TESDA CIRCULAR Guidelines on the Implementation of Competency Assessment and Certification of TVET Trainers for Levels | and I! Number /2_, series of 2011 Page 1 of 6 pagels 0 June 2011 Effectivity: As indicated In an effort to facilitate an effective and efficient implementation of the competency assessment and certification program of trainers under Levels | (Trainer/Assessor) and Il (Training Designer/Developer) of the Philippine TVET Trainers Qualification System (PTTQS) at the regional and provincial levels, the following guidelines are hereby issued: 1. Program Description 1.1. The PTTQS is a system that provides for the recognition of the competence of TVET Trainers at different roles and qualification levels. 1.2. A Trainer is an Assessor, an Assessor is a Trainer. 4.3. The Assessment and Certification of TVET Trainers is anchored on the PTTQS and is part of the National Assessment and Certification Program. 1.4. To attain the appropriate National TVET Trainer Certificate (NTTC) Level | or Il, the following are required: 1.4.1, Acquire NC Level of the qualification appropriate in the training program being handled but not lower than NC Il. 1.4.2. All TVET Trainers of WTR - registered programs must be holder of a NTTC Level Da I. Objective The program aims to qualify and certify the current pool of trainers to raise the bar of Trainer/Assessor qualification in the areas of technology and methodology for quality assurance. Number 9, series of 2011 Date Issued: 10 June 2011 Effectivity: As indicated Ml Coverage It shall be implemented nationwide and shall cover all TVET trainers in public and private TVIs. IV. Definition of Terms Certificate of Competency (COC) ~ is a document issued to trainers who were assessed as competent in a single unit or cluster of related units of competency leading to a qualification level under the Philippine TVET Trainer Qualification Framework (PTTOF). Evidence Gathering Method - describes the approach that is used for collecting evidence required to prove the competence of an individual Trainers Methodology Certificate (TMC) — is a document issued to trainers who have achieved all the required units of competency identified in each qualification level under the PTTOF. Trainers Methodology Certificate | (TMC |) - is a document issued to trainers who have achieved all the required units of competency identified in Level | (Trainer/Assessor) under the PTTOF. Trainers Methodology Certificate 1! (TMC 1!) - is a document issued to trainers who have achieved all the required units of competency identified in Level Il (Training Designer/Developer) under the PTTQF. National Certificate (NC) - is a document issued to individuals who have achieved all the required units of competency of a national qualification as defined in the promulgated Training Regulations. National TVET Trainer Certificate (NTTC) - is a final document issued to a trainer who is a holder of a NC and a TMC. Qualification - is a defined set or group of units of competency identified by industry, which meets workplace requirements and standards. Portfolio Assessment - is an evidence gathering method wherein competence is determined based on pieces of evidence demonstrating work outputs that have been collected by an individual over a period of time and may come from different sources. Assessment and Certification Arrangements 5.1 TMC land Il may be achieved through accumulation of Certificates of Competency as identified in the Training Regulations. 5.2 The candidate shall be assessed using a combination of the evidence gathering methods 5.2.1. An individual who has gained relevant competencies through | formal/informal training, previous work or life experience may apply for | certification subject to compliance with assessment requirements. 5.4 Assessment for TM | and TM Il may be done on-site at a designated venue duly approved by CACO. 5.5 Assessment for TM | shall be scheduled by the RO while assessment for TM Il shall be done on a national level on a pre-determined schedule/venue to be set by CACO. 56 Designation of Assessment Venues The ROs/CACO shall designate appropriate TVIs providing training programs relevant to the qualifications of the trainers being assessed. 5.7 Organization of Methodology Expert Panel 5.7.1 Assessment for TMC | shall be done by an Expert Panel composed of three (3) School/Center Administrators of TTIs and private TVis recommended by the Regional Directors and approved by CACO. 5.7.2. Assessment for TMC II shall be administered by an Expert Panel composed of three (3) TVET experts as maybe selected by CACO. 5.7.3. The members of the Expert Panel for TMC | and II shall be appointed by the Director General for a period of one (1) year. 5.7.4 The members of the Expert Panel for TMC | shall be selected based on the following criteria - With NC Il in any qualification with TR = Minimum of two (2) years experience in conducting training and national assessment - Holder of TMC | by recognition (shall be assessed thru portfolio assessment at the national level) - Endorsed by a legitimate and prestigious TVET association 5.7.5 The members of the Expert Panel for TMC II shall be selected based on the following criteria - With NC Ill in any qualification with TR. = Minimum of two (2) years experience in training developmentidesign - Endorsed by a legitimate and prestigious TVET association - Holder of TMC Il by recognition (shall be assessed thru portfolio assessment at the national level) Subject: Guidelines on the Implementation of Page 6 of 6 page/s Competency Assessment and Certification of ‘TVET Trainers for Levels | and II Number /3_, series of 2011 Date Issued: 10 June 2011 | Effectivity: As indicated 5.8 Issuance of Certificates The RO shall issue the TMC, while CACO shall issue the NTC. Attached herewith are sample copies of the certificates (COC, TMC and NTTC) 5.9 Validity of the Certificates | a. The COC and the TMC shall have a validity period of five (5) | years. | b. The NTTC shall be valid only until the expiry date of the NC. | Upon expiration, the holder shall file for renewal for both the NC and the NTTC. VI. Program Monitoring and Reporting ‘CACO shall maintain the Registry of Certified NTTC trainers and shall be uploaded in the TESDA website. VIL. Transitory Provision 7.1. Asa transitory measure, holders of TQVAQI certificates whose validity has not yet expired shall be automatically converted to NTTC Level I starting 01 July 2017 7.2. The expiry date of the NTTC Level | certificates issued under this provision shall coincide with the expiry date of the NC. Upon expiry, holders shall be required to renew hisher NC and undergo assessment for TMC | 7.3. Conversion of TQ1/AQ1 to NTTC Level I will be done at the National Level. Applicants shall file their application in the Regional Offices together with the following documents: a. Photocopy of TQ/AQ Certificate b. Photocopy of NC ¢. Application Form with two (2) passport size ID pictures 7.4, Deadline for the conversion of TQ1/AQ1 to NTTC | is 31 October 2011, This Circular shall take effect as indicated. SEC, EMMANYJL JOEL J.
