DESIGN BRIEF
Majlis Perbandaran Sepang (hereinafter referred to as “MP Sepang or Client”) through Jabatan
Kejuruteraan as the project implementer has intended to upgrade the existing intersections located
along Jalan Teknokrat 3 in Cyberjaya (GPS Decimal Degree Coordinates: 2.926350, 101.655068).
Jalan Teknokrat 3 currently provide access to giant corporations like Shell, IBM, HSBC, Glomac
commercial lots and 2 private colleges. There are currently 3 intersections along Jalan Teknokrat 3
namely the T-junctions to Jalan Teknokrat 3 Timur and Jalan Teknokrat 3 Barat and a 4-legged
junction at the center of Jalan Teknokrat 3.
The main issues brought up by the Client in regards with the project was the predominant
accident rates at the 4-leg intersection which is uncontrolled by any sort of traffic devices.
Side – swipe and right-angle collisions have been reported to happen at this particular junction
thus shall be considered for treatment in the design improvement phase. The authority has
banned any U-Turn movement at this junction but it still happens due to lack of nearby U-Turn.

2. Comments & Recommendations from Road Safety Audit Stage 3 Report for
The abovementioned report for the project: “Permohonan Kebenaran Merancang Bagi Cadangan
Pindaaan Membina 5 Blok Kedai Pejabat (3 Hingga 4 Tingkat) Dan Satu Blok Menara Pejabat (27
Tingkat) Yang Mengandungi 9 Tingkat Tempat Letak Kenderaan Dan 1 Tingkat Tempat Letak
Kenderaan Di Bawah Tanah Di Atas Pt 46318 Lingkaran Teknokrat 3 Timur, Cyber Jaya Mukim
Dengkil, Daerah Sepang, Selangor” was provided by the Client to the Consultant at the time of
design phase.
The Consultant was recommended by the Client to perform the design improvement work based
on the said report. The Consultant has acknowledged the comments and recommendations
made by the Auditor and shall incorporate them in the proposed design.

In fulfilment of Client’s requirement for engineering design of the proposed road upgrade, the
Consultant shall undertake the following design scopes:
i. Carrying out topographic survey covering the entire project scope to obtain the earth
contour level, drainage invert level, existing structures and pavement layout to be
referenced during geometrical design phase.

iii. Rehabilitation of the existing pavement within the project work limit

ii. Proposal of new street lightings for the proposed layout in compliance with required
specifications.
iii. Relocation of existing street lightings whichever necessary with the approval of the
Client.

1. The roundabout shall be designed in accordance with the following references, it shall be
noted that international references are referred as supplementary to the local guidelines:

2. In areas where site constraints are present and in no such way can they be eliminated;
lower geometric standard or appropriate traffic mitigation shall be adopted with the
approval of the Client and recommendation from the auditors.
3. In general, the road upgrade layout is designed to preserve the existing kerb side assets
such as the street lightings and cablings, walkways, bus stands and road side underground
utility assets to avoid costly relocation and reinstatement work.
4. The standard adopted for the road upgrade is JKR U4 Type 3 with 40 km/h design speed
as per recommendation from the auditors in previous RSA report.

1. The pavement structure of the proposed roundabout shall be based on the standard
drawings and standards specified by the Client.
3. Conventional flexible pavement design shall be adopted for all the roads within the project
scope (inclusive of the car park pavement as per Client’s instruction) and the design
subgrade CBR shall be minimum of 5 %, improvement shall be made at site in case of
lower CBR value than specified is encountered.

2. Transverse bars shall be introduced at bus stop approach as speed retardant for
pedestrian safety.

ii. Guideline for Road Drainage Design, Road Engineering Association of Malaysia
(REAM)
2. The main hydraulic design shall be the drainage system at the roundabout junction in
order to channel the surface run-off effectively to the existing system.
3. The capacity of the proposed drains should be at least equivalent to the existing drains.
Drains shall generally be lined with the exception of those, which are diversions of or
extension to existing drainage system where the new drains will take the form of the
existing.
5. In case of substandard design of the existing drainage system is found within the work
limit, it shall be redesigned in accordance with specifications.

3. The Consultant was informed by the Client that any existing street lightings affected by
the construction shall be relocated and rearranged according to requirement of the new
design layout.
4. Existing feeder pillars shall be identified and checked for capacity of delivering power to
any additional street lights.
1. The temporary works and signs for the project shall be allocated in accordance with
Arahan Teknik (Jalan) 2C/85 – Temporary Signs and Work Zones Control, Jabatan Kerja
Raya.
2. The traffic management plan shall be divided into 3 stages as per standard practice and
shall be planned to provide arrangement equivalent to the capacity of existing roads.

Several proposals were submitted as per standard practice and the Client has decided to adopt
the initial design from the project mentioned in clause 2.0.2 of this document. The Consultant
was requested to perform design review and propose improvement whenever necessary. The
treatment summary is as follows:
i. The main carriageway of each bound shall consists of 2 lanes of 3.5 m width with single
auxiliary lane for U-Turn sections. Jalan Teknokrat 3 Barat and Timur shall be utilized
as the mainline of each bound respectively.
ii. Existing physical median of Jalan Teknokrat 3 which is not within the traffic circulation
scheme shall be maintained. Paved shoulders of 2.0 m as recommended by auditors
(refer Section 7.9.1 (iii) of RSA Stage 3 Report page 35 in the Appendix section) were
deemed not feasible due to constraints stated in section 3.1.3 of this document,
however certain road stretches are currently equipped with 1.5 m paved shoulders and
they shall be maintained as much as possible depending on availability of space and
other site constraints. 0.5 m marginal strip shall be provided in case of space
constraints.
iii. All intersections shall be eliminated by channelizing the traffic to a one-way road
system in order to minimize the traffic conflicts.
v. 2 U-Turns of single 5.0 m width lane with 0.5 m marginal strip shall be provided as per
auditor’s recommendation (refer Appendix H13a and H13b of RSA Stage 3 Report page
85 in the Appendix section) to accommodate the need of people at the area to shuttle
during working days especially at lunch hours. Single U-Turn lane is adopted to avoid
road lane imbalance and create safe merging maneuvers as commented by auditors
(refer appendix H2 of RSA Stage 3 Report page 72 in the Appendix section).
vi. The sharp curves in previous design (refer Appendix H11 of RSA Stage 3 Report page
81 in the Appendix section) have been treated with curves of wider diameter in
compliance with 40 km/h design speed requirement. Lane widening from 3.5 m to 4.25
m has also been performed at corners commented by the auditors (refer Appendix
H12a, H12b and H12c of RSA Stage 3 Report page 82 - 84 in the Appendix section).
vii. Existing pedestrian facilities such as zebra crossing and 1 push stop button shall be
maintained. Additional zebra crossings and walkway shall be proposed to facilitate
pedestrian movement from one side of the road to the other. All demolished walkway
if any shall be reinstated and connected to the existing for continuity.

viii. Due to constraints stated in section 3.1.3 of this document, the existing bus stand shall
be maintained and the layby shall be designed or reconfigured based on existing
pavement width.
ix. The street lightings affected by construction shall be relocated with the approval of
Client. New street lights if required shall be proposed which fit the existing lighting
layout while still in compliance with approved guidelines.
