cm-so tell me some incident during mbbs
c-sir during my posting at ********* Community Health Centre I was incharge of a ward and
conducted deliveries. When a girl child was born mothers would just turn there face away when child
was shown to them. It was a shocking experience.

cm-you would have known it ! its a common practice !


c-sir as a first hand experience i was shocked

cm-so maternal mortality is an issue, what is the most common cause of mortality
c-sir clinically it is postpartum hemorrhage (blood loss after delivery)

cm-what are its causes, of post partum hemorrhage


c-sir it can be caused by problems of placenta, also anemia of mothers, which in turn is caused due to
poor nutrition of mothers

cm-what will you do to reduce maternal mortality?


c-sir increasing awareness so that women attend more anc (antenatal care) clinic, so that their
hemoglobin level improves

died of tb, so I realised as a doctor I have limitations

Me: Told him about the accident and surgeries which led to resigning.

Cm: Why do you want to join civil services?
Me: answered, no counter questions on it
Cm: How do you measure water quality in urban areas?
Me: was not able to recall so politely denied.

Me: answered diarrhoea, cholera and dysentery. Nothing else came in my mind.

M1: your hobby is to read about persons who have done exceptional in life against difficult

Me: yes sir, corruption is an issue but health indicators have significantly improved after the
implementation of NRHM.

Me: no sir, we should implement it in a better way so that there is no corruption and leakeges are

Why do you want to join civil services? High Job diversity, multi-disciplinary role, gave example that
to solve drinking water problem one needs to apply concepts of sociology( caste barrier) psychology(
attitude problem ) geography ( hydrological cycle, recharge ) etc etc.. Hadn’t prepared in advance.
Why it is called “SERVANT”? As in civil servant ? they are responsible to for implementing govt.
Schemes and policy and responsible to political executive who in turn are responsible to public and
work as their servant so indirectly everyone working for govt is public servant.
What is government? First I wrongly told about governance ( resource distribution in best way
possible)
No no, what is government? Told, political executive, Council of ministers at both level etc
And what else?? Now, I knew, he wanted to hear 3 organs of governent so told about judiciary,
legislature and executive
If you become a secretary of Education deptt. What would be your focus area? Teacher absenteeism,
focus on outcome and not expenditure/input, better community oversight (power to local govt/PRI
over teacher performance etc.)
Why not much recruitment in Cyber Security? Told less salary as compared to private hacker etc so
not very lucrative, and govt is normally reluctant about Lateral Entry though these job demands
specialist persons

What is anti dumping? Told the standard definition
What is dumping? And why is it bad? Harm to domestic industry; He also asked about CHina’s steel
dumping.. Some conversation happened. He wanted to know how dumping is done by china. Other
than normal price manipulation, I also said devaluation also plays a role
How would you solve Kashmir civilian disruption? Trust Deficit problem, so people don’t trust
governemnt agencies; some conversation happened,.. He asked whther we should continue use of
force or not? I said we should definitely protect innocent civilians by using security forces but it won’t
provide long-term solution, and that requires comprehensive dialogue and development to win their
trust
Talk to separatist leader? Yes, all party meeting was good initiative!
No, they(separatist leaders) are secessionist! Any other way?
What innovative steps would you take to solve this problem? Told some impromptu thought answer;
Told to have a comprehensive meeting with local level leaders, PRI leaders etc and then make a list of
issues (developmental, security etc.) and then focus on meeting these framework agenda.

1. I tried to give balance answer, and concluded with equal status of women in all the society. Nagas=

CP: You passed out in 2014 what have you been doing till now?
Me: Sir, I have been preparing for civil services

CP: I see you have a very good profile. Dual degree from IITs , NTSE scholar, good GATE rank then
how you developed interest in civil services?
Me: Sir, I was part of administration in my college during 2nd year as class representative and saw
some reforms coming out due to continuous effort that generated an interest. However, the real
trigger was when in 5th year IIT Roorkee hosted some civil servants and their experiences of working
at grass root levels motivated me enough to take it.

CP: I see you have not opted IFS, for what reasons?
Me: Sir, I am only son of my parents so not possible to stay outside country for long.
CP: But you can face similar problems regarding your parents in India if posted in Kerala
Me: Sir, if I am posted outside I will be more worried about them and this will decrease my efficiency.
In country i suppose it is more manageable.

CP: OK, so you have personal issues and we respect it, so lets begin with interview

CP: what is present solar status of India and Rajasthan?


Me: Sir, India has 11 GW installed and Rajasthan has 1.2 GW installed. Several solar parks like in
phalodi in Jodhpur and Pokhran in Jaisalmer

CP: Tell me what problems solar sector face?


Me: sir, firstly lot of land needed. Secondly, we are not exactly aware of problems it may cause later
like how to dispose of solid waste etc.

CP: don’t it face issue of clouds and nights when sunlight not there?
Me: yes sir, this too is a problem

CP: OK tell me, can we have solar power when sunlight not there?
Me: (complete bluff didn't knew exact solution so wanted to show i knew phenomena).. sir, it works
on photoelectic effect if we can make electrons cross threshold from outside sources it is feasible but
would it be energy efficient remains the Q.

CP: Tell me what steps we have taken for land issue related to Solar?
Me: sir, roof top solar, net metering and canal top solar.. tried explaining net metering he said i know

CP: What do you understand by surgical strikes?


Me: sir, these are pre-emptive strikes across LOC for sovereignty and security of country

CP: do you think surgical strikes was right move?


Me: yes sir, it is right in national interest and to boost morale of forces and secure sovereignty and
territorial integrityand create deterrence

chairman was in grilling mood. but i felt it was reverse psychology to make me change my stand.. so i
got firm but soft

CP: but we have seen even more attacks, what deterrence it created then?
Me: sir, we could have seen more attacks if not for surgical strikes. and this could be also due to fact
that Mr.Raheel Shariff was retiring.. (he repeated raheeel shariff.. but he was pressing me hard to
take anti strike stand.. and i didn't wanted to yield)

CP: Do you think ADHAR is good. Does it not creates security issues?
Me: Sir, some encryption issues are there but it has save Rs 50,000 cr in through DBT etc whihc can
be used elsewhere like in capital formation in agriculutre
again grilling.. same wanted me to change my stand..

CP: but what about security , can we really do sth about it. Why adopt a system like social card which
USA and Europe countries are leaving. Are we not going into pit?
Me: Sir, India has huge talented pool in software we lead in IT and so it can be dealt with

M1: If I switch off my cell and put it on table, can someone still hack it and record this session

Me: Mam, padma bhushan Prof. Madhusudan Dhaky calls udaipur architecture as maru-gurjara.

Me: Good evening sir, good evening ma’am, everyone.
C: Please have a seat.
Me: Thank you sir.
C: How’re you feeling? All right?
Me: Yes sir.
C: So, for the next 30 minutes, we’ll be having a conversation and judging your personality. We hope
you’ll cooperate with us.
Me: Definitely, sir.
C: So, after doing graduation as a Bachelor of Dental Surgery, you haven’t been doing anything since
2013? What’ve you been doing?
Me: Sir, I’ve been preparing for the civil services examination.
C: But why did you leave practice?
Me: Sir, I started preparing while I was practicing. Then I realized that I needed to devote more time
to the examination if I hoped to clear it one day. That is why I left practice.
C: Okay, and you play tabla on the side, is it?
Me: Yes, sir.
C: And you have an Upantya Visharad in it?
Me: Yes, sir.
C: What is that exactly?
Me: Sir, obtaining a Visharad is equivalent to a B.A. It usually takes 8 years of training to obtain that.
Upantya is the penultimate exam and is also referred to as B.A. Part 1. I have obtained that certificate.
C: Tell me how tabla differs from other instruments.
Me: [fumbled a bit while trying to form a coherent sentence] Sir, tabla is a percussion instrument.
While other percussion instruments consist of two playing surfaces in one single instrument, table
consists of a pair of drums having one playing surface each. This results in a wider variety and intensity
of sounds that can be produced.
C: Tell me something about its origin. How did it originate?
Me: Sir, there are several theories, none of which has a conclusive proof.
C: What are they?
Me: Sir, the first theory is that the mridangam, played in South India was split into two sometime
during the 18th century. The other theory is that the instrument has been known to South India since
before Christian era. Several sculptures in South India depict people playing instruments resembling
the tabla.
C: I have heard something else.
Me: Sir, another theory is that the tabla originated in north India, from the popular instrument
pakhavaj. The proof cited for this is that the tabla players in Punjab are still referred to as ‘Pakhaji’,
implying someone who plays the pakhavaj.
C: I had heard that the tabla originated from Arbistan and was brought to India from there. They could
not put drums on camel-back and that is why they split the drums into two. Is it true?
Me: Yes sir, that is one theory, but I think that holds true for bigger drums and war drums such as
nagara etc. Tabla is a small instrument and it cannot be used as a war drum, so that theory also cannot
be considered conclusive.
C: Okay, tell me some other percussion instruments.
Me: Sir, in north India, we have pakhavaj, dhol, dholak etc., and in south India we have mridangam,
khol etc.
C: Chenda, haven’t you heard of Chenda?
Me: I’m sorry sir, I have not heard of it.

[Baton passes to M1, a lady member, most probably from English literature background]
M1: Why this shift from dentistry to civil services?
Me: Ma’am, I’ve always had diverse interests since childhood and after practicing dentistry, I realized
that I did not want to limit myself to dentistry for the rest of my life. Since civil services provides me
diverse opportunities, I decided to pursue this course of action.
M1: But if you’ve always had diverse interests, then why go for dentistry in the first place?
Me: Ma’am, to be very honest, I belong to a middle-class family and like all middle-class parents, my
parents also aspired that their kid (not son :P) should become a doctor or an engineer. Moreover, my
grandfather was a dentist, and this led me to go for dentistry.
M1: Okay, so literature. Who’s your favourite author?
Me: Jeffrey Archer.
M1: Umm, would you consider him as literature? I don’t.
Me: Ma’am he is a contemporary author who writes thriller novels which appeal to a lot of people, me
included. So I would certainly include him in literature.
M1: Okay. Have you heard about Milton? Read him?
Me: Yes ma’am.
M1: Have you read Paradise Lost?
Me: Yes, ma’am.
M1: What was his other poem?
Me: Ma’am, Milton’s other poems are Comus, Samson..
M1: No no, the other poem.
Me: Ma’am, after Paradise Lost, he wrote Paradise Regained.
M1: So what are the major takeaways from the poem?
Me: Ma’am the basic theme is about Man’s disobedience and the consumption of Forbidden Fruit by
Even and Adam, as a result of which they were banished from the Garden of Eden.
M1: So, the takeaway?
Me: Ma’am, the major takeaway is that if mankind would’ve obeyed God and not consumed to
Forbidden Fruit, then they could’ve lived in Paradise for all eternity, but disobedience led to adverse
consequences.
M1: No, the major takeaways are regarding predestiny and (something which I don’t remember).
Me: Okay, thank you ma’am.
M1: Tell me some Romantic era poets.
Me: Ma’am, William Wordsworth, William Blake, John Keats, Shelley.
M1: Have you heard of Bloomsbury Club?
Me: [couldn’t hear it properly] Sorry ma’am, I have not.

Me: Yes ma’am, I can recall having read about that, but I don’t remember who else was a part of the
club.
M1: Okay, so what kind of syllabus do they have these days for English literature?
Me: Told. She looked pointedly and smirked when I mentioned Virginia Woolf in Paper 2. So I
reiterated that I had read about the Club while reading about Woolf, but I could not recall it at that
time. She said okay.
[Reading my DAF carefully, on the service preference page; and pointedly ignoring that I had IFS as my
first preference]
M1: So, you belong to Ahmedabad, right?
Me: Ma’am I belong to Bharuch. I was born in Ahmedabad and later attended college there.
M1: Okay, so which state would you like to serve in when you enter service?
Me: Ma’am, I would like to serve in Gujarat, my home state...
M1: Forget it, you’re not getting Gujarat. They don’t give Gujarat that easily.
M3: He has neighbouring states next.
Me: Yes ma’am. I have placed Gujarat and the neighbouring states as my top preferences, since I am
familiar with the language and cultural milieu etc...
M1: But you’ll need to learn a new language so that can’t be an excuse..
Me: Yes, ma’am. Language is not an issue for me. After the neighbouring states, it doesn’t matter
whether it is north or south or north east, I would like to serve in whatever cadre I’m allotted, because
all states provide equal opportunity to do good, meaningful work.
M1: Have you played tabla on stage?
Me: Ma’am I’ve played it twice.
M1: When?
Me: Ma’am I learnt table while I was in school, so I played it twice during the annual cultural festivals
of my school.
M1: Okay.

M2: I find this very strange and intriguing – this shift from dentistry to civil services.
You must have filled preferences for service, right? IAS, IPS, IRS etc etc? [Yes, sir] So, suppose you’re
allotted IRS customs. Would you still prefer it to being a dentist?
Me: Sir, IRS customs is also a diverse job with a good career progression. It offers opportunities in
various domains such as narcotics, indirect taxes etc. I would prefer it to being a dentist.
M2: But do you think you’ll be serving the society better by being a customs officer than as a dentist?
Me: Sir, according to me, any person who does his/her job with dignity and diligence is serving the
society. In dentistry we have tangible benefit to the society whereas it is intangible in customs.
Thus, I would not be serving the society better or worse as a customs officer, I would be serving the
society in equal measure, as a dentist or as a customs officer.
M2: [Long question, nearly 2-3 minutes] Okay, so recently there have been elections in several states.
Now in UP, it has been reported that there are improvements in the law and order situation. Ground
level machinery is the same, law and order functionaries are the same, people are the same,
infrastructure is the same, [a few more XYZ things have not changed etc etc]. So tell me, why is it that
law and order situation improves during some governments and deteriorates during some
governments?
Me: Sir, first and foremost is political will. It cannot be denied that a certain section of the political
executive does pressurize the law and order machinery to serve its own vested interests. This is what
hampers the efficiency of the law and order. Since the new government has got an overwhelming
mandate of the people, there is a sense of urgency to show tangible results on the ground, which
would have led to improvements in the law and order.
M2: So the crux is that if political will is there, it improves law and order, otherwise it doesn’t, is it?
Me: Sir, another point that I forgot to add earlier is the degree of freedom that is given to the
permanent executive. The people on the ground are aware about the domain and know what needs
to be done to achieve the results. If the elected government acts as a motivator and a facilitator for
the bureaucracy and the administration, then there would be an improvement in the law and order
situation.
[Baton passes to M3]
M3: So, you belong to Bharuch. It is an ancient city and it used to be a famous port in ancient times
etc, no? [Yes, sir]. So tell us something about it, what was it called?
Me: Sir, the ancient name for Bharuch was Barygaza or Barugaza. It was the port by which the Indian
subcontinent traded with Romans and the entire Europe. Then the port gradually shifted southwards
towards Surat, but still during the 17th century, it was still used for trade and it was called “Broach” at
that time.
M3: Okay, so you mentioned that the port shifted southwards. Why does it happen? You know there
was a port even earlier, north of Bharuch?
Me: I cannot recall it at present, sir.
M3: Have you heard of Lothal?
Me: Yes, sir, Lothal was a port in the Gulf of Cambay during the Indus Valley Civilization.
M3: Right, so from Lothal to Bharuch to Surat to Mumbai, and nowadays the ships have stopped
coming to Mumbai also. What do you think is the reason for this southward shift of ports?
Me: I cannot think of a reason at the moment, sir.
M3: Do you think the need for a greater draft..
Me: Yes, sir increasing size of the ships with time has led to the need for deeper harbours.
M3: So larger ships are a reason, no?
Me: Yes, sir, one of the reasons. Thank you, sir.
M3: So, literature. What contemporary Indian authors have you read?
Me: Sir, I’ve read Amish Tripathi and Ashwin Sanghi.
M3: Are you aware about Amish’s theory on the origin of Saraswati river?

Me: Yes sir, I have.
M3: Do you agree with what he says about the British rule?
Me: Sir I agree with the conclusion that whatever the British did was to further their colonial ambitions
and interests and impoverish India. Sir, but at the same time it cannot be denied that they did bring
technology here, which, we can say, helped in an easier industrialization post-independence.
M3: But he says no, that the cost of railways here was 10 times that of US..
Me: Yes sir, the words that he used were that one does not need to be colonized in order to be
industrialized.
M3: So, you agree with what he says?
Me: Yes sir, I agree with whatever Mr. Tharoor says with respect to the colonial rule. The British rule
was extremely detrimental to our progress, and our citizens suffered countless atrocities due to the
colonial occupation.
M3: Have you read any war stories etc.?
Me: Sir, when the commemoration of the centenary was going on a couple of years ago, I had read a
few articles in the newspaper. Beyond that I have not read any stories.
M3: So, WW1, right? DO you know how many soldiers we contributed?
Me: Sir I’m unable to recall the exact figure at present, but we contributed a lot of soldiers.
M3: We contributed in bullion also, you know?
Me: Yes sir, but I would not know the actual figures for those, since I read it a long time ago.
M3: Okay, so you’re a dentist, and you get posted in any rural area in Gujarat or anywhere else. What
will you do to improve dental outcomes?
Me: Sir, the first thing is awareness. People need to be made aware that there are several dental
diseases and most of them are treatable. From my limited experience in practice, I can say that most
of the rural population knows only one treatment – removal of the tooth...
M3: No but even during British times there are documents that say that Indians are dirty and they
don’t clean their teeth often. How will you change this?
Me: Sir, people need to be advised on proper oral hygiene and consequences of poor oral hygiene..
M3: So how will you do it? Will you issue a diktat that “People of rural India, be advised that you need
to keep your teeth clean..” [All started smiling] HOW will you create awareness?
Me: Sir, we have to conduct dental awareness camps from time to time, we need to provide them free
treatments wherever possible. Sir, ASHAs are the ground level workers that spread awareness about
various diseases. Tasking them with spreading awareness about dental diseases is a very good way to
spread awareness..
M3: And? In schools?
Me: Sir, in schools we need to conduct regular checkup and counsel the parents on how to maintain
the kids’ oral hygiene. We can provide preventive restorations to the kids and also identify problems
such as malocclusion which can thereafter be nipped in the bud.

M4: India’s life expectancy is 63% for males and 67% for females. What was the reason for such a spike
in life expectancy post-independence?
Me: Sir the two reasons were better nutrition and better access to healthcare services. It is obvious
that if people get proper food and are able to avail treatments for ailments, they’ll live longer.
M4: Was decrease in maternal mortality due to childbirth a factor?
Me: Yes sir, it is one of the factors.
M4: What else will you do to improve life expectancy?
Me: Sir, first we need to create a robust public sector healthcare system by increasing the public
spending on healthcare. Nearly 70% of all medical expenditure is borne by Indians out of their own
pockets. This deters them from availing tertiary healthcare services and procedures that may prolong
life. Sir, the second thing is that people are very stressed nowadays due to multiple reasons. So we
need to de-stress them and change the lifestyles. Third thing is that the rapidly increasing pollution
due to urbanization etc also has a tangible effect on the health of the people. Thus, there is no one-
point solution. Increasing life expectancy needs a holistic approach and concerted action across various
domains.
M4: Recently I read somewhere that India will surpass China’s population by 2050. So what to do about
it? How to control this population?
Me: Sir, again awareness plays a major role here. Couples need to be explained that it is better to raise
one kid whom they can provide healthcare and education for properly, instead of giving birth to 5 kids
whom they may not be able to educate or provide for.
Moreover, people in rural areas harbour several myths such as using contraceptives or contraceptive
devices will lead to cancer etc. So such myths should be dispelled with. [Could not remember the word
“vasectomy” or else would’ve added that as well.]
M4: Okay, doctors are not going to rural areas. What will you do about that?
Me: Sir, any long term solution must involve motivation, because anything done by coercion will not
last long. We have seen that several states instituted mandatory rural postings for fresh MBBS
graduates but they all have been met with stiff resistance and non-compliance.
Sir, the doctors have to be incentivized to go to rural areas. If they are provided a lifestyle
commensurate to one that they would enjoy in cities, or even a percentage of it, they would be willing
to go. Another thing is lack of infrastructure and support staff. Without adequate nurses, pharmacists
etc, these doctors would not be able to do their job properly and would therefore prefer not to go.
Sir, if these things are provided, then doctors would prefer rural areas since they get better exposure
and a wide variety of cases that they would not ordinarily see in urban areas. In fact, several of my
friends cited these very reasons for not preferring rural postings.

Me: Sir, actually I smile all the time inside but my face is such that it looks as if I’m not smiling.

1. Very very cordial board, can put anyone immediately at ease. Confortable chair, large room, small
round table. Chairman was sitting probably 6 feet diametrically opposite to me.
2. No questions on why IFS despite 3 of the 5 panelists reading my entire DAF in detail and focusing on
service and cadre preferences (they are sitting so close that it is possible to see what page of your DAF
they are reading.)
3. No questions on IR, hardly one question on current affairs, no CA factual questions.
4. Most of the questions related to DAF and background.
5. Didn’t fumble except in the first question. Looked at all members from time to time, especially
during long answers.
6. Could’ve handled a few questions better.
7. Worried about the multiple “I can’t recall” answers to M3 regarding Indian authors. :/
8. Somehow it seems as if I’ll either get very high (190+) marks or very low (~120) marks. Only result

 Yes sir definitely. These are tools which can help you. We still need people to come up with

accidents and then asked..Don't you think India is shouting to much terror-terror when so many people
are dying in road accidents (I mentioned cooperation on international terrorism etc for my relevance

 Sir, Indian govt has not neglected road accidents . It is continuously taking measures to leseen
this number however terrorism is not something with which we can compromise. We are
loosing our complete generation to it. Securing the soverignity and integrity is a must if we
want to secure the interest of our citizens and for that we need international cooperation
o Why does India need cooperation on terrorism?
 Sir because we all know that there is this one country which has turned into a breeding ground
for terrorists. The whole world knows it and has the capacity to reign it if they want to.

o Why were they founded?
 They were founded to provide high quality undergraduate education in basic sciences. We
have Bsc courses in universities also but the quality was not there. So IISERs were established
on the line of IITs
o Why IISERs when we already have IISc? It also provides basic science education
 Sir, IISc did not have any undergraduate course earlier. It started recently. Also its intake is
around 100 compared to 700 for IISERs
o But Why do we need to study basic sciences?
 Sir because whatever achievements we doing like in ISRO or making vaccines, there are
people who are working in basic sciences and developing the concepts. Rest only apply the
work done in these fields
o You want to be an IAS officer. What will be the thing on which you will focus on of say you are made

 Sir, the basic thing I will focus on is strengthen the Primary health centers. I say so because if
we are able to ensure this, we can address more than 90% issues of health like malnutrition,

ensuring provision of basic facilities, availability of free medicines and presence of doctors

 Because Sir, It is the biggest issue of our generation as it threatens the entire human existence
with extinction.
2. Is climate Change same as Global Warming?
 Sir, Climate Change is the change in the average temperature of earth over a period of time.
It can be both global cooling and global warming.
3. So what are we currently witnessing?
 Sir, currently we are witnessing global warming as average temperatures are increasing.
4. Why is there global warming?
 Sir, current global warming is mostly because of anthropogenic activities post industrial
revolution especially burning of fossil fuels.
5. What have we done to arrest this warming?
 Sir, we have had a number of global agreements like Kyoto Protocol, Paris Deal, Kigali
Agreement on HFCs etc.
6. What is the role of HFCs in Global warming?
 Sir, HFCs are alternative to CFCs, which have tremendous global warming potential
sometimes as high as 2200 times the potential of CO2.
7. But what about HFCs and Ozone?
 Sir, HFCs are an alternative to CFCs. It is CFCs which have resulted in Ozone layer depletion.
HFCs although not harmful to ozone cause global warming.
8. So what is the objective of Paris Climate deal?
 Sir, The objective of Paris Climate Deal is to limit the global increase in temperature by 2
degrees above the pre-industrial levels and if possible, to 1.5 degrees above the pre-industrial
level. For that countries will follow INDCs.
9. Would the INDCs be sufficient to limit the global warming by 2 degrees Celsius?
 Sir, as per IPCC, INDCs will only limit the rise to around 3.2 degrees and thus are insufficient.
10. So is then the future bleak?
 Sir, maybe in future the technological advancements reach to the level wherein we can have
more ambitious plans and targets.
11. How has climate change affected India? Some examples of recent events linked to climate Change?
 Sir, climate change has increased frequency of drastic events like cyclones, floods eg Kashmir
and Uttarakhand, droughts because of two years of below par monsoon.
12. What was the initiative taken by India at global level?
Sir, we have initiated the International Solar Alliance at Global level and provided land in
Gurugram free of cost for its secretariat to operate.
13. What was the role of France in International Solar Alliance?
 It was during the Paris climate summit that ISA was formed with help from France. Also French
PM visited India in 2016 as guest on Republic Day and promised cooperation in ISA.
14. Who are the members of ISA?
 Sir, it’s members include nearly 122 countries located between Tropic of cancer and Tropic
of Capricorn.
15. Was there any dispute that India was part of regarding to Solar Power?
 Yes Sir. We had a dispute with USA in WTO regarding our National Solar Mission.
16. What did USA take us to WTO in Solar Dispute?
 Sir, USA objected to our criteria of domestic content requirement for eligibility to subsidies
which they considered trade distorting.
17. Why did we lose the case?
 Sir, we lost the case because the electricity to be generated under NSM was for commercial
purposes and not for government procurement and thus the domestic content requirement
was considered trade distorting.
18. Why are then other subsidies allowed e.g. in agriculture?
 Sir, not all subsides are allowed. There are various “boxes” like green box, amber box, blue
box etc., under which a subsidy up to certain percentage of GDP called di-minimis level is
allowed.
19. What are India’s arguments regarding the apprehensions that our National Food Security Act may
breach di-minimus level?
 Sir, our arguments is based around the base year used to calculate the diminimis level. We
say that the base year should be changed from 1980’s to some recent year. But the developed
countries are apprehensive that we may breach the level and their exports will be costly
compared to of cheap grains provided under NFSA.
20. *Some follow up I can’t recall. The question was on exports. There was some misunderstanding in
what I said and what might have seemed that I said. So the follow up question was regarding that. It
was about MSP is increasing per year, so how will exports become less competitive. I said MSP, no
doubt, keeps increasing but through PDS we don’t sell grains at MSP but at 1/2/3 level which will make
the exported grains less competitive.
21. So why does WTO want less subsidies?
 Sir, the objective of WTO is to increase the trade globally with less trade distorting practices.
Since subsides distort trade, WTO wants less subsides.

 Yes Sir.
2. What is role of Media?
 Sir, Media’s role is very important in democracy. It is the fourth pillar of democracy. It makes
sure that the other three organs of state are within limits and proper facts are provided to

 Yes sir, recent trends suggest that media is sensationalizing news, distorting facts. But sir, we
do have good news channels too like RSTV which provides accurate news and good amd
balanced debates.
4. Role of Social media? Positive and negative impacts?
 Sir, Social media has decreased the barriers between nations and increased the people-to-
people contacts and helped in bringing together people. But since it is highly unregulated, there
is now increase in rumor mongering on social media and phenomenon of fake news.

 Social Media can be used by students to discuss with each other, share notes and material. (I

6. How can governments utilize social media?
 Sir, governments can use Social Media as a platform for grievance redressal and also to
dissipate information and services. For example Foreign Minister is using twitter to reach out

 No sir, but after I passed out from college, I heard that they have developed one.

3. So wouldn’t the industrialization in Kashmir cause damage to fragile ecosystem?
 If the industrialization is unsustainable anywhere in world, it causes damage to environment.
What we can do in Kashmir is to promote local handicrafts and eco-tourism and hospitality
sector to bring in economic growth. So development can mostly be done in services sector

 Sir, separatists don’t want the proper functioning of economy as the jobs created will divert
the youth from the separatist agendas.
2. Why do you think they don’t want economic development?
 Sir, with development come jobs. And thus they won’t be able to lure the youth into
separatism. Last year we lost a whole season of tourism which resulted in losses amounting to
crores.
3. So what should be the way out so that young kids are not lured into separatism?
 Sir, The unemployment rate in 17-29 age groups in JK is twice the national average. The way
out should be economic development and creation of jobs.
4. Don’t you think state of JK should be divided into three parts? Jammu, Kashmir and Ladakh?
 (Fumbled a bit in start). No sir. All the regions of JK- Jammu, Kashmir and Ladakh have
complimentary advantages. There are certain advantages in Ladakh which Kashmir doesn’t
have. Same with other regions. Only a small percentage of people demand trifurcation.
5. What advantages does Ladakh have?
 The tourism potential in Ladakh is far more than any other region in state.

1. You mentioned about Kashmir floods, no doubt, climate change had a profound impact, but how
much was the disaster man-made?
 Mam, the disaster was essentially natural but accentuated by anthropogenic activities.
Deforestation in upper catchment area resulted in siltation of rivers, encroachment on flood
plains and reduced capacity of Dal Lake were responsible for the disaster.
2. So should we demolish the houses made on flood plains?
 Mam, it is not possible now as they can’t all be rehabilitated. We need to continue de-siltation
of Jhelum, increase the capacity of Dal and continue with efforts of afforestation.
3. If we won’t demolish the house, then how would water get diverted to Dal Lake?
 Mam, the river Jhelum is connected with Dal through a channel.
4. Asked me an easy question on Climate Change which I can’t seem to recall.
5. Asked me some term regarding Green House Gases to which I replied that I don’t know.

Observation: Most of the questions were from DAF. Chairman Sir really have a nice poker face which

Me. Sir, I am not sure about where exactly in the past smelting was done , but we see a history of
smelting of copper being done in Khetri , Rajasthan

Me: Sir, being in Oil and gas industry, In my experience it is a good move. It will act as hedging to oil
prices. When oil prices up, upstream will get more profits and when price down; downstream (HPCL)
will balance profit. Then he asked for more details; so I mentioned about how exploration is a risky
business and making a big conglomerate will help in absorbing such risks and will lead to such company
coming in competition with Oil and gas majors and CNPC etc .( source RSTV debates)

Me: I started with chabahar port. He countered by saying that talk something else other than this .So,
I discussed about India-Iran relation during Iran sanctions; about how India is important for India as it
imports 3.8 million barrels oil per day. Also, I talked about trading done wrt rupee accounts etc;
M2: Ok tell about Iran and Pakistan. How is their relationship
Me: So, I mentioned few details and said there is neither huge issues nor close friendship now. Its
somewhere in between.
M2: Then He talked about Iran and China
Me: I mentioned about the support China gave to Iran during sanctions and how they are very close
today
M2. Ok Talk about India and Afghanistan with respect to Pakistan containment:
Me: Afghanistan is imp for India as Pak and Afghanistan also have border disputes and Afghanistan and
also having AFG as ally helps in containing Pak from other side.Then he went further and wanted to
know about individual India-Afghanistan relationship. So, I talked about India's role and parliament
made by India , Herat dam etc..
M2: Talk about Afghanistan and China Now
Me: So, I related this question to withdrawal of US and how China would seek an opportunity to fufill
that vaccum by their influence.
M2: Then he started talking Shia /Sunni equations in middle east.
Me: I talked about which countries are Pro-Shia and which aren't and explained this to mention that
Syria and Yemen crisis is a by product of it
M2. Then he talked about Israel etc. I don't remember the exact question now and he asked few
further questions
M3: You are living in Paris, compare Indian people and French people for next 1-2 minutes
Me: So, I asked him first if there is any specific domain he wants me to address .He said no go ahead
with anything. So, I talked about how French people are used to social securities and insurances while
our insurance preferences are not same.I talked about work life balance, etc.;
M3 Ok now compare with respect to family value system
Me: So, I did with generic points like how French people are more independent and how we have a
more close knit famiy system etc. Also, talked about little history of French family values evolution
which I had learnt in a training
M3: Why more attacks in France by ISIS
Me: I said they are directly involved in war against them. before letting me further speak he countered
saying but they are not really playing a very big role. So, I talked about how assimilation of migrants
from North Africa and Arabic countries has not been smooth. I quoted unemployment related

M3: What is the future of EU.
Me: Again, I had prepared this question from RSTV debate and talked about that BREXIT is a diff case
as Britain anyways had separate currency, Home ,Foreign affairs etc. But for other EU nations it will be
difficult to manage independently. I mentioned that though rightist and Anti-EU voices are heard by
some parties ex:national front in France, but still I feel EU would survive.
M3: Then he talked about synergies possible between India and France
Me: So, I talked about defense, nuclear cooperation and demography i.e. France has tech but ageing
demography and India has a young Demo. dividend etc
He asked several other questions which I cant recall now . He also discussed significance of Rex
Tillerson in Trump cabinet which I related to shale and oil price.

M4 (Lady) : You have outstanding credentials, great job, very high salary. So, why you want to join?
Me: Had a well prepared answer: After initial 3 yrs job, I got an opportunity to work in Yemen on
rotation basis, so every alternate month visit to India. Spent time with my friends and seniors in civil
services and there I realized that they are directly involved in development of our nation. It was then,
I also decided that I will prepare for it
M4: Counters saying that they entered at very young age and also will you be able to keep the same
motivation
Me: I answered on three points: I said, If I consider myself as a civil servant, I see 30 years of service
and the amount of personal satisfaction and contribution which I will be able to make with my varied
exposure in it as the main motivation. Also, I mentioned that I believe now with a rich experience, I
will be able to return the investment my country did in me in a more impactful way. Also, I had to say
(since she talked about motivation) , That I am living outside of India since nearly a decade, Everyday
after a 11 hour job and more often travelling involved in weekends too; my motivation never dipped
and I studied wherever I got opportunity and time, be at airports or flights. She gave a very motherly
smile.
M4 : There are lot of problems in Civil services. Will you be able to adjust?
Me: So, I talked on lines that I have worked in challenging conditions in past too and this is part and
parcel of job life. I also mentioned about my humble background and the problems which I have seen
people going through etc::
M4: What is ICDS scheme.
Me: I mentioned brief details about vaccination , child development etc and pregnant women care etc
M4: If you are made DM of district which has dismal ICDS performance, what will you do.
Me: I mentioned that I will take experience of the outgoing DM and then mentioned generic points,
Grievance redressal, NGOs , Social audits , Social media etc.
M4: She discussed about Universal basic Income

M4 what are its pitfalls
Me: talked about jan dhan/account access need to be 100%. Then mentioned about how consumption
patterns may be used for negative externalities and not for improving socio economic indicators which
is the target. Then I said, I have a suggestion in Mind , if you allow me--> ( I had prepared a solution in
advance as I found one good point in discussion with friends) : I mentioned how we can use tech
/special debit cards to ensure that UBI money can only be used for areas which are in govt
focus at that time say Buying health insurances, Education fees, Food grains etc:
She nodded .
Bassi Sir: after a pause, said your interview is over. He showed me my photo . I stood up and said Thank

While I left I felt a positivity in the room and was content. I am unable to recall many more questions

Me- Madam, loan waivers are only one thing. Govt is focusing on irrigation, insurance.....she

Me- Madam from an economic angle, it's bad since banks are facing NPA and it is ultimately the public
exchequer who will pay. But madam loan waivers have a human angle too. Since farmers are our food
producers and are committing suicide, it's our duty to help them.

Me- Madam number of strings vary from 17-21 in various Sitars. The resonance drum may be of gourd,
pumpkin, etc. All these vary the sound of notes of Sitar.

satisfied that demand. Secondly sir. I was introduced to it due to a serial on EPIC channel called Stories
by Rabindranath Tagore directed by Anurag Basu. One of Rabindra Sangeet was sung by Arijit Singh

This was my 3rd UPSC and 2nd IAS interview. So I already knew the procedure. I am currently in IFS.
My earlier interviews are here: IAS 2014 & IFS 2015. But in such interview you never feel fully confident
because of sheer pressure in those moments is quite high. As expectations are high not only your
personal but also people who know you. And to do justice to those expectations create pressure on
you. Totally based on my memory and sorry for typing mistakes.

After doing paper work and other formalities we were provided seats in the circular hall inside UPSC
head office. We were already divided into groups. This time I was seeing a lot familiar faces from other
services including IRS and IPS.
After some time I was called for interview. I came to know that it is board of an experienced diplomat.
There were 5 members in the board.
I entered into the room. Greeted all. Chairman told me to sit.
Ch. So Parveen you went to IISc bangalore and if I may say the top institute of India. As the latest
ranking by government also shows. How many years you spent there ?
Me. Yes mam. I spent two years there.
Ch. What were you doing after that.
Me. Mam currently I am in Indian Forest Service as a probationer.
Ch. Ok. Parveen there is a debate in India between traditional outlook and modern technologies( she
elaborated little bit more). How do you see it ?
Me. Mam I believe in synthesis of both. As they say sometime old is gold. But at the same time we
should be rational and open to the new ideas.
Ch. But according to some people there is this debate also about investing in science by countries like
India. (It was a long statement, she touched digitisation, cyberspace etc.)
Me. Yes mam, even it was very much in news when we went for moon mission. Here I want to touch
upon one example. Back in 1928 Dr CV Raman while in a journey came up with the idea of Raman
Effect. And now the same theory is used in wide fields including health care and cancer research.
Research takes time but it provide fruits.
Ch. What do you think is India a traditional society ?
Me. (After thinking little bit) Yes mam. At least in rural areas it is traditional. But in recent years things
are changing and youth is leading.
M2. Asked a long question on privacy and security. What do you say, should power be given to state
for surveillance.
Me. Sir there should be privacy but if issues are of national security then there should be power with
state.
M2. So do you think state can track your things on the name of security.
Me.Sir. I think proper procedure should be followed for it.

Me. Sir I think we can not do conservation without the role of local communities. As we have seen in
case of Gir forests how Maldhari community is helping in conservation of lions.
M3.Parveen what do you think what was the role of Nehru in developing modern india. Why he should
be called as maker of modern India ?
Me. Sir as my reading goes he made india a strong democracy.
M3. But was it in his hand. He was not the only one.
Me. Yes sir. But he was a strong leader at that time. He also listened to the opposition. He established
various institutes including IITs, UGC and industries in 1st and 2nd five year plan.
M3. But there is a perception that PSUs are not doing any good and they are dead ships.
Me. This is true sir that many are not in good condition. But the reason being they have a mandate to
provide services to people.
M3. Do you think some PSU should be winded up.
Me. Yes Sir if they are not profitable few can be winded.
M3.What is this new scheme about connecting the airports.
Me. Sir UDAAN scheme is about connecting various places by air. Government will do that viability gap
funding up to the tune of 205 crore.
M3. He talked about corporate responsibility etc etc. Are they doing good or are there any provision
for it.
Me. Talked about TATA doing CSR and then gave example of Sravoski helping in forest conservation in
Bharatpur bird sanctuary.
M3. So you think they are doing find.
Me. Sir in recent years they are doing good but there is scope for improvement. Government has also
introduced the role for CSR.
M4.Again touching IISc…. Bla bla rank… And then coming to recent Rankings.. should any other criteria
should be added.
Me. I touched upon existing criteria. She interrupted. We all know about these criteria. Would you like
to add some new.
Me. Yes mam. Criteria like startup should be added. Then how much fund a particular institute is
getting from industry.
M4.Why industry funding is important for universities.
Me. Currently government only providing funds. It will further increase funding to institutes at the
same time it will solve industries practical problems.
M4. But then it will reduce power of institutes by private funding.
Me. No mam. It is only for specific projects. For example during my stay at college I was working on a
a project related to agriculture sector funded from outside. It provided me knowledge about how
projects should be handled including accounting.
Chairman – But there are no such projects in Humanities.
Me. Mam the research is also important in Humanities.
Ch. Parveen tell me what do you think. Do traditional societies provide enough scope for
empowerment of women.
Me. No mam. They do not. For example problems like Dowry, Child Marriage, Low Labour Participation
rate which is 35-37 % currently, and less properties on their name reduce the scope of empowerment.
M4. As u have written your hobby is blogging. So what do you blog.
Me. Mam I blog on contemporary issues. I give opinions on them. The prime reason for starting
blogging was that I wanted to improve my english which was very week. As blogging give you luxury of
getting reviews.
M4. You hobby is reading also. SO what do you read.
Me. Mam, I read non fiction books.
M4. So which last book have you read.
Me. Mam it was by Malcolm Gladwell called as The Outliers. (Both lady and chairman nodded in

halal :D I was very happy to hear this because i didn’t want to sit all along till evening,

It was a very big hall type room and after walking 3-4 steps I wished Chairman sir first then lady member then
others but in a low tone  ( I got little nervous that moment ) he said come come please , I went and took 2-3
sec pause and stand besides the chair ,
Chairman sir was looking at my DAF suddenly he looked at me and said “good afternoon! I got confused and a
little nervous as I thought did I make a mistake to wish him and lady member while coming? Then he said please
sit down........ I said thank you sir 

me- sir yes I prioritised my activities as in NCC we had go for parade only for 2 days in a week and in NSS we had
to spent 240 hours in village community development activities in 2 years I was part of student council also so
by putting them in time table I had managed my studies with my ECA

, scoring also , but our modern education philosophies condemn this method, as educationist how do u see this

Me – sir in Sanskrit rot method of learning is an integral part of Sanskrit learning so if anyone want to learn he
has to rot in initial years specially to learn Sanskrit grammar but after that we can teach in modern methods
c- What and how?
Me- sir like we are using ICT, we are developing textbooks in digital form and sir ONGC gave good projects under
CSR to develop textbooks as digital material.....Something like that
c- Hmmm good
c- ......! This 1857 war of independence camp as team leader you organised? Smiled
me- sir I did not organise that camp but yes I participated in that camp as team leader of Uttar Pradesh
contingent and it was organised by ministry of youth affairs and sports sir.
c- Oh I see you were team leader of this camp?
Me- sir I was team leader of my state team for which I got selected to participate in this camp which was
organised to commemorate the 150th year of 1857 war of independence.
c- Hmmm I see interesting smiled
c- You did NCC and other things so there must be a purpose? You have done BA then other degree in
education then JNU, why civil then?
Me- sir during my first year in BA I got a chance to work with civil administration and police administration.
there I got motivated to join civils.
c- Ok so in your first year of grad u decided? (Probing face)
Me- yes sir, he nodded with probing smile

M1- you use Patel and live in UP, are you from Gujarat or migrant?
Me- mam I live in up and Patel title used by agrarian communities yes migration is also one of the factors
M1- so you are Gujarati too?
Me- yes mam I am Gujarati by Gotra and Patel title put on my name by them ( kya puche jar hi ho aunty  )
M1- why and who are “them”
me- It was a result of caste politics in nineties through which many communities started these kind of changes
so it was put by my parents n community members i had no control over it ( kya kr rhi ho aunty )
M1- you have done masters from JNU so what are the issues going on in JNU , I mean what these so called
protestors do there , other member laughed
me – (thnku mam ab mai batata hu ) – mam recently in jnu UGC announced seat cut in research programmes
which instigated students there, logic given by UGC and HON. Minister of Human Resource Development is it is
a step to correct teacher student ratio
M1- so why they are protesting
Me- mam in JNU there are some misguided people who think that they are revolutionary so they oppose every
act of govt ......cut short
M1- no no they must be very influential leaders otherwise why they get support?
Me- mam they instigate student on emotional issues like state or govt is going to take all the things from
you.....Again interrupted
M1- and people join them?
Me- Mam in my 6 years i have seen only 5-6 big protests otherwise only 50-60 people usually come
M1- seemed satisfied and smiled and said o my god you r in jnu since 6 years?
Me- (what’s the big deal mam?) yes mam smiled I am doing my Ph.D. there
M1- oh u r doing phd but u didn’t mention that in your DAF?
Me- mam in online DAF form of UPSC only 2 Colum were there so i couldn’t

M1- you have so many degrees and variety of knowledge with NCC NSS also so how you are going to use it,
have you ever been interfaced with such situation?
Me- mam variety of knowledge can be used in different areas, cut short
M1- no gives me exp
Me- Mam for exp I can use my knowledge in madam how leakages happening, how social discrimination is
happening

participated in flood relief program as NCC cadet in villages i distributed food packets
M1- which village what was name of that village?
Me- Mam it was Ranjeetpur village it is situated in Balrampur district UP there a team of 10-15 cadets were
assigned with district magistrate sir ( Bhosale sir looked at mam smiling probably he was satisfied that I
answered that rapid fire question confidently)
M1- you do photography? Where you do it , how do you get enough subject to take photo ?
Me – mam i devp this hobby along with my another hobby of trekking, cut shot
M1- o yes you do trek where u went last time
Me- mam! I went to Triund, another member said where? I again said loudly sir Triund in Dharmshala distt in
Himachal Pradesh.
Me – mam i get time and subject when I go to JNU there are enough jungle area so there and mam I prefer to
take photos in social atmosphere we can say social photography
(She passed it on I don’t know whether she was satisfied or not but I replied back to back in positive and
enthusiastic manner)
M2- jabardast uncle ,I have seen him in conferences but don’t remember his name anyways , he was reading
my summary sheet very thoroughly and i saw he has marked 3 points in that , I got scared thoda sa
M2- you have opted lit of Sanskrit?
Me- yes sir
M2- why lit of Sanskrit why not lit in Sanskrit?
Me- sir it was written as it is that’s why
M2- no no is there any difference between two?
Me- sir one difference is that lit of Sanskrit means whole literature of Sanskrit and literature in Sanskrit means
literature written in Sanskrit language.
M2- so what do you think is correct?
Me- sir literature of Sanskrit
M2- so in lit of Sanskrit all were written in Sanskrit, what u have studied in syllabus
Me- sir i have studied mahakavyas , natakas fumbled little bit and sir there were written in Sanskrit with eng
hindi translation
M2- so why didn’t you choose to write in Sanskrit only, in which language you have written your exam?
Me- sir we have to write 2 question in Sanskrit in Devnagari lipi and rest in medium we have chosen i wrote my
exam in eng medium
M2- why? Why not in Hindi?
Me- sir in these 6 years i have converted myself from Hindi medium to eng medium , I worked hard all these
years to learn English , so i just wanted to write in English
M2- but you have chosen your medium of interview too in eng, why?
Me- sir i wanted to study more and for that i had to learn English because there is no other option available ,
after that i always try to write and speak in English only specially in official matters
M2- why? You could have studied in Hindi medium too
Me- sir in JNU one has to study in eng medium only at masters level in social sciences
M2- what? Is it so, Bhaosale sir too said what? aisa hai kya
Me- smiled yes sir no alternative
M2- so it seems that you are putting Hindi and other languages as inferior to English , is it so ?
Me- sir to me it is not so but unfortunately in our education system since 70 years of independence this kind of
system is prevailing so i had no option .
(In between Bhosale sir was showing something to member next to him, i too got distracted a little bit but kept
giving my answer and suddenly he interrupted)
C- You got selected in CAPF? (Looked very happy and interested)
Me- yes sir (I was not ready for such kind of interruption anyway it was my achievement so I didn’t get nervous)
C-you got in to service?
Me- I got him wrong, first said yes then corrected myself , sir I got selected but didn’t join
C- Smiling and m2 asked what CAPF is :’(
C- Are it is armed police commandant exam
M2- oh nice,
chairman still looking at me smiling , I was not sure to tell him reason or just smile back , I preferred last one as
my exp with armed forces officers has taught me that they don’t like faltu ka explanation

Me- sir maine women studies me national eligibility test pass kiya hai ugc ke through

Me- sir it is a social evil of our society ...cut short
M2- Hamm, its origin? Smiling
Me- sir it can be originated in Rigveda era when Duhita which means daughter was given certain gifts by parents
so it has been present since long in our society

M2- nope, if I say it is a colonial practice and in England during industrialization people used to give chastity to
daughter, aur pata nahi kya kya bolte rahe WO....................... akhir me bole to what do u say ?
Me- thank you sir, it is very new kind of info for me but I don’t know about it, smiled to him politely (lo de lo
bhashan han ni to  )
M2- ok what’s your view on inheritance laws and rights?
Me- sir according to Hindu code bill women have equal rights and now we have enacted law too so they can
take and it should be given and sir for this Dr Ambedkar resigned from first cabinet of India 
M2- there is law for that, what is your opinion?
Me- yes sir now we have law for that and it should be implemented because patriarchal mindset people think
women as their property and there lies the problem, kuch aur blabber kiya tha
M2- sister hain?
Me- yes sir smiled
M2- shadi ho gyi?
Me – yes sir smiling
M2- dahej kitta diya ?
Me- nai diya
M2- q nahi diya ,dena padta hai
Me- she was M.A., B.ed and was teaching
M2- oh yes dowry is problem of illiterate people hmmm?
Me- sir dowry is not related to illiterate people but we didn’t give because in our family it is not permitted and
should be curbed at societal level also

Me- sir because in my district there was a social movement against it by some gandhian leaders they inculcated
that practice aisa hi kuch aur bol rha tha but cut short

M3- no what is concept of caste , u should be aware of it , there are some caste groups who are same in terms
of their origin but they live in different places and have no relation so you have heard about substantialization
of caste in our social system ?
Me- I told him about political mobilization and caste as institution but he was not satisfied or pretending so
then I told him that according to some scholars like Dirk ha said that caste is a colonial product and scholars like
M.N. Sriniwas has given concept dominant caste in which certain caste become affluent in society and political
system , I blabbered but mentioned these terms and scholars just for the sake of speaking confidently ( he was
looking at table )
(After that i checked the fact term was given by Dumont but luckily Dirk has also said something on this and MN
sriniwas too used that, so i hope unko laga ho ki ladke ko wo pata nahi hai but use related relevant baate bol
rha hai )
M3- what is varna and jaat give me one exp
Me- Brahman is varna goswami is caste among Brahman
M3- hmmm (finally satisfied shayad ) so you must be knowing about Jamindari abolition act so how Jamindari
abolition affected this in eastern up and western up ?
me- sir in eastern up mainly small land holders are there , Jamindari abolition provided a chance to landless
labourers to get some land and live with dignity and to contribute in nation building, (I fumbled a bit but tried
my best that I didn’t stop abruptly while speaking )
M3- tell me about west up?
Me- sir! There are still large farmers but situation has changes too though i have no depth knowledge
M3- ok pass
M4- ..... while looking at your form I found that you are from Akbarpur? Smiled
Me- yes sir smiled and looked at m3 again and gives him smile too
M4- so yar there is so much dispute in our curriculum these days about Akbar and Aurangzeb, who was great,
why Akbar is called great not Aurangzeb what do u think
Me- sir! Akbar tried to understand India , he formulated his policies not as administrator but as learner of culture
and showed empathy while Aurangzeb was no doubt had more resources than Akbar and he was capable sir
but he lacked empathy ,
So sir in India empathy is very imp to run administration
(Chairman smiled, madam too nodded other khali bali ko mai dekh ni rha tha jyade jo bagal me baithte hain )
M4- nope, muslim call Aurangzeb great, he followed sharia , he destroyed music , u must be aware that when
music lovers were taking procession he told them to dig so deep
me- (forgot to tell that Aurangzeb was himself a great veena player anyways) sir I beg to differ here , I have
many Muslim friends and no one called Aurangzeb great, it is Akbar who holds greatness sir because of his
policies
M4- what r you saying, if people are so nice then why kashmiri pundits migrated from valley, you know the
reason? Tell me
Me- sir reason is depletion of Sufi culture and arrival of wahabism in valley but now people have realised their
mistake and apart from misguided people many want kashmiri pundits to return
M4- u think situation is like that?
Me- sir though current situation is not like that but govt is making its best efforts
M4- but what about Kerala and Bangladesh border where Hindus are minority and they are facing threats?
me- sir India is large country , in some part a community can have majority and in other another can have , what
bind us is our composite culture , our constitutional values like secularism , sir in policies secularism should
prevail , our policies should be like this that no community face anxiety based on numbers in particular area ,
secularism should be guiding principle for everyone in administration , sir in India it is not possible for a Hindu
to live without Muslim and for Muslim to live without Hindu , we have composite culture and we should always
put secularism at front in decision making,
M4- Hamm so what about that survey in which only 33% Hindus have a Muslim friend, if your views are
correct if people are so good if there is composite culture then why it is so ? Smiled
me- sir this survey was conducted by CSDS , ( I told him purposefully ,he nodded smiling ), so sir first we should
see their questionnaire , how they have framed their questions , what kind of data they got , what was the
methodology and we should scrutinise their findings further to get a sound analysis ,
M4- hmmm alright

C-so ...... you did NSS (again chairman sahab looking in my daf and smiling) and NCC, so in JNU is there NCC
and NSS kind of thing?
Me- (almost laughing but control uday moment sustained and said) sir we have nss in jnu and not NCC and made
again poker face
c- ohhh , chalo suppose you have to do something as NSS volunteer to bring back situation to normal in JNU
from what happened , what will you do , take your time then speak , then started smiling
Me- 4-5 sec thought process only and started – sir as NSS teaches us community development , I would like to
first start dialogue between teacher and students which has gone missing for quite some time , sir nodded
positively ,
C- But as NSS cadet what will you do? you are talking about JNU problem not NSS , smiled
Me- got confused little bit but smiled , sir I would organise a discussion session and will try to question those
students or revolutionaries according to their terms that what kind of leadership is that , you should have been
there whether u supported those slogans or not , but you hided and other people suffered , what is this , this
not leadership , you can protest , you can question govt that our democratic system gives you right but only
under constitutional rights and unity and integrity of India should be maintained ,
Sir! these people take name of Dr Ambedkar in their protests but they forget that he himself was against all
these kind of thoughts and said that we have enacted political democracy but what we need is social democracy
......ok said chairman

C- Do you agree with govt policies made in domain of education and social sector , what is your view ?
me- sir it is matter of great satisfaction that we have a stable govt with full majority at centre through which
many decisions have been taken which would have been not possible in coalition govt , sir i support govt
schemes in education and social sector and i am very optimistic about future of my country , smiled positively
to sir .
C- Hmmm ....... it was nice talking to you now your interview is over , and I must thank you specially that you
did not choose your medium of interview as Sanskrit and laughed , others too smiled

I stand up, left the chair said thanku sir, thanku mam , and thanku to sirs , pushed chair little ahead , and turned
back , walked slowly opened the door and closed it gently. (forget to wish other member)
P.S.-
I don’t know how it was , what substance in it , one thing is clear that I responded in straight forwarded manner
and in those tricky questions like which village dowry or trekking I tried to be frank and truthful yet polite ,
though it was very unexpected interview , no as such big and tough questions as our great coaching mafias ask
and terrorise the students , I revised almost all the syllabus of my Sanskrit , was scared like hell for economics
but see how things unfold in those 30 minutes,
I did some minor mistakes too I think like wished chairman and lady member while entering and then went till
table , thanked chairman and lady member in last and then other 2 members in low tone but didn’t looked at
another member ,
Put my forehand on handles of chair and palm in my lap then after 20 min I adjusted them on thighs, these kind
of things I hope don’t matter in big way 
I was cheerful, confident , spoke confidently , admitted that I have learned English only in 6 years and improving
myself , though I didn’t answer some questions in that manner like they were probably expecting but I didn’t
get blank or confuse and just shut up , I spoke on almost all questions , tone was polite yet I was putting emphasis
on those key terms on secularism, leadership etc and where taking stand was required I took and remained firm
on that for instance from Akbar to CSDS survey panel member tried to trap me and unsettle me on my stand on
secularism but somehow I replied him while maintain my stand .
Don’t know where will I land, but can hope for at least minimum 165 barrier, I hope they didn’t mind my opinion
based answers and some silly mistakes like forgetting one member to wish while leaving  !
