This issue of the Canadian Journal of Regional Science addresses the Living Lab strategy, seen as an emerging
form of organizational innovation that question traditional practices and modalities of action in territorial
development. LLs can be defined as open innovation laboratories characterized by the primacy of the user in
the definition of actions. According to their promoters, LLs allow users to imagine, develop and create
innovative services or tools that respond to their needs or aspirations. Through coconstruction, collective
learning, the constitution of multiple-actor networks and various forms of partnership action, LLs explore
ways to find trans-sectoral solutions. A bottom-up approach that takes as its starting point the demands of the
users and the aspirations of the citizens is more favourable for innovation than one that is driven primarily by
predetermined solutions. This principle inspires modes of organization of actors and collaborative processes
that favour creativity.

Les Living Labs ont pour raison d’être de favoriser l’innovation par l’interaction entre recherche, conception,
fabrication et utilisation en faisant sortir la recherche des laboratoires pour la faire venir dans la vie de tous les
jours. L’objectif est de favoriser l’innovation par la mise en œuvre de processus collaboratifs entre acteurs. Les
usagers sont associés à ces processus pour non seulement concevoir des solutions, mais encore interroger le
contexte et co-produire une problématique en amont des solutions à trouver. Dans le domaine économique,
cette approche peut conduire à substituer à la relation classique offre/demande une relation
problème/réponse. De même, la contribution des usagers peut être mobilisée dans l’élaboration et la mise en
œuvre de politiques publiques. Elle peut être alors une des réponses aux défiances des citoyens vis-à-vis des
acteurs politiques, ou des consommateurs vis-à-vis des process de fabrication des produits et services. Le
Living Lab est en lui-même porteur d’innovation dans la mesure où il inverse la relation usager concepteur
dans le privé ou dans le public

There is great interest in co-creation of welfare production between municipalities and the civil society in the
Nordic countries. Using linking social capital as a theoretical point of departure and examining a qualitative
case study in Norway, I critically assess the concepts of co-creation and ‘Municipality 3.0’. It is suggested that
even in countries with high trust in the authorities, building linking social capital in the shape of
interorganizational networks is a complex process fraught with potential barriers related to trust, network
building, municipal resources, and statutory laws and regulations. And while outcomes are promising, they
are far from certain.

Despite a great variety of theoretical approaches, empirical analyses of social capital are surprisingly similar.
Virtually all of them treat membership in voluntary associations as the chief indicator of community
involvement while neglecting another form of community involvement: participation in elite-challenging
actions. Likewise, authors readily attribute manifold civic benefits to associational life, while hesitating to
attribute such benefits to elite-challenging activity. We question these views on two grounds. Firstly, we argue
that elite-challenging action reflects social capital, even though this is a specific form of it: an emancipative
form typical of self-assertive publics. Secondly, we use data from the Value Surveys to demonstrate that elite-
challenging action is linked with greater civic benefits, at both the individual and societal level, than is
membership in voluntary associations. This finding confirms the concept of human development, which
suggests that emancipative forms of social capital are more civic in their consequences than others. Following
this concept, we show that mass self-expression values nurture emancipative social capital, in motivating
elite-challenging action. Finally, we locate self-expression values and elite-challenging actions in a theory of
emancipative social capital.

The purpose of this study is to establish a measurement scale for hu-man resource management (HRM)
practices in nonprofit organizations and to analyzetheir impact on employee job satisfaction. An exploratory
factor analysis (EFA) using aprincipal components was performed. The analyzed sample is composed of 62
organiza-tions with 2,030 employees. The results demonstrate that 8 out of 20 analyzed variablesdetermine
the measurement scale of HRM practices in these organizations. These vari-ables are related to psychological
demands, active work and development possibilities,social relations and leadership, and the degree of
coherence in the organization withits principles. According to the results, these practices have an impact on
employee jobsatisfaction. We believe that these results are relevant due to the lack of similar studiesand the
relevance of nonprofit organizations as job creators in the European Union.

Social Economy in UNESCO Biosphere Reserves. A Multiperspective and
Complexity Approach

The paper describes how social economy is a tool to further ambitions of sustainable development in model
areas such as biosphere reserves. This is based on the notion of interdependencies between humans and
nature in socio-ecological systems. Understanding the local resource base is vital to achieve a sustainable
development, where a focus on mere economic development will blind policymakers and stakeholders to
other resources and ambitions. By assessing a multitude of resources, outlined in the Community Capitals
Framework, new paths towards sustainability will emerge. Resources include natural, cultural, social, human
and others. The multi-perspective approach also enhances the need to understand and address complexity
and how to manage complex processes. Strategies for this will include being as simple as possible but not
simpler, being dynamic rather than static, and embracing uncertainty and unpredictability. One application of
the theoretical reasoning in the paper is the Biosphere Innovation System, where structures to promote and
employ innovation for sustainable development are outlined, among them research linked to local
knowledge, forums, financing and facilitated learning for policy makers and citizens.

O presente estudo objetiva-se a lançar luzes sobre o tema de crime corporativo tal como defendido por
Medeiros e Alcadipani (2013a). Os estudos organizacionais tendem a se debruçarem sobre o aspecto positivo
das organizações, tratando o seu lado sombrio como algo excepcional. Diante disso, Medeiros e Alcadipani
(2013a) buscaram explorar esse lado sombrio, especificamente os crimes corporativos. Destarte, busca-se
lançar reflexões acerca do evento da “Lama da Samarco” que ocasionou na morte de dezenove pessoas, em
famílias desabrigadas, prejuízos econômicos, consequências ambientais e cálculo de atingidos inestimáveis.
As conclusões no que se referem à classificação do evento da “Lama” como crime corporativo ainda é
prematura, porém, defende-se a necessidade de tais reflexões como forma de desvelar práticas sombrias das
organizações e, diante da atualidade desse acontecimento evidenciar como adoção de tais práticas é presente
na sociedade ao passo que pesquisas que abordem os aspectos negativos do management recebem pouco
espaço.

O esforço em promover políticas públicas e estratégias que favoreçam a inserção de cidades e regiões na
economia do conhecimento tornou-se imperativo. Este trabalho explora as relações entre o Desenvolvimento
Urbano Baseado em Conhecimento (dubc) e os Ecossistemas de Inovação (ei) no meio urbano. A partir de
uma pesquisa por triangulação e um modelo conceitual foram analisados quatro ecossistemas de cidades
brasileiras. Concluiu-se que: (i) há harmonia entre dubc e os ei, devido a similaridades conceituais; ii) o dubc e
os ei são manifestações sociotécnicas que ocorrem no meio urbano, havendo intrínseca relação do dubc com
este meio, o que é desejável, mas não obrigatório para os EIs; iii) há convergência de interesses e de atuação

dos dubc e dos ei e ;iv) o dubc pode influenciar positivamente os resultados e impactos buscados pelos ei.
Nestes termos, emergem recomendações para induzir mais facilmente o surgimento de EI.

Much research has implied that social capital functions as an unqualified ‘public good’, enhancing
governance, economic performance, and quality-of-life. Scholars of disaster have extended this concept to
posit that social capital provides non-excludable benefits to whole communities after major crises. Using
qualitative methods to analyse data from villages in Tamil Nadu, India following the 2004 Indian Ocean
tsunami, this article demonstrates that high levels of social capital simultaneously provided strong benefits
and equally strong negative externalities, especially to those already on the periphery of society. In these
villages, high levels of social capital reduced barriers to collective action for members of the uur panchayats
(hamlet councils) and parish councils, speeding up their recovery and connecting them to aid organizations,
but at the same time reinforced obstacles to recovery for women, Dalits, migrants, and Muslims. These
localized findings have important implications for academic studies of social capital and policy formation for
future disasters and recovery schemes.

In this article, we start by jointly examining the shortcomings contained in the substantial definitions of
publicity commonly applied to the analysis of both public spaces (physical) and public spheres (political). We
propose instead to consider publicity as a potential and publicization as a process, observable both in urban
spaces and in the media. Building on John Dewey, we argue that when this process reaches its logical end, it
determines and brings together a problem, a place, a sphere and a group of people that it makes public. It also
leads to mechanisms of political action that constitute the ends of public space. Using the example of New
Orleans post Katrina, we illustrate this process by discussing three obstacles that often stall or reverse
publicization processes, which we believe deserve further study. Finally, we ground the values on which the
process of publicization rests on the shared experience of trouble in potentially public spaces. This
pragmatists approach opens the door to the study of publicization processes and public spaces beyond
western cultures, and suggests an empirical way to deepen and reassess liberal conceptions of public space.

O uso da triangulação em estudos qualitativos na área da Administração tem sido visto como um
procedimento relacionado ao rigor metodológico e incremento da qualidade de pesquisas, incluindo teses e
dissertações. Não obstante, devido às diversas possibilidades de empregá-la, a concepção e prática da
triangulação aparentam ainda não estar completamente compreendidas. Neste sentido, este estudo teve como
objetivo identificar, analisar e exemplificar o uso da triangulação em teses e dissertações da área da
Administração no Brasil. Com base nos trabalhos encontrados no banco de teses e dissertações da CAPES, foi
realizada a análise dos trabalhos, buscando identificar as metodologias empregadas nos estudos e,
posteriormente, analisar e exemplificar a utilização dos diferentes tipos de triangulação nas pesquisas
encontradas. Os resultados demonstram ser possível encontrar, no escopo de teses e dissertações brasileiras
da área da administração, a utilização de todas as tipologias (entre métodos, intra-método, de dados, de
teorias e de pesquisadores) presentes na literatura, com predomínio da triangulação entre métodos. Por outro
lado, identificou-se uso escasso da triangulação de teorias. Conclui-se que a triangulação é um procedimento
que tem contribuído com o rigor científico, em teses e dissertações, e possibilitado a ampliação do
entendimento de diversos temas e fenômenos na área da Administração no país.

Os estudos sobre transferência, difusão e circulação de políticas são um campo fértil para a inovação no
campo da análise de políticas públicas. No mundo globalizado, onde as fronteiras do Estado são permeáveis e
a política pública viaja transnacionalmente, a difusão de políticas é o que conecta naturalmente a política
doméstica à internacional. O recente aumento de publicações no campo consolidou um corpo de
conhecimento denso e importante. No entanto, após anos de pesquisa, parece que há agora uma certa estase,
para não dizer uma estagnação, com relativamente pouca inovação conceitual. Neste artigo propomos
abordar novos caminhos para futuras pesquisas, considerando o que precisa ser mais bem compreendido
sobre o fenômeno da difusão de políticas. As novas políticas a serem exploradas não estão, em nossa opinião,
somente associadas às dimensões heurísticas do campo, mas também às dinâmicas empíricas que emergiram
nos últimos anos. Destacamos seis novas fronteiras para a pesquisa sobre a transferência e a difusão de
políticas públicas: (1) o papel do setor privado e dos consultores; (2) a internacionalização das coalizões
domésticas; (3) os espaços transnacionais e agentes de transferência; (4) a tradução de políticas; (5) a
resistência à transferência; e (6) as transferências Sul-Sul ou Sul-Norte.

Claus Dierksmeier admirably combats the misperception that Kant is a deontologist with no regard for virtue.
Dierksmeier contends Kant offers a theory of virtue that can contribute in significant ways to advancing the
analysis of, e.g., stakeholder theory and internal compliance programs. His plea that business ethicists should
view Kant as a resource for thinking more widely and deeply about virtue seems eminently sensible.
However, there are grounds for questioning whether a Kantian approach will be of much help in thinking
through the ethics of real world business practices.

Transitando por Caminhos Sinuosos: Os Deslizes nos Estudos em
Administração Pública e de Empresas

Este ensaio discute 13 deslizes comuns encontrados em estudos no campo de Administração Pública e de
Empresas no Brasil, agregando-os em três dimensões. A primeira dimensão, ‘Deslizes por Falta de Reflexão’
inclui deslizes por falta de reflexão dos autores, como, por exemplo, usar a palavra Metodologia na seção que
discute Método ou autores economizarem em palavras para apresentar a relevância do trabalho. Já na
segunda dimensão, ‘Deslizes na Utilização do Método’, discutimos aspectos referentes ao Método em um
trabalho científico, deixando claro, por exemplo, alguns erros cometidos, tais como nomear um Método
(Netnografia) e na prática usar outro (Observação Não-Participante). A terceira dimensão ‘Deslizes no
Sentido de Fazer Ciência’, apresenta os deslizes relacionados à relevância de um texto ao se fazer Ciência. Por
exemplo, um texto que não apresenta implicações gerenciais e teóricas no campo da Administração Pública e
de Empresas ou que não discute questões para futuras pesquisas deixa a desejar no sentido de ser relevante
para a Ciência e para as organizações.
EBAP e ISEB na busca por uma Administração Brasileira: uma imersão nos
anos 1950 para iluminar o século XXI

O curso de administração se tornou o maior do Brasil e forma hoje um em cada cinco concluintes de curso
superior. Dessa maneira, aumenta nossa responsabilidade como educadores em refletir sobre o conteúdo que
ministramos. Nossa proposta de reflexão é um mergulho nos anos 1950 − momento da criação das primeiras
escolas de graduação −, com base num diálogo entre documentos daquele período e três fontes de
depoimentos de ex-alunos e ex-professores da Escola Brasileira de Administração Pública (EBAP): em
periódicos da época, depoimentos para o livro comemorativo dos 50 anos da Escola Brasileira de
Administração Pública e de Empresas (EBAPE) e entrevistas atuais com alunos e professores da época. A
ciência da administração que se construía na década de 1950 era vinculada ao desenvolvimento, rejeitava o
apriorismo da gerência científica recebida dos EUA e buscava, a partir das ciências sociais, promover de
maneira crítica conteúdo que propiciasse a adaptação das técnicas importadas à nossa realidade. Nessa busca
por representar o contexto local, a EBAP se aproximou das proposições do Instituto Superior de Estudos
Brasileiros (ISEB) e da Comissão Econômica para a América Latina e o Caribe (CEPAL). A apreensão do
contexto local é fundamental para a formação de bons profissionais. Resgatar os esforços produzidos pela
EBAP nos anos 1950 para a construção de uma administração brasileira, e as contribuições que ISEB e CEPAL
deram nesta empreitada, podem ajudar a nos mostrar caminhos de como (re)conectar a ciência da
administração com o contexto nacional e, consequentemente, fornecer conteúdo relevante para nossos
egressos.

This book features the output of the transversal working group in public and
social economy set up under the auspices of CIRIEC’s International Scientific
Council. After a call for contributions launched in December 2015 and a
selection of responses in February 2016, a meeting was held at the 31st CIRIEC
Congress in Reims in October 2016, to establish a collegial process of
coordination and articulation of contributions and concrete modalities for
interactive progress of the work.
The book inaugurates, for CIRIEC, a new form of publication, in open access,
on its website. 2018 sees indeed a new online collection of CIRIEC: the CIRIEC
Studies Series. It is in accordance with CIRIEC’s vocation to develop scientific
analysis on the potentialities and action of public economy and social economy
organizations in the implementation of general and collective interest. The
book combines analyses of academics and researchers from seven countries on
three continents, specialists of social and solidarity economy organizations and
public policies. Their scientific expertise and their territorial knowledge bring a
varied and detailed light to showcase profound transformations on a planetary
scale which are part of a new paradigm of public action resulting from a
process of creative destruction.

Some hundred years after John Dewey worked to illuminate what it means to
educate and how public education serves as the bedrock of democracy, his
seminal Democracy and Education speaks urgently not only to critical
contemporary educational issues but t o contemporary political issues as well.
As mania for testing forces a steadily narrowing curriculum, Dewey explains
why democracy cannot “flourish” if “the chief influences in selecting subject
matter of instruction are utilitarian ends narrowly conceived for the masses.”
As such utilitarian subject matter is increasingly placed online, isolating
individual students and their electronic screens, he insists that education
happens not through direct instruction but “indirectly by means of the
environment” where members of a community engage in meaningful tasks.
