1 Introduction
CSI-200E digital measuring and controlling device is usually used
in the substation automation system, but it also may be used as
simple measuring and controlling device.
The device is Bay-oriented designed and mainly used in the
system of 110KV and above. This kind of Bay consists of main
transformer (high, medium, and low voltage), 110KV outgoing line,
220KV outgoing line, 500KV outgoing line, bus connector, transfer
bus, local chamber, the whole substation (the common part in one
substation) and so on.

1.1 Basic Function of the Device:

1.1.1 Displaying of Bay Outline Diagram:


Full Chinese and LCD screen is adopted in the device, and the
outline diagram can also be showed. The user can run “configuration
table maker” software on PC and select the needed components
(breaker, switch, reactor, capacitor, line) from components library in
term of the different Bay requirement, then draw the outline diagram.
All configurations will be translated into configuration table code that
can be realized by the device, and be transferred into the device
through RS-232 serial port on the MMI panel. Then the outline
diagram of the Bay may be displayed on the LCD at once.

1.1.2 Digital Input:


Every group of input variable may be defined as multi-typed. For
example: status input (important signal may be input by double
position information), alarm signal, sequence of events record (SOE),
impulse input, transformer tap input, which are provided with the
function of debounce;

1.1.3 Remote Control:


For normal operation, the device may accept the remote-control
command from masters and perform as follows: control breakers and
the switches around the breaker; reset the transceiver and the
operating box. In case of emergency, senior user can operate a row of

urgent button and directly operate the corresponding breakers and


switches on the connection diagram;

1.1.4 AC variable collection:


According to different requirement of different voltage grades, the
r.m.s. of three phase voltage, three phase current, 3U0, 3I0, power,
frequency and 2-13 harmonics can all be sent to the Bay;

1.1.5 DC and temperature collection:


This device can not only collect some DC variable, such as
DC220v, DC110v, DC24v, DC 0~5v, DC 4~20mA, but also can gather
and send the transformer temperature;

1.1.6 Impulse collection:


This can collect impulse data, freeze impulse data, and achieve
remote meter reading;

1.1.7 Tap Regulation with load:


The device may collect and send the position information of
primary transformer tap ( in BCD code or hexadecimal code), it can
also respond to the remote-control command from the master (rise,
drop, stop ), and adjust the position of the transformer taps;

1.1.8 Synchronization:
Based on different needs, the user can choose
check-synchronization or manual penesynchronization to implement
synchronization.

1.1.9 Selecting lines for low-current ground:


The device may send 3U0 alarm limit messages to VQC device
connected to the system network, and forward the request from VQC
to the relay, and then the current measuring values from relay to VQC.
It is VQC’s duty to judge which line has been grounded;

1.1.10 Auto-backup:
The function of auto-backup of the device may be used optionally
in some small substation.

1.2 Characteristics of the Device:

1.2.1 Flexible configuration:


Flexible configuration is a special feature of the device, which can
fit different needs of users. All plug-in units are modularized in the
device, and they connect with each other through internal bus. They
may be plugged according to practical project request.
The software function of the device may be configured flexibly.
Users run the “PLC-Programmable Logic Aid” on the PC and create
PLC logic based on ladder diagram, which is sent to the device later.
All the functions, including Bay’s anti-misoperation,
check-synchronization, auto-backup and other logic can be achieved
therefore.

1.2.2 Powerful communication function:


The device may provide electric or optic Ethernet adapter, which is
convenient for network linking.
LonWorks interface, which may connect Sifang relays, is provided
to exchange data with supervisor system through Ethernet.
Standard hardware interface RS-485 used by IEC60870-5-103 are
equipped, which is convenient for connection with device
manufactured by other factory.
Double Ethernet redundant configuration is available for
fault-switching.

1.2.3 Local Operation:


Urgent operating buttons are equipped on the panel of the device.
In case of emergency, User may directly turn to local state and deal
the breakers and switches shown in the connection diagram.

1.2.4 Bay management:


CSI-200E may connect other IEDs produced by our company in
the Bay, achieve remote control command from the master and
forward information from the auto-device to the master;

1.2.5 Complete event record:


CSI-200E is equipped with large flash-ROM, which may record
relative operation, fault and alarm. Data would not be lost even when

power down. It brings great convenience for analyzing fault.

1.2.6 Auto check-up:


It is not man, but special equipments on the product line that
automatically check each plug-in unit for the sake of high reliability.

1.2.7 Self-diagnose:
The device provides full self-diagnose function. Once some piece of
plug-in unit runs abnormally when being used, it can inform the
operator at once and point out where the fault is.

1.2.8 Non test in running:


There is no adjustable potentiometer. Plug-in units, which have
passed auto-check before leaving product line, need no adjust on the
job. Man induced factors, which are likely to affect the performance of
the product, can be avoided. And meanwhile reliability can be
remarkably improved.

1.2.9 Configuration characteristic:


High and low voltage terminals are located separately on the back
of the plug-in units.Front pulled units make things easy in case of
running test and fault maintain.
Lines are connected from the thirty-two-pins connector on the
back, to the connector on the Bay cabinet. Beam connector is omitted
to simplify mid-link for higher reliability.
Plug-in units can communicate with each other through internal
bus. Plug-in units, including Master, DI, DO, AC, DT, Power, are
classified on their different functions.

1.3 Details of Plug-in Unit:

1.3.1 Master/Ethernet plug-in unit:


Optical fiber and electric Ethernet interfaces are provided here.
Local and remote substations are connected together. Each unit only
provides one Ethernet interface. If double Ethernet interfaces are
required, it is necessary to use two plug-in units of this type.
Double LON interface is equipped here, which may collect
information from other Sifang IEDs in the bay and forward them
through Ethernet.
Standard RS232/485 interface is provided to communicate with
IEDs of other firms.

1.3.2 DI plug-in unit:


DI units can be divided into two types:
9 Basic configured plug-in unit #1. Equipped with CPU and 24
digital inputs;
9 Expanded plug-in unit #1, with 24 digital inputs and no CPU.
This type can be added to the basic configured DI unit
mentioned above.
All digital inputs, which are optic-electric isolated, include two
groups of eight DIs and two groups of four DIs. There is a common
input terminal for each group. This makes it possible to input similar
digital signals to a same group, with the common terminals connected
together, in case of needed. It will lead to more flexibility.

1.3.3 DO plug-in unit:


DO is intelligentized because of the CPU on the unit. One DO
plug-in unit can output up to 14 pairs of completely independent
signals.
According to customer’s requirement, a suit of switches or
breakers can be controlled by one or more DO by means of PLC logic.

1.3.4 AC plug-in unit


One AC unit can collect 12 analog inputs, which may consist of 8
voltage signals and 4 current signals, or six voltages and six currents.

1.3.5 DC temperature (DT) plug-in unit:


A DT unit may collect 5 DC signals and 4 temperature signals.
The measuring and controlling device is designed to have two
types of size. The first one is of standard 19 inches and 4U chassis.
The other one is standard 19/2 inches 4U chassis. The module of
Power accounts for 30mm width. Master is of 30mm. Others all
account for 20mm, except that AC measuring plug-in unit is 60mm
wide. These modules may be easily altered in different groove
positions.
Figure 1-1 demonstrates an example of 19/2 inches chassis.
Figure 1-2 shows the setting of 19 inches chassis.

Plug-in units’ configuration is very flexible in the figures above.
For instance, The size of DI, DO, DT units are uniform, they may
substitute for each other. Also, Master and Power unit may alternate
either. AC unit’s room can holds two DI(or DT,DO) units. Two
side-by-side DI/DT/DO unit’s room equals to one AC’s.
Several typical configuration that fit different conditions are
presented. We suggest that customers use similar configuration as
possible as they can. Thus it will do help not only to the manufacturer,
but also to the customer.

2.3 Insulating performance

2.3.1 Insulation resistance


Insulation resistances between electric and non-electric parts,
between shells or between independent circuits are measured with
500V Mega-ohmmeter. Under the normal conditions, every loop ‘s
insulation resistance should not be less than 100MΩ.

2.3.2 Medium strength


Under the normal test conditions, device may endure the 50HZ,
2KV voltage level test for one minute without flashover and element
being damaged. All CPUs should be pulled out during the test.

2.3.3 Impulse voltage


Under the normal conditions, power input loop, AC current loop,
AC voltage loop, output contactor loop to ground and between AC loop
and DC loop can bear 5KV, 1.2/50µs standard short-time lightening
strike voltage test.

2.4 EMC Features

2.4.1 Impulse interference


Device is able to endure serious interference test of grade 3, which
is prescribed in section 5.18.1.1 of JB/T9568_2000. Test frequency is
100KHZ and 1MHZ; test voltage is: decreasing and oscillating wave of
common mode 2500V, differential mode 1000V. The performance of
device still meets the technical regulation during the tests.

2.4.2 Fast instantaneous interference test


Device can bear the grade 3fast instantaneous interference test,
which is described in IEC255_22_4 standard regulation.

2.5 Mechanical Performance

2.5.1 Oscillation
Device may bear oscillating response test and oscillating
enduring test of grade 1, which is defined in section 5.12.4 of
JB/T9568_2000 .

2.5.2 Impact
The device would stand up in the vibration response and
endurance tests of grade 1, which is stated in section 5.12.4 of
JB/T9568-2000.

2.5.3 Collision test


The device would stand up in collision tests of grade 1 ,which is
stated in section 5.12.5 of JB/T9568-2000.

2.6 Environment Conditions

2.6.1 Environment temperature


working temperature: -10℃~+50℃
Storage environment temperature: -25℃~+70℃. At the maximum
state, if no impulse input under the maximum value, there is no
irreversible change in the device. The device should work normally
after the temperature restore.

2.6.2 Relative humidity


The highest average relative humidity is 90% in the most humid
month, meanwhile, the lowest average temperature of that month is
25°C and no condensed dewdrops. If the highest temperature is +40
°C, the highest average humidity should be no more than 50%.

2.6.3 Atmosphere pressure:


80~110Kpa (altitude is no more than 2km).

3 Hardware Component
Hardware and software design of the device is flexible and
tolerance for the purpose of reliability in practical use. Each link is
designed delicately; to make sure it operates stably, reliably and with
strong anti-jamming capability.

Within the dot line is the internal structure of the device. The
Master unit is connected with Man-Machine interface (MMI) through
serial port RS232, and connected with each functional plug-in unit by
internal fast bus. These functions of communication are integrated
within CPU, and lead to high reliability and powerful noise resistance

3.1 Case Structure


Standard 19 inches and 19/2 inches cases with 4U height are
both used in CSI-200E.
There is a big LCD (liquid crystal display), working indicator light
(if operating, remote, unlock, the light is green; and if alarming, on the
spot, it is red.), Sifang operating keyboard, local emergent operating
keyboard, etc.
Front plug-in and plug-out structure is adopted, which means
plug-in units should be inserted and withdrawn from the front of the
device. Plug-in units are connected to each other through jacks of the
bus-board. The bus board is settled on the backboard of case.
Jacks of the plug-in units are shown as figure 3.2.

This kind of structure has the following advantages:


1. Front plug-in or plug-out is convenient for units’ checking and
maintenance, because a plug-in unit can be pulled out of the case
without changing any external connection.
2. Each plug-in unit can be equipped with it’s own connection jack.
There is only device internal used loop of three voltage grades: 5V、
±12V and 24V on the bus-board. High-voltage and low-voltage
parts are completely separated on every functional sub-module,
reducing external electromagnetical coupling in the low-voltage
part, and increase noise resistance, promote the reliability and
security.
3. Connection on the bus-board is disposed in bus-mode, which
makes device achieve great flexibility on functions; replace, add or
remove plug-in units, according to user’s needs, to extend or
change function of the device.
4. All plug-in units can be designed as module-oriented.

3.2 AC Input Plug-in Unit:


Plug-in units of AC mainly achieve following tasks: calculating
r.m.s. value(effective value) of voltage and current, value of
zero-sequence voltage and current (3U0 and 3I0), value of active power

and reactive power, frequency, 2~13 harmonic, etc. Otherwise,


synchronization function can be provided with the help of the Master,
AC, and the DO plug-in units.
A Plug-in of AC can collect 12 analogs with two different
configurations:
1. 8 voltage(U1a ,U1b ,U1c ,U2a ,U2b ,U2c ,U3 ,U4),4 current(I1,
I2,I3,I4).
If three-meters is used to calculate power, U1a, U1b, U1c and I1,
I2, I3 work as a whole group for the first calculating spot. I1 should be
connected with Ia, I2 should be connected with Ib, and I3 should be
connected with Ic. After connecting external cable, hardware
configuration will be downloaded to the master unit by means of
configuration software on PC.
2. 6 voltage (U1a, U1b, U1c, U2a, U2b, U2c), 6 current (I1a, I1b,
I1c, I2a, I2b, I2c)
If two-meters is used to calculate power, U1 should be connected
with Uab, U2 should be connected with Ubc, I1 should be connected
with Ia, I2 should be connected with Ic;
If three-meters is used to calculate power, U1a, U1b and U1c
should be connected with I1a, I1b and I1c, in order to calculate the
first power value. And U2a, U2b and U2c should be connected with
I2a, I2b and I2c to calculate the second power value.
To assure the accuracy of measure, hardware loop of frequency
measurement is used in CSI-200E to trace frequency disturbance only
with a shortest delay. The hardware loop of frequency measurement is
shown as Figure 3.3

PT and CT of special measure grade is used for the purpose of:
1. Need no external operational amplifier; equipped with an
internal load resistance. It can directly output voltage from
0V to 5V, and may be connected with A/D converter. The
structure of analog collection channel is as Figure 3-4:
2. CT measure precision is of high quality; current value curve

rapidly enters the linear section.


3. Phase shift of CT or PT is very low (less than 0.1 degree).
And precision of the power measure is high.

For synchronization, the remote synchronization voltage should be
connected in two ways:
1. In case of 8U/4I: the opposite corresponding period voltage
should be connected with U2, U3 and U4
2. In case of 6U/6I: the opposite corresponding period voltage
should be connected with U2.
Synchronization LC (logical contactor) and PLC (Program logic
controller) can inform device which connector is connected. It is the
setting table’s duty to decide if the synchronization voltage is a
line-voltage or a phase-voltage.
AC can calculate and decide if the condition of synchronization is
satisfied after receiving the synchronization command. If satisfied, it
would send synchronization close command. If not, it would report the
reason why the condition is not satisfied. For example, remote voltage
is lower or higher, remote frequency is lower or higher, remote
phase-angle is smaller or larger, etc.

3.3 MASTER Plug-in Unit


Master mainly achieve following functions: storing messages;
organizing messages; PLC programming and web-communication.

The unit’s main CPU is high-powered 32 bit MCU. RAM of great
capability, along with the storage of FLASHROM, endow it with great
ability to dispose data and record
Record of running and operation can be completely memorized by
MASTER. Data would not lost in case of power down
Embedded Ethernet interface is equipped on MASTER. The unit
can also provide interface of LonWorks and RS485. Through these
interfaces, CSI-200E can connect relays of the bay with the
supervisory system.
MASTER has hard-clock. The CMOS chip has high precision,
without Y2K problem. In hardware designing, two method of time
synchronization have been considered: second pulse signal of GPS
time synchronization and time synchronization of IRIG-B. (At present,
software can synchronize by GPS). In GPS mode, entire sub-station
time synchronization is more convenient.
MASTER is connected to MMI through serial link. It not only
sends messages to MMI for display, but also receives configuration
table of device and PLC logic sent by the PC.

3.4 Man-Machine Interface (MMI) Plug-in Unit


The core of MMI is SCM (Single Chip Micyoco) of 16 bits whose
bus does not exceed chip. Its major function is to show all kinds of
information of the device, to respond to keyboard operation, and to
communicate with PC.
The screen of MMI can show eight rows and fifteen columns of
Chinese characters, totally 120 Chinese characters. MMI is clearly
and friendly, and can be operated in a simplest way.
The device can show outline diagram of the bay. Users can run

“configuration table maker” software on PC, select “main connection


creation” item in the menu, pick up components (breaker, switch,
connections, etc) provided by software, then draw outline diagram.
The software will translate all configurations into special codes, which
can be accepted by CSI-200E. Then the codes will be downloaded into
device via RS-232 serial link, and then stored in EEPROM. After all,
outline diagram can be shown on the LCD.
Keyboard operation can be divided into two kinds. Under the
screen is a row of function keys for local operation. When operators
correctly enter the local mode, they can execute the functions of
controlling (trip/close) through the local MMI panel.

R/L → Switch within three modes: remote, local, emergent
unlock.
Only in local mode, can all the other five local operating keys be
in effect.
To enter local or emergent mode needs password checking.

What is shown in the information screen is mainly the analog,
which is concerned by the user.

Each trip/close operation needs to be confirmed.
Sifang special keys, which serve as routine interface between the
user and the device, are at the right side of the screen. Their tasks are
as follows:
1. Setting some system information: clock modifying, password
modifying, and LC switching.
2. Checking current value of the device, including current state
of switch, r.m.s. of analog, harmonic, zero-drift, temperature,
etc.
3. Checking stored report, including running report and
operation report. It provides three convenient searching
methods for the user: newest report presenting, time sorting,
date sorting, etc.
4. Checking setting, or to modify.
5. Testing device, such as DO driving, etc. When testing,
messages will not be kept in store.
6. Calling for help, such as version code of a plug-in unit and
operation guide.
7. Configuring system information of the device, such as IP
address and the amount units.
8. Adjusting Contrast of LCD. It will prevent LCD from being
damaged by terrible environment.
9. Measuring and showing the interior temperature, for the
user can easily realize the running state of device.

3.5 Digital Input (DI) Plug-in Unit


The functions of DI unit are: inputting status of switch (single
position or double position status), inputting BCD or binary code (tap
information), inputting impulse, etc.
Status input can collect the state of switch, state of breaker,

information of all kind of relays, other common signal, etc. BCD input
includes collecting information of water level, state of tap, etc. Impulse
input includes collecting positive direction active power, reversed
active power, positive direction reactive power and reversed reactive
power, etc.
DI unit can be divided into two types: one with CPU is named
basic unit, the other one without CPU is named extended unit. Both
can be inputted with 24 digital signals, which are divided into four
groups (8+4+8+4). Each group has one common terminal, which can
be connected with each other if needed. Function of each group can be
configured flexibly in order to reduce hardware cost.
Tap position information can only be inputted into the first group
of the first basic DI unit.
Configuration table is defined group by group. The information
character within one group is completely identical. Debounce
time-delay (time of bounce eliminating and time of debounce) of the
device can be divided into two types: long time delay and short time
delay. Unit of the former is 100ms, and unit of the later is 1ms.
Concrete noun is setting by preset value. The time scope of debounce
is from 1ms to 25s
Each DI can be defined as long time delayed class or short time
delayed class. It also can be defined as normal mode (do not generate
SOE record) or SOE (synchronously generate normal state information)
typed mode. Each DI change can drive electrical bell or electrical
alarm, according to the configuration. All above is completed during
the setting process.

3.6 Digital Output (DO) Plug-in Unit


DO unit has 14 pairs of output contacts. Capacity of the contact is
5A. It can achieve control of devices, including switch, breaker and
tap with load (increase, decrease, emergent stop).
Definition of the contacts is decided by user defined PLC logic. The
width of each DO impulse can be changed by user’s wish, meeting all
kinds of demand.
DO connection arrangement is shown in Figure 3-8.

3.7 DC Thermometric (DT) Plug-in Unit


This unit can collect 5 temperature or DC signals. Firstly, connect
DC or thermo-resistor needed to the transmitter terminal, and then
connect transmitter terminals to the 5 DC input terminals of the
device. Three-wire connection is recommended in thermo-resistor
direct measurement, in order to counteract the effect on
thermo-resistor measurement accuracy, which is caused by wire
length.
The device has the capacity of 4 DC thermometric plug-in units,
and user can set properties of each channel by downloading
configuration table with the help of assistant software.
Figure 3-9 shows the principle of signal collection and processing.

3.8 Power Plug-in Unit


It is a DC inversion power plug-in unit. DC 220V or 110V voltage
is applied. After the anti-interference filter, 4 groups of DC voltages
needed by the device are output by this plug-in unit, that is 5V, ±
12V, 24V(1) and 24V(2). There is no common ground terminal for the
4 voltages. Meanwhile, the floating grounding is adopted, not
connected with the shell. See Figure 3-10.

Usage of each voltage output channel is as follows:
1. 5V is for CPU power supply;
2. ±12V is for analog system power supply;
3. 24V(1) is for driving output relays;
4. 24V(2) is for power supply of external DI.
C18、C20 of 32-pin power plug-in unit are idle contacts. In case
of power down or the unit internal failure, they will output alarm
signals.

4 Programmable Logic Control (PLC)


With the help of PLC, bay-oriented anti-misoperation logic block,
synchronization checking, abnormal switch trip alarm, auto-backup
can be put into use.
PLC logic generator utility, which is a software run on PC, is
provided. It is tree-structured, just similar with Microsoft Explorer.
Programming is not necessary for the users and engineers. The only
thing they should do is to fill-in I/O block according to the ladder
diagram. Then directly download it to the device via the serial
interface. These steps can achieve all functions, and greatly reduce
the burden of engineers.
I/O block consists of different nodes. Filling in I/O block means to
select corresponding nodes according to ladder diagram, and then
configure them. These nodes can be classified into 3 types by their
properties: physical node, normal logic node and generalized node.
See the table as follows.
Physical Indicate real contacts of the device, including binary
node input contacts and binary output contacts.
Indicate output nodes of virtual relay such as
Normal logic
intermediate relay, time relay, impulse relay and
node
control relay.
Indicate nodes of AC measurement CPU, DC
Generalized
measurement CPU. Including voltage, current, power

and frequency.

4.1 PLC Node Types:


PLC nodes applied to fill in I/O block can be divided into 8
groups:

4.1.1 Status input relay


It describes the DI status of the device, corresponding with
terminals of the DI plug-in unit. When filling in input block, it is not
belongs to a separated kind of node, but directly related with DI node.

4.1.2 Output relay


Output relay is real. As the result of logic control, it drives
objects controlled, corresponding with output terminals of DO plug-in
unit. When filling in output block, it is not belongs to a separated kind

of node, but directly related with DO node.

4.1.3 Intermediate relay


It is virtual relay for interior logic operation.

4.1.4 Time relay


Time delay of relay can be configured (1unit=10ms). There will be
no output without input being held during the time delay period.

4.1.5 Impulse relay


Output holding time of relay can be configured. If input signal
disappeared, output signal could be held during the configured time
delay.

4.1.6 Remote command relay


Trip and close relay is included, respectively corresponding with
remote trip/close command sent by supervisory system.

4.1.7 Generalized node


Judgment related with physical values is introduced into ladder
diagram as a generalized node. In measure and control device, it
mainly includes synchronization-checking, standby power supply
automatic launch.

4.1.8 Command Check-back relay


After receiving remote trip/close command, a check-back confirm
should be sent no matter the operation succeeded or not.

4.2 Node Operation Command:

4.2.1 SET operation:


Set operation is to do self-holding operation on the relay. Once
triggered, relay will not be affected by input until RESET command is
received.
Only apply to intermediate relay and output relay.

4.2.2 RESET operation:


Do reset operation on the relay. It always follows SET operation.
It is applied to intermediate relay, output relay and command
relay.

4.2.3 OUT operation:


Do output operation on the relay. Output depends on input
conditions. No input, no output.
It is applied to output relay, intermediate relay, time relay, impulse
relay, and trip/close feedback relay.

4.2.4 CJP operation:


Jump sentence. Use certain external input to disable some
branches of the ladder diagram.

4.3 PLC Programming Skill


Each relay has a pair of normally closed contacts and a pair of
normally open contacts. There is no limit on service life because they
are virtual contacts.
Time relay is preferred when output delay is needed after receiving
input expected.
Impulse relay is preferred when output-holding delay is expected
after input disappeared.
Units of time delay parameter for time relay and impulse relay are
both 10ms.
Command check-back relay can be used to inform the result of
remote command. Corresponding status should be responded after
the operation, and acts as an input of the command check-back relay.
The program will compose a success report when the command
check-back relay has the same index as the command relay, and
meanwhile reset the remote command relay.

4.4 Synchronization Check by PLC

4.4.1 LC Setting
Totally 10 LCs were set for synchronization checking function. See
them as follows:

The former 3 LCs are called synchronization mode LCs, the rest
are called synchronization node LCs.
For 8U/4I AC plug-in unit, U1, U2, U3 and U4 are related to
external terminal respectively. U2A and UN must be used as
measuring voltage channel when the second power measurement node
is referred.
Fixed mode for synchronization node is special for the 8U/4I AC
plug-in unit. When this LC is put in operation, synchronization mode
is fixed at U1 and U4.
For 6U/6I AC plug-in unit, only U1 and U2 voltage channels are
in effect, mainly used for measuring. 8U/4I plug-in unit is strongly
recommended when synchronization checking function is applied. If
6U/6I is requested for synchronization checking function, only 1/2
node synchronization can be applied. Note: only U2A and UN can be
used as measuring voltage channel when the second power
measurement node is referred.
During the operation of LCs launch or LCs quit, only one of the
synchronization mode LCs can be in the status of “online”, so do the
synchronization node LCs. If one LC is already online, to launch any
other LC of the same type will automatically quit the online LC.

4.4.2 The Realization of Synchronization Function


When Master unit receives close command, it checks its LCs’
status. If the status of LC meets the synchronization condition,
broadcast close pre-command. Otherwise, require the supervisory
system for a command of Synchronization node LC launch operation
from, then broadcast close pre-command after proper launch action.
During the synchronization process, a synchronization mode LC must
be online.
Both AC plug-in unit and binary output plug-in unit can accept
pre-command. When AC unit receive pre-command, it’s validity would
be verified. If the condition is met, send close command to the DO
plug-in unit. When DO plug-in unit receives the close command,

compare it with pre-command, then execute close if satisfied. AC unit


will sends callback command to DO plug-in unit after 0.5 seconds
delay to release the relay.
Synchronization function can be divided into three modes:
quasi-synchronization check mode, synchronization check mode and
non-voltage check mode. The mode is decided by synchronization
mode LC.
Principle: In quasi-synchronization mode, CLOSE is forbidden in
case of non-voltage;
In checking synchronization mode, CLOSE can be executed no
matter non-voltage check permits or not.
In non-voltage check mode, CLOSE can be executed when any
side is non-voltage.
Steps are as follows:
1. Regard synchronization as a virtual relay. When some operation
objects need to be synchronized, first output synchronization relay,
and then drive out by synchronization nodes.
2. Synchronization by remote control:
A single breaker can be operated in two modes: direct close or
synchronization check close. These two modes both can be achieved
by synchronization LC. An example is as follows:

In the example above, a synchronization relay will be outputted


according to PLC when a synchronization LC is online. At the same
time the MASTER unit sends a synchronization command to AC unit.
After receiving the command, AC unit will check the synchronization
conditions according to settings, and directly drive DO terminals if
passed. This process is the same as synchronization check close.
When all synchronization LCs are offline, synchronization check
is not needed after receiving remote command 1, but directly drive DO

terminals. This process is the same as direct close.


3. This logic diagram should be completed by engineers, and then
be downloaded to CSI-200E from PC.
4. Launch synchronization soft LC of CSI-200E by supervisory
system remote command or by local MMI operation, and add a
synchronization frequency channel in the AC channel table of the
device with the configuration software; thus CSI-200E can send
message of voltage and frequency values of local and remote, which is
going to be synchronized, to the supervisory system via Ethernet.
5. By local MMI operating, configure synchronization setting,
including voltage difference, frequency difference, phase difference,
synchronization phase, voltage range, slip, leading time and so on.
6. The supervisory system can get the voltage, and frequency of the
both sides of the breaker, which are going to be synchronized.
According to these values, comparing with the configurations, the
supervisory system can make decision whether it will execute
synchronization close on the breaker.
7. After receiving synchronization close command, CSI-200E does
close operation according to PLC. Time delay is 4 seconds for
synchronization check, 20 seconds for quasi-synchronization mode.
Operation will fail unless all conditions are met during the time delay.
A report of fail reason will be delivered in quasi-synchronization mode.

5 Application
5.1 Typical Configuration
Because of the remarkable flexibility of CSI-200E, a typical line
configuration scheme is bay-oriented. According to practical
requirement, 25 optional typical configuration schemes are present as
shown in appendix table 1.

5.2 Special Requirement Configuration


Users may need some kind of types different from the 25 typical
configurations mentioned above. Configurations similar with the
typical options are recommended. However, special configuration can
be arranged in accordance with special requirement.
Different requirements of practical applications had been
concerned in structure design of CSI-200E. Configuration software
and PLC programming have been used for preventing from modifying
source code at times. As the result, it leads to high reliability.
Configuration table and PLC can be downloaded with the
assistant software to the device. Some setting can also be modified
through the MMI panel. Once configuration table and setting values
are determined, the device function is determined.

Specification and direction:


1. The configuration table of CSI-200E is provided for application standardization. All listed in the table is preferable
for normal use. The items marked with “*” are most usually applied. Practical configuration can be different from
the standard options. The description of each item is not a strict specification.
2. The maximum capacity is: 4 DI units (2 basic units and 2 extended units); 3 AC units; 4 DO units; 2 DT units.
3. CSI-200E especially equipped for main transformer of 220KV and above should be arranged respectively for each
side. Exception can be used in case of less I/O. A separate common used CSI-200E should be arranged for a main
transformer of 220KV and above.
4. Separate CSI-200E should be arranged for bus-equipment bay of 220KV and above.
5. 5 CSI-200E bays should be arranged for each set of 3/2-breaker connection, in a sub-station of 220KV and above.
6. If Master-C(disturbance recorder) is needed, a letter “L” should be added at the end of the model code, for example
CSI-200E/18L. And meanwhile, a string “L10” should be inserted at the corresponding position of the ordering
code, for example A15M10N10L10I10O10P12X11.

NOTE:Usually, Master-C unit is not needed in common used bay.


19-inch case must be used if Master-C unit is required in CSI-200E/1、CSI-200E/9.
Because CSI-200E/4 has no more room for Master-C unit, extra device is recommended.
