1 Introduction
Before any rail vehicle is permitted to operate on the RailCorp network, the vehicles must
comply with the RailCorp Minimum Operating Standards for Rolling Stock ESR 0001.

All vehicle must conform to one of the approved rolling stock outlines detailed in the
Minimum Operating Standards for Rolling Stock.

2 Purpose
A vehicle rolling stock outline test is performed to determine whether the vehicle complies
with the Narrow Non Electric Rolling Stock Outline.

3 Scope
The test shall be conducted on every road / rail vehicle prior to operation on the RailCorp
network. The test shall also be conducted after any modification or replacement of
equipment, including to wheels and tyres, which effects the size profile of the vehicle.

4 Application
This procedure is to be used by rolling stock manufacturers, owners, operators and
testing personnel when assessing the vehicle for compliance with the RailCorp Minimum
Operating Standards for Rolling Stock.

6 Equipment Required
A straight level test site, preferably with rails embedded in concrete. The top of the rails
should be level within +/- 1mm.

• Tape measure and steel rule.


• Two Red flags.

7 Site Safety Evaluation


Conduct a site safety inspection and safety briefing in accordance with EPR-013 Static
Test Site Safety Evaluation.

8 Test Vehicle Configuration


The test vehicle should be in full operational condition, with special equipment such as
cranes, and elevating work platforms stowed in the on-rail travel position.

9 Procedure
a) Locate the vehicle on the test site, and ensure that any special equipment such
as cranes and elevating work platforms are stowed in the on-rail travel position.

b) Put the test vehicle on-track at the test site, ensuring that the front and rear rail
wheel equipment is fully deployed with the wheel frame limit stops in contact
with the vehicle chassis.

c) Run the test vehicle back and forth over the test site to centralise the wheels
and clear any obstructions from the track flangeways. Stop the vehicle on the
test site in a suitable position for conducting the test.

d) Place a red flag on the front and rear of the test vehicle.

e) Measure and record the principal dimensions of the vehicle as specified in


Table 1, and shown in the following diagram:

f) Assess compliance of the vehicle to the standard using the allowable


dimensions specified in Table 1.
