Radio Optimization and Planning Engineer
Digicel Haiti (Ericsson Equipment)
• Senior RF optimization Engineer Southern and Team Leader for Digicel Haiti.
Planning Part
• Initial NW dimensioning; coverage plan; traffic plan; frequency & interference plan evaluation; final
NW topology; parameter planning; site objectives; area survey; search ring; site search, site
evaluation; proper site survey; site layout; parameter set (LAC, CI, neighbor list, radio parameters,
NCC, BCC etc).
• Responding to Marketing growth rates and promotions with plans of expansions and new sites for
the southern.
• Develop growth and system expansion/redistribution plans based on network capacity and
performance evaluation for the southern.
Optimization Part
• Responsible for network KPI’s for assigned BSCs like SDCCH, TCH congestion, drop call Rate,
Handover performance; call setup, etc… by Using Ericsson parameters.
• Provide a semesteral Capacity analysis and design for all cell-sites under my responsibility.
• Tuning parameters for network improvement.
• Plan and coordinate system optimization like Site tuning (EDT, MDT, Azimuth, and antenna height),
Nominal design planning, propagation modeling, assigning sites for characterization, Cell Sites
selection and Candidate’s evaluation, antenna selection.
• Preparing CDD for new cell sites ready for integration.
• Technical site surveys for macro and micro cells (antenna location recommendation), propagation
tests.
• Coordinate Drive Tests for Optimization (Logistics and Scheduling) and analyzing data and
corrective actions to maximize radio coverage.
• Provide a weekly twenty worst performing cells list with problem description (analysis) and action-
plans for 5 BSC in terms of TCH Drop, SDCCH Drop, CSSR, HO, Cong etc.
• Provide on-the-job trainings to Interns to get them functional, and for new enrolled RF Engineer in
TEMS Investigation
(Drive test and Analysis), MapInfo, RNO, Business Object, and Winfiol.

• Coordinate Drive Tests for Optimization (Logistics and Scheduling)

including competitive Benchmarking each 3 months for my specific area, with post-driving analysis
on weak points for competitive improvement.
• Coordinate Customer Complaints Investigation and Resolution
• Supporting performance team KPI.
• Responsible of performance and monitoring of five BSCs at cell level
by troubleshooting to analyze faults and provide solution for RF parts
(BTS and Air interface part).

• Drive test and analysis and benchmarking with others operators (Cable & Wireless, Claro).
• Detect problems and propose corrective solutions.

• Monitoring statistics and parameter tuning to optimize daily KPI’s (CSSR, Dropped call, Paging,
Location update, Handover, Congestion on TCH and SDCCH).

Professional achievements
2007-2008
• Be sure all KPI’s target fixed is achieved. We have reached o.6% for CDR (call dropped rate), more
than 98% for CSSR (call setup success rate, 98% for HO (handover, less than 0.7% BLK (blocking: TCH
and SDCCH congestion. Ensured a very good network (5 BSC) in term of accessibility, retainability and
service integrity. Lead a project for expanded coverage, and other solution as TCC and uncombined
configuration to improve coverage indoor and outdoor coverage.
