DIVISION MEMORANDUM

1. The Schools Division Office hereby clarifies the implementation of the six-hour
working time of the elementary, junior and senior high school teachers per DepED Order No.
291,s. 2008 entitled “Guidelines for the Implementation of CSC Resolution No. 080096 on
Working Hours for Teachers” and hereby reiterates the important provisions of the Order.
2. Public school teachers shall render at most six (6) hours of actual classroom
teaching a day, except when undertaking academic activities that require presence outside
the school premises.
3. School Heads shall assign teaching loads to public school teachers to fully utilize
the six hour actual classroom teaching, i.e.. six teaching loads at one hour per teaching load,
with due regard for possible teaching intervals. All advisorships and/or special
assignments for the entire school year combined shall be considered one teaching
load.
4. A teacher with six (6) hours of actual classroom teaching and / or equivalent
teaching-related activities and duties shall render the remaining two (2) hours of work within
or outside the school premises to comply with the eight-hour workday by engaging in the
following teaching-related activities and duties:
6. For actual classroom teaching in excess of six hours and for work performed in
excess of eight (8) hours, overtime pay can only be claimed for actual teaching and/ or work
performed within the school premises.
7. In this connection, School Heads are required to submit the summary of teachers’
loads this School Year 2018-2019 to the Office of the Superintendent on or before May 16,
following the given format:

The official time of teachers shall depend on their compliance with the six-hour
teaching loads.
8. To facilitate the hiring of teachers for the new items and vacated items, the School
Heads shall submit the LIST OF VACANT ITEMS in their respective schools using the format
below on May 16 during the Brigada Eskwela Orientation to reconcile with the updated list of
the Administrative Office :

10. The Schools Division Office personnel shall collaboratively prepare the Division
Education Development Plan (DEDP) 2018-2020 with the end in view of achieving a more
responsive, efficient and effective delivery of services which are relevant to the current Major
Final Outputs and Key Result Areas as contained in the Division Office Performance
Commitment and Review Form.
11. The Division Chiefs and Heads of Sections shall lead in the preparation of the
DEDP in their respective offices. The DEDP template is herewith enclosed while the soft copy
has been forwarded to their respective email addresses. Additional objectives may be
included to meet the functions and responsibilities of the sections and units. Appendices may
be included in support of the proposed activities.
12. The ASDS, Division Chiefs and Section Heads shall present their part of the
DEDP in the Division Conference on DEDP 2018-2020 on March 23 (Friday) at 10:00 to 3:00
PM at the Conference Hall.
13. Soft copies of the finalized plans shall be later forwarded by the ASDS, ITO,
Chiefs and Heads to the Planning Officer for consolidation in the DEDP.
14. The DEDP 2018-2020 shall be the basis of the quarterly Division Monitoring and
Adjustment Programs which shall be conducted at the end of every quarter. The first quarter
DMEAP is scheduled on April 2 in preparation for the Regional MEA on April 10-12.
15. Food expenses relative to the conduct of the DEDP Conference shall be charged
to Division MOOE subject to usual accounting rule and regulations.
