1. GENERAL OUTLINE
This Project Procedure is established for the implementation of the MARTIN LINGE Topsides EPSCC
(Engineering, Procurement, Supply, Construction, transport and Commissioning) Project.

The relevant Lump Sum and Provisional Sum Contract covers the supply of a Utility module, a Process
module made of a 3 component well bay, compression module and oil and gas processing area, a Flare
module with his flare boom, and a 95 single-bed cabins fitted with 24 turn able beds Living Quarter with a
helideck.

Other main information is:

• Name of the Project : MARTIN LINGE Topsides EPSCC Project


• Location: MARTIN LINGE FIELD, in the North West part of the Norwegian Continental Shelf (NCS)
of the North Sea approximately 170 km west of Bergen and near the border line to the UKCS.

2. PURPOSE
The purpose of this document is to list the Laws and Orders, Regulations, Codes and Standards to be
applied for the MARTIN LINGE Topsides EPSCC Project.

4. DEFINITIONS AND ABBREVIATIONS


Words appearing in capital letters shall have the meaning assigned to them in the CONTRACT Article 2.1
Definitions.
In particular:

5. RESPONSABILITIES
The current revision of all Regulations, Codes and Standards, Laws and Orders shall be used for this
Project.
It will be the responsibility of CONTRACTOR, to check on regular basis if new revisions of standards have
been issued.

6. ORDER OF PRECEDENCE
In the event of any conflicting requirement the order of precedence shall be:

1. PSA (Petroleum Safety Authority) HSE rules, Statutory Regulations (including NORSOK/ ISO/API/
DNV/ EN/ IEC/ NS standards directly referred to in the regulations) and Mandatory European Directives.

CONTRACTOR shall always follow the latest revision of the regulations and of the referred standards
within the guidelines to the regulations. The latest revision applicable is the one given on www.psa.no. If
other norms than the ones listed in the guidelines are chosen, for contractual reasons or other, an
assessment shall be carried out documenting that the chosen solution complies with the regulatory
requirements.

• Ensure compliance with Norwegian Regulations

7. NORWEGIAN RULES AND REGULATIONS


The petroleum activity in Norway is based on the NPD Regulation of 31 of August 2001 “Regulations
relating to Health, Environment and Safety in the petroleum activities” (the Framework Regulations).

The Petroleum Safety Authority Norway (PSA) is responsible for developing and enforcing regulations
which govern safety and working environment in the petroleum activities on the Norwegian continental
shelf and associated land facilities. New regulations relating to health, safety and the environment in the
petroleum activities on offshore and onshore facilities that are subject to the Petroleum Safety Authority,
entered into force 1 January 2011.
The new regulatory model applicable to offshore petroleum activities consists of:
• the joint framework regulations (offshore and onshore), laid down by royal decree and enforced by
the ministries, the PSA, CPA and the health authorities,
• the joint management regulations (offshore and onshore), stipulated and enforced by the PSA,
CPA and the health authorities,
• the activities regulations offshore, stipulated and enforced by the PSA, CPA and the health
authorities as earlier, and

• the facilities regulations offshore, stipulated and enforced by the PSA, CPA and the health
authorities as earlier.

The PSA Regulations and Guidelines can be downloaded from www.ptil.no.

Several NORSOK standards and also other international standards are referred to in the PSA regulations.
These are included as part of the regulatory basis in section 7.2 of this document.

The NORSOK standards are developed by the Norwegian petroleum industry and are prepared and
published with support of The Norwegian Oil Industry Association (OLF) and Federation of Norwegian
Manufacturing Industries (TBL).

The NORSOK standards are managed and issued by Standard Norge, and can be downloaded from
www.standard.no.

The MARTIN LINGE Topsides shall be designed for full compliance with the PSA Regulations.

7.1. Mandatory European Directives


The production facilities shall comply with the Norwegian PSA Facilities Regulations.

This includes a requirement for all systems included in or supporting the production facilities to comply
with specific directives from the European Communities – (EEC) as implemented in the Norwegian rules
and regulations.

The applicable mandatory directives as defined in the PSA Facilities Regulations are:

2009/105/EC Simple pressure Vessels

Simple pressure vessel or vessel means any welded vessel subjected to an internal
gauge pressure greater than 0.5 bar which is intended to contain air nitrogen and is not
intended to be fired.

89/686/EEC Personal Protective Equipment

Including the adopted changes made in Directive 93/95/EEC.

75/364/EEC Aerosols Dispensers Directive

Including the adopted changes made in Directive 94/1/EEC and 2008/47/EF.

94/9/EC Equipment and protective systems in potentially explosive atmospheres (ATEX)¨

All Electrical and non-Electrical Equipment (ignition sources) and Protective systems
designed for use in potentially Explosive Atmospheres shall have a Declaration of
Conformity with respect to the EC Council ATEX Directive 94/9/EC and be CE -

10.4. Mechanical
For mechanical equipment the following standards shall be used:
• The API standards shall be applied for all rotating equipment in process and critical utility services.
The objective is to ensure that the main process and utility pumps that are critical to the operation
of the process are designed and manufactured to an appropriate high standard. For non-critical
pumps, alternative standards may be applied subject to Contractor’s criticality assessment. The
above statement does not preclude the use of NFPA 20 where required by NORSOK.

• Mechanical seals for centrifugal pumps shall meet the requirements of API Standard 682.

• Where seal-less centrifugal pumps are used, these shall meet the requirements of API 685.
