Fragments of memories end up in junk shops in Marawi

MARAWI City -- Using trowels on
Tuesday and a spade on Wednesday,
Hadji Said, his wife Hadji Saidah
Macaronsing and son Jabar, worked
on the debris at what used to be the
entrance to their hardware on Dang-
cal Street in Padian, searching for
nothing in particular but whatever
item they can find that they can sell
to the city’s fast-rising business
enterprise: junk shops.
“Nothing’s left,” Jabar said of
the estimated P3 million worth of
stocks before the fightings broke
out on May 23, 2017. Last week,
they unearthed a burnt Goulds wa-
ter pump that would have sold for
P20,000 if brand new, but would
now fetch only P80 at the junk shop
at P8 per kilo, according to Jabar.
They also retrieved two water
tanks worth P15,000 and P11,000 if
brand new, that he estimates would
be worth only around P150 at most
at the junk shop.
Other storeowners -- or more ac-
curately, former storeowners in what
used to be the city’s commercial
district -- said the price of junk has
gone down to P7 per kilo, citing the
law on supply and demand.
It is higher by P3 to P4 pesos per
kilo in Iligan City but trucking cost

Cops cite stakeholders’ unity in

“Peacefully, we hurdled
the balloting with minor and
manageable problems like
disenfranchisement, misun-
derstanding,” Wagan said as

for their cooperation with
the different government
agencies involved in the
elections.
“We could have not done
enough in securing the polls
without the help of the con-
stituents of Maguindanao,”
he said.
Across the province, the
balloting was peaceful with
18 policemen performing
as election board members
in Datu Saudi Ampatuan

Members of Asia-Pacific fisheries focus on sustainable growth

MEMBERS of the Asia-Pacific
Fisheries Commission (APFIC)
have vowed to scale up collec-
tive efforts to ensure that fisheries
and aquaculture are managed in a
responsible and sustainable man-
ner, the commission announced
Friday.
As a region, Asia and the
Pacific produces most of the
world’s fish. The region cur-
rently contributes over 55 per-
cent of global capture fisheries
and 90 percent of its aquaculture.
Resilient blue growth of capture
fisheries and aquaculture in the
region is of great importance to
food security, nutrition, liveli-
hood development and overall
economic and social develop-
ment in many countries of Asia
and the Pacific and achievement
of some important SDG Goals in
the 2030 Agenda.
As demand for both capture
fisheries and aquaculture rises,
the industries will need to rely
on innovations in a number of
areas. They will also need to
become more resilient to the ef-
fects of climate change on fish
stocks and aquaculture opera-
tion. FAO’s Regional Initiative
on Blue Growth offers some
solutions and a way forward, and
the Commission will examine
these during the days ahead. The
35th APFIC Session will review
a draft six-year APFIC Strat-
egy (2018-2023) prepared by the
Secretariat for eventual revisions
and endorsement.
APFIC convenes every two
years with the main objective to
consider the Secretariat’s report
to the membership and observers
on major programme activities
carried out, and the achievement
by the Secretariat during the in-
tersessional period. The FAO
Regional Office for Asia and the
Pacific provides the Secretariat
services to APFIC and this 35th

expedite the processing of papers
related to major energy projects.
The DOE announced that the

lations (IRR) of EO 30 signed
by President Rodrigo Duterte in
June 2017 was published in ma-
jor newspapers last May 4, and
will take effect immediately.
The EO created the Energy In-
vestment Coordinating Council
(EICC) to streamline the regula-
tory procedures affecting energy
projects of national importance.
Under the IRR, the process-
ing of permits and licenses for
projects declared as “Energy
Projects of National Significance
(EPNS)” shall only take 30 days.
The 30-day period starts from
the submission of the complete
documentary requirements to the
relevant agencies involved in the
permitting process.
Cusi said the IRR marks the
end of slow-moving energy pro-
jects that are impeding the eco-
nomic development in the coun-
try because thay are hampered to
a large extent by the rigid regula-
tory processes.
“Before the IRR, processing
of documents takes a year, and
agencies also tend to pinpoint
or blame one another,” DOE
spokesperson told the Philippine
News Agency.
Examples of projects of na-
tional significance, according to

Visayas to Mindanao; a 600
megawatt plant to address the

The January-to-March
quarter gross domestic prod-
uct (GDP) was faster than the
growth recorded in the first and
fourth quarter of 2017, which
stood at 6.5 percent.
“This is the tenth consecutive
quarter that the economy was
able to achieve an output expan-
sion of 6.5 percent or better,”
said Socioeconomic Planning
Secretary and NEDA Director
General Ernesto Pernia.
Among the major economic
sectors, industry recorded the
fastest growth at 7.9 percent in
the first quarter, followed by ser-
vices at 7 percent.

considered the giving of month-
ly pensions to senior citizens in
malls here.
The city government recog-
nized the striving recipients in
getting their pensions.
Councilor Noli Pardillo, chair
of the committee on senior citi-
zens of the Sangguniang Pan-
lingsod said that some of the
pensioners waiting long to re-
ceive their pensions would just
go home empty handed.
“This is due to discomforts
while waiting,” said Pardillo.
Pardillo said at present, there
are 5,225 seniors citizens re-
ceiving a monthly of P500 or a
little more in the city.
These are for seniors who are
indigent and who do not receive
regular pensions.
Because of their numbers,
they have been using the alpha-
betical method.
They will receive them from
several cashiers assigned, at the
senior citizens area at Palao.
They are not using the ATM
cards for them as many of them
do not know how to use them.
“The area there at Palao is not

let us start thinking about who will be

The barangay elec-
tion is more intimate.
It is about families,
neighbors, childhood

commodity.
People openly, albeit illegally, offer
their votes to the highest bidder. In some
instances, supporters of a candidate, to
start with, will send signals that they

not benefit from the fruits of the land,
we might as well kowtow with every-
thing they want us to do but this time,
with a twist: give favor in the form of
loose change.
Is it cultural? Like the dowry system
in patriarchal societies where a family
pleads with the family of the woman.
In exchange, they give the family of the
woman valuables like a cow, carabao,
carbines, cash, car, and what-have-they.
Yes, politicians woo the voters to win.
Could it be that in return for their vote or
would-be vote, the candidate will recip-

THE Pinoy learns something new every
day. There was the Senate hearing in
aid of legislation. Then, the LPA a.k.a.

For the Pinoy who has
not moved beyond the
status quo, this latest
term in his vocabulary
can test his love for
mind-boggling current
events.
The Supreme Netnet
Court (SC) justices Camomot
should have resorted to
impeachment. At least, that’s a familiar
word to the Pinoy who now has to deal
with all sorts of info on his Facebook
News Feed where he eventually found
the breaking news on former Chief Jus-
tice Maria Lourdes Sereno last Friday.
There was an initial clamor to mem-
orize the names of the eight SC justices
who voted to grant the quo warranto
petition, and there’s the Pinoy wishful-
ly thinking they would run in a future
election so he could choose not to vote
for them. Hmmm.
Sereno did try to work when she
returned to her office on Wednesday last
week after her “wellness leave.” The day
before that, she was asked about running
for the Senate, and she said, “Wala pa ho
akong mga planong ganoon.” After she
was kicked out last Friday, her answer
to the same question was, “Ang mga
bagay na ‘yan, hindi ko pa pinag-iisipan.
Importante ay ipunin lahat ng puwersa
or lakas ng bayan na maaaring makapag-
patulong para ma-advance ang democra-
cy natin. ‘Yun ang tututukan ko muna.”
Sereno went on a “wellness leave” to
prepare for her impeachment trial. Now
that we know what we know, she should
have stayed and continued working
since there won’t be a trial anyway. Yup,
the show must go on and all that jazz.
And, of course, there’s Vice Pres-
ident Leni Robredo expressing her
support for Sereno. In a speech deliv-
ered at the University of the Philippines
Diliman last May 7, Robredo said, “The
quo warranto case against the chief jus-
tice is not just her fight, it’s our fight,”
adding that it “can be the final blow to
the ideal of justice we all depend on… It
weaponizes the courts and if we allow it,
a quo warranto can be used as a weapon
to intimidation, to kill dissent.”
Robredo has been facing her own
challenges, no thanks to vice presiden-

P100 per kilo for brass, and
P200 per kilo for copper wire.
She sells the junk in Iligan
City, some 40 kilometers away,
at P10 per kilo for solid metal
and six pesos for light metal,
and a bigger profit margin for
aluminum, brass and copper.

congressional candidate of the

family, meanwhile, showed
that it was still a force to
reckon with after its supposed
candidate in Lapasan, another
vote-rich 2nd District baran-
gay, unseated village chief
Omar Labuntog.
Labuntog, seen as a
common candidate of the
Rodriguezes and Moreno, was
defeated by Julieto Ogsimer.
Labuntog claimed Ogsimer
was favored by the Emano-led
Padayon Pilipino.
It was a close fight in
Lapasan with Ogsimer
winning with 4,742 against
Labuntog who garnered 4,140
votes. There was a dark horse,
“independent” candidate
Rudy Mediana, who bagged
2,851 votes. Mediana is said
to be a former bodyguard of
ex-mayor Vicente Emano
when the latter was governor
before becoming a contractor.

DENR people? It seems

found, playing deaf and
