ATLANTIC YARDS aka Pacific Park Brooklyn Construction Update

Weeks August 20 and August 27, 2018

LIRR Yard Activities - Block 1120 & 1121

During this reporting period:

 The Contractor will continue excavation and hauling of soil from Blocks 1120 and 1121. Soil that has been classified
as clean, contaminated or hazardous will be removed from the site as part of the excavation activities and brought
to appropriate disposal locations. Protocols for the trucks entering and exiting the site have been put in place.
These protocols provide instruction on roadway routing to and from the project site, queuing of trucks while on site
and vehicle idling restrictions.

 Manhole installations, duct bank installations, and cable pulling operations will continue in Blocks 1120 and 1121
during this reporting period.

 New site entrance ramp construction will continue in the western portion of Block 1120.

 The Contractor will begin backfilling, compaction and grading for Railyard storage tracks in Block 1121.*

 Pending approval of permits, work on a new curb cut at the site entrance ramp on Sixth Avenue may begin during
this period.

LIRR Yard Activities - East Portal (Atlantic and Vanderbilt Avenue)

 MPT - Stage 2 MPT for the East Portal Demolition/Reconstruction will remain in place during this reporting period.
This MPT creates a work zone that encompasses the southernmost travel lane and the south parking lane on Atlantic
Ave between Clermont Avenue and Vanderbilt Avenue. This MPT closes the south sidewalk of Atlantic Avenue
between Clermont Avenue and Vanderbilt Avenue and the West Sidewalk of Vanderbilt Avenue between Atlantic
Avenue and Pacific Street. As part of this MPT, the west and south pedestrian crossings at the intersection of
Atlantic Avenue and Vanderbilt Avenue are closed.

 National Grid and Con Edison Utility relocation work on Atlantic & Vanderbilt Avenues will be ongoing during this
reporting period. Portions of this work may be completed during overnight hours.

 Demolition of the concrete portions of the East Portal structure is expected to begin by developer for LIRR during
this reporting period. This demolition will be occurring on Atlantic Avenue sidewalk within the EP MPT currently in
place. Noise mitigation will be in place during the demo activity.

LIRR Yard Activities – Foundations (Atlantic and Carlton Avenues)

 MPT - Yard Foundation Construction related MPT along Atlantic Avenue remains in place. This MPT closes the south
sidewalk and the south travel lane between Cumberland Street and Carlton Avenue.

 Formwork, rebar, and concrete installations for building foundation will continue in the northeastern portion of
Block 1120 (just west of CAB) during this reporting period.

LIRR Yard Activities – Night/Weekend Work

 Weekend (daytime) electrical utility installations are expected to continue in the yard and in the tunnel during this
reporting period.

 LIRR will be utilizing a portion of the yard lighting near the Atlantic Avenue LIRR Access Ramp for security reasons.
This is expected to continue through September.

 Pending approval of permits, installation of Generator Attenuator structure from Pacific Street will occur during this
reporting period. The installation is scheduled for August 25th, 2018, to limit impact on traffic and pedestrians.*

B14 (535 Carlton Avenue)

 Tenant fit out work in ground floor retail space will be ongoing during this period. *
 Building will have a boom lift to calk joints on precast facade. *

B11 (550 Vanderbilt Avenue)

 Tenant fit out work in ground floor retail space may commence during this period. *

Block 1120 Demolition

 Demolition at Block 1120 could commence upon receipt of DOB and DOT permits. MPT could be installed on Atlantic
Avenue. A community notice will be distributed.

Barclays Center Sidewalk

Barclays Center sidewalk punch listing of sidewalk repair/replacement work will occur on 6th Avenue, Atlantic Avenue,
and Flatbush Avenue over next two weeks. This will be a daytime work, and is substantially completed. Developer is
waiting on city inspection to confirm the completion. It cannot be determined whether there is a noise work or lane
closures involved at this time.

Noise Receptor Control Program
You may be eligible to receive and have installed double paned or storm windows and an in-window air conditioning
unit for certain residential units where such air conditioning and/or double paned windows/storm windows do not exist
today. The cost of any windows and any air conditioning units, and the cost of their installation, would be borne by the
Developer.

The locations that may be eligible at this time are the residential sites in proximity to site construction and identified in
the 2006 Final Environmental Impact Statement (FEIS) or the 2014 Final Supplemental Environmental Impact Statement
(FSEIS) as having the potential to experience significant adverse noise impacts during the construction of the Pacific Park
Brooklyn project.
