Sub: Revision of Pay scales of Officers and employees of EPFO — adoption
of resolution No.1/1/2008-IC dated 29.08.2008, Revised CCS (Pay)
Rules, 2008 by the CBT — Regarding.

2. The Central Board of Trustees in its Special Meeting held on
18.09.2008 has adopted the Resolution No. 1/1/2008-IC dated 29.08.2008
Issued by the Government of India accepting the recommendations of the 6"
CPC for applying to its officers and employees The Board has also adopted
the CCS Revised Pay Rules, 2008 for applying the revised scales of pay of
Officers and employees of the EPFO. Consequent on the adoption of the
above orders, supra, the revised pay scales has become applicable to the
Officers and employees of the organization, The copies of the Resolution and
CCS (Revision of Pay) Rules, 2008 etc is available in the website
http “india.gov.in/govt/paycommission.php , 4 copy each of which may be
taken by the individual offices.
3. Consequent on the adoption of pay scales the implementation of
revised pay scales need to be done by following the instructions contained in
O.M No.1/1/2008-IC dated 30.08.2008 of Ministry of Finance a copy of which
is available on the above website. The following steps shall therefore to be
taken to revise the pay scales of the officers and employees of the
organization

for electing the date on which the revised pay scale are opted,il)

B) to obtain an undertaking from all the officers and employees that any
excess payment detected in the light of discrepancies noted
subsequently will be refunded by him or same will be adjusted
against future payments due to him,
Once the option is received the fixation of pay in the revised pay
band shall be done in accordance with the directions contained in
O.M No.1/1/2008-IG dated 30.08.2008.
The DA shall be drawn as per the instructions contained in
memorandum No. 1(3)/2008-E-II(B) dated 29.08.2008,
HRA shall be drawn as per the instructions contained in
memorandum No.2(3)/2008-E-II(B) dated 29.08.2008.
Transport Allowance shall be drawn as per the instructions
contained in memorandum No.21 (2)/2008-E-Ii(B) dated 29.08.2008.
As regards to the fixation of pay in respect of Sr.SSA, Section
Supervisor and EO/AAO in the revised pay band, the fixation in the
revised pay band shall be done by applying the grade pay of
Rs.4200/- initially. The proposal for upgrading the grade pay of
EO/AAO to Rs.4600/- as applicable to the corresponding to the
scale of pay Rs.7450-11500, could be implemented only after few
technical issues are resolved for which a separate communication
will follow. Until such time all the above three grades shall draw the
revised pay in the pay band Rs.9300-34800 with grade pay of
Rs.4200/-.
40% of the arrears payable shall be paid before the Puja festival.
As per the instructions contained in O.M dated 30.08.2008 the
arrears of Ist instalment be released without following the
requirement of pre-audit and subject to adjustment of excess
payment , if any from the pay and allowances of the next months /
arrears payable in 2009-10. The Bill be post audited after releasing
the arrears,
Consequent on the adoption of pay scales and the acceptance of the
recommendations of the 6” CPC the orders relating to the conditions of
service relating to pay and allowances, children education assistance,
reimbursement of tuition fee allowance for physically handicapped children,
maternity leave, child care leave, etc shall also be automatically applied to the
officers and employees of the EPFO.

The Board has also adopted the decision of the central government in
resolution No.38/37/08-P&PW (a) dated 29.08.2008 (copy available on the
aforesaid website) accepting the recommendations of the 6" CPC relating topayment of pension, death-cum-retirement gratuity, family pension and other
terminal benefits or recurring benefits applied to the employees of the central
government. The payment of pension and other terminal benefits to all the
employees who have joined EPFO prior to 01.01.2004 shall be governed by
the above orders. You shall regulate the payments accordingly,
