Subject: Facts concealed by a Petitioner of CWP No. 16488 of 2017 before Court of law.

Kindly refer to the orders passed by the Government of Haryana, appointing Shri Virat,
HCS as Secretary of the Haryana Khadi and VI Board against a vacant post, who joined as
Secretary on 6-7-2017 but due to criminal conspiracy and vested interest, his joining was
dumped, some may charge sheeted for this criminal offense, continuing old pattern as it
was introduced by Pradeep Kasni, against rules and regulations, besides it services of Shri
Virat, joined on 6-7-2017 as Secretary of the Haryana Khadi and VI Board were handed
over to the Chandigarh Administration but a third class, non gazette Section Officer (Legal
& Recovery) Raj Krishan Sharma knowing the legal position, breaching terms and
condition of his post, submitted false and fabricated facts before the Hon’ble Punjab and
Haryana High Court in CWP No. 16488 of 2017 that Shri Virat, HCS never joined as
Secretary of the Haryana Khadi and VI Board, misleading the facts before court of law
with vested Interest, got stay, copies of said orders along with both posting orders of Shri
Virat along with his joining as Secretary of the Board, submitted before your good self for
appropriate orders as I have submitted all these proofs and evidences before the Inquiry
officer of complaint No. 110 of 2017.

It would also be pertinent to mention here that Punjab Khadi and VI Board Act, 1955 also
mishandled by the top officials of the Haryana Khadi and VI Board regularly, misprinted
wrong materials with public funds, besides it wrong information’s related to Act & Rules
were uploaded on the official website of the Board to misguide the public, violating the RTI
Act, 2005.

Hence, actual position that Shri Virat, HCS joined as Secretary of the Board on 6-7-2017,
may kindly be intimated to the court of law along with the legal provisions of the Board Act
that the CE and Board have NO power and Authority to appoint Secretary, all minutes
and proceedings of the Board became null and void.
