpoena duces tecum and summon witnesses to appear in
any proceedings of the Board, to administer oaths and affirmations;

7. To conduct investigations and hearings of complaints for violation of the public


service laws on land transportation and of the Board's rules and regulations, orders,
decisions and/or rulings and to impose fines and/or penalties for such violations;

8. To review motu proprio the decisions/actions of the Regional Franchising and


Regulatory Office herein created;

9. To promulgate rules and regulations governing proceedings before the Board and
the Regional Franchising and Regulatory Office: Provided, That except with respect
to paragraphs d, e, f and g hereof, the rules of procedure and evidence prevailing in
the courts of laws should not be controlling and it is the spirit and intention of said
rules that the Board and the Regional Franchising and Regulatory Offices shall use
every and all reasonable means to ascertain facts in its case speedily and objectively
and without regard to technicalities of law and procedures, all in the interest of due
process;

10. To fix, impose and collect, and periodically review and adjust, reasonable fees
and other related charges for services rendered;

11. To formulate, promulgate, administer, implement and enforce rules and


regulations on land transportation public utilities, standards of measurements and/or
design, and rules and regulations requiring operators of any public land transportation
service to equip, install and provide in their utilities and in their stations such devices,
equipment facilities and operating procedures and techniques as may promote safety,
protection, comfort and convenience to persons and property in their charges as well
as the safety of persons and property within their areas of operations;

12. To coordinate and cooperate with other government agencies and entities
concerned with any aspect involving public land transportation services with the end
in view of effecting continuing improvement of such services; and

13. To perform such other functions and duties as may be provided by law, or as may
be necessary, or proper or incidental to the purposes and objectives of this Executive
Order.

- Martin Delgra: A Davao City-based lawyer, Delgra was part of Duterte's legal team
during the elections. He joined the law practice in 1988.

 OTS (Office of Transportation Security)

- The Office for Transportation Security (OTS) is the single authority responsible for
the security of the transportation systems of the Philippines, including Civil Aviation,
Sea Transport and Maritime Infrastructure, Land Transportation, Rail System and
Infrastructure.

 PPA (Philippine Ports Authority)


- 1987
- It is responsible for financing, management and operations of public ports throughout
the Philippines, except the port of Cebu, which is under the Cebu Ports Authority.
- Atty. Jay Daniel Santiago: Atty. Santiago graduated from the University of the
Philippines with a Bachelor of Arts Degree in Humanities and obtained his Bachelor
of Laws degree likewise from the same university. Former General Counsel of the
Philippine Amusement Gaming Board Corporation before being appointed as the
General Manager of PPA.

 PCG (Philippine Coast Guard)


- October 10, 1967
- The Philippine Coast Guard (PCG) is an armed and uniformed service tasked
primarily with enforcing laws within Philippine waters, conducting maritime security
operations, safeguarding life and property at sea, and protecting marine environment
and resources; similar to coast guards around the world. It is an agency attached to the
Department of Transportation of the Philippines. It currently maintains a presence
throughout the archipelago, with twelve Coast Guard Districts, fifty-four CG Stations
and over one hundred ninety Coast Guard Sub-Stations, from Basco, Batanes to
Bongao, Tawi-Tawi.
- Rear Admiral Elson E. Hermogino: Born in San Carlos City, Pangasinan and reared
in Science City of Muñoz, Nueva Ecija, Rear Admiral Hermogino began his military
career on 1981 when he entered the Philippine Military Academy and graduated as a
proud member of the prestigious “Sandiwa” Class of 1985. His passion for learning
enabled him to successfully complete his post graduate studies at World Maritime
University in Malmo, Sweden and earned the degree of Master in Maritime
Administration in 1996.He successfully earned the most coveted Command-at-Sea
Badge as he commanded three Coast Guard search and rescue vessels which are the
primary ships for operations of the PCG namely: BRP Batangas (SARV-004), BRP
Romblon (SARV 3503) and seven other vessels during his service in the Philippine
Navy.

 PNR (Philippine National Railways)


- June 20, 1946
- The Philippine National Railways (PNR) is a state-owned railway company in the
Philippines, operating a single line of track on Luzon. As of 2016, it operates one
commuter rail service in Metro Manila and local services between Sipocot, Naga City
and Legazpi City in Bicol Region.
- Roberto Lastimoso: appointed on November 28, 2016 as Chairman of the Board of
the Philippine National Railways is a graduate of the Philippine Military Academy
(BSPMA) and PhD graduate of Philippine College of Criminology. Before becoming
the Chairman of PNR Board, he has served in various capacities in the government
among others as: General Manager of MRT 3 (January 2004-June 2009), Assistant
Secretary- Rail Sector of Department of Transportation and Communication
(September 2003- June 2009), Assistant Secretary, and Chief of Land Transportation
Office (January 2002- September 2003). He was also the Director General/Chief of
the Philippine National Police (June 1998-January 2000) and before becoming the
highest PNP Officials, he has served in various military capacities in most of the
regions in the Philippines, he has numerous military awards, medals and distinctions.
He was also the Vice-Chairman of GRP-Panel-Peace Talks with MNLF, Senior
Police Assistant of DILG, Director of PNOC, Consultant of the Philippine Ports
Authority, Director of Rural Bank of Butuan City, Director of AMA Computer
College in Butuan City.

 LRTA (Light Rail Transit Authority)


- July 12, 1980
- The Light Rail Transit Authority (LRTA) is a public transport operator that is
responsible for the construction, operation, maintenance and/or lease of Manila Light
Rail Transit System in the Philippines. Founded by Philippine President Ferdinand E.
Marcos on July 12, 1980. It is organized as a government-owned and controlled
corporation under the Department of Transportation (DOTr) as an attached agency.
- Reynaldo Berroya: A retired police general.

 MRTC (Metro Rail Transit Authority)


- 1991
- The Metro Rail Transit Corporation is a private consortium responsible for the
maintenance of the Manila Metro Rail Transit System. It is also the original
contractor for the MRT-3 project. It runs the MRT-3 in coordination with the
Department of Transportation.
