1. In keeping with the thrust of this Department to oonttly improve the quality of
Basic Education specifically to raise participation, completion and achievement and
implement an efficient and effective quality assurance mechanism, new guidelines on
supervision and monitoring are hereby issued by this Office to govern supervision and
monitoring in the different elementary and secondary schools in this Division effective
immediately. This scheme is anchored within the goals of Project SMILE (Serbisyong
Maayos at Mabilis Ialay Lagi sa Edukasyon).
- These guidelines shall apply to in-class supervision and monitoring of teachers and
school heads on the operationalization of the curriculum, school management operations
and implementation of programs and projects and activitiés along targets and key result
areas by the Education Program Supervisors/Division Coordinators, District Supervisors
and Prineipals/Head Teachers for elementary and including TICs in secondary.
3. Specific areas of supervision and assignment of Education Program Supervisors and
Division Coordinators and Guidelines on Supervision ‘oring Scheme are found
in Enclosure Nos. 1 and 2 to this Memorandum.
School Heads are enjoined to present these guidelines to i Parent Teachers Association
and School Governing Council to assist them in determining priority programs and
projects along learners and staff development and ensure cooperation and support of all
stakeholders.

GUIDELINES ON DIVISION SUPERVISION AND MONITORING SCHEME
Rationale
Delivery of basie quality education happens when there is mastery of learning, Corollary
to this is the expectation that relevant programs and projects are effectively and elliciently
implemented and that each teacher in all grade/year level creates a leamer-centered classroom
where the vision, mission and educational objectives are ultimately carried out.
Supervisory Scheme
Processes along supervisory monitoring and mentoring scheme shall at all times promote
friendly, non-threatening atmosphere towards achieving, positive and most rewarding
‘mentoring relationship between the mentors and the teacher/school head-client.
Monitoring-in-Tandem and Team Monitoring as supervisory schemes shall then be
implemented all throughout this division as provided in the same Enclosure, Until further
changed by this Office therefore, assignments shall be in effect,
All Education Program Supervisors/Division Coordinators, PSDS, Principals, Head
‘Teachers in the elementary and TICs in the secondary shall be required to conduct in-
class supervision. Minimum requirement for school heads per month are as follows:
Schools with 7-15 Teachers 100%
Schools with 16-30 Teachers 70%
Schools with 31-45 Teachers 50%
‘School with 46 Teachers and above 30%
Focus of monitoring and supervision shall not be limited to instructional/teaching
effectiveness but as well cover school management operations; learning and school
climate and other aspects related towards effective delivery Of School services.
Clinical supervision shall be used in the conduct of in-class supervision. Form 178, other
supervisory tools and STAR Way shall be utilized. Non-prescriptive method shall be
adopted during the post conference.
‘The EPS with or without the PSDS, ASDS or SDS shall assist hence, supervise school
heads in the conduct of in-class supervision and utilization of clinical supervision and
utilization of KSAs gained in INSET. Assistance shall likewise focus on writing
observation notes and conducting post conferences. PSDS are likewise expected to do the
‘same with the elementary schoo! heads in their respective districts
The EPS/Div. Coordinators and PSDS shall likewise be allowed to directly supervise
teachers particularly those under TICs and OICs within their permanent’monthly
‘monitoring/grade level/subject assignment and district respectively.
The principals and TICs of secondary schools with department heads shall likewise
observe the latter as they conduct in-class supervision among the teachers in their
respective department,using the attached form shall be submitted by the
and Secondary School Heads to the Division Office Attention: ASDS In-
Charge three (3) days before the ensuing month while Monthly Accomplishment Report
shall be submitted at least three (3) days after the end of the subject month. The Report of
Service (Form 48) of the EPS/Coordinators shall be attached to the Accomplishment
Report.
PSDSs are expected to supervise and monitor one school a day to ensure intensive
supervision and thorough monitoring using the attached monitoring tool.
EPS and Division Coordinators shall report to the Division Office on Mondays and
Fridays while the rest of the weekdays shall be utilized for school/class monitoring.
Should it be necessary a day shall likewise be utilized to take care of the immediate
concerns of the assigned programs. However, should there be no any immediate concern
related to the assigned programs and projects, the entire week shall be utilized for
‘monitoring to ensure intensive supervision. f
The SDS and ASDSs shall likewise monitor the implementation of this monitoring and
mentoring system,
Specific programs and projects shall be under the direct supervision of the ASDS In-
