US adds P182m to support Marawi humanitarian response

support ongoing humanitar-

Missiles, survey, and pressure
CNBC television channel reported last
week that China has deployed missiles
to the Mischief Reef,
Fiery Cross Reef and
Subi Reef. These are
all part of the Sprat-
lys. This is the first
known missile instal-
lations by Beijing on
Philippine soil which
is no longer subject to
Herbie any legal dispute given the
Gomez Permanent Court of Arbitra-
tion’s 2016 ruling in favor of our claim
of sovereign rights over this territory.
Neither is the reported Chinese mis-
siles deployment unvalidated because
Beijing has already confirmed this. Al

ing, “The relevant deployment targets no
one. Anyone with no invasive intention
will find no reason to worry about this.
We hope that the relevant party could
view this matter in an objective and

How is Malacañang taking this delib-
erately offensive act by Beijing? Phil-
star.com quotes Foreign Secretary Alan
Peter Cayetano: “We’re taking it seri-
ously, we’re verifying the information.”
Yeah, right, the sit-down-puppy is still
verifying despite China’s confirmation.
And then Al Jazeera and Rappler
both quoted another sit-down-puppy,
presidential spokesman Harry Roque,
on Friday: “With our recently developed
close relationship and friendship with
China, we are confident that those mis-
siles are not directed at us.”
If Beijing feels the same way toward
us, it wouldn’t have pooped on a legal-
ly recognized Filipino territory. While
Roque is “confident” that the missiles
are not directed at Filipinos now, can he
also guarantee with a straight face that
there is no way the missiles would be
used to threaten us or, worse, used on us
in the future?
Roque, in the Rappler report, contin-
ued: “We are concerned with the report-
ed China’s missile deployments over the
contested areas in the West Philippine
Sea.” Concerned? Beijing has just been

know that the LGC provides that baran-
gay officials are mandated to assist the

regardless of color, race or creed, so to
speak.
Section 389 of the LGC requires,
among other provisions, the barangay
chairpersons to enforce all laws and or-
dinances that are applicable within their
barangays and to assist the city mayor
and city council in the performance of
their duties and functions, one of which
is the implementation of laws and ordi-
nances.

Trump, of course, tweeted the morn-

fact that the White House Correspon-
dents Dinner was a very big, boring
bust. The so-called comedian really

butt of jokes by President Obama and

for revenge.”
She also cited a comment from The
New York Times: “That evening of pub-
lic abasement, rather than sending Mr.
Trump away, accelerated his ferocious
efforts to gain stature in the political
world.”
Oh. So, should we blame Obama and
Meyers for accelerating Trump’s “re-
venge”?
A year ago, in May 2017, it was
Kathy Griffin who faced a backlash for
tweeting a photo of her holding Trump’s
“severed head.” It also ended her friend-
ship with Anderson Cooper who at that
time tweeted, “For the record, I am ap-
palled by the photo shoot Kathy Griffin
took part in. It is clearly disgusting and
completely inappropriate.”
For about a decade, Cooper and
Griffin co-hosted CNN’s live coverage
of the New Year’s Eve celebrations at
Times Square in New York. Those were

Results of the March 23-
28 Pulse Asia survey show
that 64 percent of Filipinos
are not in favor of changing
the 1987 Constitution. It looks
like the opposition to moves to
change the Charter is snow-
balling -- the same results

increase, or from 44 percent
in the 2016 Pulse Asia survey
to 64 percent in March 2018.
This is a serious blow to
the campaign to turn the Phil-
ippines into a federal republic.

to Charter change prospects in

would reject any amendment
or change to the Constitution
at any time.
The disturbing thing about
it is that the survey results
show that 75 percent of Fili-
pinos either know very little of
the 1987 Constitution or don’t
know anything about it at all.
As for the proposed shift to
a federal system, 71 percent
either know so little or know
nothing at all.
I don’t know with you, but
this tells me that we, Filipinos,
should start reading and un-
derstanding the Constitution
so that everyone will be on the
same page whenever some-
one proposes amendments
or a shift to another form of
government.
It’s a shame that a vast
majority of Filipinos know
so little or have no idea about
what’s in our Constitution.
This simply means that a
big chunk of the population
cannot intelligently participate
in public discussions on the
proposed Charter change and
federalism.
Simply put, if you haven’t
read the Constitution yet, shut
up. You don’t have any idea
what’s being talked about. I
mean, how can one favor or
reject something he knows
nothing about?
Charter change? No, make

and assembly and intensified
persecution of independent
critics. Parliament adopted
laws expanding the power of
that Charter reading first.

decide on something they

to me if the Duterte adminis-
tration’s “solution” is to close
down Metro Manila for six
months and deploy troops

thinkable. I hope not. But

And Kuwait? Well, Presi-
dent Duterte’s fast “solution”
to the diplomatic row is to tell
the thousands of overseas Fil-
ipino workers there to come

complications. This is another
clear case of oversimplifica-
tion of a difficult situation on
his part.
To his credit, this joke
of a President is capable of
identifying problems, but it’s
evident that he’s very poor at
problem solving especially at
times when there’s pressure
that’s too much for him to

feels the heat, his emotions
get the better of him, and he
starts to fumble and mouth off
whatever idea that crosses his
mind at that precise moment
oftentimes through a nonsen-
sical jumble of words. And at
times, whenever he smells a
rat, he orders the entire house

will be as livable, peaceful,
orderly, etc., as desired by all.
How about it, sirs and
madams? These also lie pri-
marily in our hands. Let’s
vote wisely.

BSP extends divide single borrower’s limit in priority infra projects
BANGKO Sentral ng Pilipi-
nas’ (BSP) policy-making
Monetary Board (MB) has
approved a separate sin-
gle borrower’s limit (SBL)
for special purpose entities
(SPEs) that will take part
in the “Build, Build, Build”
program, in an apparent bid
to lend financial support to
government’s ambitious in-
frastucture program.
To date, banks and quasi-
bank’s (QBs) have SBL of 25
percent of their networth.
With the latest MB decision,
SPEs are “given their own sep-
arate SBL in consideration of
the independence they usually
enjoy under project finance
schemes,” the BSP said in a
statement Thursday. “Under
these schemes, SPEs are ring-
fenced by appropriate legal
structures, operational set up,
and controls so that assets and
cash flows of SPEs remain
separate from those of their
sponsors, shareholders, and
other related parties,” it said.
Asked whether the SBL of
these SPEs will also be 25 per-
cent under the amended rule,
BSP Governor Nestor A. Es-
penilla Jr. answered in the af-
firmative. “Yes, like a separate
entity,” he said, adding that the
new rule will take effect 15
days after the publication of
the MB decision.
The statement explained
that the Board’s decision “is
premised on banks/QBs’ un-

PROSPECTS for the Philip-
pines' clinical research sector is
expected to remain rosy in years
to come, but government sup-
port is imperative to boost busi-
ness, a Fitch Group unit said in
its study.
BMI Research said Wednes-
day that clinical research activi-
ties in Asia Pacific will be on the
rise, with multinational pharma-
ceutical firms on the lookout for
opportunities in emerging mar-
kets, such as the Philippines, In-
donesia, and Vietnam.
It added that developing mar-
kets are attractive to companies
doing clinical research because
of lower operation costs relative
to developed economies, such as
Japan, South Korea, and Taiwan.
“Clinical research will con-
tinue to grow in the Philippines
as multinational pharmaceutical
firms will remain attracted to
the country’s low cost base. The
large and diverse population has
also been a key positive for the
country, with many companies
taking advantage of this large
patient pool,” the BMI Research
read.
It also recognized that the
country’s P162.35 billion phar-
maceutical industry, is expected
to expand into a P200-billion
industry by 2022. Health spend-
ing, which reportedly rose to 4.9
percent of the gross domestic
product (GDP) in 2017, are also
factors that should favor the ex-
pansion of clinical research here.
However, BMI Research not-
ed that the number of registered
clinical trials in the country have
gone down from 80 trials in 2010
to 40 trials registered in 2015.
About 56 percent of these were
Phase III trials.
By comparison, the clinical
trial registration in the Philip-
pines in 2015 was far from the
598 registered trials in South Ko-
rea in the same year.(Pna)

other employment documenta-
tion services.
Some job seekers and other
residents were catered by the De-
partment of Trade and Industry
(DTI)-Region 12 through their
Negosyo Center desk and busi-

committed it,” Jimenez

date, being your cousin or
your brother, you should
be the one telling him
that what he is doing is
wrong, make an effort,”
he added.
He also advised voters
to look at the character of
the aspirants, their back-
ground, and track record,
among others.
“Let us look at the
character of the one who
is running, we should
also look on what he had
offered especially in the
aspect of serving the peo-
ple in your community,”
he said.
“We should not only
depend on how well we
know the candidate, his
family, or he was your
schoolmate. I mean these
are good things that we
should probably consider,
but these are not the only
things,” added Jimenez,
noting that “critical
thinking is critical at this
period.”
