1.0 Description
Tercel Oilfield Products Middle East is a leading manufacturer of drilling tools, utilizing
Computer Numerically Controlled Machinery to produce high quality roller reamers, hole
openers, string stabilizer, near bit reamer stabilizers and VDR’s for the oil and gas industry.
It is based in the Jebel Ali Freezone, Jebel Ali, United Arab Emirates and have approx 60
employees.
The manufacturing process involves cutting of raw materials, machining, turning, boring, honing,
preheating prior to welding, hard-facing, assembly and painting to produce final products for
dispatch to customers.
The integrated Corporate Engineering and Design team specializes in developing new products,
while continually improving the performance of existing products and working with customers to
provide specific solutions to product application requirements.
The manufacturing process is supported by expertise in key business functions, Sales and
Marketing, Information Technology, Finance, Planning and Logistics, Human Resources,
Warehousing and Quality, Health & Safety and Environment to ensure a high level of Customer
Service and Quality.
Tercel Oilfield Products Middle East has initiated and maintains an H&S Management System
(H&S MS) which is described in this manual.
The H&S System represents a means of ensuring that the effects of the business, products and
services of the company are in accordance with the QHSE Policy of Tercel Oilfield Products
Middle East and comply with the objectives and programmes of the business.
Tercel Oilfield Products Middle East has therefore taken steps to:
Prepare a set of procedures and instructions in line with the requirements of OHSAS
18001:2007
Implement the procedures and instructions contained herein.
In the introduction of this H&S Management System, Tercel Oilfield Products Middle East has
taken into account the local regulations and standard provisions which needs to complied with,
and which are considered to be an essential prerequisite for a correct approach to H&S
implementation.
This H&S Management System is documented, implemented, maintained and kept up to date
by means of procedures, instructions and checks and is part of a formal document control
system.
All H&S Procedure relevant to this manual are maintained in the “Health & Safety Operations
Manual”.
Section 2 Planning
This section details the information reviewed by Tercel Oilfield Products Middle East on H&S
law, hazards and risks associated with its activities and materials in order to set its H&S
objectives.
Tercel Oilfield Products Middle East assesses its compliance to all relevant H&S legislation at a
local level for Compliance to JAFZA EHS and Dubai Municipality Technical Guidelines. A
Register of existing legislation and regulations that are relevant to the business is available
(OHS-HS-002(b)). Trade licenses, waste disposal licenses and any other licences required for
the continued legal operation of the site, including conditions and dates of expiry are held with
the HSE Officer.
Based on the review, legal compliance will be audited annually and/or whenever a significant
change is made in Tercel Oilfield Products Middle East operations or a new law is introduced by
Dubai Municipality / JAFZA
A list of current regulations applicable to Tercel Oilfield Products Middle East is available in the
Register of Applicable HSE Regulations (OHS-HS-002(b)), which is maintained by the HSE
Officer.
Continuous ongoing assessment of the relevant standards are maintained and will be updated
for the applicable operations within Tercel Oilfield Products Middle East.
Tercel Oilfield Products Middle East has a Risk Assessment Standard Operating Procedure
(OHS-HS-003) as per the OHSAS 18001:2007 standard, wherein the risks associated with the
different work areas are listed out and precautionery actions taken to mitigate them are
documented. This assessment will be continuously updated and will be taken into consideration
while setting up the Health & Safety objectives.
All risk assessments are maintained within the Risk Assessment File. Risk Assessment
Standard Operating Procedure (OHS-HS-003) will be assessed using a Hazard Identification
Checklist (OHS-HS-003(b)). A quantitative Risk Assessment Worksheet carried out using (OHS-
HS-003(c)). All requirements are maintained in a Risk Assessment Action List under OHS
Master Action List.
This section sets out the short and medium term objectives for Tercel Oilfield Products Middle
East H&S Management Programme.
The QHSE Manager will draw up a list of suggested H&S objectives & action plans, based on
performance, legislation requirements & corporate objectives for the coming year. Objectives
are agreed upon and prioritised by the Management Committee at the Annual Management
Review Meeting.
Each objective will have a defined accountable and responsible person, timescale, KPI to
assess effectiveness.
Requirements from H&S Management Programme will be drawn up by the Business Unit
Managing Director in time to be included in the budget presentation.
This section defines the organisational structure of Tercel Oilfield Products Middle East on H&S
issues, the type and extent of resources and the supporting training and communication
programmes.
Function Responsibility
(1) Provide Leadership and assign HSE performance equal to all other
CEO business activities
(2) Ensure Management are accountable for their H&S responsibilities
(3) Appoint a member of the Senior Management Team responsible for
H&S Compliance
(4) Ensuring the board are fully appraised by HSE issues
Business Unit
Managing (1) Sees to policy implementation effectively, monitor, develop and

(3) Keep all H&S equipment, PPE , H&S control measures in good order
and reporting any issues.

performance on a monthly basis

and regulations throughout the purchasing, manufacturing and
distribution process.

Additional Responsibilities
All employees at a minimum, when working in the workshop shall wear coveralls, safety shoes /
boots, goggles, safety gloves and ear plugs.
Operation of equipment, manual handling and certain operations will require Eye Protection,
Hearing Protection, Hand Protection and Face Mask.
A special type of Personal Protective Equipment such as heat / flame resistant PPE is required
for welding and hard-facing process.
These have been identified by Risk Assessments carried out within the workshop and are
identified in the relevant machine or work instruction manual.
The appropriate mandatory health and safety signs and signals shall be observed at all times.
Tercel Oilfield Products Middle East has a formal annual appraisal programme, supplemented
by regular monthly briefing meetings to:
The training needs for staff of Tercel Oilfield Products Middle East will be identified at the
annual appraisals, and training records are maintained.
Tercel Oilfield Products Middle East will train all staff wherever appropriate or as needs are
identified. All new staff, on joining the Company, will receive H&S Induction Training and H&S
Awareness Training during the first year. More detailed technical HSE Training will be provided
for nominated staff, based on job requirements. External training courses will be carried out
where practicable. The QHSE Manager, or HSE Officer, will carry out internal training in relation
to current agreed objectives and also H&S awareness.
Records of training programmes will be kept on file by the HR Department as long as the
employee is in service.
HSE Training Standard Operating Procedure (OHS-HS-005) refers to specific requirements for
HSE.
Tercel Oilfield Products Middle East will advise its employees of H&S issues, policies, plans and
progress of improvement plans and programmes, KPI’s on a monthly briefing basis.

Customers on the safe use and disposal of its products in line with the procedures detailed in
relevant technical manuals supplied to customers.
Details of communication procedures under OHS-HS-006 “Health & Safety Consultation and
Communication Standard Operating Procedure”.
This section establishes the data bank of information to be held at the Tercel Oilfield Products
Middle East site.
Each individual within the organisation will have access to all manuals relating to the
company’s H&S and quality management system through assigned personnel.
All documentation will be reviewed, continuously by the QHSE Manager or HSE Officer and
other related functions and updated if necessary.
Documentation will be controlled as for the Health & Safety Documents & Record Control
Standard Operating Procedure (OHS-HS-011) refers.
Tercel Oilfield Products Middle East will establish and maintain document procedures for
controlling all standard documents where practically required by OHSAS 18001:2007 standard.
The document control procedure have previously been established for ISO9001:2008
implementation and these will be applicable for HSE Document Control.

All procedures and documents will be identified in the H&S Master Documents List
(OHS-HS-011(b)) where updates and revisions tracked. Obsolete documents will be archived.
All procedures will be issued electronically and will be maintained in such a manner to ensure
that they can be located, are periodically revised and approved by the authorised personnel.
This section refers to the operational controls put in place by Tercel Oilfield Products Middle
East.
Operational controls where appropriate have been put in place after identifying operations and
activities that have significant risk and these are detailed in the Risk Assessment Standard
Operating Procedure (OHS-HS-003).
Operational Control Standard Operating Procedures have been established for activities where
there is residual risk and covers the following:
3.6.1 Documentation
Documentation dealing with operational control of the activities and operations having
significant risk are dealt with within the relevant Standard Operating Procedures within the H&S
Management System.
Operating criteria have been established for the activities and operations having significant risk
where appropriate and are dealt with relevant H&S Work Instructions.
Any H&S incidents / near misses and accidents taking place within Tercel Oilfield Products
Middle East facilities, including those involving third parties, or with the potential to cause
significant H&S risk must be reported by any employee immediately to the QHSE Manager,
HSE Officer, Manufacturing & Planning Manager, or the Joint Health, Safety & Environment
Committee (JHSE) representative.
Once an initial assessment has been made, the Business Unit Managing Director must be
informed. In the case of a potential breach of legislation or serious incident, the Business Unit
Managing Director, must inform the QHSE Manager. Any incident / near miss or accident
reportable to JAFZA EHS Department, Dubai Municipality or to the Police will be communicated
to the QHSE Manager immediately.
The QHSE Manager will ensure that the H&S impact of emergency incidents / near misses is
incorporated in all site emergency plans and procedures. These must take into account site risk
assessment information and legal reporting requirements.
The HSE Officer will maintain a record of ALL incidents / near misses involving Tercel Oilfield
Products Middle East, employees, property and any incidents / near misses involving customers
or visitors to Tercel Oilfield Products Middle East locations.
The procedure for reporting of incidents / near misses both internally and externally is contained
within procedure OHS-HS-007 “Accident & Incident Investigation Standard Operating
Procedure”.
This section deals with the procedure for dealing with Emergency Preparedness and Response.
Tercel Oilfield Products Middle East have prepared an "Emergency Preparedness and
Response Standard Operating Procedure" (OHS-HS-008), which deals with the Emergency
Situations such as:
Fire/Explosion
Medical Emergency and Fatalities
Major Environmental Spillage
Civil Acts and Security Issues
Terrorism
Periodic review and revision of the emergency preparedness when necessary, shall be carried
out particularly after the occurrence of accidents or emergency situations.
Periodic tests of such procedures shall also be carried out where practical and include all
relevant employees. The Emergency Plan will be formally audited as part of the Internal Audit
Schedule in QMS-QA-003(g) of Health & Safety once a year.
Any visitors, contractors working on site will be informed of Tercel Oilfield Products Middle
East's policy, especially emergency response, before entering the site or start to work on site.
The Standard Operating Procedure for Emergency Preparedness & Response, control of
visitors and contractors are contained within OHS-HS-008.
Tercel Oilfield Products Middle East have devised procedures for monitoring and measuring on
a regular basis the key characteristics of the company's operations and activities capable of
having a significant impact on performance.
Periodic evaluation of the company's continual compliance with relevant H&S legislation will be
at regular defined audits.
Health & Safety Monitoring Standard Operating Procedure (OHS-HS-009) consists of Internal
HSE Audits, Workplace Inspections, Vehicle Safety monitoring, and Safety Ticket Violation.
Audits are carried out against a defined schedule, workplace inspections twice a month for the
workshops and monthly for the offices.
Findings, Preventive, Corrective actions are discussed at the Monthly Management Reviews by
the Management Team.
Monitoring of performance is also included within the KPI’s measured and reviewed in
OHS-HS-006 “Health & Safety Consultation & Communication Standard Operationg Procedure”.
Tercel Oilfield Products Middle East have documented procedures for investigating the cause of
any non-conformance. The QHSE Manager, or his designated representative, will review
processes, work operations and customer complaints and take action to detect and eliminate
potential causes of non-conformances.
Any corrective or preventive action taken to eliminate the causes of actual or potential non-
conformities shall be to a degree appropriate to the magnitude of problems and commensurate
to the risks encountered. The corrective & preventive actions taken will be reviewed through the
risk assessment prior to implementation.
The QHSE Manager is responsible and authorised to ensure that corrective actions are
implemented and they are effective. Necessary changes, if any, in procedure are recorded and
implemented as per QMS-QA-006 “Preventive & Corrective Actions Standard Operating
Procedure”.
Preventive & Corrective Actions are covered in the Quality Management System under
“Preventive & Corrective Actions Standard Operating Procedure” QMS-QA-006.
This section sets the criteria for maintaining reliable and accessible records essential to an H&S
Management System.
Systematic H&S records related to this standard will be held by the QHSE Manager.
They are stored safely to be retrievable. Their contents shall be complete and correct. Minimum
retention periods are those specified by legislation or as defined by the period specified by the
Company.
Records are maintained and reviewed under procedure OHS-HS-011 “Health & Safety
Documents and Record Control Standard Operating Procedure” and there is a defined retention
period for all Health & Safety Records, which is detailed in the Health & Safety Controlled
Records List (OHS-HS-011(c)).
Tercel Oilfield Products Middle East will complete audits in accordance with the audit plan as
defined by the QHSE Manager to assess legal compliance and performance against its policy
and objectives and compliance with OHSAS 18001:2007.
These will be carried out by the Companies Trained Internal Auditors and results of audits are
presented to the Management Committee and Business Unit Managing Director and follow the
procedure OHS-HS-009 “Health & Safety Monitoring Standard Operating Procedure”. All audit
documentation will be maintained in the H&S Internal Audit File.
Tercel Oilfield Products Middle East has introduced a work place inspection programme which
is designed to spot and record hazards in the workplace.
The Inspection schedule will be prepared in advance by the QHSE Manager and issued to
Departments. The schedule will involve the management team at rotational pattern.
The workshop will be inspected twice a month using a pre-prepared checklist by the assigned
person in the inspection schedule. The checklist with all its reported outages will be reported to
the QHSE Manager. Explaning details of any non-conformances. The QHSE Manager and/or
the HSE Officer will take proper corrective actions. Health & Safety Workplace Inspection
Checklists (OHS-HS-009(b)) and (OHS-HS-009(c)) will be mainted in the record file and
summary of main repetitive outages will be reviewed in the monthly Management Review
Meeting (MRM).
This section sets out the review process used by the Tercel Oilfield Products Middle East
management to set and control its policy, objectives and programmes.
The JHSE committee will meet on a Quarterly / as per required basis to review progress of H&S
Objectives and Plans including training needs.
A record of the review will be filed and form part of the H&S Management Systems Records.
HSE Performance will be reviewed Monthly combined with the Quality Management Systems
Meetings.
The review of the H&S management system will take into account:
An H&S report will be prepared by the QHSE Manager, or designated person for review by the
Management Team. A record of the review will be filed and form part of the H&S Management
System Records.
The QHSE Manager will prepare a report on the yearly H&S performance and this will be
reviewed by the Management team at the AMR. The report will take the same format of the
AMR and define the highlights and lowlights of the yearly QHSE performance with particular
highlights on the following:
The annual Management Review Meeting shall be scheduled in the first quarter of each year as
part of the Annual Quality Management System Review.
When an external audit has been undertaken the Business Unit Managing Director and
Management Team will carry out a formal review of the audit report and the QHSE Manager will
establish an action plan to deal with any adverse findings.
Section 6 Documentations
