LIGHT PLAN -NIGHT WORK

Objective:
This Plan describes the selected lighting systems that will produce adequate Illuminance [lx
(lm/ft2)] to generate a work environment that will permit workers to execute their tasks in a safe
manner in support of the nightshift activities.

Reference Standard:
(EM 385-1-1, Section 7 – Lighting)
Section 07.A.08 states that “If work is to be performed at night, a night operations lighting plan
shall be developed to ensure that all activities, areas and operations are adequately illuminated
to perform work safely”.

Planned night shift activities (may not be concurrent):

- Concrete placements on slabs
- Road Pavement
- Interior works.
- Site Utilities (very limited)

Duration of activities:
The nightshift activity will start at approximately 1830 hours and will continue for an approximate
10 hour shift.

Briefings:
Prior to night activities workers shall be briefed on safe working practice and educated on
emergency response procedures, fire extinguisher location, first aid and CPR personnel
location.
PPE’S:
The PPE for night duty is consistent with the PPE requirements as stated in the approved APP.
This includes high visibility reflective vest, hard hats, safety work shoes, coveralls and plain
safety glasses.

Lighting Configuration (illumination).

An adequate lighting distribution from the fixtures overlap the radii of one another to provide the
required lighting shall be maintained and the number of lighting towers planted shall be capable
of sustaining the 33 lx within the designated work area. Restrooms, portable toilets, wash
facilities shall be properly illuminated as well as the walkways to access these facilities. See
table below for details.

Emergency power failure:

In the case of power failure or bulb burn out there would be a qualified electrician present
in the site at all time to replace bulb and maintain lighting equipment’s. Also prior to
night activities, site supervisor shall be issued portable flashlights in the event that
power sources for lighting are not operational.
It is highly unlikely that all light towers will be simultaneously affected by mechanical failure,
however, if a Light Tower fails then the field supervisor will notify the HS Supr. to evaluate and
adjust the work activities based on the remaining operational Light tower.

Also there shall be a small portable generator for emergency in the event of a total black out.
This will enable the electrician/mechanic to fix the problem, and all crew members will be
advised to stay where they are. If required, the field supervisor will contact the SSM and
accommodations will be made for vehicular to transport the crew back to the LSA, if deemed
necessary

Grounding:
All temporary electrical systems shall be grounded, light towers shall be grounded as per EM
385-1-1, Section 11.D.f.

GFCI’s, wiring and fixtures:

All circuit serving equipment’s shall have GFCI device installed and utilized. A properly rated
electrical cable shall be used and shall be placed over head from tower to tower of about 7ft
high from working surface to avoid damage from foot traffic. A qualified electrician shall always
be available to periodically inspect and maintain electrical equipment’s.
All fixtures will be housed inside a manufacturer’s containment with a protective covering of the
lamp. The protective covering (i.e., glass, poly-carbonate) shall be protected from breakage
(i.e., metal cage). The light fixtures shall be located so they are not inadvertently broken or
tampered with.

Physical hazards:
Potential hazards have already been identified in the AHA that has been prepared for this
activity, see attached AHA. Field crew shall be constantly be briefed on prevention of tripping
hazards, impaling hazards, protection of excavations, etc. and light layout of high traffic
areas leading to port-a-john areas, first aid stations, break areas , emergency
evacuation route etc shall be continuously inspected and changed if warranted..

Light monitoring:
A lux meter shall be continuously used to monitor /maintain adequate illumination of work areas.
Based on the total wattage of the light fixtures, the number of towers to be deployed in the field
and the size of the work area requiring illumination, ECCI is confident that the work area will
have the minimum lx requirement (33 lx) for the General Construction Area as per Table 7-1.

Fire extinguisher location:

Fire extinguishers will be placed proximate to hot work operations and all generators and light
towers. Workers shall be informed on the locations of fire extinguishers and proper illumination
shall be provided at such locations.

First Aid/ CPR Availability:

As per the First Aid section of the approved APP, complete first aid kits and CPR person is
readily available on site and workers shall are been educated on emergency response
procedures.

Emergency eye wash:

In the event that someone gets material in their eyes during night ops, 15 min supply eye wash
stations is readily available within the required 10 second range and there shall be proper
illumination of light to identify the area at night?

Latrine;
The latrine will be located within the work area and the light from the area will provide
illumination.

Limited Works on Site Utilities

1. Works will be confined to a limited area of operation. Lighting will be as tabulated below.

and from the temporary panel boards which is already at site and the power from main DG
