SSS posts P42.57B Month with NGCP’s "Gamit ni Bulilit"

The state-run Social Se-
curity System (SSS) said col-
lections from its 15.4 million
actively paying members
amounted to P42.57 billion
in the first three months of
2018 pushing its total reve-
nues for the period to P49.72
billion.
SSS President and Chief
Executive Officer Emmanuel
F. Dooc said that the total
amount collected was a result
of aggressive collection drives
such as posting of show cause
orders in non-compliant estab-
lishments, serving of warrants
of arrest together with the Phil-
ippine National Police (PNP),
and the implementation of the
Real-Time Posting of Contri-
butions (RTPC) as a new form
of collection system.
“There was a large vol-
ume of paying members in
the first quarter of this year,
majority of them are voluntary
members. Combined with the
implementation of the RTPC
since January 2018 which
caused the immediate posting
of collections in our system,”
Dooc said.
Component-wise, col-
lections from the employed
sector registered the biggest
amount at P35.75 billion fol-
lowed by voluntary paying
members at P4.78 billion, and
self-employed at P2.04 bil-
lion.
SSS members’ contribu-
tion collection from January
to March 2018 grew by 7.64
percent from the P39.55 bil-
lion booked in the same period
in 2017.

The True Tragedy
The wet season is here.
In the capital, its onset is announced
by the rise in leptospirosis, a dangerous
disease brought by a bacteria from the
urine of animals like rats, and ruminants
like cows and goats.
In the provinces, it will mean (God
forbid) flooding and landslides brought
by typhoons. Inevitably, human death
results from such natural catastrophe.
There is a penchant in the media to
tag such calamities and the deaths that
result as “tragedy.”
This is all wrong. Tragedy, in the
Greek sense, has a deeper meaning.
It involves what they call “hubris” or
the pride of a character which results
to his downfall. Think of Oedipus and
Othello. They are powerful and had
been forewarned about their fate. Yet
pride blinded them and so their tragedy.
Having one’s house built on a stilt
by a riverbank washed away including
their residents, is not tragedy. It is
lacking commonsense. The frequency
of typhoons, the warnings of PAG-ASA
should have warned them it is dangerous
to live in a riverine habitation.
When a boat capsizes and its
passengers drowned in a lake. It
cannot be tragic. The boat owner could
have avoided it through regular check
up of his vessel or by not overloading
his boat with passengers. Municipal
authorities could have prevented it, i.e.
through monitoring of the worthiness
and safety of the vessels. That is not
tragedy. That is sheer negligence or
dereliction of duty.
When the rains or the typhoons
seasons come, that should be a
warning we should be alert and ready
at all times.
The greater and true tragedy comes
from a sense that one is invincible from
the wrath of nature.

REALTY VALUES: The central bank
said residential real estate prices are up
by 2.1% in the first quarter compared to
the same time in 2017. Townhouses and
condominiums both reported increases
per BSP latest Residential Real Estate
Price Index. Average price changes-
went up to 116.3 from 113.9 by end
March of 2017. Prices of townhouses
and condominium units reported an in-
crease of 13.8% and 2% respectively.
Those of single detached housing units,
however dropped by 0.6%.
On a quarter-on-quarter basis, the
RREPI is down by 0.9%, the BSP noted.
Residential property prices in the NCR
and in areas outside NCR increased by
2.7% and 0.9% year-on-year, respec-
tively. In NCR, the higher growth in
prices of condo units, townhouses and
duplexes offsets the decline in prices
of single detached houses. BSP said
about seven out of ten or 73.5% of resi-
dential real estate loans were taken out
to buy new housing units during the

What is neo-atheism?
Atheism generally refers to non-
belief in any deity. However, neo-
atheism is a relatively recent modern-
day phenomenon distinct from the
philosophical atheism of Nietzsche,
Sartre and other thinkers of the late 19th
century and early 20th century.
Unlike the “old” atheism that was a bit
romantically nostalgic and sometimes
poetic about religion, neo-atheism
lacks the theological-philosophical
sophistication of the old atheism. It is
not so much a metaphysical or scholarly
critique of theology and apologetics
but rather it is characterized as a
sociopolitical-cultural movement that
is oftentimes anti-theist in its overt
contempt for organized religion and
religious people, particularly antagonistic
of fundamentalists. Ideologically, most
neo-atheists adhere to scientism or the
excessive, almost dogmatic, belief in the
power of science to explain everything.
The roots of neo-atheism as a global
movement can be traced back to the
post-Nine-Eleven terrorist attack in
the United States. Atheists, agnostics,
secularists and non-religious people
began to form groups from simple
online forums to formal real-world
organizations. Atheist polemicists like
the so-called Four Horsemen of Atheism
– Richard Dawkins, Christopher
Hitchens, Sam Harris and Daniel
Dennett – became celebrities and staple
of atheist conferences and conventions
worldwide, earb. Their books became
bestsellers.
As an organized movement, neo-
atheism started in the United States,
but it soon spread to poorer developing
countries like the Philippines through

organizations such as the Filipino
Free Thinkers, the Philippine Atheists
and Agnostics Society (PATAS), and
the Humanist Alliance Philippines,
International were formed to spread
secularist ideas and to serve as
socialization hubs for civic-minded
nonbelievers.
These organizations advocated
the non-interference of the church in
political matter. They advocated for the
passage of the RH law, the tolerance and
acceptance of LGBTQ, and the taxation
of church institutions. These groups
held rallies in the streets, organized
charity events, conducted public
lectures and academic debates, and
organized conferences. Some of these
groups also became involved in LGBTQ
issues, environmental campaigns, and
other liberal-left-leaning advocacies that
are a bit off-tangent with the prevailing
conservative views.
What is authoritarian populism?
Like neo-atheism, authoritarian
populism is a relatively new
sociopolitical-cultural phenomenon
within the context of liberal democracy.
It is not necessarily synonymous with
popularity, but it connotes wider appeal.
In simple terms, it is about appealing to
the common people or the masses by
using demagogic rhetoric and divisive
tactics.
Unlike the typical populist politicians,
an authoritarian populist would market
himself as a strong-willed political
outsider that is against the status quo.
He would also exaggerate problems,
whether imagined or real, to scare
people or make them angry. Then he
would present simplistic solutions,

DU30’S ENIGMA: Many are per-
plexed and could not understand how
Pres. Duterte and his administration
can continue being popular among
the masses despite his “irreverence”
to God and the Catholic clergy, his
pro-China leaning (and anti-West ti-
rades), and suspected violation of
human rights! The president is still
“popular” and supported by major-
ity of the citizenry according to the
Social Weather Station surveys. We
are closely watching if there would
be radical changes here after DU30’s
“stupid God” remark!
The key clincher appears to be
the “approval” by the masses of the
anti-criminality drive of the police and
the military. Even the anti-tambay
campaign to “clean” the streets at
night of potential trouble-makers is
acceptable to the masses. Yes – our
people want to sleep more soundly
and in peace, and assured that the
darkness of the night and the evils of
criminals will not haunt them as they
enjoy their peaceful night. Duterte’s
approach may be harsh at times. It
seems this is the leadership kind that
we all need!

Some parallelisms can be drawn
between old-style fascism and
authoritarian populism, but the main
difference is that the latter can hijack
democracy without necessarily
overthrowing. An authoritarian
populist regime functions more like
a government of the mob but still,
thriving on negative and prurient
emotions of the people, particularly
frustrations and anger against the
liberal democrats and minorities such
as immigrants, petty criminals and
drug addicts.
An authoritarian populist politician
resort to deceit through repetitive
blatant lies and gaslighting tactics to
maintain divisiveness and consolidate
support from his core supporters.
Like other authoritarian regimes, the
rule under this type of leader can be
described as “crisis-based” rule that is
dependent on maintaining the illusion
of ongoing conflicts and problems that
only the populist leader could solve or
at least keep at bay.
The rise of authoritarian populism
can be traced back to as early as the
late 1990’s but its watershed period
was between 2014 and 2018 when
we saw the rise of demagogues
like Turkey President Recep Tayyip
Erdogan, United States President
Donald Trump, Philippines President
Rodrigo Duterte and Hungary’s prime
minister Viktor Orbán.
Under this new type of popular
authoritarian leaderships, democratic
ideals like check and balances,

Paano nga ba maging matagumpay sa buhay? Paano natin
matutupad ang tagumpay?
Maging matagumpay ang buhay ay hinahangad ng bawat
isa. Lahat ninanais na umasenso, magkaroon ng maginhawa
at magandang buhay. PInapangarap na maging matagumpay
sa kanya-kanyang tinatahak na buhay maging ito may ay sa
piniling propesyon or sa negosyo.
Bata pa lamang ay may mga pinapangarap na sa buhay.
Pinaghahandaan upang sa pagdating ng tamang panahon ito
ay makamtan. Para lalong magabayan sa pagiging matagump-
ay sa buhay narito ang 5 Ms.
Una, maging maka Diyos. “Lahat ay magiging maayos kung
ilalapit nating sa Diyos.” Ang taong di nakakalimot sa Diyos ay
hindi pinapabayaan bagkus siya’y. Ginagabayan. Anuman ang
gawain at naisin sa buhay palaging ilapit sa Diyos. Di nating
magagawa at matutupad ang lahat kung wala ang patnubay ng
Panginoon. Papuri, pasasalamat sa paghingi ng kapatawaran
ay laging isaalang-alang. Walang imposible sa Panginoon sa
mga taong di nakakalimot sa kanya. Magiging matagumpay ang
isang tao kung palaging dumadalangin ng gabay at patnubay
sa ating Panginoon.
Pangalawa, “Ang taong m,arunong rumespeot ay sigura-
dong aasenso.” Marunong rumespeto sa lahat ng tao maging sa
mga bata, matanda, may kaya man o pulubi. Napakahalaga ng
pag-uugali o disiplina ng isang tao para matupad ang pangarap
ng buhay. Ditto nasusukat ang tunay na pagkatao. Ang taong
marunong gumalang ay makakatanggap din ng paggalang.
Pangatlo. Mapagpakumbaba. “Ang taong marunong lumin-
gon sa pinanaggalingan ay makakarating sa paroroonan.” Ang
taong marunong magpasalamant sa mga taong pinagkakutan-
gan ng loob as tunay na pinagpapala. Sabi pa nga ang taong
mapagpagpakumbaba ay nagpapakita ng pagmamahal, pasa-
salamat at pagpapatawad sa kapwa. Dapat din na marunong tu-
manggao ng pagkatalo, pagkakamali at pagkukulang sa buhay.
Ang taong nasa ibaba ay itataas.
Pang-apat, Matiyaga. “Kapag may tiyaga, may nilaga.” Ang
pagiging matiyaga ay hindi sumusuko sa lahat ng hamon ng
buhay, determinadong harapin, malampasan at suungin and
anumang pagsubok at kahirapan.Marunong ring magsakrispi-
syo at pursigido sa pinapangarap na matagumpay na buhay.
Di nawawalan ng pag-asa sa buhay at palaging may paraan sa
lahat ng bagay.
Panghuli, Masipag. “Nasa tao ang gawa, nasa Diyos ang
awa.” Kasipagan – susi sa kaunlaran. Ang taong masipag ay
hindi naghihirap sa buhay. Mapamaraan at gagawin ang lahat
para maabot ang tugatog ng tagumpay. Nasa tao pa rin ang
pagkusa at paraan sa piling buhay na kung saan ang Diyos ar
handang umalalay.
Ang 5 M’s na ito ay sana maging gabay at inspirasyon sa
pag-abot ng mga minimithing pangarap sa buhay. Bago maka-
mit ang tugatog ng tagumpay dapat ito’s magsimular sa sarili.
May buo at matatag na kalooban at puno ng determinasyon
para makamit ang minimithing tagumpay sa buhay.

contractual workers finally
regularized by their private
employers in response to the
government’s call to end
contractualization.
A total of 6,721 workers
gained regular employment
from their companies here in
Bicol for the first semester of
the year.
Of this number, 4,211 were
regularized through inspec-
tions conducted by the La-
bor department. On the other
hand, 2,510 were regularized
voluntarily by their respective
employers.
DOLE-Bicol recorded 167
establishments in all prov-

their workers from January
to June 2018. At least 137
companies regularized their
employees upon visit by the

Lectio Divina
Read: Ezra is called to be a prophet who will preach
God’s message irrespective of people’s response. Paul
does a plain speak about his weaknesses which God
gracefully uses for God’s own purposes. Jesus’ own
townsfolk takes offense at his preaching and is astounded
by their unbelief.
Reflect: It is interesting to note that Jesus is taken
aback by the lack of faith among his own people. We,
human beings, are normally astounded by the height of
faith that some people have. Lack of faith seems a run of-
the-mill category, an everyday reality within and around
us. But it looks like, for God, it is the opposite: For Him,
faith is an everyday act and lack of faith is surprising.
And how the lack of faith prevents even the efficacy
of God’s own initiatives for human welfare: Jesus was
unable to perform many miracles due to the hardness of
people’s hearts. Wouldn’t it be wonderful to have faith as
an everyday presence in our lives! Then we would see
even our weaknesses and tragedies becoming channels
of God’s Grace, as Paul could.
Pray: Pray for the gift of deep faith.
Act: In humility, surrender to God your weaknesses,
asking Him to transform them for His purposes.

Campus Journalism has always been. to many children in
the grade school, a truly enjoyable activity. It is an accepted fact
that press work is not just work but a truly intellectual activity
that provides staff members of school paper a wonderful time
in collecting, reflecting and presenting news and all other stuff a
school paper is made of. It includes writing news, editorial and
feature writing. dummying and lay-outing and meeting deadlines
as well challenging themselves expressing their opinions in their
columns.
Another enjoyable activity they find most interesting is in-
terviewing which means getting to know people better whether
they are interviewing people in their school or outside. Another
phase of a truly enjoyable life as a campus journalist I taking
pictures and what truly they find most intellectually fulfilling is
joining the yearly Press Con that has become a thrust of the
Department of Education.
This yearly event is a much looked-forward to activity by
campus journalists. This gives them the chance to prove their
best other than meet campus journalists from other schools and
if lucky, they could compete in the national finals. Whew! what
could be more fulfilling as a campus journalist than this. Dream
come true. It could also open windows for the young campus
writer.
To those who are not really bent on writing news, the school
paper is another venue for campus writers to go into fiction or
poetry. This is another opportunity to invade the creative world
of literature.
What has made campus journalism now truly enjoyable is
the inclusion of broadcast journalism when sometime back cam-
pus journalism was purely print. This is a breakthrough and has
given campus journalism a wider mileage.
Campus journalism has taken a much more wider outlook
when it now goes beyond the campus. It has been given the
opportunity to tackle issues not just in the campus but commu-
nity issues that also include those that their community and the
country as whole is facing. Campus journalism and the campus
journalist can shape public opinion while it takes the responsibil-
ity of preserving press freedom of speech and expression.

Base-superstructure model
Previously, we have discussed a Marxist hypothesis that
could explain the relationship between neo-atheism and
populism.
Specifically, this hypothesis is based on Marx’s materialist
views of historical determinism, i.e., the interactions between
the means of production or the economic base and the
superstructure, which include non-economic aspects of
society such as education, arts, philosophy, politics, etc.
These interactions determine the course of history.
Both neo-atheism and populism are part of the
superstructure that is shaped by the modern-day
technological and scientific economic base. The former is a
cultural trend based on the critique of religion using scientific
claims – oftentimes, in the form of misguided scientism. The
latter is a political trend that is fueled by the frustrations of
a significant portion of the electorate against the status quo
in countries where “elite democracy” and neo-liberal policies
thrive.
The rise of both trends in the modern era of globalized
economy is not a mere coincidence but rather it is an inevitable
consequence of extreme socioeconomic inequalities brought
about by neo-liberal policies such as bank bailouts and job
contractualization. The inequalities between countries and
between the social classes within the countries resulted in
paradigm shifts that weakened the influence of religion in rich
industrialized countries but also at the same time created
further tensions among the social classes.
Neo-liberalism’s promises of greater economic prosperity,
better social mobility and equity are now seen as mere farce
by many voters who felt that they were left out and betrayed
by their leaders. The so-called trickle-down effect is just a
hype with no actual substance. Only an elite few significantly
benefitted from neo-liberalist policies while many are
left unemployed or underemployed, alienated, poor and
dejected. Many people, even in industrialized countries,
felt alienated and betrayed
by their government. They
perceived liberal democracy
as false and mere instrument
of the oligarchs.
