By the authority vested in me as County Executive and as Chief executive officer of the County by the 

Constitution and the laws of Iron County: 


 
Section I: The Emergency Powers of the County Executive shall be enacted: 
 
Section 2: The County Executive shall have the power to dismiss the Board of Commissioners and run 
special elections during times of:  
(a) Severe Public Protest and the Court Officials agree 
(b) Extreme activity (two weeks of inactivity of all county commissioners) 
(c) Failure to pass any laws/bills in a two month time period 
 
Section 3: T​ he County Executive shall have the power to select any County Department Head during 
times of: 
(a) Public Protest / Uproar. 
(b) Department fails to uphold its duty, fails to the Public Eye. 
(c) Any Department head resigns, quits or is impeached. 
 
Section 4: The County Executive shall have the power to create any Department under his branch 
with the public interests in mind. 
 
Section 5: The County Executive shall have the power to pardon anyone from criminal offenses 
except: 
(a) Impeachment 
 
Section 6: The County Executive shall have the power to declare a State of Emergency during times of: 
 
(a) County Crime Spree 
(b) Lack of law enforcement personnel 
(c) Civil Incident 
(d) Mass problem with Civilians 
(e) Mass disaster 
 
Section 7: The County Executive shall have the power to Dismiss any Department Head in times of:  
(d) Public Protest / Uproar. 
(e) Department fails to uphold its duty, fails to the Public Eye. 
 
Direct Powers of the County Executive during State of Emergency:  
(a) To seize, take for temporary use, or condemn property for the protection of the public in 
accordance with condemnation proceedings as provided by law; 
(b) To perform and exercise such other functions, powers, and duties as may be deemed necessary 
to promote and secure the safety and protection of the civilian population. 
(c) Suspend any regulatory statute prescribing the procedures for conduct of county business, or 
the orders, rules, or regulations of any county agency, if strict compliance with any statute, 
order, rule, or regulation would in any way prevent, hinder, or delay necessary action in coping 
with the emergency or disaster; 
(d) Direct and compel the evacuation of all or part of the population from any stricken or 
threatened area within the county if he deems this action necessary for the preservation of life 
or other disaster mitigation, response, or recovery; 

Sec. 8​. This order is not intended to, and does not, create any right or benefit, substantive or 
procedural, enforceable at law or in equity by any party against the County, its departments, agencies, 
or entities, its officers, employees, or agents, or any other person.
