President’s Letter
Happy April, Waltherson!

Hope everyone is enjoying the warmer weather.

In business news, Farm to Face Falafel will be

coming to the neighborhood. The Baltimore
Sun said it “might be the best falafel in the city”
and it was voted best cheap eats by Baltimore
Magazine back in 2016. Farm to Face Falafel will
soon move into the former Zeke’s space at
4607 Harford Road.

H&H Outdoors is working hard on their building

at 5406 Harford Road. They are currently
looking forward to a late Spring opening.

The Harford Road bridge project is moving

along. Parking restrictions have been removed along Harford Road to start to encourage
commuters to find alternate routes into and out of the city. You can read more about this later
in the newsletter.

Our next community meeting is coming up next month on May 8 th. We have two vacancies on
the board now including Sergeant at Arms and Treasurer. Please consider joining and
volunteering. Contact me if you have any interest or questions about these positions.

NECOP – Northeast Citizens on Patrol

In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The reasoning
behind the COP program is that regular neighborhood patrols can make criminals feel uncomfortable
and drive them out of our neighborhood. Communities with regular NECOP patrols, such as the North
Harford neighborhood, also see significantly less crime than communities with inactive patrols.

Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and an
officer will give you a direct number to keep them in contact with the Police. You would then proceed to
patrol the neighborhood in your car. Patrols normally go out each Thursday and Friday from about 7:30 -
10:30. Anyone interested in the Citizens on Patrol program, please contact us at

District 3 Public Informational Meeting City Council Bill #18-0188- ADU

We wanted to make you aware of two public information meetings that will be held in the district to hear your
thoughts on Auxiliary Dwelling Units. Both meetings will be held on Thursday, April 12th:

• The first meeting will be held in Zeke’s Coffee (4719 Harford Rd) 10:00am-11:00am.

• The second meeting will be held at Harbel (5807 Harford Rd ) 7:00pm-8:00pm.

The purpose of the bill is to allow, as a conditional use requiring approval by the Board of Zoning Appeals, “auxiliary
dwelling units” in certain districts; defining certain terms; imposing certain use standards; and requiring compliance
with certain additional bulk and yard regulations. A copy of the bill can be found here.
