Tucson Electric Power (TEP) plans to build a new 138 kilovolt (kV) transmission
line and substation, and upgrade existing facilities to strengthen electric
reliability for customers and, in particular, to meet growing energy needs in
the area of South Kino Parkway and East 36th Street.
PURPOSE AND NEED
TEP first identified the need for a new transmission line and substation
in 2007, using planning studies to determine that growing demand for
power in the area would require new infrastructure to satisfy customers’
growing energy needs. According to current studies, TEP must have this new
infrastructure in place by 2021 to support expected development in the area.
PROJECT DESCRIPTION
Kino Substation
The new 138 kV Kino Substation site, selected through transmission
planning and land availability studies, will occupy approximately 4.5 acres
at the southeast corner of South Kino Parkway and East 36th Street on a
larger parcel owned by Pima County. The City of Tucson approved a minor
Planned Area Development (PAD) Amendment in September 2017 for the
site, allowing for construction of the substation.
Irvington to Kino 138 kV Transmission Line
The proposed 138 kV Irvington to Kino Transmission Line is the first of
several system improvements designed to provide additional transmission
capacity in the central portion of the Tucson metro area. The line will extend
approximately four miles from the Irvington Substation located on TEP’s
Irvington Campus to the new Kino Substation.
REQUIRED APPROVALS
As noted above, the substation has already been approved by the City of
Tucson through a PAD amendment and no further land use approvals are

requires TEP to secure a Certificate of Environmental Compatibility (CEC)

from the Arizona Corporation Commission (ACC) for the transmission line
project prior to construction. The Arizona Power Plant and Transmission Line
Siting Committee (LSC) will review the application in a public process and
SUBSTATION PROJECT may issue a CEC for the project. The ACC will then review the CEC and make
a final decision during a public meeting.
ALTERNATIVE ROUTES
TEP, in cooperation with project stakeholders and other members of the
community, has completed a transmission line siting analysis and identified

Tucson Electric Power (TEP) planea construir una línea de transmisión de 138
kilovoltios (kV) y una subestación nueva, y actualizar los servicios existentes
para fortalecer la fiabilidad eléctrica para los clientes y, en particular, para
satisfacer las necesidades en crecimiento de energía en el área de Sur Kino
Parkway y de Este de la calle 36.
PROPÓSITO Y NECESIDAD
TEP primero identificó la necesidad de una nueva línea de transmisión
y subestación en 2007 usando estudios de planeo para determinar que

Subestación Kino
El sitio de la nueva Subestación Kino de 138 kV, seleccionado a través de
estudios de planeación de transmisión y de disponibilidad de terreno, ocupará
aproximadamente 4.5 acres en la esquina sureste de Sur Kino Parkway y Este
de la calle 36 en una parcela más grande perteneciente al Condado Pima. La
Ciudad de Tucson aprobó una enmienda menor de Desarrollo Planeado para
el Área (PAD, por sus siglas en inglés) en septiembre del 2017 para el lugar,
permitiendo la construcción de la subestación.
Línea de Transmisión de 138 kV Irvington a Kino
La Línea de Transmisión de 138 kV de Irvington a Kino propuesta es la primera
de varias mejoras al sistema diseñada para proveer capacidad adicional de
transmisión en la parte central del área metro de Tucson. La línea se va extender
aproximadamente cuatro millas de la Subestación Irvington localizada en el
campus Irvington de TEP hasta la nueva Subestación Kino.
APROBACIONES REQUERIDAS
Como se ha indicado anteriormente, la subestación ya fue aprobada por la
Ciudad de Tucson por una enmienda PAD y no se requieren más aprobaciones
para el uso del terreno. En cuanto a la línea de transmisión, Los Estatutos
Revisados de Arizona § 40-360.03 requieren que TEP obtenga un Certificado
de Compatibilidad con el Medio Ambiente (CEC, por sus siglas en inglés) de la
Comisión de Corporaciones de Arizona (ACC, por sus siglas en inglés) para el
proyecto de la línea de transmisión antes de construirse. Arizona Power Plant
y Transmission Line Siting Committee (LSC), un comité establecido por el ACC,
revisará la solicitud en un proceso público y puede emitirla. Despues, el ACC
revisará el CEC y hará una decisión final durante una reunión pública.
RUTAS ALTERNATIVAS
TEP, en cooperación con las partes interesadas del proyecto y otros miembros
de la comunidad, realizó un estudio de localización de la línea de transmisión
e identificó tres rutas alternativas para la línea de transmisión entre las
subestaciones Irvington y Kino. El mapa anexo demuestra las rutas alternativas.

Alternative A
Alternative A (depicted as a blue line on the map) would extend west along
Irvington Road from TEP’s Irvington Campus to Benson Highway. It would
then turn northwest and continue along Benson Highway and Park Avenue
to 36th Street, where it would then turn east to the future Kino Substation at
the southeast corner of Kino Parkway and 36th Street.
Alternative B
Alternative B (depicted as a green line on the map) would extend west along
Irvington Road from TEP’s Irvington Campus to Palo Verde Road. Alternative
B would then turn northwest and continue on the north side of Interstate 10
(outside of the Arizona Department of Transportation I-10 right-of-way). Just
west of the Kino Sports Park, the line would turn north, cross Ajo Way, and
continue north along the Kino Parkway off ramp and Campbell Avenue to
36th Street. Alternative B would then turn west to the future Kino Substation
at the southeast corner of Kino Parkway and 36th Street.
Alternative C
Alternative C (depicted as an orange line on the map) would extend west
along Irvington Road from TEP’s Irvington Campus to Palo Verde Road.
Alternative C would then turn north and continue along Palo Verde Road
to Ajo Way, where it would turn west and continue to the Kino Parkway off
ramp. From this point, Alternative C would turn north and continue along
the Kino Parkway off ramp and Campbell Avenue to 36th Street. Alternative
C would then turn west to the future Kino Substation at the southeast corner
of Kino Parkway and 36th Street.
TEP will use additional public input received by March 28, 2018 to select a
preferred route from these alternatives. TEP will include all three alternatives
and input received during public meetings, in writing, and through online
comment tools, in its CEC application, which it expects to file in April 2018
with the ACC.
PUBLIC HEARING
A public hearing before the LSC is expected to occur in June 2018.
TEP will mail a notice to residents, property owners and other stakeholders,
place notices in a local newspaper and post details on the project website
once public hearing dates are scheduled.

B después doblaría al noroeste y continuaría al lado norte del Interestatal 10
(fuera del derecho de paso del Departamento de Transportación de Arizona
del I-10). Justo al lado oeste de Kino Sports Park, la línea doblaría al norte,
cruzaría Ajo Way y continuaría hacia el norte a lo largo de la salida de Kino
Parkway y Campbell Avenue hacia la calle 36. La Alternativa B después
doblaría al oeste hacia la futura Subestación Kino en la esquina sureste de
Kino Parkway y la calle 36.
Alternativa C
La Alternativa C (línea anaranjada en el mapa) se extendería al oeste a lo
