Subject: Mr. Mxyzptlk animated a Big Belly Burger mascot statue and used it to
fight Superman
Date: 4/30/2018

 Introduction:

On April 21st, 2018 Mister Mxyztplk (an imp from the "fifth dimension") animated a Big
Belly Burger mascot statue. The animated mascot then proceeded to come to life, and
began hurling deadly hamburgers at Superman. Superman then continued to escalate
the situation and began fighting the animated statue, severely damaging our Costal City
Location. This has completely closed the location, hindering any possible further
business operations until repairs can be completed.

 Narrative of the incident:

As stated previously the incident occurred on the evening of April 21st, 2018 around
6p.m. Mister Mzyztplk as formerly mentioned is an imp from the fifth dimension and not
bound by our physical laws. Became upset and angry at superman at one of our Costal
City locations.
At 6:15, Mzyztplk tried to incite mayhem and gain the upper hand in his conflict with the
Man of Steel, he proceeded to animate the statue of the mascot at the Big Belly Burger
restaurant located on 514 Costal City Boulevard. The animated statue then proceeded
to respond to Mzyzplk’s command and fling deadly hamburgers at the superhero. The
superhero then, in an act of self-defense, engages the animated mascot in hand to hand
combat. During the issuing fight the animated mascot and superman are repeatedly
thrown at considerable force into the Big Belly Burger drive through window rendering it
inoperable until repairs are completed.
At about 6:30pm the mascot, in what can only be assumed to be an act of desperation,
proceeds to remove the Big Belly Burger sign (with logo attached) and uses it as a
weapon in an attempt to fight off superman.
Unfortunately, the mascot did not have very good aim. His first three swings missed and
smashed the twenty-foot sign and logo into the customer parking area, damaging the
asphalt. The mascot was finally apprehended at 6:45pm when superman throws the
new Big Belly Burger catering truck into the animated mascots face. The catering truck is
considered a total loss by the insurance company.

 Challenges of the situation :

The incident transpired in part due to the size of our mascot and its availability to be
readily animated with ease. Opening locations in areas with known super hero activity
greatly increases the likelihood that supervillains will arrive to challenge their rivals. The
situation presents many immediate and long-term problems we must now address here
at Big Belly Burger. The most immediate and straightforward issue is to complete repairs
of the damage and get our Costal City location ready for future business. The more
difficult problem is how to prevent incidents like this from repeating in the future.

 Possible Solutions :
Option 1:
The first possible solution to prevent and minimize future incidents like this from
happening is to get our lobbyists to write and pass a proposal to increase funding for
super villain detention centers. This legislation would specifically increase overall
funding at detention centers known to hold supervillains, subsequently improving
security and the success of rehabilitation programs at superhuman prisons. If OSCORP’s
lobbying efforts are focused on the nine facilities presented in this report, political
contributions will be maximized.
Key Facilities to Receive an Increase in Funding:
 Abruuk Asylum: a prison for the mentally disturbed located in Gorilla City, Africa.
 Alcatraz Island: located in San Francisco Bay, 1.25 miles (2.01 km) offshore from
San Francisco, California, United States. An active metahuman prison.
 Arkham Asylum: a psychiatric hospital for the criminally insane, and perhaps the
most well known psychiatric hospital. Arkham is located near Gotham City, and is
where many of Batman's foes are incarcerated.
 Concord Federal Penitentiary: a maximum security women's prison located in
Manhattan, New York.
 Crowley Penitentiary: (also known as Crowley Prison) is Fawcett City's main
superhuman prison.
 Devil's Island of Space: like Devil’s Island, but in Space. Notorious for being used
for the internal exile of superhumans.
 Iron Heights Penitentiary: maximum-security prison in which many of the Flash's
rogues gallery and other metahuman criminals of Keystone City and Central City are
imprisoned. The current warden is Gregory Wolfe. The prison is located about three
miles (5 km) north of Keystone City, Iron Heights is known for its vicious treatment of its
prisoners. The metahuman and supervillain prisoners are jailed in an area known as “the
Pipeline”.
 Stryker's Island: a maximum security federal prison that serves city of
Metropolis. It is located on an island in the West River between New Troy and
Queensland Park.
 The Gulag: an inescapable prison for the future's meta-humans. Superman
designated Captain Comet as warden. The massive penal colony is constructed in
the Kansas wastelands. The prison was filled to capacity almost as soon as it was
built.

Option 2:
An alternative solution to prevent a future incident like this from transpiring would
be to change the Big Belly Burger logo. This solution would have many ramifications
and require a complete rebranding and is only recommended as last ditch attempt if
our lobbying efforts are in ineffective. However, if the logo is no longer
anthropomorphic then, according to our research, supervillains are 99% less likely to
animate our signs and use them as a tool for destruction and chaos. There is
unfortunately still a 1% minority of all super villains that will be willing to animate
our logo in any form.

The average rebranding initiative costs about 10%–20% of the marketing budget. The
current marketing budget of Big Belly Burger is around $963 million. The estimated cost
to completely rebrand without an anthropomorphic mascot in all our locations would be
$192.6 million dollars assuming 20% of our current marketing budget and $96.3 million
assuming 10%.

 Recommendations:
Option 1:
Of the two recommended actions presented in this memo, lobbying for an increase in
funding for correctional facilities that house superhumans is significantly cheaper than
rebranding all our locations. Estimated difference between the two options is at least
$93,634,000. I highly recommend we start lobbying for our proposed budget increases
as soon as possible before an incident like this transpires again.
