Abstract

A person who is fit is capable of living life to its fullest extent. Physical and mental

fitness play very important roles in your lives and people who are both, physically and

mentally fit are less prone to medical conditions as well.

Exercising does not have to be something boring and dreaded. It can be something that

you enjoy that helps to increase the overall happiness in your life, as well as relieve

symptoms of stress, depression and anxiety. It is important for all people to stay active

throughout their lives.

Having a building like Multi-purpose Sport center cum Evacuation center is a big help

for introducing fitness in our town. It not all about fitness but also it concerns social,

health and safety.

One major problem in San Jacinto is a place where big events can be held. Social

events or gathering is big help to communicate to other and improve the relationship or

partnership of different people. The other problem is having a large place where

evacuees can stay in time of calamities. Lack of facilities is the reason why citizen

choose to stay at home even it is

Chapter I

The Problem

1.1 Introduction:

Town places should serve the needs of every citizen lives in here. A place where

different events can be held, place where promotes fitness and also a place where

people can come whenever there is calamities, and San Jacinto town need this to be

able to give and provide this factors.

San Jacinto is a 3rd class municipality in the province of Pangasinan, Philippines.

San Jacinto is politically subdivided into 19 barangays. This are Awai,Bolo, Capoaoy,

Casibong, Imelda, Guibel,Labney, Magsaysay, Lobong, Macayug, Bagong Pag-asa, san

Guillermo, San Jose, San Juan, San Roque, San Vicente, Sta. Cruz, Sta. Maria and Sto.

Tomas.

Multi-purpose sport center cum evacuation center can be a very useful place to

San Jacinto. It will help the citizens to have a place where they can make their big and

small events, to enjoy wherever there is a sports competition and to feel safe wherever

there is a coming typhoon.

Space for Multi-purpose Sports and Evacuation center is a new initiative aimed at

improving facilities in town, for developing fitness and for community use, in the areas

of greatest need. This will help tackle the situation of having a place where events can

be held and place where people can stay in times of calamities. At the same time it will

help communities which have little or no provision for sports activities. There are many

municipalities in other places that are conveniently located to serve the needs of the

community. This makes them ideally placed to meet other needs for sports and to

provide social opportunities.

Also, because of this building it will introduce sports to community which helps

the citizens to enjoy which is an expenditure of time in a manner designed for

therapeutic refreshment of one’s body or mind and to achieve fitness. Involvement with

the wider community and support from community groups can increase the citizen

motivation, expectations and achievements. Local people can see a multi-purpose sport

complex cum evacuation center which is active in their community being an essential

element in the regeneration of their neighborhoods.

1.2 Background of the Study:

Multi-purpose hall

A large Multi-Purpose Hall is the center of considerable activity and has facilities for

indoor events, meetings and performances. Other things which must be considered

while looking for a multipurpose hall is to check if it can be available for any purpose

like college events, sports events, business meetings public gatherings or political

events. ( MacInerney, Eric, 2016)

 Multipurpose hall for Business Meetings/events: extra attention must be

given to other facilities such as video conference and telepresence.

Business meetings will be easy to organise with the availability of

Telepresence no matter how many time zones or locations are involved.

 Multipurpose hall for school/college events: The requirements will be

different when a school event takes place in a Multi-purpose hall. The

authorities will be looking for accommodating a large number of people

which includes children and their parents. The facilities to be considered

for a school event are large space accommodation for conducting

meetings, exhibitions, examinations, musical events, drama events, choir

or orchestral practises and some indoor sports events.

 Multipurpose hall for Public events or gatherings: Public gatherings such

as reception parties, weddings, Birthday parties, retirement parties, get-

togethers, cradle ceremonies, religious gatherings, political meetings,

exhibitions etc will require a Multi-purpose hall. The facilities which must

be considered in a Multi-purpose hall for these events are convieniece of

locality, which must be easily accessible. ( MacInerney, Eric, 2016)

For any event to take place in a well plan way, the focus should be given to the

following amenities:

Points you should be sure you understand. ( MacInerney, Eric, 2016)

 Layout: The chairs need to stored preferably on one side of the

walls in the hall. It should be accessed directly form the hall. The

placing of chairs should be such that the stage must appear from

any corner of the hall.

 Flooring: The material used for flooring must be compatible with

the various uses of the hall. The floor should not be slippery(

 Doors: must be easily accessible, Halls must include emergency

exits for easy passage in case of emergency. ( MacInerney, Eric,

 Windows: Placing of windows should be well designed, window

should not be less than 1.0m above the floor and safety must be

considered as a precautionary measure. ( MacInerney, Eric, 2016)

 Ventilation: should be adequate and provided with fine

adjustments.

 Temperature: must be maintained which can be tolerable and

consistent.

 Hall sound system: should not be too loud. ( MacInerney, Eric,

 Storage: should be large that can store big equipment and

materials

 Sports Equipment : More often than not, one of the uses of the

multi-user space involves some sort of sports. It is critically

important to understand what level of sports is intended, as this

can have important implications.

 Stages and Platforms : platform designed for your praise and

worship team, a small recessed stage for youth plays, or a

temporary platform to give a speaker a little height, thinking ahead

is critical. ( MacInerney, Eric, 2016)

 Acoustics: Acoustics in multi-user spaces can be quite difficult,

especially with ball sports. Most of the good, durable material we

pick for these spaces tends to be hard acoustically, which gives us

large echoing halls.

Sports Center

Sport in the Philippines is an important part of the country's culture. There are

seven major sports in the Philippines. (Metro Manila · Basketball)

These are basketball, badminton, boxing, football, billiards, tennis and volleyball.

Sports remain a popular aspect of Philippine culture. As such, the country's government

has had several attempts at improving its athletics program through various Republic

Acts and Senate Bills. Meanwhile, each sporting community hosts/joins both local and

international tournaments with the purpose of building itself and/or gauging itself

The Philippine Sports Commission (PSC) was created through Republic Act No.

6847 (known as "The Philippine Sports Commission Act")[8] and approved on January

24, 1990 to serve as the "sole policy-making and coordinating body of all amateur

sports development programs and institutions in the Philippines". Its primary function is

"to provide the leadership, formulate the policies and set the priorities and directions of

all national sports promotion and development, particularly giving emphasis on

grassroots participation. ( The LAWPHiL Project, 2016.)

Objectives of the Commission – The Objectives of the Commission are:

 To provide the leadership, formulate the policies and set the priorities and

direction of all national amateur sports promotion and development,

particularly giving emphasis on grass-roots participation; ( The LAWPHiL

 To encourage wide participation of all sectors, government and private, in

 To supplement government appropriations for sports promotion and

Evacuation Center

The Environment of the Philippines is prone to natural disasters,

particularly typhoons, floods, landslides, volcanic eruptions, earthquakes, and tsunamis,

lying as it does astride the typhoon belt, in the active volcanic region known as

the Pacific Ring of Fire, and in the geologically unstable region between the Pacific and

Eurasian tectonic plates.( www.pagasa.dost.gov.ph)

Some sectors say schools – the go-to site every time a calamity strikes – should

no longer be used as temporary evacuation centers .In the past years, schools have

been the go-to site every time a calamity strikes because they are oftentimes the only

readily available structures in communities that can accommodate a large number of

people. The perennial use of schools as evacuation centers, however, has affected the

operation of schools in the aftermath of disasters. (De la Cruz, Gwen, 2015)

Evacuees too have also been known to get sick, or worse, die in evacuation

centers because of lack of proper sanitation. This is because they were not really built

for human habitation over long periods of time. .(De la Cruz, Gwen, 2015)

Emergency evacuation is the immediate and urgent movement of people away

from the threat or actual occurrence of a hazard. Examples range from the small scale

evacuation of a building due to a storm or fire to the large scale evacuation of a district

because of a flood, bombardment or approaching weather system. In situations

involving hazardous materials or possible contamination, evacuees may

be decontaminated prior to being transported out of the contaminated area.

Preparing an Emergency Evacuation Plan

An emergency evacuation plan has two parts: evacuation from your

house, and evacuation from your neighborhood. An evacuation plan for your home is

useful not only for disasters, but also for fires or other incidents in your home.

Important points to remember when creating an evacuation plan for your home are: (

 You should have at least two (2) escape routes from each room.

 You should mark the locations of any escape ladders, or other

special equipment.

 You should mark the locations of fire extinguishers, smoke

detectors, first aid kits, disaster 72 hour kit.

 You should mark the locations of the shutoffs for gas, water, and

electricity.

 For people with medical conditions or disabilities, mark their

location as well as the location of any special equipment they will

immediately need.

Evacuations may be carried out before, during or after disasters such as: Natural

disasters, earthquakes, tsunamis, landslide and flood. ( disaster, nature,2014)

 Tsunami - tsunami is a series of waves created when a body of water,

such as an ocean, is rapidly displaced. Earthquakes, mass movements

above or below water, volcanic eruptions and other underwater

explosions, landslides, large meteorite impacts comet impacts and testing

with nuclear weapons at sea all have the potential to generate a tsunami.

 Earthquake - earthquake is the result of a sudden release of energy in the

Earth’s crust that creates seismic waves. The magnitude of an earthquake

is conventionally reported on the Richter scale, with magnitude 3 or lower

earthquakes being mostly imperceptible and magnitude 7 causing serious

damage over large areas. At the Earth’s surface, earthquakes manifest

themselves by shaking and sometimes displacement of the ground.

 Flood - flood is an overflow of an expanse of water that submerges land,

a deluge. It is usually due to the volume of water within a body of water,

such as a river or lake, exceeding the total capacity of the body, and as a

result some of the water flows or sits outside of the normal perimeter of

the body. It can also occur in rivers, when the strength of the river is so

high it flows right out of the river channel , usually at corners or

meanders. ( disaster, nature,2014)

 Landslide - landslide is a disaster involving elements of the ground,

including rocks, trees, parts of houses, and anything else which may

happen to be swept up. Landslides can be caused by an earthquake,

volcanic eruptions, or general instability in the surrounding land.

Mudslides or mudflows, are a special case of landslides, in which heavy

rainfall causes loose soil on steep terrain to collapse and slide downwards.

1.2a Review of Related Literatures:

Multi-purpose Hall

While the modern corporate environment features many different kinds of

spaces for meetings of different kinds – boardrooms, videoconference rooms, huddle

rooms, even auditoriums – there are still special situations which demand a certain

amount of flexibility. Multi-purpose rooms are quickly becoming a feature of most

corporate environments because of their ability to quickly transform for different

purposes. In fact, perhaps “Transformer rooms” might be a more appropriate name for

These rooms can be used as meeting spaces, a large venue for live

events, a press conference or perhaps as a training space – and usually feature 2–3

dividing partition walls that allow to be transformed into 1,2 or even 3 separate

sections. But what’s equally important is the design of the AV system, which needs to

be capable of adapting itself to the room’s changing needs, very

This place should be ideally located, allocated parking area should be

sufficient, well furnish seating arrangement, catering facilities, well-equipped

audio/video equipment, well maintained and hygienic washrooms and restrooms, well

Inclusions in your Multi-purpose hall/room:

1. Flexible connectivity interfaces: As the purpose as the

rooms change, so too does the seating layout. Ensuring

that the presenter and the audience can share/present

content requires connectivity interfaces to be available at

convenient points in the room. It’s usually a good idea to

use floor boxes/wall plates with VGA/HDMI connectivity

and position them suitably for various scenarios — both

individually and in combined mode options. Auxiliary audio

and video output plates should be positioned which would

allow any third person/ press people to connect their

studio camera to record both video and audio.

2. Visibility for everyone in the room: While the primary

projection system may be good enough for most people to

view content, there are often spots in a room with poor or

no visibility. This requires the use of secondary displays;

3. additional LED monitors may have to be placed

appropriately to allow the entire audience to see the

content being shared.

4. Making the technology “invisible”: Since the room may be

used for an event where all or some of the displays are

not required (say a music event), the projection system

should be housed in a motorized lift, that lets it be hidden

when not in use. A similar approach can be used for large

LED display monitors too, which hides them behind wall

panels when they are not in use

5. Flexibility in control of routing of signals: The switching of

content between various sources and displays should

happen via a single matrix switcher with transmitters and

receivers which would allow user to perform multiple

projections with various inputs simultaneously without

disturbing the other rooms.

6. Centralized “backroom” and “remote” controls: A

centralized master room should be planned which

connects all the video, audio, lighting and control systems

of all other rooms. In addition each of the component

rooms should have a wireless controller (probably a tablet

or a capacitive touch panel) to operate and manage the

system. During combined mode operation a “master touch

panel” should be available to control the system.

Sport Center

Sports center is a place where promotes fitness, also to build stronger,

healthier, happier, and safer communities. The Department advocates and

supports projects to strengthen communities through sport and recreation.

Communities that participate in sport and recreation develop strong social bonds,

are safer places and the people who live in them are generally healthier and

happier than places where physical activity isn’t a priority. (wa.gv.au)

Physical activity enhances function improving memory, behavior,

Evacuation Center

Evacuation is required any time the fire alarm sounds, an evacuation

announcement is made, or a university official orders you to evacuate a building

to the Evacuation Assembly Area (EAA). When an evacuation occurs,

departments should put their evacuation plan into effect. After the building has

been evacuated, the building cannot be re-entered until University Police gives

permission. The silencing of alarms is not the sole indicator that it is safe to re-

enter. Lecturers and Lab Supervisors should notify each class at the beginning of

the semester of the designated evacuation plan. The department’s plan should

indicate a meeting place outside the building EEA as well as the designated ES. It

is imperative that students know to stay together as a class while at the EAA or

the ES. Everyone must be accounted for, and their names should be written

down, or checked off an attendance roster. You cannot release students from

the EAA or ES until University Police have given permission to do so.

A disorganized evacuation can result in confusion, injury, and property

damage. When developing your emergency action plan, it is important to

 Conditions under which an evacuation would be necessary.

 Conditions under which it may be better to shelter-in-place.

 A clear chain of command and designation of the person in your

business authorized to order an evacuation or shutdown.

 Evacuation procedures, including routes and exits.

 Specific evacuation procedures for high-rise buildings.

 Procedures for assisting visitors and employees to evacuate,

particularly those with disabilities or who do not speak English.

 Designation of what, if any, employees will remain after the

evacuation alarm to shut down critical operations or perform other

duties before evacuating.

 A means of accounting for employees after an evacuation.

1.4 Significance of the Study

Objectives

1. Identifying a wide variety of potential community services

requiring a relatively small building for its purposes,

considering the nature and/or scope of the services

offered.

2. Controlled and sensible flexibility of the usual programs

for building the services in such a way as to permit

alternating between them and their additions, and on

condition that such flexibility does not lead to significant

deviation from the accepted programs: total amount of

area required in a programme, the area required for each

function and the connections between the functions. A

total area of 300-320 sq.m. was found to be optimal.

3. Formulation of a general physical model of a structure

having a total area which suits the common denominator

of as many services as possible.

4. The physical infrastructure of the building is functionally

suitable for the programs of the various services.

5. It is relatively easy to convert from one purpose to

another, (especially by changing the internal partitioning)

6. It is possible to house a number of services within a

building, all working at the same time, each in its own

allotted section, without disturbing one another.

7. The building can be constructed using a variety of

methods, both conventional and high speed.

1.4b Paradigm of the Study

Process:

 Determining present town of San Jacinto fitness and social factors and incorporates it in the
project’s design conceptualization.
 Determining the passive cooling and passive solar planning techniques and apply it in the
planning and design process.
 Conforming to the pertinent laws to meet the convenience that the project is supposed to
offer.

Output:

 A passively cooled Multi-Purpose Sport center cum Evacuation


Center with a prosperous presence of San Jacinto involving to
social, fitness and safety.

1.5 Scope and Limitation

To plan and design a Multi-purpose Sport center cum Evacuation center that

acquires passive cooling techniques and has a prosperous presence of San Jacinto town

social, fitness and safety.

The study covers one major subject: an attempt to introduce a proven-to-be-

helpful and effective design of a building as an answer to one of the major catastrophes

in the Philippines which is flooding and promotes health to the citizens of San Jacinto.

As reflected in the title, this study establishes the idea of making a useful place where

citizens can achieve comfort during calamities and engage fitness to both young and

adult, also to have a place where different event can held. The results of this study are

rather expected to be useful to San Jacinto as to contribute to the future researches.

In as much as this study is concerned primarily on implementing the design of

multi-use building in San Jacinto town. Moreover, this study will not be based on

comparison with what other town or place already adopted and started.

In addition to that, this study is expected to confer with Regional Bureaus that

deal with its weather and topographical conditions, such as the Philippine Atmospheric

Geophysical and Astronomical Services Administration (PAGASA); and that which tracks

technological development like the Department of Science and Technology (DOST).

Needless to say it is of big importance to check with the City Engineer’s Office (CEO) of

HUC San Jacinto – which also holds records of incidents in other parts of the region – to

know the plans enacted in the face of this kind of calamity.

Definition of Terms

The following are the terms dealt with and used throughout this paper,

presented with their corresponding (operational) definition:

Calamity- (used interchangeably with Floating House in this study) basically

means a building made for residential purposes that is anchored on land, and which has

the characteristics to float on water in times of flooding – that is, to rise when the water

rises.

Evacuation Assembly Area (EAA)- an outside location at least 50 feet from the

building, away from roads and walkways used by emergency vehicles.

Evacuation Site (ES)- a building in close proximity to the evacuated building that

will provide protection from the weather or other elements in the case of a prolonged

evacuation.

Flood Prone Areas- is defined here as the low areas that are easily flooded, or

those that frequently experience flooding

Topography- is the art or practice of graphic delineation in detail usually on maps

or charts of natural and man-made features of a place or region especially in a way to

show their relative positions and elevations.
