SCOPE OF WORK FOR MANPOWER SERVICES

1. The Site Engineer should have qualification of Mechanical/Electrical/Civil/


Instrumentation Engineering and minimum 2 years experience at a project site. In
case the Engineer concerned is holding diploma qualification against Engineering
graduation, the requirement of site experience shall be increased by 5 years.
Requirement of Engineer discipline shall be as per SOR enclosed. Change of
engineer during execution of work if required shall be intimated with 15 days notice
for positioning/replacing.

Broad responsibilities of the engineer engaged shall be as below:

a. Ensuring quality of work and of construction materials used by the Contractors as


per laid down Specifications and QAP.

b. Reading and understanding the contractor’s drawings and documents and ensuring
the execution of work at the site as per the approved drawings and documents

c. Certify site procedures submitted by contractor in consultation with BPCL

d. Drawing of material samples for testing as per QAP in consultation.

e. Witnessing day to day tests at site as per approved procedures and recording the
test results. Deviations if any from the acceptable limits as per codal requirements
to brought to notice of BPCL

f. Witnessing the tests at lab as per approved procedures and recording the test
results. Deviations if any from the acceptable limits as per codal requirements to
brought to notice of BPCL.

g. Review of Test certificates and test reports of construction materials and ensuring
compliance with QAP. Deviations if any from the acceptable limits as per codal
requirements to brought to notice of BPCL.

h. Ensuring strict adherence to Safety Practices and security requirements by all


contractors working at the site.

i. Make necessary corrections in approved for construction drawings as per site


conditions in consultation with BPCL.

j. Providing necessary assistance to BPCL in checking the measurements submitted


by Contractor

k. Checking the As-Built drawings of the Contractors with respect to site and certifying
the same.

l. Checking documents for Acceptance / Completion / Handing over of works and


checklists on taking over of works.

m. Participate in regular site meetings with contractors along with BPCL.

n. Assisting BPCL in reviewing the material status with respect to free issue material
and contractor material
o. Assist BPCL in start up and commissioning of all the facilities and systems as per
the timelines of the project

2. The Mechanical Engineer being placed at site should have a sound knowledge of latest
IS / BIS, ASTM, ASME codes and relevant testing procedures related to NDT. He
should also atleast NDT level 2 qualified. He must witness regular quality checks like
fitup check, verticality check, ovality check, alignment check etc and ensure that it is
within the acceptable limits as per the codal requirements. In addition to above, he must
be witnessing the NDT tests and have sound knowledge to verify and review the results

3. The Instrumentation engineer being placed at site should have a sound knowledge of
latest IS / BIS , IEEE , IEC codes and relevant testing procedures related to
Instrumentation engineering. The engineer must have sound knowledge of PLC
systems and its functionality.

4. The electrical engineer being placed at site should have a sound knowledge of latest IS
/ BIS , IEEE , IEC codes and relevant testing procedures related to electrical
engineering. The engineer must have sound knowledge of HT/LT systems,
switchboards, relays and its functionality.

5. The civil engineer being placed at site should have a sound knowledge of latest IS / BIS
codes and relevant testing procedures related to civil engineering. The engineer must
have sound knowledge of piling works and must compulsorily have work experience of
atleast 1 year in supervising the piling works.

6. The bio-data of the site engineers shall be submitted to BPCL well in advance and
BPCL’s approval shall be taken before posting them. If the services of any
personnel are not satisfactory to BPCL, the person shall be replaced within 15 days
from the date of receipt of written communication from BPCL.
