Problem Statement

The problem of drug addiction has been one of the prevalent problems our
country is facing. As a matter of fact, government studies suggest that around 1.8 million
Filipinos are drug users. At the forefront of this proliferating problem lies the vulnerability
of the Filipino youth. The youth is seen to be more prone to succumb to the addiction
problem given their tender age and curiosity. It has been suggested that peer pressure
and family problem are some of the causes for these youth to take drugs as a means to
alleviate their emotional suffering and pain. Because of this, it is always important to
counter-act these factors so as to decrease the incidence of drug addiction among
Filipino youth.

As suggested by a study, one of the ways of counteracting this growing incidence

of drug addiction among the youth is to engage the youth in interesting and productive
activities in order to divert their attention from dangerous drugs. These activities may
include sports, livelihood and recreational projects designed not only to divert but also to
prevent the occurrence of drug addiction in the community level. These activities are
seen to foster bonding with teenagers in the community as an outlet of the youth to feel
‘one-ness’ with the community.

Because of this, CEBU YOUTH FOR CHANGE seeks to implement GUHIT UG

SAYAW, a visual art and dance workshop intended for the youth of Barangay Luz, Cebu
City.
CEBU YOUTH FOR CHANGE

CEBU YOUTH FOR CHANGE was the brainchild of a group of Cebuano youth leaders
who envisioned a responsive and responsible youth population of Cebu. Since its
inception in 2010, CEBU YOUTH FOR CHANGE has been engaged in various outreach
programs, community-based seminars, workshops and trainings catering to the needs of
the Cebuano Youth.

CEBU YOUTH FOR CHANGE’s mission is to promote unity, camaraderie, excellence

and responsibility in the Cebu youth.

CEBU YOUTH FOR CHANGE has been accredited and awarded by the Cebu City
Government as the most outstanding youth organization for the group’s effort in
engaging youth-centered activities such as: LIMPYO-CEBU: CEBU YOUTH CLEAN UP
DRIVE, CEBU YOUTH ANNUAL MEDICAL-DENTAL MISSION, CEBU YOUTH
OLYMPICS, CEBU YOUTH MOBILE SCHOOL and other similar activities.

With the aim of promoting a responsive and responsible youth for Cebu, CEBU YOUTH
FOR CHANGE has constantly partnered with various government, non-government and
corporate organizations to promote the participation of the Cebuano Youth.
Project Beneficiaries:

CEBU YOUTH FOR CHANGE plans to conduct a workshop entitled: Guhit ug Sayaw: A
visual arts and dance workshop.

GUHIT UG SAYAW is a project intended to benefit 500 members of the young of

Barangay Luz who shall be engaged in the visual arts and dance modules prepared by
CEBU YOUTH FOR CHANGE. The workshop consists of two modules namely the visual
arts module and dance module. However, to involve more members of the community to
the cause of CEBU YOUTH FOR CHANGE, the dance module of the workshop is open
for the public to attend.

The visual arts module aims to teach the youth to appreciate the beauty and grace of the
arts and at the same time creates an avenue for the youth to express their sentiments
and promote camaraderie among the youth members of the barangay. The module
seeks to benefit limited number of persons, specifically the youth members only due to
the restraints on the materials to be provided by the group.

The dance module is open to all members of the community who seeks to join this
juncture of the workshop. This portion of the workshop seeks to teach participants the
basic dance steps of the art of dancing while fostering unity among members of
Barangay Luz.
Project Rationale:

The barangay is the basic political unit of the Philippines. Thus, it is important to stress
that any measures to suppress or reduce the incidences of drug addiction should be
initiated at the barangay, aimed at the youth population.

Because of this, CEBU YOUTH FOR CHANGE aims to conduct it’s GUHIT UG SAYAW
workshop for the benefit of the youth members of Barangay Luz, Cebu City. The
barangay was selected because data would show that the barangay has one of the
largest youth population in the City of Cebu. Equally important is the fact that the number
of drug related incidence in the barangay is one of the highest in the city.

Given these circumstances, CEBU YOUTH FOR CHANGE sees it fit to implement it’s
first visual art and dance workshop in one of the urban barangays in the city as a means
to affect a greater number of youth in its bid to promote unity and camaraderie of the
Cebuano youth.

Project Goal

The Guhit ug Sayaw is a two-day workshop, which aims to be an outlet for the youth of
Barangay Luz to be engaged in meaningful and purposeful activities. The completion of
the project will enable our group to achieve the purpose of fostering camaraderie and
unity for the Cebuano youth, specifically that of Barangay Luz.

The project will also enable the group to aid the government in the preventive measures
the state has pursued to remedy the increasing occurrence of drug addiction by
engaging the youth in more meaningful and purposeful activities.

Finally, the workshop may also be an avenue for the barangay’s youth to hone their
artistic talents through their participation in the workshop.
Project Activities

The Guhit ug Sayaw comprises of the following activities

Day 1:

-Lecture on the Basics of Arts

-Lecture on the Different Techniques Applicable in Visual Arts
-Demonstration on the Application of the Visual Arts Technique

Day 2:

a) It will enable the participants to acquire greater knowledge and understanding of

visual arts and the art of dancing;

b) It will enable the participants to understand and hone their artistic talents;

c) It may even be said that the workshop, especially the dance workshop, will
enable the youth members of the barangay to establish a barangay dance
contingent which can be a precursor towards their participation in any dance
contest (e.g. Sinulog)
