56. PARLIAMENT SECURITY OFFICE

56.1 The Parliament Security Service of Rajya Sabha Secretariat looks after the security
set up in the Parliament House Complex. Director (Security) of the Rajya Sabha Secretariat
exercises security operational control over the Parliament Security Service in the Rajya Sabha
Sector under the administrative control of the Rajya Sabha Secretariat. Joint Secretary
(Security), Lok Sabha Secretariat is the overall in-charge of security operations of entire
Parliament Security including Parliament Security Services of both the Secretariats, Delhi
Police, Parliament Duty Group (PDG) and all the other allied security agencies operating
within the Complex. Parliament Security Service being the in- house security service provides
proactive, preventive and protective security to the VIPs/VVIPs, building & its incumbents. It
is solely responsible for managing the access control & regulation of men, material and
vehicles within the historical and prestigious Parliament House Complex.
Being the in-house security service its prime approach revolves around the principles
of Access Control based on proper identification, verification, authentication & authorization
of men and material resources entering into the Parliament House Complex with the help of
modern security gadgets. The threat perception has been increasing over the years due to
manifold growth of various terrorist organizations/outfits, refinement in their planning,
intelligence, actions and surrogated war-fare tactics employed by organizations sponsoring
and nourishing terrorists. New security procedures have been introduced into the security
management to counter the ever-changing modus operandi of terrorist outfits/ individuals
posing severe threat to the Parliament House Complex and its incumbent VIPs.
This avowed objective is achieved in close coordination with various security agencies
such as Delhi Police (DP), Central Reserve Police Force (CRPF), Intelligence Bureau (IB),
Special Protection Group (SPG) and National Security Guard (NSG). The Parliament Security
Service acts as a key controlling and coordinating agency for providing a fail-proof and user
friendly security. The Parliament Security Service maintains proper liaison and effective
coordination with these security agencies.
One of the important operational activities of the Parliament Security Service is Show
Around of the Parliament House Complex to the visitors coming to see the Parliament House
during inter-session period. The security officials of Parliament Security Service are deputed
to ensure that the visitors, foreign dignitaries and delegations are escorted properly and given
factual & significant information about brief history of Parliament and procedures being
adopted for conducting the smooth proceedings of the Parliament. However, for the students,
it is specially designed more or less on the pattern of an educational excursion. Visitors are
also given a brief account about the PH Building statues and portraits installed in the PH
Complex.

56.2 RESPONSIBILITIES: In the aftermath of the terrorist attack on Parliament House

on December 13, 2001, the security arrangements were beefed up in accordance with the
recommendations of the Joint Parliamentary Committee on Security Matters in Parliament
House Complex. All the access points in the Parliament House Complex were streamlined in
order to regulate vehicular and pedestrian movement. With the introduction of hi-tech
security gadgets at the Access Control Points, the checking of unauthorized entry has been
reassessed and made more effective. The Radio Frequency tag readers have made the
identification process more scientific and practical than ever before. It has also assisted in
controlling the regular vehicular movements inside the Parliament House Complex. In
addition to the above, the other responsibilities of Parliament Security Service are as follows:-
a. Coordination for protection measures for all VVIPs, Members of Parliament, officers
and staff of the Secretariat and visitors;
b. Provide effective and efficient security cover to Parliament House Complex;
c. Ensuring thorough anti-sabotage and anti-explosive checks of all sectors of
Parliament House, Parliament House Annexe and Parliament Library Building;

 d. To have a well integrated access control system using all possible technical gadgets for
security so as to ensure proper control & regulation of human resources (staff &
visitors) and material resources (stores etc.) within Parliament House Complex and to
ensure their proper checking, frisking and regulation. Also to prevent unauthorized
entry of men and material inside Parliament House Complex ;
e. Guarding of the Rajya Sabha Chamber, Galleries, Central Hall and other vital areas
of Parliament House, Parliament House Annexe and Parliament Library Building
against any act of sabotage;
f. Issue of various kind of Passes for Men, Materials & Vehicles to the Parliament
House Complex;
g. Issue of Radio Frequency Tags (Vehicles and Men) to MPs, Staff and officers of the
Rajya Sabha Secretariat;
h. Verification of antecedents of PA/PS (attached with MPs) and visitors before issuing
access passes;
i. To facilitates the Show Around of visitors to the Parliament House;
j. Maintenance of order within the precincts of Parliament House Complex;
k. Planning and preparation for training of security personnel in coordination with
other security and non-security agencies;
l. Fire safety and preventive measures;
m. Performing ceremonial and other duties of Marshal entrusted by the Hon’ble
Chairman inside or outside the Parliament House Complex.

56.3 AREA OF FUNCTION

Parliament House Complex i.e., Parliament House, Parliament House Annexe and
Parliament Library Building is a high security sensitive area. The security arrangements
within the Complex are made at a high level and are well coordinated with the police
authorities and other security organizations for additional support and assistance. The
Parliament Security Service (Rajya Sabha/Lok Sabha) being the In-House Security
organization, is responsible for maintaining security and order within the Complex in
association with various other allied security agencies deployed for the purpose.
In addition to the routine access control and operational security duties in Parliament
House Complex, the services of personnel of Parliament Security Service are also
requisitioned outside the Parliament House complex during National ceremonies such as
Republic Day celebrations at Rajpath, Vijay Chowk, Independence Day celebrations at Red
Fort, ‘At Home’ functions and Swearing in ceremonies at Rashtrapati Bhavan etc. Further,
during the National & International Parliamentary Conferences / meetings, the duties of
Parliament Security Service increase manifold viz. receiving and seeing-off of National and
International delegates at the airport, looking after their lodging, boarding and their security
arrangements at the respective hotels and accompanying them to the places of sightseeing
apart from performing duties at the venue of such Conferences.

56.4 WINGS UNDER PARLIAMENT SECURITY SERVICE

For effective control and optimum performance, the Parliament Security Service has
been divided into various wings, namely.

56.5 ADMINISTRATIVE, TRAINING & PLANNING WING:

The Administrative Wing of Parliament Security Service is entrusted with the task of
handling the administrative matters pertaining to the officers/ staff of Parliament Security
Service such as career progression, livery, space requirement, work allocation, welfare and
grievances, etc.
Apart from this, various other matters such as security arrangements at the offices of
the Rajya Sabha Secretariat located at Flat Nos., 75, 193 and 223, North Avenue, New Delhi
and official residence of Secretary-General, Rajya Sabha & Plot of the Rajya Sabha
Secretariat located at Sector XII, R.K Puram, New Delhi were also looked after by this wing.
56.5.1 ADMINISTRATIVE WORK:

 a. Updation of records such as manpower status, nominal roll, list of files etc. of
Parliament Security Service was accomplished as per the guidelines contained in the
manual of the Rajya Sabha Secretariat.
b. The work related to day to day administrative work and taking up welfare matters
such as career progression, Livery, Space requirements and grievances was
undertaken by the ATP Wing. Total 49 Applications of security officials were
forwarded to Estt.(G)/G.A. Section / Personnel Section for various reasons i.e. to
apply for post outside Parliament like UPPSC, UPSC, etc. NOC for passport,
applications for deputation / supervisors for Exams, permission to appear for court
hearings.
c. A total number of 25 RTI Applications were received from the RTI Cell under the
RTI Act for which their replies were prepared and forwarded to the RTI Cell for
further necessary action at their end.
d. A total number of 07 Office orders regarding work allocation for the officials of the
Parliament Security Service, Rajya Sabha Secretariat were circulated.
e. A note was received on the 31st December, 2014 from the Personnel Section along with
the APAR’s of the Officers and Staff of the Parliament Security and Sanitation
Service. After identifying the Reporting /Reviewing /Accepting officers of all the
individuals the APARS were forwarded to the concerned for further necessary action
at their end.
f. The ATP Wing initiated all matters regarding the function to pay Floral Tributes to
the martyrs, who sacrificed their life during the terrorist attack on Parliament House
on the 13th December, 2001. The function was organized on Sunday, the 13th
December, 2015 at 10:30 hours at the plaque placed between Building Gate Nos. -11
& 12, Parliament House. On this occasion, shok shastra, two minute silence was
observed followed by floral tributes in the honour of the martyrs. A blood donation
camp by Indian Red Cross Society was also set up on the lawns facing the plaque. Sh.
Narendra Modi, Hon’ble Prime Minister of India; Smt. Sumitra Mahajan, Hon’ble
Speaker, Lok Sabha; Cabinet Ministers; UPA Chairperson; Members of Parliament,
Rajya Sabha & Lok Sabha; Officers and staff of the Rajya Sabha Secretariat and
Lok Sabha Secretariat; Allied agencies attended the programme.
g. A Circular No RS.5/1/2015-O&M, dated 25th May, 2015 regarding digitization of
records was received from O & M Section. In this regard, Visitors Register endorsed
by Dignitaries who witnessed the proceeding of the Rajya Sabha from Special Box,
was handed over to the concerned branch for Digitization work.
h. A note was received from RTI Cell regarding “Adoption and joining of RTI Online
System in Rajya Sabha Secretariat”. Further, the note also mentioned to nominate
one official from Parliament Security Service as Deemed Public Information Officer
(DPIO). In this regard, Sh. Rajeev Sharma, JD(S)/ATP was nominated as the DPIO
for Parliament Security Service, Rajya Sabha Secretariat.
i. A note was forwarded to Heritage Branch, Lok Sabha Secretariat through G.A Section,
Rajya Sabha Secretariat for the replacement/renovation of the commemorative martyr’s
plaque placed between Building Gate Nos.- 11 & 12, Parliament House.

56.5.2 REPORTS
a. The Monthly reports of the Parliament Security Service were prepared on monthly
basis and forwarded to the Secretary-General, Rajya Sabha for his kind perusal
during the year 2015.
b. The Annual Report pertaining to the Parliament Security Service, Rajya Sabha
Secretariat was prepared and forwarded to O&M Section after obtaining approval
from the competent authority.
c. A note was received from the Table Office, Rajya Sabha regarding the information
pertaining to update the contact numbers of Delhi Police Officials. In this regard, a
compiled report was forwarded to the Table office for further necessary action at
their end.
d. A note was received from O&M Section wherein it was mentioned to prepare and
submit the Mid Year Review of Annual Action Plan -2015 for the period from

 January- June, 2015. The compiled information after approval from the competent
authority was forwarded to O&M Section for further necessary action at their end.
e. The Annual Action Plan-2016 for the Parliament Security Service, Rajya Sabha
Secretariat was forwarded to the O& M Section for further necessary action at their
end.

56.5.3 TRAINING AND PLANNING WING: In order to plan specific training

programmes for Parliament Security Service for the up-gradation of knowledge and
professional skills of its personnel and to enhance organizational efficiency, a Training &
Planning Wing [T&P Wing] was constituted. The objective of this wing is to explore and come
out with innovative ideas in the field of training, planning, knowledge up-gradation and
welfare of the security personnel. The basic thrust is to enhance organizational efficiency by
improving professional skills of the security personnel, developing the right attitude in an
individual so that his/ her skills can be utilized in the best possible way.
The ATP Wing of Parliament Security Service took initiative in liasioning with different
organizations i.e. Self Development and Conflict Management at Central Detective Training
School, Kolkata; National Civil Defence College, Nagpur; Bureau of Police Research &
Development; Delhi Police, Institute of Nuclear Medicine & Allied Sciences (INMAS);
National Disaster Management Authority (NDMA); etc and forwarded requests to provide
training slots which would be beneficial for officials of Parliament Security Service.

56.5.5 PLANNING WING

The Planning Wing of Parliament Security Service has been entrusted with the task of
planning and projecting the future needs and requirements pertaining to the up gradation of
security in Parliament House in view of the prevailing security scenario, with an ultimate aim
of countering the threats, dangers and coping with future workload through a strategy of
planned preparedness. The following plans, policies and proposals were prepared through
extensive research and threadbare discussions and submitted:
a. A note was received from Who's Who Unit regarding updation of Chapter-III of the
Publication “Rajya Sabha and its Secretariat: A Performance Profile – 2014”. After
approval from the competent authority, a compiled report was forwarded to the Who's
Who Unit (LARRDIS) for further necessary action at their end.
b. A note was received from the O&M Section regarding the work assessment of the
Parliament Security Service. Further, it was requested to provide a report pertaining to
the quantum of work load on the total number of entry/exit comprising of men /vehicles,
on an hourly basis, from all the access points of the Rajya Sabha Secretariat. A detail
report in this regard was prepared and after approval from the competent authority the
same was forwarded to the O&M Section for further necessary action at their end.

56.5.6 NEW INITIATIVES: A special training programme was organized by the ATP Wing
Parliament Security Service wherein the Officers of Parliament Security, prepared Power

Point presentation on various Security related topics and delivered before the officials of the
Parliament Security, Rajya Sabha.

56.5.7 DISTINCTIONS:
a. A letter was received from Sh. Paul Manoj Pandian, Member of Parliament, Rajya
Sabha appreciating the services rendered by Sh. Dharamvir Singh, SSA leading to the
recovery of his cell phone on the 11th March, 2015 from Rajya Sabha Chamber. In this
regard, a Commendation Certificate was issued to Sh. Dharamvir Singh for his
efficient performance while discharging his official assignments.
b. Smt. V. L. Sharma, SO was issued a Commendation Certificate for her flawless
announcement during Floral Tribute paid on the martyr’s anniversary on the 13th
December, 2014.
c. Sh. Sandeep Lamba, SA-I was bestowed with an appreciation letter for detecting a
fake coloured copy of Parking Label pasted at vehicle belonged to Sh. Sukhbir Singh
Jaunpuria, Hon’ble MP/ Lok Sabha bearing Regn. No. - HR 29 AD 0100 (Land
Cruiser) while trying to gain access into the PHC on the 11th August, 2015.
d. A note along with relevant papers was forwarded to the competent authority
containing the news excerpt of different newspapers wherein a mentally unstable
person named Shankar met with his family members after a span of 40 years with the
efforts of Sh. Kishan Lal Jat, Senior Security Assistant in Parliament Security Service,
Rajya Sabha.
e. Sh. Sameer Chaudhary, SSA was commended by Sh. Ajay Anand, JS(S)/Lok Sabha
for displaying a great degree of alertness and presence of mind in detecting the misuse
of an invalid Parliament pass.

56.5.8 ANNUAL OFFICE INSPECTIONS: The Annual Inspection of the Parliament

Security Service was conducted on the 23rd July, 2015. The inspection / checking of official
records was carried out by Sh. Birendra Kumar, Director (E&T).

56.6 CENTRAL PASS ISSUE CELL (CPIC)

Centralised Pass Issue Cell [CPIC] has been entrusted with the task of issuing of
Radio Frequency [RF] electronic computerized passes to authorized Members of Parliament,
officers & staff of Rajya Sabha Secretariat, Lok Sabha Secretariat as well as officials of
Government of India and their vehicles. With the help of these RF IDs continuous monitoring
of pedestrian and vehicular traffic is accomplished through various types of security gadgets
installed at all the access points of PH Complex through Central Command Station (CCS). In
addition to the above, all kinds of bar coded paper passes are issued for different Galleries i.e.
Public Gallery (PG), Official Gallery (OG), Distinguished Visitors Gallery (DVG), Press
Gallery for Press/Media Personnel and officers of various Ministries and Departments
respectively. This wing is headed by Centralised Pass Issuing Authority [CPIA] who functions
under the direct supervision of JS(S)/LSS. It is further divided into two sections viz . CPIC,
Lok Sabha Secretariat and CPIC, Rajya Sabha Secretariat which report to JD(S) CPIA for
their daily deliverables.

are depicted in the tabular form.

56.7 INNER PRECINCTS WING (IP)

This Wing deals with the routine security deployment in the Rajya Sabha Sectors,
Parliament House and deployment for special Functions/Events held within and outside PH
Complex. The IP Wing was entrusted with the responsibilities of safeguarding the Chamber &
Lobbies of Rajya Sabha.

56.7.1 ALARM BELL REHEARSAL: The Contingency Drills/Alarm Bell Rehearsal based
on the threat perceptions, latest incidents and thereby creating hypothetical situations were
carried out prior to the commencement of every session of Parliament. The Contingency Drill
/ Alarm Bell Rehearsal in order to check the levels of preparedness were practiced on the 20th
February, 2015, 16th July, 2015 and 23rd November, 2015 for the 234th, 236th and 237th Sessions
of Rajya Sabha respectively. Thereafter, de-briefing sessions were held in GMC Balayogi
Auditorium, PLB wherein flaws noticed during the contingency rehearsal were discussed.
Apart from this, intelligence inputs regarding prevailing threat perception were also shared
among security officials.

56.7.2 DEPLOYMENT OF SECURITY STAFF INSIDE PARLIAMENT HOUSE

COMPLEX

56.7.2.1 FUNCTIONS OF CENTRAL HALL: -

a. Total thirty two floral tributes were paid at the portrait of national leaders placed at
Central Hall on their birth anniversaries during the year 2015.
b. Hon’ble President of India addressed the Joint Session of Parliament in the Central
Hall on the first day of Budget Session i.e. the 23rd February, 2015.
c. The meeting of the Congress Parliamentary Party was held in Central Hall, Parliament
House on the 06th May, 2015.
d. Security staff was deployed in connection with the “Celebration of International Day of
Democracy” in the Lok Sabha Secretariat in Central Hall, Parliament House on the
15th September, 2015.

56.7.2.2 DELEGATIONS VISITED PARLIAMENT HOUSE:-

a. A Committee on Foreign Affairs, Defence & Security of the Senate from Parliament of
the Czech Republic led by Mr. Frantisek Bublan visited Parliament House on the 27th
April, 2015.
b. A Parliamentary Delegation from the Republic of Korea led by H.E. Mr. Chung Ui-
hwa, Speaker of the National Assembly of the Republic of Korea visited Parliament
House on the 08th May, 2015.
c. A Bhutanese Delegation comprising of Members of Legislative Committee of the
National Assembly of Bhutan and officials of Ministry of Foreign affairs & Attorney-
General study visited the Parliament House on the 18th June, 2015.
d. The study visit for the Members of Budget & Appropriations Committee of the
National Assembly of Kenya was organized by BPST, Lok Sabha Secretariat. The
Delegation comprising of Members of Parliament of Kenya visited the Rajya Sabha
Chamber on the 28th August, 2015.
e. The Show Around of Parliament House for H. E. Mr. Gonching Ganbold, Ambassador
of Mongolia and Mr. S. Bayartsogt, Acting Minister of Finance, Mongolia was
organised on the 09th September, 2015.
f. The Show Around of the Parliament House for a 14- member delegation of East-West
Centre comprising of Parliamentarians, Policy makers, Senior Executives,

 Entrepreneurs & Educationist from Asia Pacific and United States was facilitated on
the 22nd September, 2015.
g. The Show Around of the Parliament House for a 10-member delegation from the
Parliament of Uganda comprising of Members of Parliament of Uganda and officers
was conducted on the 28th September, 2015.
h. The Show Around of the Parliament House for a visiting delegation from People’s
Consultative Assembly of Republic of Indonesia (Upper House) was facilitated on the
05th October, 2015.
i. The Show Around of the Parliament House for a delegation of Public Accounts
Committee of the Parliament of Ghana led by Mr. Samule Atta Akyea, Hon’ble
Member of Parliament was facilitated on the 19th November, 2015.

56.7.2.3 CALL ON DELEGATION:-

a. A Parliamentary Delegation from Russian Federation led by H.E. Mr. Sergy
Naryshkin, Chairman of the State Duma of the Federal Assembly of the Russian
Federation visited Parliament House and had call on with Hon’ble Chairman, Rajya
Sabha in the Committee Room No.- 63, Parliament House on the 26th February, 2015.
b. The meeting of the Hon’ble Chairman, Rajya Sabha with Shri Abu Taher Mondal,
Hon’ble Speaker, Meghalaya Legislative Assembly and Shri Biman Banerjee, Hon’ble
Speaker, Bengal Legislative Assembly was held at Chamber of Hon’ble Chairman
[Room No. 30], Parliament House on the 6th and 7th August, 2015 respectively.

round of Rajya Sabha Chamber and Central Hall on the 06th February, 2015.
2. The show-round of Rajya Sabha Chambers & Central Hall was organised for participants of
an In-House Training Programme (Level JL-4) comprising of newly recruited staff and Sr.
Executive Assistants on the 26th June, 2015.
3. Security Assistants were deployed in connection with the visit of the Committee on Ethics of the
Andhra Pradesh Legislative Council at Room No. 31, Parliament House on the 01st July, 2015.
4. A workshop on ‘Sustainable Development Goals’ was organized by the ‘Speaker’s Research
initiative’ at Main Committee Room, Parliament House Annexe on the 23rd July, 2015.
5. A show-around of Lok Sabha , Rajya Sabha Chambers and Central Hall was organised for
participants of an In-house Training Programme (Level JL-5) comprising of Sr. Executive
Assistants on the 11th September, 2015.
6. One Marshal of Rajya Sabha was detailed in connection with a floral tribute function at the
statue of Dr. Rajendra Prasad on the occasion of his 131st Birth Anniversary. Hon’ble
Chairman, Rajya Sabha paid floral tribute at the statue put up outside Parliament House i.e.
near Parliament House Annexe, New Delhi on the 03rd December, 2015.
7. The function to pay floral tributes on the Birth Anniversary of Dr. B. R. Ambedkar was held in
the lawns of Parliament House on the 14th April, 2015 & function to pay floral tributes on the
occasion of “Mahaparinirwan Diwas” of Dr. B.R. Ambedkar was held at the same venue in the
Parliament House on the 6th December, 2015.
8. Hon’ble Chairman, Rajya Sabha had an interaction session with about 50 students of NCERT
(participating in Kala Utsav) on the 07th December, 2015. The program was conducted at
Banquet Hall, Parliament House Annexe, New Delhi.
9. On 13.12.2015, Security Assistants were deployed for the function to mark the 14th
Commemoration Day of sacrifice made by the security personnel on the 13th December, 2001
during the terrorist attack on Parliament.
10. One officer (Marshal) and 04 Security Assistants were detailed in connection with a ‘Dinner’
hosted by Hon’ble Chairman, Rajya Sabha in honour of the Hon’ble Members of Parliament,
Rajya Sabha at Vice President House, No. 6, Maulana Azad Road, New Delhi on the 08th
December, 2015.

56.7.2.7 OUTSIDE PARLIAMENT HOUSE COMPLEX:-

a. Total five (05) security personnel comprising of one officer and four staff were
detailed in connection with rehearsal and Republic Day Ceremony, Beating Retreat
on the 23rd , 26th , 27th , 28th and 29th January, 2015.
b. Total two (02) security personnel were detailed at Rastrapati Bhavan, New Delhi in
connection with hosting of Reception on the occasion of Republic Day by Hon’ble
President of India on the 26th January, 2015.
c. The inauguration function of residential complex “SWAJAS DELUX” constructed
exclusively for the Members of Rajya Sabha at Talkatora Road, New Delhi was
presided over by Hon’ble Vice-President of India & Chairman, Rajya Sabha on the
24th April, 2015.
d. As requested by the M/o Defence, one officer and three Security Assistants from the
Parliament Security were deputed at the ramparts and MPs enclosure below the
ramparts in order to usher and facilitate the Hon’ble Members of Parliament on the
occasion of the Independence Day Flag hoisting ceremony at Red Fort on the 15th
August 2015.

 e. One officer & security staff of Parliament Security Service were detailed in
connection with a floral tribute function of Govind Ballabh Pant on the occasion of
his 128th Birth Anniversary, wherein, the Hon’ble Chairman, Rajya Sabha paid floral
tribute at his statue put up outside Parliament House, Opposite Rail Bhawan, New
Delhi on the 10th September, 2015.
f. Security Assistants were deployed in an event where the Vice President, INC and
senior leaders of congress under the leadership of Smt. Sonia Gandhi had a march
from Parliament House to Rashtrapati Bhawan to hand over a Memorandum to the
Hon’ble President of India on the 03rd November, 2015.
g. Security staffs of Parliament Security Service were detailed in connection with the
spot verification of the facts in connection with a matter of subletting of Official
Accommodation by an employee of the Rajya Sabha Secretariat as per the request of
G. A. Section.

56.7.5 BRIEFING OF QUICK REACTION TEAM (Q.R.T.)

Routine briefing of Q.R.T. was carried out by the Assistant Director (Security)/
Security Officer. The team was familiarized with the topography of Parliament House and was
also briefed about the action to be taken during the course of any contingency situation.

56.7.6 BRIEFING OF STAFF: The security personnel deployed at various access point i.e
Token Point, Lobbies, Central Hall, Rajya Sabha Duct, QRT and Room No.-30 were briefed
by S.O, A.D (S) & D.D (S) on prevailing security threats, during Session/ Inter-session period.
The queries as raised by the staff regarding security system were suitably replied with.

56.8 GALLERIES WING

 The Galleries Wing of Parliament Security Service looks after the security operations,
access control, regulation of visitors & media personnel for the Rajya Sabha Chamber and
other adjoining areas. The areas of First Floor (between Room No.-63 to 73), Second Floor
(between Room No.-92 to 98 and 103 & 104), Third Floor (between Room No.-110 to 124),
Rooftop of Central Hall, Rajya Sabha Chamber, Jhanda Floor, Parda Gallery and False
Ceiling also comes under the jurisdiction of Galleries Wing.

56.8.1 VISITORS WITNESSED THE PROCEEDINGS OF THE RAJYA SABHA:

Total 8271 visitors witnessed the proceedings of the Rajya Sabha from Public Gallery
and 239 visitors witnessed the proceedings of the Rajya Sabha from Distinguished Visitors
Gallery during the year 2015. Further, 03 visitors also witnessed the Joint Sitting of the
Parliament from the Gallery of Central Hall.

56.8.2 ATTENDANCE OF MEDIA PERSONNEL & OFFICIALS OF MINISTRIES

a. A total of 8407 attendances of media personnel were registered to attended the
proceedings of Rajya Sabha in the Press Gallery during the year 2015.
b. A total of 3761 officers & staff of various Ministries/Departments witnessed the
proceedings of Rajya Sabha from Official Gallery during the year 2015.

56.9 MARSHALS WING

The post of the Marshal is an important post. The responsibility of the Marshal is to assist
and protect the Chair. The Marshal looks after the protocol and ushering duties in respect of
meeting, functions and business of the House presided over the Hon’ble Chairman / Deputy
Chairman, Rajya Sabha.
Sh. Maneesh Kumar, AD(S)/Marshal & Sh. P.K Gautam, AD(S)/Marshal had an
interactive session with seven Serjeant-At-Arms from the National Assembly of Kenya during
the study visit programme organized by BPST Lok Sabha on the 28th October, 2015. The
lecture on “Roles of Marshals” in Rajya Sabha was delivered on Power Point Presentation
format.
One Assistant Director (Security) / Marshal and 04 Security Assistants of Parliament
Security Service were deployed in connection with a ‘Dinner’ hosted by Hon’ble Chairman,
Rajya Sabha in honour of the Hon’ble Members of Parliament, Rajya Sabha at Vice President
House , No. 6, Maulana Azad Road, New Delhi on the 08th December, 2015.

56.10 OPERATIONS WING –I (Ops-I)

The Ops-I Wing of the Parliament Security Service looks after the security operations
of Reception Office, Iron Gate-I, Building Gates-11 & 12, Parliament House and other
adjacent area around it.

56.10.1 RECEPTION OFFICE – PARLIAMENT HOUSE: The Reception Office, PH

facilitates the visitors who come to the Parliament House to visit the Members of Parliament,
Ministers, officers of Rajya Sabha Secretariat and Ministry of Parliamentary Affairs. This
office also assists the officials who come to Parliament House to discharge their official work.

 In the year 2015, Reception Office, PH issued 26040 Entry Permits in favor of the
family members / guests of Hon’ble Members of Parliament, guests of officials of Rajya Sabha
Secretariat and officials reported for duties inside Parliament House Complex during the

56.11 OPERATIONS-II WING (Ops-II) Operations-II wing is entrusted with the following
responsibilities:-

 a] Facilitate to & fro movements of VVIPs through Iron Gate-7 & 7-A, PH;
b] Supervision of duty points within the jurisdiction of Rajya Sabha at PLB;
c] Regulation of incoming/outgoing stores in PH during the inter-session period from
Building Gate-9.

56.11.1 VIP ROUTE

The smooth passage for all the vehicles of VVIP cavalcade permitted through VIP
Route was ensured throughout the year. Two trucks carrying General Budget Papers were
given entry through VIP Route after meticulous AS Checks. The contingency drill in order to
check the security gadgets was carried out on a daily basis during session period, whereas the
same was also conducted during inter-session period on the requirement basis prior to the
movement of VVIPs.

56.12 INNER PRECINCTS PHA(IP-PHA)

checks of all vital areas of Inner Precincts, Parliament House Annexe including Committee
Room A, PHA.

16459 Entry Permits in favor of the family members/guests of Members of Parliament/guests
of officials of Rajya Sabha Secretariat and passes for officials reported for duty inside
Parliament House Annexe during the session as well as inter-session periods. In addition to
this, total 617 Manual Casual Entry Passes for the guests of MP’s were also issued for medical
centre, PHA by supervisory officer for Talkatora Gate No.-1.

56.14. FIRE & TECHNICAL WING (F&T) & PTI SECURITY

This wing has been entrusted with the task of looking after the fire prevention measures in
the Rajya Sabha Sectors in PH Complex, verification of character/ antecedents of Visitors,
Journalists and Casual Labourers. This wing also deals with the cases of loss of Passes,
Identity Cards, Parking Labels and organize demonstration of fire fighting equipments in the
Parliament House. This wing is also entrusted to supervise the private security personnel
deployed at the office of the Rajya Sabha Secretariat located at PTI Building.

56.14.1 FIRE PREVENTIVE MEASURES: The Fire & Technical Wing conducted monthly
routine checking of fire fighting appliances viz. Fire-Hydrants, Fire Extinguishers, Hooters,
Sirens, and sensors etc. installed in PH/PHA, RS Sector. An elaborated checking of all the
appliances installed in PH is conducted usually on first Saturday of every month in co-
ordination with the staff of Parliament Security Service Lok Sabha, Delhi Fire Service, CPWD
& Fire Unit/PH.

56.14.2 DATES OF MONTHLY CHECKING:- 03.01.2015, 21.02.2015, 07.03.2015, 04.04.15,

16.05.15, 06.06.15, 18.07.15, 01.08.15, 19.09.15, 03.10.15, 07.11.15, 21.11.2015, 05.12.2015.

56.14.3 ANNUAL FIRE-FIGHTING DRILL

As approved, a mock drill on Fire Fighting was conducted on 22.04.2015 in PH
Complex. The staff of PSS (LS/RS), CRPF, Delhi Police, Delhi Fire Service and CPWD had
participated in the said drill.
A workshop on fire fighting & safety equipments was conducted on 23rd November,
2015 in Parliament House. During the workshop, lecture on fire including types of fire/fire
extinguishers, preventive measures and how to act in case of fire incident was delivered by
Delhi Fire Service Officers. Also a practical demonstration of Bronto skylift, fire extinguishers
and fire hydrants etc. was shown to the participants. A total number of 110 Security Officials

(Parliament Security Service, LS&RS, PDG, Delhi Police, Sanitation Wing, RS and CPWD)
had attended the said workshop.

56.14.4 FIRE INCIDENT

All fire incidences in the Parliament House complex were dealt in a proper manner.

56.14.5 VERIFICATION OF CHARACTER/ANTECEDENTS

Verifications of character/antecedents of casual Staff, PA/PS attached with Hon’ble
MP’s, Journalists were carried out through the concerned Police Authority. Instant
Verifications of visitors of Public Gallery/ DVG/ Press Gallery were also got conducted from
DCP, Special Branch through Fax Machine during Session period. Regarding the Casual
Labourers engaged for some tenting/ repair works etc. in PH / PHA, the same procedure was
adopted.

The details of the Verifications sent to/ received from Special Branch, Delhi Police
and other states during the year-2015 are as under:

verifications in respect of the PG/DVG/Media Visitors were got conducted through Special

Apart from above mentioned verifications, a total number of 62 Same Day verifications
of Casual Labourers were carried out from the O/o DCP (Special Branch) Delhi Police.

56.14.6 SPECIAL MOVES PERTAINING TO THE PROCESS OF VERIFICATION OF

CHARACTER/ ANTECEDENTS
The process for Verifications of Character/Antecedents in respect of PAs/PSs, Press
Correspondents and Casual Labourer residing in Delhi only had been introduced online w. e.
f. 1st November, 2015 onwards. The main features of web-based application are as
follows:-
a. To provide online facility for registration, filling personal details and documentation
for character verification report.
b. Easy to register on the online web-portal for Character Verification Report.
c. Multiple application submission in a single click.
d. Character Verification Report issued in 30 working days thus reduces inconvenience
caused thereby.

56.14.7 LOSS OF PASS/IDENTITY CARDS/PARKING LABELS/RF-TAGS:

On receipt of information regarding loss of Passes/Identity Cards/Parking Labels
/RF-Tags from Hon’ble MP’s /Ex-MP’s/Officers/Staff of secretariat and other agencies, the
required particulars of the lost item along with the copy of FIR/NCR were forwarded to
Security Control Room for making an announcement for information of all concerned so that
misuse of the same could be prevented. Comprehensive list of the above losses were sent to the
concerned officers for their information and necessary action.

56.14.8 CORRESPONDENCE/LIAISON: The required correspondence and liaisons were

carried out with different offices of the Secretariat and CPWD authorities/other agencies for
proper maintenance of fire-fighting equipments and speedy rectification of short-comings.

56.14.9 DOG CAPTURING DRILL

Keeping in view of the presence of stray dogs in PH Complex, the dog capturing drill
in collaboration with NDMC (Veterinary Department) is usually conducted. The dog

56.15. SANITATION WING

The Sanitation Wing is entrusted with the responsibility of providing clean and
hygienic area under the jurisdiction of the Rajya Sabha Secretariat. The purpose of the
Sanitation Wing of the Rajya Sabha Secretariat is to maintain a high standard of hygiene and
cleanliness by managing timely collection/disposal of waste generated in routine course and to
accomplish this goal in a manner that generates high levels of satisfaction. In this context,
Sanitation wing was assigned the duties on regular basis in two shifts in Parliament
House/PHA/PLB/ Office of the Rajya Sabha at North Avenue, and Vigyan Bhavan, New
Delhi.

56.15.1 FUNCTIONAL DUTIES PERFORMED BY THE SANITATION WING:

a. Cleaning, Washing and Dusting of all Rajya Sabha precincts in PH/ PHA/ PLB/
North Avenue (RSS Sector Complex).
b. Cleaning of toilets & Corridors of RSS in PH/PHA/ North Avenue Flats (RS Sector
Complex).
c. Spraying of Finite to counter the mosquito menace.
d. Spraying of room freshener.
e. Opening & Closing of rooms under the Rajya Sabha Secretariat.
f. Opening and closing of Committee room ‘A’ for meetings as and when required.
g. To conduct enquiry regarding theft cases and missing of articles.
h. Two Farash were detailed round the clock in shifts in PH/ PHA and are made
available with keys of various Building Gates/ Rooms which comes under the
jurisdiction of Rajya Sabha Secretariat.
i. A joint inspection of Grease Chamber at BG - 9 and Chairman's Chamber (Room
No. 30/PH) was carried out before the commencement of every session, in
collaboration with NDMC (Health Dept.) and other allied agencies of Parliament.
j. Before the commencement of every session, Fogging was done in collaboration with
NDMC (Health Dept.) to prevent the mosquito breeding in PH Complex and at
other places where required.

56.15.3 BRIEFINGS DURING THE YEAR:

a. Sanitation staff was regularly briefed about the sanitary work for good hygiene and
maintaining high standards.
b. Sanitation staff was regularly briefed to ensure that the staff must wear the uniform
and maintain proper decorum while on duty.
c. Sanitation staff was regularly briefed to ensure that all rooms were closed properly
in the evening and in case, if any item belonging to officers/staff is found, it must be
deposited in the office immediately.
d. Sanitary Staff was also advised not to indulge in any unsocial activities.

56.16 SUPERVISION OF SECURITY ARRANGEMENTS IN PTI BUILDING

During the year, security arrangements made for the floors of Rajya Sabha
Secretariat were strictly supervised. During the daily inspection of PTI Building, as and when
the shortcomings were noticed the same were intimated to GA Section and ensured the timely
rectification of the same for the smooth functioning of the various Sections of Rajya Sabha
Secretariat working from PTI Building. The daily necessary briefing of security staff deployed
at PTI was done on daily basis.
On monthly basis, a Joint Fire Inspection of the Rajya Sabha Floors in PTI Building
was carried out by the officers [JD(S)/PTI, DD(S)/PTI and AD(S)/PTI] and ensured the
necessary fire safety arrangements for the safety of man and material in Rajya Sabha Floors
by liasoning with the concerned officers/sections. The electrical work carried out by
CPWD(E)/PHA in Rajya Sabha Floor was also monitored with a view to fire prevent hazard
during the year.
