The Complainant submits this complaint to the Court and states that there is probable cause to believe
Defendant committed the following offense(s):

Charge Description: On or about June 6, 2018, in the County of Ramsey, Minnesota, the defendant,
Xavion Tyrece Bell, aiding and abetting and being aided and abetted by another, having knowledge of not
being entitled thereto, did take from the person or in the presence of another personal property, and used
or threatened the imminent use of force against a person to overcome resistance to or compel
acquiescence in the taking or carrying away of the property, and while committing the robbery was armed
with a dangerous weapon or an article used or fashioned in a manner to lead the victim to reasonably
believe it to be a dangerous weapon.

STATEMENT OF PROBABLE CAUSE 6/7/2018 04:33:49 PM

At approximately 7:15 AM on June 6, 2018, officers were sent to 65 Hyacinth Avenue West, Saint Paul,
Ramsey County on a robbery at gunpoint.  Officers spoke to a Spanish-speaking victim through a neighbor
who provided translation.  The victim said she was followed into the parking lot by a black SUV.  The victim
got out of her vehicle and had her baby in her arms as she went to the front passenger door to retrieve
items.  A young white male and 2 black males got out of the SUV and ran towards her.  The white male
raised a firearm, racked its slide, and put the tip of the pistol into the victim’s forehead.  The white male told
the victim to give him either her money or her baby.  The white male then searched the victim’s pockets and
her purse.  He took the victim’s consulate identification and a Visa card from the purse.  The victim ran into
her apartment and spoke to the neighbor who called police.

At approximately 7:15 AM on June 6, 2018, officers responded to 1310 Park Street, Saint Paul, Ramsey
County on a robbery.  Officers spoke to DM said that 2 young black males and one young white male pulled
up in a dark SUV, jumped out, pointed a firearm at DM, and demanded his wallet.  DM handed over his
wallet and asked the robbers if he could keep his identification.  The robbers returned DM’s ID, but they
kept his wallet which contained $40 in cash, a Wells Fargo debit card, and a bus pass.  DM told police he
last saw the SUV driving south on Park Street and he thought the SUV bore a license plate of 978BV.

The 2 robberies occurred 1/10 of a mile apart.

Officers responding to the robberies believed XAVION TYRECE BELL (DOB: 05/20/2000) and his
associates may be involved.  Bell lived at 169 Maryland Avenue West and officers went there as part of
their investigation. 

Officer Whitney saw 2 young black males and a young white male outside 169 Maryland Avenue West:
Bell, TJ (YOB: 2002), and AM (YOB: 2001).  Officer Whitney turned his squad around and stopped to make
contact with the trio.  Bell and TJ had gone into the back door when they saw Officer Whitney pulling up. 
AM remained outside and was detained.  Other squads arrived and Bell and TJ were detained at the back
door.

DM came to the scene for a show-up.  He positively identified both Bell and TJ as part of the group that
robbed him.  Officers arrested Bell and TJ and made contact with the other occupants of 169 Maryland
Avenue West.  BC gave permission to police to search the home for the firearm.  BC pointed out Bell’s
bedroom to police and they saw at least 3 cell phones in the room, a purse on a pile of clothes, and another
purse/wallet on top of the dresser.  Officers looked inside the dresser drawers and saw what appeared to
be a handgun, boxes of ammunition, and credit cards in the name of NH.  

Officers held the scene and obtained a search warrant which was signed by the Honorable Mark R.
Ireland.  Officers executed the warrant and recovered 15 phones, 3 BB guns, a 20-gauge shotgun, a Smith
and Wesson 9mm handgun, a checkbook in the name of JA, a Social Security card in the name of KD, an
EBT card in the name of JJ, 2 Visa cards in the name of JG, a US Bank card in the name of MH, a Visa
card in the name of BB, a Macy’s credit card in the name of BD, 2 Wells Fargo cards in the name of AB, 3
credit cards in the name of HT, a Macy’s credit card in the name of VN, and college identification and
insurance cards in the name of AM. 

The items in other people’s names had been lost in burglaries, robberies, or car break-ins. 

Officers also recovered a 2009 Chevrolet Tahoe bearing Minnesota license plates 379VB a short distance
from 169 Maryland Avenue West.  The Tahoe had been reported as stolen and will be searched for

additional evidence. Ramsey County, MN

Bell was advised of his constitutional rights and agreed speak to Sergeant Skog.  Bell was told he was in
custody for 2 robberies, and Bell asked what the one was.  Bell admitted he was present during the
robbery that occurred at 1310 Park Street and claimed he just ran away after the robbery.  When asked
other questions, Bell repeatedly said, “I don’t know.”

When asked about the evidence recovered from his bedroom, Bell said the gun was not his and that others
had returned to his home with him.  Bell refused to identify the other people involved.  When asked about
the credit cards recovered from his room, Bell denied knowing how they got there.

NOTICE: Pursuant to Minnesota Statute 609.49, subd. 1 (a) A person charged with or convicted of a felony
and released from custody, with or without bail or recognizance, who intentionally fails to appear when
required after having been notified that a failure to appear for a court appearance is a criminal offense, or
after having been released on an order or condition that the releasee personally appear when required with
respect to the charge or conviction, is guilty of a crime for failure to appear and may be sentenced to not
more than one-half of the maximum term of imprisonment or fine, or both, provided for the underlying crime
for which the person failed to appear, but this maximum sentence shall, in no case, be less than a term of
imprisonment of one year and one day or a fine of $1,500, or both.
