PERSONAL STATEMENT

My name is Rizal Hambali and I am from Indonesia. I graduated with honour from
Faculty of Social and Political Science, University of Indonesia, majoring in Public
Administration. Now, I am a civil servant at Ministry of Administrative Reform, Republic
of Indonesia which has strategic purposes: creates effective and efficient government

institutions; realizes civil servant with good competency and high performance; and
makes transparent and accountable governance.CO
By working in the government institution which has responsibility to utilise bureaucratic
reform in Indonesia, I have explored a chance to fulfil my desire to serve my country and

my countrymen as a long-term career. Recently, my main job is about accountability in

the use of state asset including procurement, maintenance, and auction. Besides that, I
got additional assignment as The member of Internal Bureaucratic Reform which has

duty to conduct reorganization, review standard operating procedures, and make public
service innovation. Furthermore, when I finish my master’s degree, the office will put me

as a public policy analyst.

As the time goes by, I get a scholarship to continue my study in any country from SPIRIT
(Scholarship Program for Strengthening theReforming Institution). The scholarship is
conducted by Bappenas (Ministry of National Development Planning) of the Republic of
Indonesia and World Bank which has purposes to facilitate government resources to
upgrade their ability to support reforming institutions in central level government.

I have found that University of Sheffield is one of the most reputable universities in the
United Kingdom when I was looking for universities to my further education. University
of Sheffield is member of the Russell Group, an association of leading UK research-
intensive universities. Then The Complete University Guide 2014 has confirmed the
reputation by placing University of Sheffield in the 10th place on political subjects.

As a public administration graduate, I am very sure that I will not find major difficulties
in following the lectures in Master programme Governance and Public Policy in
Department of Politics. The reason is because the courses are closely related to what I
have learned before such as Public Policy, Political Economy, Public Administrative Law,
Public Service Management, Human Resource Management, Statistics, Research
Methods, and Public Finance.

I really love reading ranging to various subjects, but history and politics are my

favourite. I also have strong willingness to learn something new and this is very help me
to cope with my daily duties. Studying at University of Sheffield will provide me with the
platform of my work essentials: knowledge and expertise. Besides that, I believe
studying in Sheffield which has multicultural environment will be great experience for

My immediate goal after getting MA in Governance and Public Policy is to implement

what I have learned in the university and help my institution to set up effective policy to

support the bureaucratic reform in my country. There are few resources at Ministry of
Administrative Reform in Indonesia which has enough experience in policy making
process. I believe after completing education at University of Sheffield I can be a
valuable resource to my institution and contribute to practical and complex challenges
of policy making process. Therefore, that policy is feasible to be implemented and to
bring benefit for society.
