The existing use of the ground floor retail tenancy of this site is that of a Telstra retail store.

Proposed use:

A beauty therapy and skin product sales store.

Justification of compliance with continuing use:

The store will offer laser hair removal services, skin treatment services and will offer sale of it’s own
skin treatment products that will be arranged neatly and professionally along the windows to allow
the general public to view and assess these products.

These services do not entail any medical benefits much like hair dressing and other beauty related
stores, and are purely retail in nature as assessed by Hobart City Council and Clarendon City Council
most recently.

The store’s offerings are clearly divided into service sales and product sales.

Service sales encompass the laser hair removal and skin treatments, which are sold as individual
‘products’ with no variation in the physical treatment process or price, as they are fixed offerings.

Product sales encompass the sampling and sale of individual, or packages of, Laser Clinics Australia’s
“Skinstitut” products.

• The re-instatement of the existing sliding door access point as glazed shopfront to the
matched likeness of the adjacent (as was the case prior to Telstra's occupation of this

• The re-instatement of a door on the front corner of the building, with internal ramp-up to
meet disabled access regulations – the building fabric will not be altered during these
works (compare attached plan & attached Telstra's current configuration plan);

• Replacement of existing signage:


o Replacement of awning facia 3 dimensional set-out signage, with small slim-lined
protruding signage noting "Laser Clinics Australia" as developed through
discussions with Chris Bonner from Tasmanian Heritage – to attempt to advertise
the store's existence within the space whilst being sensitive to the bold aesthetic
of the stepped awning facia from street view (dimensions on attached plan);
o Replacement of under awning blade signage skin with signage skin noting "Laser
Clinics Australia" (as noted on attached plan);
o Replacement of shop front glazing vinyl signage, and addition of further privacy
patterning (refer to photo schedule); and
o Vinyl cover of existing window on far right hand side of tenancy, due to it's use
behind being necessary for a treatment product room commercially – which
would block the window scape. This image will act as a visual attracter to
window-shoppers within the "Quadrant Mall".

STATEMENT OF IMPACT

INTRODUCTION

This proposal changes the current use from a retail shop to a café / restaurant and creates a new all

access friendly entry to the rear of 120-124 St John Street, Launceston. The design seeks to increase

the amenity of the building with the addition of disability access, water closets and kitchen / food

preparation space.

The site is located within the Urban Mixed Use Zone of the Launceston Interim Planning Scheme 2015,

and is heritage listed by the Tasmanian Heritage Council.

The proposal;

• Demolishes existing non-compliance water closet

• Demolishes existing spiral staircase

• Demolishes existing partition walls

• Relocates existing external AC unit

• Removes current boarding over windows

• Creates a new opening in existing internal wall for bathroom access

• Creates a new opening into the existing non heritage façade for bi-folding windows

• Adds disabled friendly access to the rear cafe space

• Adds a new bi-folding doorway that will sit in front of existing barn doors

• Adds new bathrooms and kitchen area

• Adds new business signage (detached from heritage façade)

DETAILS OF THE PROPOSED USE:

The proposal is for Food Services use in the Urban Mixed Use Zone, and therefore the following Use

Standards for the zone apply:

Hours of operation

The proposed scheme meets the Acceptable Solution for clause 12.3.1, hours of operations as follows:

• Commercial vehicles will only operate between 6:00am and 10:00pm.

Mechanical plant and equipment

The proposed scheme meets the Acceptable Solution for clause 15.3.2, Mechanical plant and equipment

as follows;

• Air conditioning, air extraction, heating and refrigeration are designed, located, baffled and

insulated to prevent noise, odors, fumes or vibration from being received by adjoining or

immediately opposite sensitive uses.

The proposal uses the following mechanical equipment:

• 2 x air conditioning units (outdoor parts located on roof as shown on page DA05).

• 1x kitchen canopy exhaust (moter model MV 381 cfmfans), located above kitchen cooking zone,

with exhaust outlet on the lower roof line as shown on page DA07)

• 1x cool room-condensing unit (1/8 hp 10amp). This will also be ducted out on the lower roof line.

Light spill and illumination

The schemes proposed exterior lighting meets the Acceptable Solution for clause 15.3.3, Light spill and

illumination as followings:

• It does not include permanent, fixed floodlighting where the zone adjoins the boundary of the

General Residential, Inner Residential, and Low Density Residential zones; and

• All direct light is from external light sources within the boundaries of the site.

The proposal uses the following exterior lighting;

• 3x exterior wall hung lights. Locations shown on page DA05.

Noise level

The proposed scheme meets the Acceptable Solution for clause 15.3.4, Noise level as follows:

• The proposed scheme does not exceed a time average A-weighted sound pressure level

(LAeq) of 5 dB(A) above background during operating hours when measured at the

boundary of an existing sensitive use adjoining or immediately opposite the site.

LOCAL HISTORIC CULTURAL HERITAGE CODE

E13.6.1 Demolition

Objective: To ensure that the demolition or removal of buildings and structures does not impact on the

historic cultural heritage significance of local heritage places and they’re setting.

The scheme proposes to demolish parts of the existing structure in areas of lesser significance, discussed

with the Tasmanian Heritage Council, and shown on page DA02 and DA03.

The most significant demolition is to the northern Colorbond façade. Currently there are 3 opaque

louvered windows with bars on the inside that make them not function. As a consequence the internal

space is dark, cold and stuffy. The proposal aims to increase the exposure to sun, light and ventilation

through opening this wall up (shown on page DA03 and DA05). The financial investment into

reinvigorating this building as a food service place hinges on the need for sunlight, daylight and

ventilation to create a space that people will enjoy to use.

Other elements to be demolished (shown on page DA02 and DA03), are either non compliant to todays

standards (WC and stairs), or are later installed part ion walls that obstruct future development in this

space.

E13.6.6 Site of buildings and structure

Objective: To ensure that the siting of buildings are compatible with the historic cultural heritage

significance of local heritage places and their settings.

The new entrance portal is to be stepped back from the existing heritage façade, revealing the corner of

this building and covering/screening only the later colorbond infill building.

E13.6.9 Wall Materials

Objective: To ensure that wall materials are compatible with the historic cultural heritage significance of

local heritage places and their settings

Materials of the new door and window components and screening to the proposed entrance area are

contemporary materials so they can be readily identifiable as additions, and so not to be mistaken as the

heritage building, as per the article 22 of the ICOMOS Burra Charter, 2013.

22.2 New work should be readily identifiable as such, but must respect and have minimal impact

on the cultural significance of the place.

Objective: To ensure that signage is compatible with the historic cultural heritage significance of local

heritage places and their settings.

The proposed scheme is to accommodate two independent businesses.

Signage for the retail space is to be located in the existing Tiger Model locations 1 & 2.

Location 1 is an existing painted panel sign of approximately 700mm high by 5.4m long.

Location 2 is a hanging sign facing north south on St John Street. Proposed signage for the retail

business will be of the same proportion as the existing. Details on the artwork for the retail business will

need to be confirmed prior to installation.

Signage for the café space are to be located in existing Tiger Model locations 3 and newly added location

4:

Location 3 is an existing window sticker of approximately 400mm high by 2.5m long. The proposed

signage is to be a window sticker of approximately 700mm high by 2.5m long. Details for proposed

signage artwork are shown in attached document ‘Mad Apple Proposed Signage ART’.

Location 4 is a new suspended sign that is to be hung from the proposed steel entrance structure (refer

to architectural drawings). The sign is to be a 900mm diameter circle powder coated onto 3mm mild

steel. Details for proposed signage artwork are shown in attached document ‘Mad Apple Proposed

Signage ART’.

Thank you for your application for a Certificate of Exemption for works to the above
place. Your application has been approved by the Heritage Council under section
42(3)(a) of the Historic Cultural Heritage Act 1995 for the following works:

Works: Alterations to ground floor commercial tenancy.

Documents: Exemption Certificate Application, dated 15-06-2018 from Adam Boyd,


with attached (i) design floor plan & elevation, and (ii) existing building
photo montage.

Comments: The Certificate of Exemption is issued to permit the alterations and fitout
of the ground floor corner commercial tenancy at 95 Brisbane Street,
Launceston.

The works include the replacement of existing signage in matching


locations to the awning fascia and under-awning, fitout of partition walls
for consulting rooms and reception area, and reinstatement of the corner
entry door.

The works include the installation of new free-standing display screens


located behind the shopfront glazing.

The works have no impact on heritage fabric and support the continued
commercial use of the place. The works generally conform to Sections 9
& 14 of the Works Guidelines.

A copy of this certificate will be forwarded to the local planning authority for their
