 Adult Safe Places meeting Association for
Special Childrens and Families
2.2 Fenland
 Sat on locality network which was well-attended
and supported
 Health subgroup meeting needs more people to
attend it
 Moved to Waterbeach from Fulbourn and how
does this work direct to Eddie’s subgroup
 Accessible policies with Ali Fawkes from
VoiceAbility on Speak Out council had a positive
outcome
 Easyread videos, different formats, feedback at
Speak Out committee
2.3 Young People
 Consultation at Cambridgeshire Regional
College (CRC). Neil will be speaking to over 40

2.4 High Support Needs Committee
 Consultation at Red2Green on health
 Transport and lack of accessible vehicles in the
south of Cambridgeshire
 Bill Jones and Sean Nightingale mentioned it at a
locality network on his behalf
2.6 Speak Up Spectrum
 Autism consortium and employment subgroup
 Got the document regulation (government
produced) with desired objectives
 Elspeth Jones went to Eddie’s in Waterbeach
Debbie Drew asked if she had a questionnaire she
could use on her visits round the county.
Action: Chris Swarbrick will send Debbie Drew and
Joseph Simon the questionnaire.

Joseph Simon said that Healthchecks are not


happening for people with Autism

2.7 Health subgroup


 Tracey Gurney asks Michelle Mansfield is
everything is sorted out
 Michelle Mansfield says it is focussing on smaller
things, regular meetings.
Lee McManus said they’ve agreed to set meetings
1 year in advance. Mark Hall will chair the meetings
and they’ve agreed a work plan.

Heather Davison said Healthwatch would like to be
involved as well.

 Siobhan MacBean offers to talk about SEND


Services for children and young people 0-25
 Michelle Mansfield said it’s difficult to get family
carers to attend.
 Jill Johnson said that a dedicated nurse sits in
the team and she could attend. Have you asked
Pinpoint?
 Michelle Mansfield asked Lee McManus when
Mark will come to chair the board. Michelle
Mansfield said there had been no consultation.
 Lee McManus said that the Chair traditionally is
someone from the Clinical Commissioning Group
(CCG).
 Chris Swarbrick says that the CCG is attending
other meetings as well.

3.0 Carers Feedback – asking Debbie Drew


Debbie Drew is aware of a case where a young
person was sexually assaulted. Debbie Drew said it
took them 1 week to get an intermediary to support
the victim and 2 weeks to support the witness. During
this time, the victim and witness were not allowed to
discuss this with family or with each other. Debbie
Drew felt that this could discriminate as this meant
that somebody was not able to give their statement
while everything was fresh in their mind. This
prevented them from getting the support they needed
when they needed it.

Joseph Simon had said that it can take months to get
intermediaries.
Claire had not heard this report but will check with her
team.
Tracey Gurney said they can’t do safeguarding check
during a Police investigation. She was surprised the
Police didn’t refer it to MASH.
Lee McManus asked if it was a good idea to invite the
Police to talk about the process.
Action: Graham Lewis said that will contact the Police.
Action: Debbie Drew will feed back at the next
meeting.

4.0 Safeguarding
 Michelle Mansfield will discuss one possible
safeguarding issue with Chris Swarbrick.
 Jill Johnson explained about a mortality review:
NHS England and Bristol University have done
research on the deaths of people with a learning
disability from 4 to 74yrs old.
7 people are trained as reviewers to look at events
that led up to someone’s death.

Areas covered include:


- Reasonable adjustments
- The right sort of Social Care
Cambridgeshire has actively been reviewing this since
May 2017. The findings go back and monthly reports
sent to Clinical Commissioning Groups.

It goes live in April next year and is overseen by the


safeguarding team.

Claire Bailey feeds back.

Siobhan MacBean added that any deaths in children


under 18 are investigated.

5.0 Locality updates


 Claire Bailey said we still struggle to get people
to come.
 Will review in December after Hunts and
Fenland.
 Someone is completing work with GPs on
Healthchecks.
 Graham Lewis and Amanda will talk about Sean
Nightingale’s feedback later.
 Clare wants to talk about transport again. She
wants to invite charitable organizations like FACT
to the locality meeting.
 There is high staff turnover but they are slowly
recruiting.
 Recruited health posts.
 Claire Bailey held the first meeting at Tesco’s.
 Graham Lewis talked about a transport
conference in Fenland 12th October.
 Chris Swarbrick said that they are reducing the
number of people on the Learning Disability
register (in the Healthcheck context).
 GPs are paid to do checks (£30-40 per check).
 Sean Nightingale and Bill Jones discussed Safe
Places. Keith will invite them to speak at the
locality meeting.
 How City and South work with Transforming
Lives to decide where staff can work out of the

office so that if someone can’t use the drop-in
there is a worker in the area.
 Bill Jones spoke about the South drop-ins and
Sean Nightingale the East drop-ins together.
 Sarah Clapper has a presentation in a different
form. She wanted to offer this to adult services
and offer a strategy on how to bring this forward.
 Neil at CRC has drop-ins and offers health
consultations at CRC. He will let the board know
how it goes and feedback to Keith.
 Claire Bailey wants an update on Total Transport
in the East.
 Keith said that it is still a pilot and there hasn’t
been any feedback. The trial will be extended if it
goes well.
 Toby Parsons is the contact for the pilot.
 Keith said that private vehicle hire has stopped
providing some high support need transport.
 They could have done three fares instead of one
and parking restrictions.
 They have stopped making vehicles accessible.
 The meeting only happened last week so
feedback is needed.
 Keith spoke about licensing and easy access
clauses. Vehicles should be accessible to
everyone.
 Graham Lewis spoke about the Transport Focus
Group.
Action: The Board agreed that he will invite someone
to talk.
 Graham Lewis spoke about the rear-loading taxi
issue: There was a City Council consultation

proposal that rear loading taxis should not be
provided. Graham Lewis said rear loaders are
preferable for safety.
 Keith – taxis that reach beyond the city – such as
Fenland.
 Michelle Mansfield - Speak Out Council need to
do work on this.
 Neil - Whippet have stopped services that were
not making money. The service from Duke’s
coaches has been unreliable.
 Chris Swarbrick- FACT (Fenland Association for
Community Transport), HACT (Huntingdonshire
Association for Community Transport), ESACT
(Ely and Soham Association for Community
Transport) and Dial A Ride (Cambridge) do not
work in South Cambridgeshire.
 Russel said that this gets in the way of him doing
his job.
 Tracey Gurney – There should be a Community
Impact Assessment for protected groups.
Action: Graham Lewis will raise this with the City
Council.
The results of the consultation on transport will be
released on October 16th.
Lunch Break

6.0 Future
 The Board welcomed Councillor Costello,
Member of The Adults’ Committee.
 Amanda Roach is the new Commissioner for
Learning Disability. This is Lee McManus’s last

meeting.
 At the last meeting Neil Adams had asked for a
break to focus and recharge in the morning.
 Sean Nightingale – Can we have break ten
minutes earlier or start earlier?
 Graham Lewis – We could shorten lunch by 15
minutes.
 Vote on shorter lunch break was agreed - 35
minutes for lunch. This would mean that there
could be three speakers. This is to be tried next
time.
 Police reporting
 Transport
 Claire Bailey - locality network, living wills,
funeral planning and end of life care.
 Siobhan MacBean - up to 25 years old update
(crossover age)
 Claire Bailey - Can Pinpoint come too?
 Jill Johnson - Young Carers’ Assessors and
perhaps Young Carers could come to give a
presentation.
 Debbie Drew – Could talk about social isolation.
This is a growing problem in face of shrinking
care packages.
Action: Debbie Drew will email Chris Swarbrick to ask
Speak Out Leaders to consult and feedback to the
board.
 Heather Davison says Healthcare can participate
 Elspeth Jones – Wanted more structure and
wanted to know how different organizations fit
together.
 Chris Swarbrick - James from CAIL is working on

Direct Payment experiences and Disabled Go on
accessible venues.
8.0 Good News
 Neil will be working alongside Chris Swarbrick on
ITV to talk about his role as a Young People’s
Representative. Claire Bailey suggests Inside
Out as a contact for Chris Swarbrick and Neil.
 Bill Jones - Learning Disability Strategy should
be finished in draft form by the end of the month
 The crossing at Saxongate should be finished by
the end of October.

9.0 Feedback from other meetings

 Wheelchair Users’ Forum - Healthwatch, Pinpoint


and CAIL talked about the wheelchair service
with people who use wheelchairs. There will be
another meeting soon.
Crossover of all partnership boards is focus on
disability and not necessarily wheelchair inclusive.

 Adult Social Care Forum (ASCF)


Lee McManus explained it looks at issues that come
from different boards.

1. PIP talk from Department of Work and Pensions


(DWP) about concerns about accessing the
assessment centre and timely appointments.
Elspeth Jones - response not given.
Siobhan MacBean - 28th September investigation
regarding service users, carers etc.

2. Prepaid cards
The Joint Commissioning Board will look at how this
will work. There will be opportunity to comment.

Claire Bailey – It’s still in the early stages. Where we


want to give someone support over a short period, the
card would be easier than setting up a bank account.

Chris Swarbrick - Carol Williams offered a Question


and Answer session about payment cards.

Neil is on Direct Payments. He uses the buddy system


for social events. Using a card would be good.

Lee McManus said that using a prepaid card would
help keeping track of payments.

Break

10.0 Health Sub Group update


 Mark Hall is the Contracting Commissioning
Manager. That means he buys health services
for people with disability.
 The future of the group is positive.
 There are 3 important issues: Transforming care,
Learning Disability Healthchecks and Mortality
Reviews.

10.1 After the Winterbourne View Enquiry the


government aims to reduce deaths of
people with disabilities (from the age of 4
up) by approximately 15% by March 2019.
10.2 Reduction of people with Learning
Disabilities’ long term stays in hospitals and
deaths.
 Reduce the number of beds by March 2019.
Community services must be in place for this to
happen. £900,000 can be invested in community
services only by reduction of beds.
£600,000 award for community support teams – given
by NHS
£200,000 to Peterborough
£400,000 to Intensive Support Teams for
Cambridgeshire

-Commission a number of beds for those out of area.
 Secure Settings: Number of people in
Cambridgeshire and Peterborough
commissioned by NHS England in secure
settings. Currently there are 3 children and 9
adults.
 Learning Disability Partnership must decide on
how they want to use the money.
 County Council wants to provide care outside of
Monday-Friday time – when community care
usually runs.
 There is diagnostic service at CLASS which
provide diagnosis from a health perspective.
 There will be an Autism service by 2019
 Community forensic service for those coming out
of secure beds to support them in the
community.
 Crisis facility called Crash Pad
 Sometimes respite services are used
inappropriately in times of crisis.
 Respite is planned with their family who may
have to share that environment with someone
who is quite distressed and that is not always
appropriate.
 Housing opportunity for people to return to and
an investment is to be made in this service.
 Care teams for people with complex.
 CCG needs to hear from PBs and carers etc.
 Nationally on target and locally too.
 Cambridgeshire has only 9 people with Learning

Disabilities in hospital. 50% getting care in
holidays.
 CCG is working on new ways of providing care
locally.
Debbie Drew – Good to hear you are investing in
crisis facility.
Neil – People must not be kicked out until they are
better.
Mark – agreed with Neil. People are detained under
the Mental Health Act. Many are forgotten about in
hospitals and stay there for many years and this is the
focus of the community care provision project.

Action: Mark will talk about health checks and


mortality reviews next time (December 13th).

13.0 Any other business
 Michelle Mansfield thanked Lee McManus for all
his work with the Board and wished him good
luck.
 Debbie Drew - Feel the Force Day on Autism in
Peterborough, on the 30th of September and is
£4 to enter.
 Wills and Power of Attorney: Debbie Drew said it
was £400 per document but there is a way of
doing it online for £80 (www.gov.uk/power-of-
attorney)
