CONTEST RULES

KEY DATES

• Admission of short films: from the date of publication of these contest rules until 1 June
2018, at 12:00 p.m. (Spanish time)

• Visualization and online voting of the short films presented in Open: from the date of
publication of these contest rules until July 19, 2018, at 23:59:59 (Spanish time)

● Communication short films selected for the Official Section: from June 20, 2018

● Sending of the digital files of the selected short films: In the second fortnight of June of
2018

● Communication of the calendar of the Projections Agenda: as of July 6, 2018

● Opening: 13 July 2018 at 22:00 (Spanish time)

● Projections of the "Mostra´t" Sections (non-competitive): From 13 to 19 July 2018,


between 21:30 and 22:00 (Spanish time)

● Projections in the Official Section: 13-19 July 2018, from 22:00 (Spanish time)

● Closing Ceremony : 20 July 2018, from 21.30 (Spanish time)

● FICIE screenings at Filmin: July/August 2018 (see section "FICIE Channel at Filmin")

● The prize money is 13,500 euros

WHO CAN PARTICIPATE?

Any natural person over 18 years of age or any legal entity may participate and/or compete,
regardless of nationality. There is no limit to the number of short films a single
Author/Producer/Distributor can participate in.

WHAT TYPE OF SHORT FILM CAN PARTICIPATE?

The Author/Producer/Distributor may submit as many short films as he or she wishes that have
been produced after January 1, 2016.

The short films are audiovisual productions of up to 25 minutes and must be fiction, animation
or documentary in the supported video formats avi, mov, mp4 and mkv and with a resolution of
1920x1080 and with a weight of 500 megas supported by the official website of FICIE and also
on the associated online platforms.

In the Mobile Film Maker category, the duration will be up to 15 minutes and the video formats
will be the same as the previous ones. They can also participate through the associated online
platforms described below.

Reduced, modified or extended versions of other short films will not be accepted, nor may they
have been presented in previous editions of FICIE or under any other title. Commercial
advertisements, videoclips or trailers of other films or unfinished works (work in progress) are
also not allowed.

If your language is not Spanish you will need to have the subtitles inserted in Spanish. The FICIE
online platform at www.festivalcineelx.es supports separate srt subtitles.

HOW DO I PARTICIPATE?

The Author/Producer/Distributor may submit as many short films as he/she wishes from the
date of publication of these rules and until 12:00 pm (Spanish time) on June 1, 2018 on the
FICIE website at www.festivalcineelx.es or on the associated online platforms described below.
We will NOT accept physical shipments via postal services and/or courier services.

The online platforms associated in this edition are Click for Festivals, Movibeta, Filmfreeway and
Festhome. There you will also find the terms and conditions of this edition of FICIE in English.

If the contestants wish to register through the FICIE website at www.festivalcineelx.es they may
opt for one of the two modalities of participation after registering on the FICIE website:

● In Open: the works can be viewed in their entirety on the official FICIE website for the
purposes of viewing, voting and recognition.

● Restricted to the Jury: the contestant will expressly indicate that he or she wishes his or
her works to be seen only by the Jury and will only be exhibited if they enter the Official
Section.

All the short films presented on the associated platforms will appear on the official FICIE
platform. All short films that wish to be shown only in the eyes of the Jury will appear in the
same way on the official FICIE platform at www.festivalcineelx.es.

There is no need to upload digital files to the FICIE website: whether it is Open or Restricted to
the Jury, the Author/Producer/Distributor may also "embed" or "copy and paste" directly their
short films that are posted on their Dropbox, Vimeo and/or Youtube profile directly on the
official FICIE platform, as discussed below.

● Embedding from Vimeo

The official FICIE application is also capable of embedding files from Vimeo, as shown in the
attached image. All you have to do is enter in the'Video ID' field the numbers behind the video
url that begins with 'http://.vimeo.com………

In the example https://vimeo.com/209266360 the ID of the video to be annotated would be


209266360.

● Embedding from Youtube

The procedure would be very similar to the previous one. The ID of a video on Youtube is the
combination of numbers and letters that come after "v=" in the Youtube link in the browser bar:
http.:///www.youtube.com/watch?v=(here would be the ID)

Both the official FICIE platform and the online partners do NOT distribute these contents to third
parties or display them on their websites without the Author/Producer/Distributor's consent.

The Author/Producer/Distributor may at any time request the deletion of any work he/she has
submitted to the competition by sending an e-mail to festivalelche@cajamediterraneo.es

In order to preserve the rights of the Authors/Distributors/Producers, at the end of the 41st
Edition of FICIE, all short films uploaded, both open and private, to the FICIE website will be
removed and links to the associated online platforms will also be deactivated.

At the time of registration, both on the official FICIE platform and in the associated ones, the
Author/Producer/Distributor will have at their disposal a menu where they can choose the
category and prize in which they wish to register their short films.

The Organization will contact all participants to confirm or not their effective participation in the
41 FICIE.

WHEN, WHAT SHORT FILMS ARE SCREENED AND WHERE?

The Selection Jury will select the short films that will form part of the Official Selection. Its
decision will be known as of 20 June 2018. All those who have been finally accepted will be
notified of their participation.

The projections of the Official Competitive Section and the Sections Mostra´t (non-competitive)
will be from 13 to 19 July 2018, from 21:30 (Spanish time) onwards, in the "Hort del Xocolater"
Park and on “Arenales del Sol” Beach.

The Sections Mostra´t (Mostra´t Jove, Mostra´t UMH and Mostra´t Elx) are NOT competitive and
have the objective of supporting short films made by authors from Elche, associations, students
of educational and university centers Communication of the “Miguel Hernández” University in
the city of Elche. The aim is to promote the values of equality, integration and training in local
audiovisual production for future filmmakers and young people as film consumers.

The FICIE Organization will publish the calendar and schedule of the screenings in its written and
online media and on social networks.

HOW IS IT PROJECTED?

Once the short films that will form part of the Official Section are known, the Organization will
contact the Author/Producer/Distributor to request high quality projection copies that must be
available before June 29, 2018.

The short films selected must be identical in length, content and title to those presented on the
official FICIE website and/or on its associated online platforms. Failure to comply will result in
disqualification.

The Organization is committed to the highest quality in the screenings and to guaranteeing the
satisfaction of the Author/Producer/Distributor. The recommended minimum projected quality
standard is a 1080 resolution and a weight of 1.5 GB and in avi, mov, mp4 and/or mkv format.

The shipping method will be online: Dropbox, Google Drive, Onedrive, Wetransfer, etc.) but in
the case of sending originals of the highest quality the Organization for the care of the materials
sent.

FICIE CHANNEL IN FILMIN

The short films selected for the Official Selection will participate, if they wish, in the online
edition of the competition, through the film platform in VOD Filmin, the Spanish reference of
independent cinema. The short films can be seen on this platform during the months of July and
August 2018, including the official dates of FICIE. The profits obtained will be distributed as
follows: 60% for short films; 40% for Filmin.

In order to be registered in this channel, the FICIE Organization will contact those selected to
obtain their authorization and request the digital files of the short films in the following formats:
File containers:.mov,.mkv. File encoding: ProRes 422 and 422 HQ, H264, AVI or DCP.

WHAT CATEGORIES OF CONTESTANTS ARE THERE?

Since its inception, FICIE has recognized the great diversity and richness of short films. Each prize
is associated with a category. No two authors are the same as no two categories are the same.
A short film can only be entered in one category.

When registering their short films on the official FICIE platform at www.festivalcineelx.es (or on
the associated online platforms), the Author/Producer/Distributor will decide in which category
their short film should be entered. However, the FICIE Selection Juries will have the right to
transfer short films that, according to their criteria, are not in the corresponding category.

● Fiction Category: Those who enter this category will be Spanish and international
authors of fiction who wish to compete for “Fundación Caja Mediterráneo” Award for
Best Short Film, Elche City Council for Best Fiction Short Film, Best European Short Film
and Best Ibero-American Short Film.

● Animation Category: Those who enter this category will be Spanish and international
animation authors who wish to compete for the Best Animation Short Film, “Fundación
Caja Mediterráneo” Award for Best Short Film, Best European Short Film and Best Ibero-
American Short Film.

● Documentary Category: Those who register for this category will be authors of Spanish
and international documentaries who wish to compete for the Best Documentary Short
Film, “Fundación Caja Mediterráneo” Award for Best Short Film, Best European Short
Film and Best Ibero-American Short Film.

● "Fes Curt" Category: Those productions that come from authors from the Valencian
Community (Spanish Region) or from production companies based in that spanish
region and that only want to compete for the Best Short Film of the Valencian
Community will enter. They can be works of Fiction, Animation or Documentary. These
short films must be shot in Valencian language or have Valencian subtitles.

● Novel Author Category: Both Spanish and international authors who have made up to
their third short film and who only want to compete for the award for Best Novel Short
Film may apply. They can be works of Fiction, Animation or Documentary.

● Guest Country Category. Israel: Fiction, Animation and Documentary short films from
the State of Israel are eligible for the Best Short Film of the Guest Country Israel.

● Mobile Film Maker Category: Both Spanish and international filmmakers whose
production has been made using smartphones, tablets or drones and who only want to
compete for the Mobile Film Maker Award may choose this category. It can be fiction
or documentary.

WHAT PRIZES ARE AWARDED?

"FUNDACIÓN CAJA MEDITERRÁNEO” AWARD FOR THE BEST SHORT FILM, which can be chosen
from among fiction, animation and documentary films. It is endowed with 3,000 euros and the
“Dama” Trophy, which will be open to both Spanish and international short films.

This is the FICIE Extraordinary Award because, if it is a Spanish short film and meets the
requirements of the Spanish Academy of Cinematographic Arts and Sciences in the Best National
Short Film in any category, you will have the right to automatically enter your short film in the
shortlist for the 33rd edition of the Goya Awards in 2019.

"ELCHE TOWN COUNCIL” AWARD TO THE BEST FICTION SHORT FILM, which can be Spanish or
international and is endowed with €2,000 and the “Dama” Trophy.

BEST ANIMATION SHORT FILM AWARD, which can be Spanish or international. It is endowed
with 2,000 euros and the “Dama” Trophy.

BEST DOCUMENTARY SHORT FILM AWARD, which can be Spanish or international. It is endowed
with 2,000 euros and the “Dama” Trophy.

BEST IBERO-AMERICAN SHORT FILM AWARD, it is endowed with 1,000 euros and the “Dama”
Trophy. It can be chosen from fiction, animation and documentary. Short films will be available
exclusively from Latin American countries plus Brazil (not Spain).

BEST EUROPEAN SHORT FILM AWARD, it is endowed with 1,000 euros and the “Dama” Trophy.
It can be chosen from fiction, animation and documentary. Short films from European Union
countries only (not Spain) are eligible.

“FES CURT" FOR THE BEST SHORT FILM IN THE VALENCIAN COMMUNITY (SPANISH REGION)
AWARD, with a prize of 500 euros and a “Dama” Trophy. It can be chosen from among fiction,
animation and documentary films whose production comes from authors from the Valencian
Community (spanish región) or from production companies based in this región. These short
films must be shot in Valencian language or have Valencian subtitles.

“CINECLUB LUIS BUÑUEL" FOR THE BEST NOVEL AUTHOR AWARD, with 500 euros and the
“Dama” Trophy. It can be chosen from fiction, animation and documentary. Both Spanish and
international authors who have made up to their third short film may choose.

BEST GUEST COUNTRY SHORT FILM AWARD: ISRAEL, endowed with 500 euros and “Dama”
Trophy. It can be chosen from fiction, animation and documentary. Short films from the State
of Israel only are eligible.

MOBILE FILM MAKER AWARD, with 500 € and “Dama” Trophy and the selection as finalist in
the Cinephone Film Festival for Smartphones. They may be fiction or documentaries, to which
both Spanish and international authors whose production has been made using smartphones,
tablets or drones may apply.

"HORT DEL XOCOLATER" AUDIENCIE AWARD, with 500 € and a “Dama” Trophy to which Spanish
and international short films that are part of the Official Section of the FICIE may apply and the
work that receives the most votes from the public attending the screenings of the Official Section
in the “Hort del Xocolater” Park between 13 and 19 July 2018 will be awarded.

ONLINE AUDIENCE AWARD, endowed with the “Dama” Trophy, to which both Spanish and
international short films that are shown openly on the official FICIE website at
www.festivalcineelx.es will be eligible and the short film that receives the most votes from the
date of publication of these rules and until 23:59:59 (Spanish time) on July 19, 2018 will be
awarded. Only users registered on the FICIE website at www.festivalcineelx.es will be able to
vote for the short films presented in open format. Non-registrants can only view them.

The Organization reserves the right to cancel any vote cast fraudulently or due to any
manipulation of the voting system.

Any award won is exclusive of all others, except for the "Hort del Xocolater" Audience Award.

The members of the Qualifying Juries have the power to change categories to those short films
that deserve to be awarded.

The Selection and Qualification Juries will be made up of members of the “Cineclub Luis Buñuel"
of Elche (founders of FICIE) and professionals from the fields of production, direction,
photography, university and design and their verdict, which will be final, will be announced at
the Closing Ceremony on 20 July 2018.

All prizes will either be awarded to the authors or will be collected in their place by persons
designated by them and who can attend.

In order to protect copyrights, all participating works, both those submitted free of charge and
those that have only been submitted for the Jury's view, will be eliminated after the Closing Gala
and the closure of the website www.festivalcineelx.es.

HOW ARE THE PRIZES PAID OUT?

The FICIE Organization will contact all the winners to indicate the payment conditions. The
Organization undertakes to make payment within a maximum of three months of receiving the
relevant information. If the Organisation is unable to contact the winner(s) within this period,
the amount of the prize will revert to the “Fundación Caja Mediterráneo” as the organiser of
FICIE.

If the Organization cannot contact or has a postal address to properly deliver the trophies of the
authors who did not come to collect them, they will be returned to the FICIE Organization.

AND THE LEGAL ISSUES?

All the legal points are attached to the bases in the document that is on the FICIE website, section
"Legal Notices".

The Organization is exonerated of all responsibility in the event of the malfunction of the
Internet network, which prevents the normal development of the competition for reasons
beyond the control of the Organization and, especially, for external acts of bad faith.

Participation in this edition of the Festival implies full acceptance of these rules. Any
circumstance not foreseen in the same ones, will be resolved by the Organization and will be of
obligatory fulfillment by all the participants.
