Sub:- ECET–2010 Engineering/B.Pharmacy Admissions (Lateral Entry)–Communication of


guidelines to fill left over vacancies during Institutional Spot Admissions – Reg.

You are well aware that the ECET-2010 Admissions were completed by 29-07-2010 the details of the left
over vacancies of your institution are here with communicated.

You are requested to give a detailed notification for the left over vacancies, dropouts vacancies/cancelled
seats at the institution level, if any, in one of the leading daily news paper of your region calling the candidates
(who have not taken admission anywhere so far), who have passed Diploma course and qualified in ECET-2010
examination to attend for counselling at your institution on a particular day before 25-09-2010 (Cut off date for
Private Engineering college managements to fill the left over vacancies of the Convenor quota of seats). If
qualified candidates in ECET-2010 are not available to fill the vacant seats, they can be filled with Diploma Holders
securing not less than 50% marks in aggregate duly ensuring merit and transparency. You should also mention in
the notification the Rank, Hall Ticket number, name and course of the candidate who did not report to the
institution stating that his/her admission will be treated as cancelled if he/she fails to report one day before the
actual date of the Institutional spot admissions. The vacant seats may be filled by the candidates as per their
merit in ECET-2010 Examination in the concerned branch of Engineering course as per admission rules now in
vogue. Candidates who have already taken admission (through ECET-2010 counselling conducted by the
Convenor) in any institution should not be considered for admission. The candidate should be insisted upon to
produce all the original certificates before granting admission. Any deviation made in this regard will be viewed
seriously and ratification of the admissions made will not be granted under any circumstances.

In any category (OC/BC/SC/ST/NCC/SP/CAP/PH) seats, which are earmarked for women candidates, are
to be offered first to women candidates only. If women candidates are not available in that category then the
seats are to be offered to male candidates. The women candidates are also eligible to opt for male seats (General
seats) in the combined rank order in any category (OC/BC/SC/ST/NCC/SP/CAP/PH) over and above their own 1/3
quota of seats allocated. Candidates belonging to Other States and who are to be considered as “NL” (Non Local)
by virtue of their studies in different regions of A.P and other states have to satisfy the conditions stipulated in A.P
educational Institutions (Regulation of admissions) order 1974 and amended in G.O.P.No.646 EDN(W) Department
Dt:10-7-1979 other wise they are not eligible for admission at all. This should be strictly followed withoutfail.
If candidates (male/women) are not available in one reservation category, the seats are to be offered to
the next reservation category candidates as mentioned below.

(The cycle is to be completed for each category before diverting the seats to “Open Competition” (OC) in
each region (Local area). Diversion of “BC” category seats from one region to other regions due to non-availability
of candidates in that region is not permitted.)
Example: 3. SC (Girl) SC (Boy)

The cycle is to be completed before allotting the “SC” category seats to the “SC” candidates of the other
two local areas in combined rank order if candidates are not available in that local area.

Example: 4. ST (Girl) ST (Boy)

a. If “ST” candidates are not available in one local area, the seats are to be allotted to “ST” candidates of the
other two local areas in the combined rank.

b. If “ST” candidates are not available in any local area then the “ST” seats of each local area are to be
allotted to “SC” candidates of the same local area in the combined rank order.

c. If “SC” candidates are not available in one local area the seats are to be offered to “SC” candidates of the
other two areas in the combined rank.

d. If “SC” candidates are not available in any local area then the seats are to be offered to “ST” candidates
of the same local area in the order of merit.

e. If “ST” and “SC” candidates are not available in any local area then the seats are to be diverted to “OC”
(Open Competition) of the concerned Local area and filled.

In case of “PH” reservation seats, first the seats are to be offered to the candidates (male/female) as per
the category of seats earmarked (Visual/Hearing impaired/Orthopaedic). If candidates are not available in one
particular “PH” category the seats are to be allotted to the other “PH” category in the following order.

The cycle is to be completed before diverting them to the general reservation category candidates
(Male/Female).

The above procedure is to be followed for “PH” seats in all reservation categories (OC; BC-A/B/C/D/; SC;
ST). Diversion of the “PH” category seats from one local area to other local areas due to non-availability of
candidates is not allowed. Candidates with more than 40% disability are only eligible for allotment of seat under
“PH” category. The “PH” certificate is to be issued by the District Medical Board Constituted by the Government of
Andhra Pradesh.
In case of NCC/SP/CAP Categories, if candidates are not available in the concerned reservation category in
a particular local area then the seats are to be diverted to the general reservation category as the case may be
and filled with the candidates of the same local area. Diversion of special reservation category seats
(NCC/SP/CAP/PH) from one local area to other local areas is not allowed due to non-availability candidates.
When general reservation (BC/SC/ST) and special reservation category (NCC/SP/CAP/PH) seats are
diverted to open competition (OC) due to non availability of candidates in a particular local area and there are no
takers even for these seats (OC seats) in that local area then only these “OC” seats are to be diverted to (“OC”)
and filled by the candidates of the other two local areas in the combined merit order treating them as UNR
(UNRESERVED) “OC” Seats.
The list of candidates admitted during the Institutional spot admissions (under Convenor quota
of seats) along with the Xerox coy of Rank Card, Diploma Certificate/Degree Certificate, Caste
Certificate and study certificate from IV to Diploma class /Inter and Degree is to be sent to the
Convenor ECET-2010 (Admissions) before 30.09.2010 for verification and ratification. The model
proforma to submit the Institutional spot admissions made is enclosed herewith for ready reference.
Eligibility for Reimbursement of Tuition Fee (RTF) for Convenor Quota of seats.: All Students
admitted by the Convenor as Notified by the Government under the Quota meant for the Convenor
shall be eligible for the Post Matric Scholarships (PMS Scheme ). However the Students admitted under
Management Quota of seats or through Spot Admissions (i.e) left over seats of the Convenor quota
filled by the Managements subsequently in the Institutional Spot Admissions will not be eligible for the
PMS Scheme. (Vide Go.Ms.No.66 SW- Edn., Department dated:08-09-2010 )

The details of the Spot admissions made are to be neatly typed in the proforma and sent to the Convenor
to the above address through special messenger for ratification by the indicated date (i.e.,) 30.09.2010
positively. For clarification of doubts if any you are requested to contact the Convenor’s office on Phone Nos:

Further, you are requested to depute one staff member of your institution to collect the final list of
candidates admitted and their original certificates only on the date mentioned below at 10:00 A.M. without fail.

The principals are requested to stick on to the above-mentioned date in collecting the original certificate
and applications and final list of candidates admitted into their respective colleges,

The Principal is permitted to cancel the admission of any candidate (allotted by the Convenor) at his
request and fill up the vacancy during the institutional spot admissions. In such cases the principal has to issue a
letter to the candidate directing him to collect the original certificates from the Convenor if the originals are still
with the Convenor’s office. “SC/ST” candidate should secure 25% marks (50/200) in the qualifying examination
(ECET-2010) to consider him/her for allotment of a seat under OC / BC/ NCC / SP / CAP /PH Categories.

Further the Principal is requested not to collect cancellation or processing fee from any candidate at the
time of spot admissions being conducted in the Institution.

Candidates who have passed the Three year B.Sc Degree Examination with Mathematics as one of the
subject in the group combination from a recognized University in the State or its equivalent and Qualified in
ECET-2010 examination are only eligible for entry into the relevant courses of Engineering as per G.O.MS.No.57
Higher Education (E.C-2) Department of 12-05-2008 and the Annexure enclosed to it.

Enclose the Xerox Copies of the following Certificates of the Candidates to issue Ratification order.
